ABUJA—THE All Progressives Congress, APC, yesterday, postponed indefinitely, the screening of its presidential aspirants earlier slated for Monday, May 23. Though no reason was given for the alteration of its timetable, the party has been consistent in violating its timetable and schedule of activities for the 2023 general election. In a statement by its National Publicity Secretary, Mr Felix Morka said a new date will be announced in due course. The statement reads: “The Screening Exercise for Presidential Aspirants of the All Progressives Congress APC earlier scheduled to be held on Monday, May 23rd, 2022, is hereby postponed. “A new date for the exercise will be announced shortly. The Vice President, Professor Yemi Osinbajo has disclosed that the Southwest leaders and elders will soon reach consensus on producing a presidential aspirant for the zone ahead of the 2023 presidential election. He said consultation was ongoing daily and he was optimistic that the region may reach agreement soon over the differences among the contestants. The Vice President, who is vying for the All Progressives Congress (APC) presidential ticket, spoke during an interaction with Osun APC delegates at the Government House, Osogbo yesterday. “I believe strongly in the wisdom of Yoruba elders and leaders and consultations are always ongoing, I believe that very soon we will resolve whatever differences exist and we will reach agreement on the way forward”, he said. Speaking on tackling insecurity in the country, he said the number of security personnel policing the country was grossly inadequate considering its size, adding that more personnel and technology need to be engaged for the country to be properly policed. “The size of the armed forces is too low for the population of Nigeria; a local government in Niger state, Mashegu has the land mass the size of southeast states and Lagos State with about 100 policemen that is very inadequate, so, to police the country properly, we need more hands in the police and the armed forces. “We also need our own local ammunition manufacturing company, we have started that at DICON, but we need to expand its capacity to produce more ammunition. Former transportation minister, Rotimi Amaechi, says he’s a better candidate to be voted president because he understands the sufferings of poor Nigerians. “I can connect easily with the people. I wasn’t born into a rich family. My father was a poor man, and the only English my mother knows how to speak is pidgin English. “I ate garri three times a day, and I still eat garri three times a day till today, so I know poverty”, Mr Amaechi said. Mr Amaechi, a former governor of Rivers, made this assertion while canvassing for votes from All Progressives Congress delegates in Niger State on Thursday. “I know what you’re suffering; I was governor of Rivers State when they were kidnapping two months old children, and I never slept until everybody slept. But in six months, we brought down insecurity in Rivers State,” the presidential aspirant added. Mr Amaechi is not the first politician to project himself as one who understands the yearnings of Nigerians. In 2011, former President Goodluck Jonathan, wormed his way into the hearts of many voters by portraying himself as a poor Otuoke boy who grew without shoes. Some leaders of the Hausa community in Lagos State have appealed to Governor Babajide Sanwo-Olu to reverse the ban on Okada operations in six local government areas of the state. WITHIN NIGERIA had reported that Sanwo-Olu on Wednesday banned the operations of commercial motorcycle riders in six Local Governments and nine Local Government Development Areas in the state. The affected councils are Eti-Osa, Ikeja, Surulere, Lagos Island, Lagos Mainland and Apapa. The leaders, who spoke in separate interviews with The PUNCH, on Wednesday, said Okada riders who hail from northern Nigeria contribute significantly to the voting population of Lagos and should not be economically strangulated. The Seriki of Obalende, Saliu Waziri, who said government should rethink its decision, added that the government should instead get the data of Okada riders in Lagos to fish out any intruder or criminally-minded fellows. He said, “This issue has taken us a long time and we have been trying to put our members on the line. I want to advise the government to rethink its decision because Lagos can’t operate without bikes because of traffic. Government should register Okada riders in each local government to know those working in any local government. By so doing, the government would know who to pick when any issue arises. “Some of our members stay here in Lagos and vote during elections. That should count for something because we contribute to votes during elections. The government should change the system of Okada riders not stopping them.” Waziri, however, ruled out the possibility of taking any legal action against the state government. The Seriki Hausa of Ajah, Ibrahim Ngoma, agreed with his Obalende counterpart that the government should consider the voting population of Hausa Okada riders in Lagos. “Truth be told, Governor Sanwo-Olu has been understanding with Okada people unlike Governor (Babatunde) Fashola. Okada members should obey the law while I appeal to Governor Sanwo-Olu to look into the matter and lift the ban before the election because the ban is affecting my people,” he said. Also, another leader of the Hausa community in Lagos, Iliyasu Kira, in a telephone interview with The PUNCH on Wednesday, pleaded with Governor Babajide Sanwo-Olu, to reverse the ban. According to the Seriki Hausa in Shasha in the Alimosho Local Government Area of Lagos, the voting population of the Hausa Okada riders in Lagos is not something the government want to joke with. He said, “I appeal to the government to leave Okada riders to continue their operations. These Okada riders help the government during elections with votes. Our voting population in Lagos constitutes over 2.7 million because most of us vote here in Lagos. We are not all bad people. “Many of our people are Okada riders in Lagos. If the government claims that robbers are rampant among Okada riders, then the government should sieve out the criminals. The government should provide replacement for our members affected by the ban. “We don’t have the power to start any legal case with the government. This is why I am appealing with the government to reconsider the ban.” An aide to the Sarkin Hausawa of Agege, Abdullahi Salihu, in a chat with The PUNCH, said the Hausa community in the state will not challenge the government’s ban. He said, “The Chieftaincy Council of Hausa Community in Agege, under his Royal Highness, Alhaji Musa Muhammed Dogon Kadai, doesn’t challenge government laws. We believe that whenever government makes a law, it’s for the best of the general public. So, challenging the government’s law is like saying we don’t want the betterment of the state. We know that many of our people earn their daily income from the Okada business but that doesn’t mean that because of their own income we should jeopardise the security of lives and property in the state.” Salihu said he also spoke with the Sarkin in three of the affected LGAs, saying they gave the same position as that of the Hausa leadership in Agege. He said, “Majority of them are on the same page as we are here. They said our stand on the issue is also their stand, so that’s the resolution we have reached. We are urging every member of the community to abide by the rules and laws of the state government. Anybody found wanting, we’ll not be reliable for the person’s act because the law is the law anywhere. We cannot get our people to protest or take action against the law of the state government. • Sufferers at risk of stroke, heart attack, kidney failure, heart failure • Experts recommend mandatory screening for people above 18 years • Walk everyday, avoid salt, processed meat, Nigerians told As Nigeria joins the rest of the world to mark the World Hypertension Day, which has as theme ‘Measure your blood pressure accurately, control it, live longer,’ medical experts, including the World Health Organisation (WHO), Nigerian Medical Association (NMA) and Nigerian Heart Foundation (NHF), have warned that the prevalence of hypertension in the country is on the rise. This, they said is, due to prevailing insecurity and poor socioeconomic condition. Specifically, Executive Director of NHF, Dr. Kingsley Akinroye, yesterday, told The Guardian that the prevalence of hypertension is estimated to be between 30 and 40 per cent of Nigeria’s over 200 million population, which is in the range of 60 to 80 million Nigerians. He had, last year, told The Guardian that the prevalence of hypertension in the country was as much as 38.1 per cent. Akinroye, who is also a consultant cardiologist, said, almost one in three adults suffers from hypertension, while only one third of this figure (about 26.7 million Nigerians) are on treatment. He said a survey by the NHF showed the awareness of hypertension is more in the urban than rural areas and more amongst women than men. “Since the onset of COVID-19 in Nigeria, we have evidence that more people with heart disease have been affected or died from the pandemic than any other illness. Also, we are aware that the cost of treatment with anti-hypertensive drugs has gone up.” He noted that the ideal blood pressure is 120/80 mmHg, but in Nigeria, normal blood pressure is 140/90 mmHg. “Any figure higher than 140 mmHg for systolic blood pressure or 90 mmHg for diastolic blood pressure is regarded as hypertension.” Another hypertension expert, Dean, Faculty of Clinical Sciences and Director, Centre for Genomic and Precision Medicine, College of Medicine, University of Ibadan, Prof. Mayowa Owolabi, said about 50 million Nigerians and nearly half of those above 25 years are hypertensive at Blood Pressure (BP) greater and equal to 140/90 mmHg. Owolabi blamed the rise on unhealthy diet (red meat, high salt intake and low consumption of green leafy vegetables), sedentary lifestyle, obesity, smoking and air pollution. Owolabi, who is also the Lead Co-Chair, WHO-World Stroke Organisation-Lancet Neurology Commission on Stroke, said increase in complications is due to the low proportion of individuals with hypertension who are diagnosed, treated and controlled. The consultant neurologist said, in Africa, up to 93 per cent of those with hypertension are unaware, untreated or uncontrolled, adding that uncontrolled hypertension is the premier risk factor for stroke, heart attack, kidney failure and heart failure. Owolabi said unaffordability of treatments for hypertension is one of the reasons for poor adherence to treatment. He said health insurance coverage for hypertension treatment, subsidising medication cost, and provision of free generic medications through collaboration between government and pharmaceutical companies will improve access. On recommendations on how to reduce the burden of hypertension in Nigeria, Owolabi said screening for hypertension should be mandatory for citizens above the age of 18. “This can be implemented at all health facilities, especially primary healthcare centres. Hypertension treatment and control should be enhanced through a protocol-based referral system that empowers primary healthcare centres to participate under supervision in the initiation of treatment for uncomplicated hypertension,” he said. He said there is no proven cure for hypertension but prevention is better than cure, as it could be prevented through healthy diet with frequent consumption of green leafy vegetables, avoidance of excessive table salt and red meat intake and maintaining a healthy weight and body mass index. For health and wellbeing, WHO recommends at least 150 to 300 minutes of moderate aerobic activity per week (or the equivalent vigorous of activity) for all adults, and an average of 60 minutes of moderate aerobic physical activity per day for children and adolescents. According to the first comprehensive global analysis of trends in hypertension prevalence, detection, treatment and control, led by Imperial College London and WHO, and published in The Lancet journal, the number of adults aged 30 to 79 years with hypertension has increased from 650 million to 1.28 billion in the last 30 years. Nearly half of these people did not know they had hypertension. The study, conducted by a global network of physicians and researchers, covered the period 1990–2019. It used blood pressure measurement and treatment data from over 100 million people aged 30 to 79 years in 184 countries, together covering 99 per cent of the global population, which makes it the most comprehensive review of global trends in hypertension to date. By analysing this massive amount of data, the researchers found that there was little change in the overall rate of hypertension in the world from 1990 to 2019, but the burden has shifted from wealthy nations to low- and middle-income countries. The rate of hypertension has decreased in wealthy countries – which now typically have some of the lowest rates – but has increased in many low- or middle-income countries. A public health physician and Global Health Expert/Chief Technical Advisor, E4HDI, Dr. Nnenna Marcelina Ezeigwe, said because many people do not check their blood pressure regularly as a matter of routine, they only become aware when kidney damage has occurred. “Therefore, rising cases of kidney failure is a good indication of high prevalence of hypertension,” she said. Ezeigwe said many patients are not taking the recommended drugs because of the high cost of treatment and high level of poverty in Nigeria. “In 2020, Idris Abubakar and Obansa S.A.J. estimated the yearly cost of treating hypertension to be N145,086.12 in Abuja, mostly paid out of pocket. I believe this amount is far below what it actually costs now to manage hypertension in Nigeria while the minimum wage has remained the same and insecurity has led to diminished productivity of rural farmers. “The implication of failure to treat hypertension adequately is simply more stroke, Ischaemic heart disease, kidney failure, amongst other complications and resultant mortality,” she said. Medical Director, Optimal Specialist Hospitals, Gbaja, Surulere, Lagos State, Dr. Celestine Chukwunenye, said there has been a noticeable rise in the percentage of people living with hypertension worldwide as well as a rise in the percentage of severe and complicated cases. He said the rise is due to worsening socio-economic and political conditions in the country, lack of exercise, poor dietary habits, increase in cholesterol levels, smoking, excessive alcohol consumption and inadequate night sleep. He said with the outbreak of COVID-19, people living with hypertension and other co-morbidities were at greater risk of severe illness and death. Fortunately, cases of COVID-19 are now in the decline. Chukwunenye, who is also a consultant obstetrician and gynaecologist, however, said there are many herbal or natural remedies including acupuncture, some fruits, vegetables, roots, nuts and snails but their efficacy and contribution to the management of hypertension need further evaluation. Chairman of the NHF Hypertension Committee, Prof. Basden J.C. Onwubere, said a crucial first step for control of hypertension and achievement of the United Nations 2025 goal for a 25 per cent reduction in uncontrolled hypertension is to improve hypertension diagnosis and strategies have been put in place to encourage BP screening and awareness programmes in communities. A consultant pharmacist and a fellow of the West African Postgraduate College of Pharmacists, Dr. Joseph Madu, told The Guardian: “I don’t think that the high cost of drugs is solely responsible for patients not taking their drugs as recommended. That could be a reason but many effective hypertensive drugs are cheap, but rather ignorance and inadequate health education leading to non-compliance and poor adherence are the primary causes. With proper engagement of clinical pharmacists, the challenge can be drastically curtailed.” To reduce the burden of hypertension in Nigeria, Madu recommended adequate health education and public enlightenment about the disease burden; formation of policies that will encourage patients and the less privileged to access care; policies to enhance access to free blood pressure checks at designated centres will be very helpful; lifestyle changes such as reduced salt and low calorie intake, brisk exercise such as a walk for 30 minutes daily, reduced alcohol and avoidance of tobacco intake etc. Madu said hypertension has no known cure whether through herbal or orthodox medicine. He, however, said it could be managed to prevent morbidity and mortality. The clinical pharmacist said the danger in using herbal medications is that they are not standardised, most times, as to guarantee proper usage. He said some natural products used as herbs have blood pressure lowering effects but their usage, especially when combined with orthodox medicine, must be under strict supervision of a competent health care provider. On what causes hypertension, President, NMA, Prof. Innocent Ujah, said: “The causes are not fully known in most cases and it’s called primary/essential hypertension in about 10 per cent of the cases where the condition is known; it is called secondary hypertension (kidney, blood vessels and hormonal disorders are known causes).” Ujah, who is also a consultant obstetrician and gynaecologist, said essential hypertension is associated with two broad risk factors. Modifiable or preventable factors are: high intake of salt, overweight, sedentary lifestyles, physical inactivity, diabetes mellitus, tobacco smoking, alcohol intake and stress. Ujah listed unmodifiable or non-preventable factors to include: family history (hereditary), inheritance from parents, age, sex, and black race, adding: “The reality is that HBP is a common disease and a silent killer. Unfortunately most people are not aware. People should do BP check-up regularly. “Poverty is a very big problem as well as anxiety. They fuel hypertension. So being poor is a big risk factor. For the rich, the problem is their uncontrolled enjoyment. They don’t control eating and drinking. There are several other causes of hypertension like eclampsia and preeclampsia in pregnant women, which are the commonest killers of women in childbirth. Following the arrest of the Accountant General of the Federation, AGF, Ahmed Idris by the Economic and Financial Crimes Commission, EFCC, over alleged N80bn fraud, the Academic Staff Union of Universities, ASUU, has urged the EFCC to also beam its searchlight on the administration of Integrated Payroll and Personnel Information System, IPPIS, managed by the embattled AGF. The Chairperson of ASUU, Federal University Otuoke, FUO, Bayelsa State, Dr Socrates Ebo, who made the call in a statement in Yenagoa while reacting to the arrest of the AGF, said it is no longer news that both the Auditor General of the Federation and the Head of Service had separately decried the corruption in IPPIS. His words: “Since the deployment of the payment platform, no lecturer can say for certain what his salary is. They deduct what they like from the salary and pay what they like to whom they like. “It had been severally alleged that the payment platform sometimes generates “audio” personnel on the payroll. Someone who could allegedly pilfer N80 billion naira from public coffers cannot possibly pay Nigerian workers their due salaries with sincerity. “The AGF is the manager of the IPPIS. EFCC should extend its searchlight on the administration of the payment platform. I believe it will make interesting finds. Embattled Peoples Democratic Party governorship aspirant in Rivers State, Farah Dagogo, has again been remanded in the Port Harcourt Correctional Centre by a high court. Justice Chiwendu Nworgu remanded Dagogo, who was arraigned in court on Monday, after listening to arguments from defense and prosecution teams. This is the second time Dagogo would be remanded. Justice Nworgu adjourned till May 20, 2022, to rule on the motion and counter-motion moved by the legal teams involved in the matter.
