Chairman of the Economic and Financial Crimes Commission, Abdulrasheed Bawa, has expressed concerns about corruption cases being lost to technicalities in courts, stressing that such a development may serve as a disincentive to the fight against economic and financial crimes.

Bawa stated this on Monday, May 23, 2022, in Abuja while giving his opening remark at the three-day capacity building workshop of the EFCC, themed ‘Judicial Dynamism: A Key Factor in the Fight Against Economic and Financial Crimes,’ organised for judicial officers, corruption investigators and prosecutors.

According to him, corruption cases being lost on technical grounds have a way of building confidence in corrupt elements and also negatively affect the image of the judiciary.

He said, “As a commission, we do not expect every judicial decision to go our way, but there are instances where the EFCC and many Nigerians have been left at a loss about certain judicial decisions, where defendants who obviously have stolen our commonwealth and those who have aided and abetted them have been allowed to go home to enjoy their proceeds of crime on technical grounds.

“This has the tendency to negatively affect the cherished image of and confidence in the Nigerian judiciary both locally and internationally.

“In the Commission, we hold the view that corruption is a plague that does not select its victims.

“Those stealing and abusing our common patrimony do not wish us well. Judges are as much victims of corruption as the ordinary man on the streets.

“It is therefore in our collective interest that the gains of the fight against corruption are not reversed. This is also why we must aggregate fresh opinions and forge deliberate winning tactics and strategies to stem its ugly tide.”

Bawa also commended the President, Major General Muhammadu Buhari (Rtrd) for signing into law the Money Laundering (Prevention and Prohibition) Act 2022, the Terrorism (Prevention and Prohibition) Act 2022 and the Proceeds of Crime (Recovery and Management, Act, 2022, while expressing optimism that the new laws would serve as significant legal instruments that would further strengthen and deepen the anti-corruption war.

He said, “On the issue of corruption cases being lost on technical ground, President Muhammadu Buhari said that it is an issue generating concern among Nigerians.

The event also had the Senate President, Ahmad Lawan; Speaker of the House of Representatives, Femi Gbajabiamila; President of the Court of Appeal, Justice Monica Dongban- Mensem, the Secretary to the Government of the Federation, Mr Boss Mustapha; the Attorney General of the Federation and Minister of Justice, Abubakar Malami; the Chief Judge of the Federation, Tanko Muhammad; and other top government officials in attendance.

ABUJA—THE All Progressives Congress, APC, yesterday, postponed indefinitely, the screening of its presidential aspirants earlier slated for Monday, May 23.

Though no reason was given for the alteration of its timetable, the party has been consistent in violating its timetable and schedule of activities for the 2023 general election.

In a statement by its National Publicity Secretary, Mr Felix Morka said a new date will be announced in due course.

The statement reads: “The Screening Exercise for Presidential Aspirants of the All Progressives Congress APC earlier scheduled to be held on Monday, May 23rd, 2022, is hereby postponed.

“A new date for the exercise will be announced shortly. Any inconvenience caused is deeply regretted.”

The Vice President, Professor Yemi Osinbajo has disclosed that the Southwest leaders and elders will soon reach consensus on producing a presidential aspirant for the zone ahead of the 2023 presidential election.

He said consultation was ongoing daily and he was optimistic that the region may reach agreement soon over the differences among the contestants.

The Vice President, who is vying for the All Progressives Congress (APC) presidential ticket, spoke during an interaction with Osun APC delegates at the Government House, Osogbo yesterday.

“I believe strongly in the wisdom of Yoruba elders and leaders and consultations are always ongoing, I believe that very soon we will resolve whatever differences exist and we will reach agreement on the way forward”, he said. Speaking on tackling insecurity in the country, he said the number of security personnel policing the country was grossly inadequate considering its size, adding that more personnel and technology need to be engaged for the country to be properly policed.

“The size of the armed forces is too low for the population of Nigeria; a local government in Niger state, Mashegu has the land mass the size of southeast states and Lagos State with about 100 policemen that is very inadequate, so, to police the country properly, we need more hands in the police and the armed forces.


“We also need our own local ammunition manufacturing company, we have started that at DICON, but we need to expand its capacity to produce more ammunition. We also need weapon and defence system manufacturing outfits locally”, he added.

Former transportation minister, Rotimi Amaechi, says he’s a better candidate to be voted president because he understands the sufferings of poor Nigerians.

“I can connect easily with the people. I wasn’t born into a rich family. My father was a poor man, and the only English my mother knows how to speak is pidgin English.

“I ate garri three times a day, and I still eat garri three times a day till today, so I know poverty”, Mr Amaechi said.

Mr Amaechi, a former governor of Rivers, made this assertion while canvassing for votes from All Progressives Congress delegates in Niger State on Thursday.

“I know what you’re suffering; I was governor of Rivers State when they were kidnapping two months old children, and I never slept until everybody slept. But in six months, we brought down insecurity in Rivers State,” the presidential aspirant added.

Mr Amaechi is not the first politician to project himself as one who understands the yearnings of Nigerians.

In 2011, former President Goodluck Jonathan, wormed his way into the hearts of many voters by portraying himself as a poor Otuoke boy who grew without shoes.

Similarly, President Muhammadu Buhari rode on the same sentiments to power in 2015, projecting himself as a poor candidate who had no house in Abuja and could not afford the APC presidential form.

The appointment follows the demise of the former Statistician-General of the Federation, Dr Simon Harry, on 13th April, 2022.

- please take out time to pick out the stems and seeds!!! you could always use them to make CBD tea, but as far as smoking goes, they're a no no

- if the weed wen you dey buy too dry, do not smoke it. you could always use it and make edibles or you can place it in an airtight container with a piece of orange peel or a little lettuce for an hour or two to allow it rehydrate. (don't leave it for too long, or your weed will get moldy and become unsafe from consumption)

- when you're high, endeavour to always stay hydrated; preferably with water.

it has been used by cultures around the world for centuries to aid in the spiritual awakening of the mind.

Some leaders of the Hausa community in Lagos State have appealed to Governor Babajide Sanwo-Olu to reverse the ban on Okada operations in six local government areas of the state.

WITHIN NIGERIA had reported that Sanwo-Olu on Wednesday banned the operations of commercial motorcycle riders in six Local Governments and nine Local Government Development Areas in the state.

The affected councils are Eti-Osa, Ikeja, Surulere, Lagos Island, Lagos Mainland and Apapa.

The leaders, who spoke in separate interviews with The PUNCH, on Wednesday, said Okada riders who hail from northern Nigeria contribute significantly to the voting population of Lagos and should not be economically strangulated.

The Seriki of Obalende, Saliu Waziri, who said government should rethink its decision, added that the government should instead get the data of Okada riders in Lagos to fish out any intruder or criminally-minded fellows.

He said, “This issue has taken us a long time and we have been trying to put our members on the line. I want to advise the government to rethink its decision because Lagos can’t operate without bikes because of traffic. Government should register Okada riders in each local government to know those working in any local government. By so doing, the government would know who to pick when any issue arises.

“Some of our members stay here in Lagos and vote during elections. That should count for something because we contribute to votes during elections. The government should change the system of Okada riders not stopping them.”

Waziri, however, ruled out the possibility of taking any legal action against the state government.

The Seriki Hausa of Ajah, Ibrahim Ngoma, agreed with his Obalende counterpart that the government should consider the voting population of Hausa Okada riders in Lagos.

“Truth be told, Governor Sanwo-Olu has been understanding with Okada people unlike Governor (Babatunde) Fashola. Okada members should obey the law while I appeal to Governor Sanwo-Olu to look into the matter and lift the ban before the election because the ban is affecting my people,” he said.

Also, another leader of the Hausa community in Lagos, Iliyasu Kira, in a telephone interview with The PUNCH on Wednesday, pleaded with Governor Babajide Sanwo-Olu, to reverse the ban.

According to the Seriki Hausa in Shasha in the Alimosho Local Government Area of Lagos, the voting population of the Hausa Okada riders in Lagos is not something the government want to joke with.

He said, “I appeal to the government to leave Okada riders to continue their operations. These Okada riders help the government during elections with votes. Our voting population in Lagos constitutes over 2.7 million because most of us vote here in Lagos. We are not all bad people.

“Many of our people are Okada riders in Lagos. If the government claims that robbers are rampant among Okada riders, then the government should sieve out the criminals. The government should provide replacement for our members affected by the ban.

“We don’t have the power to start any legal case with the government. This is why I am appealing with the government to reconsider the ban.”

An aide to the Sarkin Hausawa of Agege, Abdullahi Salihu, in a chat with The PUNCH, said the Hausa community in the state will not challenge the government’s ban.

He said, “The Chieftaincy Council of Hausa Community in Agege, under his Royal Highness, Alhaji Musa Muhammed Dogon Kadai, doesn’t challenge government laws. We believe that whenever government makes a law, it’s for the best of the general public. So, challenging the government’s law is like saying we don’t want the betterment of the state. We know that many of our people earn their daily income from the Okada business but that doesn’t mean that because of their own income we should jeopardise the security of lives and property in the state.”

Salihu said he also spoke with the Sarkin in three of the affected LGAs, saying they gave the same position as that of the Hausa leadership in Agege.

He said, “Majority of them are on the same page as we are here. They said our stand on the issue is also their stand, so that’s the resolution we have reached. We are urging every member of the community to abide by the rules and laws of the state government. Anybody found wanting, we’ll not be reliable for the person’s act because the law is the law anywhere. We cannot get our people to protest or take action against the law of the state government. So, that is the resolution we all came about after I called them.”

The Force Intelligence Bureau Special Tactical Squad (FIB-STS) operatives have arrested 29 deadly kidnappers and others in major operations in Northern part of Nigeria.

The feat followed directives from the Inspector-General of Police, IGP Usman Alkali Baba to clampdown on the perpetrators of crimes and criminality, as well as cutting off their supply of arms.

A statement issued by the Force Public Relations Officer, Muyiwa Adejobi on Wednesday said the FIB-STS equally recovered a total of 61 firearms, including 41 AK-rifles, 8 Type 06 rifles, 4 Light Assault Rifles (LAR), 4 pump action guns, 2 locally made firearms, 1 G3 rifle, 1 dane gun, 376 rounds of live ammunition of different calibres, and cash sum of two million Naira, from the suspects in the course of investigations.


He disclosed that a five-man trans-border syndicate who carries out kidnapping operations in between Adamawa State in Nigeria, and Burha, Fituha, and Kesu in Cameroun were arrested.

Adejobi explained that the gang which comprised Abubakar Mohammed, 28; Shehu Mohammed,38; Abdullahi Ali, 30; Abubakar Ali, 18 and Hussaini Sule, 18, all males from Mubi, Adamawa State, targetted wealthy individuals who possessed beautiful houses or cars.

“They confessed to the kidnap and multiple rape of a newly wedded woman at Askira Uba Local Government Area of Borno state whom they released upon receipt of a million Naira ransom. They were apprehended by operatives of the FIB-STS after collecting a ransom sum of 2 million Naira for one Alhaji Moni of Buladega Village on the 11th of May, 2022.

“Operatives of the FIB-STS equally apprehended the duo of Umar Muhammed aged 40 years old from Mitchika in Adamawa State, and Musa Buba aged 29 years old from Hong in Adamawa State, who are famous for their kidnapping activities.


“They were arrested at the market, upon credible intelligence that they would be there to buy food items for their kidnap victims. They confessed to many heinous crimes including the killing and beheading of one Alhaji Mai Gome, even after ransom payment had been made,” he said.

The Inspector General of Police, Baba, while commending the FIB-STS operatives for the successes recorded, assured that all criminal elements will be smoked out of their hiding places and would answer to their crimes in due course.

Adejobi said all the suspects would be arraigned in court on completion of investigations.

The leadership crisis within the Social Democratic Party, SDP, has taken a new dimension, as the party disowned Chief Supo Shonibare, as its national chairman.

Chief Shonibare, according to the National Publicity Secretary, Rufus Aiyenigba, was not a member of the party.

Aiyenigba in a statement he signed, and made available to Vanguard in Akure, Ondo state capital, described Shonibare as an impostor and impersonator aiming to defraud the public by posing as SDP National Chairman and soliciting for unauthorised fees and collecting monies under false pretexts.

The statement read in part, “Chief Supo Shonibare, who is of decades of practice also a lawyer, has unashamedly stuck to the ignoble habit of peddling distortions of the proceedings of the Court in gross abuse of Court process and disregard to the majesty of the Court.

“Still unrepentant, on 12th May 2022, Chief Shonibare showed outright contempt for the court process that he initiated himself by publicly indicating that he has lost all confidence in the court and the judge.

“He decided that he could no longer wait for the hearing of the case to commence as stated by the High Court judge.

“Instead, he declared himself as the ‘Acting National Chairman’ of SDP and proceeded to announce fake schedules for Congresses and Conventions and dished out reckless rules and conditions for aspirants and potential candidates with utter disregard for the principles of social justice which our party, SDP stands for.”

The statement added that Shonibare acted completely in contradiction and conflicts with the Electoral Act, 2022 and in utter disdain for the role and rules of INEC.

“This brazen act of disregard for the Electoral Law and INEC the regulatory body has confirmed that Shonibare was only out to cause a distraction for the leaders of the Social Democratic Party.

“It has also become evident that he has been motivated by fraud and the intention to commit the crime.

“As a matter of fact, Chief Shonibare has now taken to public media platforms and social media to advertise and canvas for sales of bogus forms for phantom SDP congresses, convention and nomination Forms to contest elections.

“He also asked unsuspecting members of the public to make payments to illegal bank accounts, and so, maybe inching towards jail not only for contempt of the court but for criminal offenses.

“The Party has noted that the National Executive Committee expelled Chief Supo Shonibare in February 2019 for gross misconduct and serial anti-party activities and deposited evidence of such expulsion at the Federal High Court, Abuja in July 2020; and has noted furthermore the persistent attempts of the same Chief Shonibare to use multiple ways to misrepresent the Social Democratic Party and misinform the public.

“The Party also notes Chief Shonibare’s endeavours to defraud unsuspecting party members, friends of SDP and the public through dubious requests for financial support and by impersonating as the SDP’s National Chairman announcing illegal fees for fake State Congresses and Convention and fake Expression of Interest Forms and Nomination Forms for political elections.”

“The Party hereby uses this media to announce a Public Disclaimer on Chief Supo Shonibare that he is not a member of the SDP but an impostor and impersonator aiming to defraud the public by posing as SDP National Chairman and indulging in criminal acts like soliciting for unauthorised fees and collecting monies under false pretexts.

The statement added that “The national leadership of the Party hereby wishes to warn all our Party members nationwide and the public in general not to deal with Chief Supo Shonibare on any matters relating to the Social Democratic Party and enjoins anyone who had already fallen victim to his mischief to report immediately to the Nigeria Police or other law enforcing agencies.

As Nigeria joins the rest of the world to mark the World Hypertension Day, which has as theme ‘Measure your blood pressure accurately, control it, live longer,’ medical experts, including the World Health Organisation (WHO), Nigerian Medical Association (NMA) and Nigerian Heart Foundation (NHF), have warned that the prevalence of hypertension in the country is on the rise. This, they said is, due to prevailing insecurity and poor socioeconomic condition.

Specifically, Executive Director of NHF, Dr. Kingsley Akinroye, yesterday, told The Guardian that the prevalence of hypertension is estimated to be between 30 and 40 per cent of Nigeria’s over 200 million population, which is in the range of 60 to 80 million Nigerians.

He had, last year, told The Guardian that the prevalence of hypertension in the country was as much as 38.1 per cent.

Akinroye, who is also a consultant cardiologist, said, almost one in three adults suffers from hypertension, while only one third of this figure (about 26.7 million Nigerians) are on treatment.

He said a survey by the NHF showed the awareness of hypertension is more in the urban than rural areas and more amongst women than men.

“Since the onset of COVID-19 in Nigeria, we have evidence that more people with heart disease have been affected or died from the pandemic than any other illness. Also, we are aware that the cost of treatment with anti-hypertensive drugs has gone up.”

He noted that the ideal blood pressure is 120/80 mmHg, but in Nigeria, normal blood pressure is 140/90 mmHg. “Any figure higher than 140 mmHg for systolic blood pressure or 90 mmHg for diastolic blood pressure is regarded as hypertension.”

Another hypertension expert, Dean, Faculty of Clinical Sciences and Director, Centre for Genomic and Precision Medicine, College of Medicine, University of Ibadan, Prof. Mayowa Owolabi, said about 50 million Nigerians and nearly half of those above 25 years are hypertensive at Blood Pressure (BP) greater and equal to 140/90 mmHg.

Owolabi blamed the rise on unhealthy diet (red meat, high salt intake and low consumption of green leafy vegetables), sedentary lifestyle, obesity, smoking and air pollution.

Owolabi, who is also the Lead Co-Chair, WHO-World Stroke Organisation-Lancet Neurology Commission on Stroke, said increase in complications is due to the low proportion of individuals with hypertension who are diagnosed, treated and controlled. The consultant neurologist said, in Africa, up to 93 per cent of those with hypertension are unaware, untreated or uncontrolled, adding that uncontrolled hypertension is the premier risk factor for stroke, heart attack, kidney failure and heart failure.

Owolabi said unaffordability of treatments for hypertension is one of the reasons for poor adherence to treatment.

He said health insurance coverage for hypertension treatment, subsidising medication cost, and provision of free generic medications through collaboration between government and pharmaceutical companies will improve access.

On recommendations on how to reduce the burden of hypertension in Nigeria, Owolabi said screening for hypertension should be mandatory for citizens above the age of 18.

“This can be implemented at all health facilities, especially primary healthcare centres. Hypertension treatment and control should be enhanced through a protocol-based referral system that empowers primary healthcare centres to participate under supervision in the initiation of treatment for uncomplicated hypertension,” he said.

He said there is no proven cure for hypertension but prevention is better than cure, as it could be prevented through healthy diet with frequent consumption of green leafy vegetables, avoidance of excessive table salt and red meat intake and maintaining a healthy weight and body mass index.

For health and wellbeing, WHO recommends at least 150 to 300 minutes of moderate aerobic activity per week (or the equivalent vigorous of activity) for all adults, and an average of 60 minutes of moderate aerobic physical activity per day for children and adolescents.

According to the first comprehensive global analysis of trends in hypertension prevalence, detection, treatment and control, led by Imperial College London and WHO, and published in The Lancet journal, the number of adults aged 30 to 79 years with hypertension has increased from 650 million to 1.28 billion in the last 30 years. Nearly half of these people did not know they had hypertension.

The study, conducted by a global network of physicians and researchers, covered the period 1990–2019. It used blood pressure measurement and treatment data from over 100 million people aged 30 to 79 years in 184 countries, together covering 99 per cent of the global population, which makes it the most comprehensive review of global trends in hypertension to date.

By analysing this massive amount of data, the researchers found that there was little change in the overall rate of hypertension in the world from 1990 to 2019, but the burden has shifted from wealthy nations to low- and middle-income countries.

The rate of hypertension has decreased in wealthy countries – which now typically have some of the lowest rates – but has increased in many low- or middle-income countries.

A public health physician and Global Health Expert/Chief Technical Advisor, E4HDI, Dr. Nnenna Marcelina Ezeigwe, said because many people do not check their blood pressure regularly as a matter of routine, they only become aware when kidney damage has occurred.

“Therefore, rising cases of kidney failure is a good indication of high prevalence of hypertension,” she said.
Ezeigwe said many patients are not taking the recommended drugs because of the high cost of treatment and high level of poverty in Nigeria.

“In 2020, Idris Abubakar and Obansa S.A.J. estimated the yearly cost of treating hypertension to be N145,086.12 in Abuja, mostly paid out of pocket. I believe this amount is far below what it actually costs now to manage hypertension in Nigeria while the minimum wage has remained the same and insecurity has led to diminished productivity of rural farmers.

“The implication of failure to treat hypertension adequately is simply more stroke, Ischaemic heart disease, kidney failure, amongst other complications and resultant mortality,” she said.

Medical Director, Optimal Specialist Hospitals, Gbaja, Surulere, Lagos State, Dr. Celestine Chukwunenye, said there has been a noticeable rise in the percentage of people living with hypertension worldwide as well as a rise in the percentage of severe and complicated cases.

He said the rise is due to worsening socio-economic and political conditions in the country, lack of exercise, poor dietary habits, increase in cholesterol levels, smoking, excessive alcohol consumption and inadequate night sleep.

He said with the outbreak of COVID-19, people living with hypertension and other co-morbidities were at greater risk of severe illness and death. Fortunately, cases of COVID-19 are now in the decline.

Chukwunenye, who is also a consultant obstetrician and gynaecologist, however, said there are many herbal or natural remedies including acupuncture, some fruits, vegetables, roots, nuts and snails but their efficacy and contribution to the management of hypertension need further evaluation.

Chairman of the NHF Hypertension Committee, Prof. Basden J.C. Onwubere, said a crucial first step for control of hypertension and achievement of the United Nations 2025 goal for a 25 per cent reduction in uncontrolled hypertension is to improve hypertension diagnosis and strategies have been put in place to encourage BP screening and awareness programmes in communities.

A consultant pharmacist and a fellow of the West African Postgraduate College of Pharmacists, Dr. Joseph Madu, told The Guardian: “I don’t think that the high cost of drugs is solely responsible for patients not taking their drugs as recommended. That could be a reason but many effective hypertensive drugs are cheap, but rather ignorance and inadequate health education leading to non-compliance and poor adherence are the primary causes. With proper engagement of clinical pharmacists, the challenge can be drastically curtailed.”

To reduce the burden of hypertension in Nigeria, Madu recommended adequate health education and public enlightenment about the disease burden; formation of policies that will encourage patients and the less privileged to access care; policies to enhance access to free blood pressure checks at designated centres will be very helpful; lifestyle changes such as reduced salt and low calorie intake, brisk exercise such as a walk for 30 minutes daily, reduced alcohol and avoidance of tobacco intake etc.

Madu said hypertension has no known cure whether through herbal or orthodox medicine. He, however, said it could be managed to prevent morbidity and mortality. The clinical pharmacist said the danger in using herbal medications is that they are not standardised, most times, as to guarantee proper usage.

He said some natural products used as herbs have blood pressure lowering effects but their usage, especially when combined with orthodox medicine, must be under strict supervision of a competent health care provider.

On what causes hypertension, President, NMA, Prof. Innocent Ujah, said: “The causes are not fully known in most cases and it’s called primary/essential hypertension in about 10 per cent of the cases where the condition is known; it is called secondary hypertension (kidney, blood vessels and hormonal disorders are known causes).”

Ujah, who is also a consultant obstetrician and gynaecologist, said essential hypertension is associated with two broad risk factors. Modifiable or preventable factors are: high intake of salt, overweight, sedentary lifestyles, physical inactivity, diabetes mellitus, tobacco smoking, alcohol intake and stress.

Ujah listed unmodifiable or non-preventable factors to include: family history (hereditary), inheritance from parents, age, sex, and black race, adding: “The reality is that HBP is a common disease and a silent killer. Unfortunately most people are not aware. People should do BP check-up regularly.

“Poverty is a very big problem as well as anxiety. They fuel hypertension. So being poor is a big risk factor. For the rich, the problem is their uncontrolled enjoyment. They don’t control eating and drinking. There are several other causes of hypertension like eclampsia and preeclampsia in pregnant women, which are the commonest killers of women in childbirth. Eclampsia can be controlled but not preeclampsia.

“BP is not a death sentence but can be controlled with regular check up, lifestyle changes and medication,” he said.

Following the arrest of the Accountant General of the Federation, AGF, Ahmed Idris by the Economic and Financial Crimes Commission, EFCC, over alleged N80bn fraud, the Academic Staff Union of Universities, ASUU, has urged the EFCC to also beam its searchlight on the administration of Integrated Payroll and Personnel Information System, IPPIS, managed by the embattled AGF.

The Chairperson of ASUU, Federal University Otuoke, FUO, Bayelsa State, Dr Socrates Ebo, who made the call in a statement in Yenagoa while reacting to the arrest of the AGF, said it is no longer news that both the Auditor General of the Federation and the Head of Service had separately decried the corruption in IPPIS.

His words: “Since the deployment of the payment platform, no lecturer can say for certain what his salary is. They deduct what they like from the salary and pay what they like to whom they like.

“It had been severally alleged that the payment platform sometimes generates “audio” personnel on the payroll. Someone who could allegedly pilfer N80 billion naira from public coffers cannot possibly pay Nigerian workers their due salaries with sincerity.

“The AGF is the manager of the IPPIS. EFCC should extend its searchlight on the administration of the payment platform. I believe it will make interesting finds. Families of kidnapped Abuja-Kaduna train passengers have vowed to picket train stations in Abuja and Kaduna over the planned resumption of activities on the axis.

This is as the Managing Director, Nigeria Railway Corporation, Fidet Okhiria, said the corporation was under pressure from Nigerians to resume operation along that axis.

Okhiria, who spoke while featuring on a programme on Arise News, said the NRC weighed options before deciding to resume operations.

He described some of those claiming to be relatives of those in captivity as fake, adding that the NRC is in touch with the real ones.

He said, “We have worked very hard in the last one month to the best we can do to ensure that those held hostage are released.

“We have been under pressure from Nigerians, mighty and low, to resume operations. They are those who want to benefit from a working train.

“We have weighed the pros and cons and can’t fold up the country.

“If you identify those people who are against the resumption and investigate them, you will discover that they are not related to those in captivity. We are talking to the families of those being held. As I said earlier, we are under tremendous pressure to resume operation.”

Reacting, leaders of the victims’ families under the umbrella of Relatives of AK9 Abuja-Kaduna Train Kidnapped Passengers, insisted that operations would not resume in the axis until their loved ones safely return.

One of the leaders of the group, Hassan Mohammed, said a peaceful protest would be held in Abuja and Kaduna for the NRC to rescind its decision.

He said, “We will hold peaceful protests both in Kaduna and Abuja to express our displeasure on the resumption of activities at the stations.

“We maintain and stand on everything we have said at the last briefing. They must not go ahead with their plans to commence operations.”

The spokesperson for the group, Idayat Yusuf, said it was inconsiderate for the NRC to announce the resumption of operation.

She said, “The whole world knows we have been patient. The railway in that axis cannot resume operation. They should not dare us.

“You have people who boarded your train and were kidnapped and are yet to regain their freedom, all you are concerned about is to resume operation? The NRC should have a rethink.”

The Academic Staff Union of Universities and the Joint Action Committee of the Non-Academic Staff Union of Educational and Associated Institutions and Senior Staff Association of Nigerian Universities have said the Federal Government did not reach a strong agreement with them that can lead to calling off the industrial actions.

All the university unions in the country are presently on strike.

ASUU started its strike on February 14, 2022 and JAC commenced its own on April 14, 2022.

The unions embarked on industrial actions while demanding improved welfare packages, better working conditions and implementation of various labour agreements signed with the Federal Government between 2009 and 2020.

The national leaders of ASUU and JAC of SSANU and NASU, Prof Emmanuel Osodeke and Mr Mohammed Ibrahim, respectively told our correspondent that the Federal Government and all stakeholders in the education sector and religious leaders had a meeting with the four unions but no strong agreements were reached.

The Minister of Labour and Employment, Senator Chris Ngige, was quoted in a report at the weekend as saying, “We had a cordial and fruitful discussion; we looked at the issues dispassionately and reached some agreements, to the satisfaction of everybody in attendance.”

But Osodeke said Ngige’s claim after the meeting that the unions would call off the ongoing strike this week was a political statement.

He said, “We are not aware that we are calling off the strike. We met but there was nothing concrete between us and the government. Like we said before, we do not want promises, we want actions, if they show action and implement all the issues, we will go to our members, but knowing their antecedents, we know they will not do anything.

“They promised us since December 2020 and it is going to a year and a half, they have not done anything. We are waiting for them.

“As far as we are concerned, only when they sign our agreements, accept UTAS, release EAA and revitalisation funds will we call the strikes off.”

Ibrahim added that the major progress he could point at during the meeting was the ordering of the National Information Technology Development Agency, by the presidency who was represented by the Chief of Staff to the President and Chairman of the meeting, Prof. Ibrahim Gambari, to subject the three payment solutions; Integrated Payroll and Personnel information system , University Transparency and Accountability Solution and University Peculiar Payroll Payment System, to integrity test and submit in three weeks.

“We are not talking about calling off strike now,” he said.

NYSC, varsities to review timetable after strike

Meanwhile, the National Youth Service Corps, Joint Admissions and Matriculations Board, and universities will meet later to harmonise timetable and rollout calendar for the mobilisation of graduates for the mandatory National Youth Service and 2022 admissions following the disruption in the academic calendar as a result of the ongoing industrial actions, The PUNCH has learnt.

The Secretary-General of the Committee of Vice-Chancellors of Nigerian Universities, Prof Yakubu Ochefu, disclosed this in an interview with The PUNCH.

He said the heads of JAMB, NYSC and universities would meet to ensure synchronisation of timetables once the strike is called off.

Ochefu said, “If we recall, in 2020, when we had a similar situation, all the parties adjusted their rollout calendars.

“NYSC, JAMB, and the Universities will work together to synchronise their timetables.

“Their leaders will surely meet to review the timelines immediately after the strike is called off.”

Also, the Michael Imoudu National Institute for Labour Studies, Ilorin, Kwara State, has said that it has started mediating in the dispute between ASUU and the Federal Government.

The Director-General of MINILS, Issa Aremu, revealed this in Ilorin while responding to questions on the strike.

“ASUU issues with the Federal Government are labour issues which are technical; the ministers could not resolve them because they lack skills to meditate on the industrial dispute. “There are two issues; dispute of rights and dispute of interest. While ASUU is on a course on the dispute of rights, it is wrong for it to go on strike on the dispute of interest which includes the system of salary payment,” he said.

Aremu, who described the shutting down of universities as worrisome, said, “We are meeting with stakeholders in the education sector, including ASUU, government, students, and parents to ensure that schools are opened. Nigeria cannot meet the development agenda if it continues with the incessant strike by workers.”

He advised workers to always exhaust social dialogue to resolve issues, warning that they should not use strike as a weapon to fight for their rights.

Also, the National Universities Commission has blamed the delay in the take off of projects on the delay in disbursement of funds by the Central Bank of Nigeria, the industrial actions by university-based unions and the revised budget system in 2022.

The NUC Coordinator, Special Projects, Dr. Joshua Atah, disclosed this while giving an update on the work plan of the Federal Government’s Sustainable Procurement Environmental and Social Standards Enhancement project.

Attah, in the NUC’s bulletin made available to The PUNCH on Sunday in Abuja, was quoted as saying that the commission is engaging with stakeholders to ensure smooth running of the project.

Former Senate President, Bukola Saraki, on Sunday met with the national delegates of the Peoples Democratic party from Benue State and appealed to them to give him their votes so as to restore the glory of the country.

Saraki decried the insecurity problems in the country and said only a courageous president like him can take the country out of the woods.

“Nigeria today is not the Nigeria I know. It’s possible to rescue Nigeria. My records are there in every office that I had occupied.

“You need a president that will take action, I have stood for the integrity of the National Assembly and Nigeria. I will provide the kind of leadership that will end banditry.

“I will invest and support agriculture in Benue State,” he said.

In his response, Governor Samuel Ortom advised that all the presidential aspirants need to come together and to have a consensus candidate among themselves for others to support.

He expressed hope that 2023 will provide the country with the right leadership to take Nigerians out of its present crisis.
