Governor Ben Ayade of Cross River State, on Monday said he would soon appoint envoys to the United Kingdom, United States of America, Japan and many
other Eastern, Western and African countries.

He stated this while presenting a budget of N350 billion for the 2016 fiscal year to the state House of Assembly.

This is even as he announced himself as the commissioner for oil and gas.

Ayade has also created many other ministries to make a total of 28 for
the commissioners cleared by the state House of Assembly last week.

"My intention is to expand governance beyond the ordinary level and this is why
I am creating new and more ministries and appointment of vibrant, young and intelligent persons as our envoys to foreign countries and international institutions," he said.

Some of the new ministries Ayade created included ministries of international relations, economy, oil and gas, among others.

He urged Cross River State indigenes not be afraid of where funds would come from for the running of ministries and other projects, adding that he would
make judicious use of the available resources for the good of the people.

The Court of Appeal, Abuja division, will on Monday, October 19, deliver judgment in an appeal brought before it by Senate President, Bukola Saraki, against the Federal Government.



Saraki is challenging the legality of his arraignment at the Code of Conduct Tribunal by the Code of Conduct Bureau (CCB) over allegation of false declaration of his assets.



The appellate court fixed the date, on Friday, after taking final brief of arguments from parties in the matter.



Justice Moore Adumein, who led two other justices of the Court of Appeal to hear the matter, announced that judgment in the matter would be delivered by 2.00 p.m. on Monday.



Lead counsel to the Senate President, Joseph Daudu, while moving his case, raised five issues for determination of the court, one of which is the call for the determination of the legality of the trial of Senator Saraki at the Code of Conduct Tribunal.



Daudu argued that the tribunal erred in law by proceeding with the trial with two members instead of mandatory three as provided by the constitution, adding also that the composition of the tribunal during Saraki's trial violated paragraphs 15(1) of the 1999 Constitution by sitting with two members instead of three and asked the court to nullify the CCT proceedings of last month for not forming a quorum.



The appellant's counsel disagreed with the arguments of Rotimi Jacobs (SAN), counsel to the Federal Government that the Interpretation Act can be used to resolve the constitutional logjam since the constitution was silent on the quorum for the tribunal's membership.



Daudu insisted that the Interpretation Act could not override the constitution being the supreme law and the act being inferior to the constitution.



“To ask that the Act of Interpretation be used to override constitutional provision is wrong and unheard of. That itself will amount to product of mis-interpretation because the constitution is the supreme law and not an act, he said.”



He also argued that the tribunal was wrong in assuming criminal jurisdiction against the Senate President when it was not a superior court of record and added that the tribunal cannot assume concurrent jurisdiction with the federal high court as the Code of Conduct Tribunal was, by law, inferior to the federal high court.



Daudu, therefore, urged the appeal court to nullify the proceedings of the tribunal against Saraki and to also set aside the criminal charges filed against him by the Federal Government on account of being illegal and unlawful.



Opposing the submissions of Saraki’s counsel, the Federal Government, through its counsel, Rotimi Jacobs, asked that the appeal case be dismissed for lacking merit.



Jacobs told the appeal court panel that the constitution was silent on the quorum of the tribunal memberships and urged the court to invoke the Interpretation Act to resolve the issue in favour of the respondent.



The respondent'S counsel also submitted that the tribunal had criminal jurisdiction because of the use of words like 'guilty' and 'punishment' in the law that established the tribunal.



Justice Adumein struck out an application by Saraki praying for a stay of further proceedings at the tribunal on the ground that event has overtaken the application with the hearing of the substantive matter and then fixed judgment for next Monday.

The Chief Judge of Kwara State, Justice Sulyman Kawu and the President, Third Estate, Ilorin Emirate, Dr. Yusuf lawal, have said that corruption is posing a serious threat to Nigeria’s survival.

They said extra ordinary solutions should be adopted to tackle the menace.

They spoke on Friday during the 17th annual lecture of Third Estate in Ilorin, the Kwara State capital.

Kawu stated that there were many challenges in the fight against corruption.

He said there was concern in some quarters that lawyers explored the loopholes in the Nigerian constitution to delay or frustrate trial of corruption cases.

Kawu said, “It is often said that lawyers seek and obtain frivolous adjournments and injunctions on behalf of their clients to ensure that their trials are never concluded.

“As officers in the temple of justice, lawyers must assist in the administration of justice.”

The CJ said for the fight against corruption to be effective, there should be reforms in the police, the judiciary and the civil service.

He added that there should be re-orientation of the citizens to enhance honesty, discipline and loyalty to national interest above tribal and religious considerations.

Kawu said, “The price for accepting corruption as a way of life is what we have been paying in terms of unemployment of our youths, poor roads, ill equipped hospitals, gradual criminalisation of the entire society and many more.”

The Defence Headquarters (DHQ) has said that troops have destroyed all known Boko Haram camps and cells within the troubled North East region.

The director of defence information, Col. Rabe Abubakar, who made this known to newsmen at his maiden media interaction at the DHQ, Abuja, declared that the terrorists had been vanquished.

He said the terror group had been mortally wounded, adding that the sect’s members would never hold or capture any part of Nigeria’s territory again.

“These terrorists have been subdued, even if they are adopting other means, and as they are re-strategizing, we are also doing same.

“We have been coordinating air and ground assault to make sure that these terrorists’ hideouts are completely decimated. As I am speaking to you, all the terrorists’ camps have completely been wiped out. So, right now, they are completely in disarray, having no command and control from where to plan.

“We have even taken over their camps; most of them have even abandoned their bases and blended within towns and communities. We have also apprehended some of them and very soon displaced persons will move back to their communities,” he said.

The army spokesman noted that the military was making a lot of headway, and insisted that the Nigerian people must come to the realization that Boko Haram is no longer strong enough to hold ground.

“We must begin to think of the nation. I am assuring you that they will never again recapture the territory taken from them, because what is happening right now with the deployment of troops, equipment and morale will ensure that,” Abubakar said.

The military chief explained that the progress made was as a result of new strategies adopted by the new service chiefs, which include visit to the troops on the front line and constant morale boosting measures.

These strategies, Abubakar said, had introduced a new dimension in the military.

LEADERSHIP reports that the deployment of sophisticated weapons has really boosted the morale of the troops, giving them a combating edge against terror in the North East.

The Nigerian army recently deployed 8,700-strong regional forces at designated sectors, under the newly-restructured multinational joint task force (MNJTF), in a bid to totally annihilate Boko Haram.

It was a moment of redemption and glory for Nigerian soldiers and residents of Gamboru village on Wednesday when ‎the Chief of Army Staff, Lieutenant General Tukur Buratai, supervised the hoisting of the Nigeria Flag in the reclaimed town of Gamboru in Ngala local government area of Borno State.

Gamboru, a town now total state of ruin, has been under the boot of Boko Haram for over one year.

Chadian forces had early this year helped to reclaim the town from Boko Haram after killing nearly 200 of the terrorists, only for the insurgents to return immediately and retake the town.

Gamboru, a former bubbling commercial border town, was was rendered desolate with virtually everything destroyed by Boko Haram terrorists. Houses are in ruins and overgrown by tall grasses while social amenities and infrastructure, including telecommunication masts, were all wrecked.

Gamboru town shares boundary with Fotokol, a Cameroonian town just across a bridge running over a river that separates the two countries.

After a trip that lasted about eight hours, covering a distance of 145km roads that was heavily mined by explosives, the Army performed a brief flag hoisting ceremony to signal the reclamation of the territory.

On the other side of the bridge, thousands of Nigerians chased away by Boko Haram from Ngala and Gamboru towns rent the air with cheers to the soldiers as the beautiful green and white Nigerian flag glided gently up the pole as patriots, both military and civilians, sang the country’s National Anthem with tears of joy and triumph trickling downs from their eyes.

The flag was hoisted at the exact spot where Boko Haram terrorists had their flag flying for nearly a year.

Lieutenant General Tukur Buratai delivered an emotional speech at the spot where the flag was hoisted: “We are here today to observe this significant and symbolic ceremony of hoisting the Nigeria national flag. If you could remember, this town of Gamboru was occupied by the Boko Haram terrorists for almost one year. The Chadian troops came to help recapture it but could not hold the town, so they later withdrew and the Boko Haram returned again.

“In line with my vision, which is to have a professionally responsive Nigerian Army that is abreast of its constitutional roles, one key underlying phrase in my mission is the ‘constitutional role’. Today, under my command, we are here to discharge and redeem our territorial integrity as enshrined in the Constitution of the Federal Republic of Nigeria. Today we are hoisting our flag and we will never allow any bunch of criminals in the name of Boko Haram to come and take an inch of our territory again. “I will like to commend officers and soldiers of the Operation Lafiya Dole, especially the officers and men of 7 Division and indeed the 7 Div Strike Group, who have proved to be resilient, dedicated and highly patriotic. Nigerians are proud of you, Nigerian Army is proud of you and indeed Mr President is very proud of you. We have to maintain the momentum and from now on you must maintain an aggressive posture to constant patrols along this routes and all other routes into this area.”

He, however, urged the troops to remain vigilant in order to stop Boko Haram from taking advantage of any slack.

“The incident of mines being laid along the routes must be stopped! Troops are not here to come and sleep at night while Boko Haram bury mines on our roads.

“We still have a lot to do. The war is not over. The terrorists have changed their tactics, from moving out from their camps to attacking communities, to now moving in pockets, planting IEDs via humans or vehicles.

“On our way to this place, we saw how some IEDs were uprooted from the road by our troops and, unfortunately, one of the mines got detonated and affected our vehicles, and some soldiers got wounded.”

“We once again, thank Mr President for reposing his confidence in us to help deliver his mandate. We are making progress and, definitely, we would achieve that mandate within the time given by Mr President. On this note I have the singular honour and pleasure to present the Nigerian Flag to the Commander Operation Lafiya Dole for hoisting and never to come down again.

Shortly after the flag was hoisted and the mini parade disbanded, the COAS, accompanied by the Theater Commander of OLD, Major General Yushau; the GOC 7 Div Lamidi Adeosun; the Commander, National Joint Task Force, Major General Iliya Abba; the Cameroonian Colonel Fonkon Djio Venerd Richard; and Lieutenant Colonel D’ Aviation, Mohammet Yahaya of Chad walked over the bridge to address the cheering Nigerian refugees down the bank of the River.

Their voices of joy shook the serene environment as General Buratai spoke to them in Kanuri, a language most of them from both villages speak as major lingua franca.

Also engaged in high wire talks to jump boat and quit his party, the All Progressive Grand Alliance (APGA), for the APC is Chief Willie Obiano, the Anambra State governor.

While Dankwambo is already said to be in contact with top APC chieftains, Okowa’s entry is being smoothened by a former governor of the state. If all goes as planned, Okowa would recontest under the APC come 2019. Already Governor Adams Oshiomhole is said to be playing some salient role in this direction.

A top chieftain of the APC who spoke to LEADERSHIP Weekend on condition of anonymity said the three governors have already concluded their plans and are just waiting for their various election tribunals to uphold their elections.

Dankwambo who defied the ‘Buhari Tsunami’ to win a second term in office in Gombe State is said to be weighing his option for 2019 as he may not have his luck shine twice. He may wish to come to the Senate.

Our source say he is being encouraged by powerful APC leaders who are displeased with former governor, Senator Danjuma Goje’s role so far especially in the recent leadership squabble which rocked the National Assembly. If Dankwambo moves to the APC, he would be handed over the machinery of the party and effectively neutralise the former governor’s hold on the party.

First time governor, Obiano who has fallen out with his erstwhile godfather and former governor of Anambra State, Peter Obi, according to our source is in deep discussions with Governor Rochas Okorocha of Imo State and Senator Chris Ngige on possible movement to the APC. His decision to opt for a change in party has become necessary as Obi has had a firm control of the APGA structure in the state until his movement to the Peoples Democratic Party, PDP . Obi’s movement, however, depleted the support Base of APGA in the state thereby exposing Obiano to the PDP in the state.
