@Whynotthetruth, the CHANGErian agent will not read, all they are concerned about is to pull down all the efforts of the GEJ administration, this has blindfolded their eyes from seeing the truth.
Well its a pitty how some people have been programmed for LIES and PROPAGANDA.

But as for me and other NIGERIANS, those CHANGErians lies and propaganda will NOT and shall NOT stand.
Its pathetic...and they expect people to support and respect their candidate even when he's goofing...while they insult others...

IRONY of LIFE:

All I see above is a gang of very intelligent men and woman(ECOTTERRORS, in absentia) worshipping a very foolish and daft ex-president.

I dont need to read the entire epistle. What I know is enough to debunk the merit of the refinery-revival to Jonathan.

1) Why did Jonathan set 2016 as the time for the refineries to be in adequate-capacity as against 3rd quarter of 2015 which Buhari's Government made it possible.
2)if there was any plan for Jonathan to make it work this 2015, he sure would have used it for campaign. As he used anything possible that gained popularity during his tenure including those locomotive trains, invincible niger-delta bridge and several other rubbish.
3) why was the federal government's yearly budget for subsidy at its peak during Jonathan's regime?
You're more daft and foolish for displaying your stupidity without shame and showing ignorance while calling people that achieved what your dad never achieved daft and foolish...

To show you that you know nothing but a blind bat and empty vessel making noise around and about;...

1)First quarter 2016 is for OPTIMUM or 90% performance... and no report has countered this so far...

2)Agreement signed with local engineers was that production will be going on with TAM pari parsu...

3)He can't use it for campaign given the level of work done then...which continued after he lost...

4)Why not do an analysis of value of naira at said period alongside quantity of product imported that made fuel queues at fuel stations to disappear...

Setting The Record On The Proposed Refineries Privatisation By GEJ's Administration.
I believe it will be great that I also addressed this issue.

On the 8th of February 2012, the FG inaugurated a National Refineries Special Task Force. The task force was to ensure self sufficiency of petroleum products in the country under a strong framework in the shortest possible time. Memebers of the Task Force are Kalu Idika Kalu (Chairman), Mallam Yusuf Alli (Alternate Chairman); Prof. Ayo Ogunye; Mr. Imo Itsueli; Mr. M. B. Shehu, Mr. Olumuyiwa Ajibola and Dr. N. J. D. Erinne. Others are Mr. Alex Ogedengbe; Mallam Bello Maccido; Mr. Emeka Ene; Mr. Stanley Lawson; Mr. Akin Kekere-Ekun; Mrs. Fatima Wali-Abdulrahman; Mallam Abba Dabo; Mr. Harcourt Adukeh; Mrs. Mayen Adetiba; Mr. Babatunde Ogun and Mr. Achese Igwe.
The Task Force was also called "Idika Kalu Task Force".
www.punchng.com/business/business-economy/idika-kalu-heads-refineries-task-force/

In late November 2012, the Task Force Submitted their report where it tasked FG to SALE ALL 4 Refineries. Because lots of money has been spent by successive governments in the name of TAM without yielding result. See Excerpt...

www.punchng.com/editorials/jonathan-sell-the-refineries-now/

In December 13, 2013 the FG constutited a steering committee to look into the privatisation process(in line with the Idika Kalu's Committee recommendation). According to the DG Bureau for Public Enterprises, Benjamin Dikki,

“The President has also approved the constitution of a steering committee on the privatisation process that involves all relevant stakeholder ministries and agencies.

The Steering Committee’s terms of reference would be to, among other things, advise the National Council on Privatisation (NCP) on the best way to privatise the refineries in a manner that would enhance the gains of the privatization programme of the Federal Government; review the diagnostic reports and recommendations of the transaction advisors and make recommendations to the NCP, propose modalities and make recommendations to NCP on labour matters to ensure the successful privatization of the refineries."
www.thisdaylive.com/articles/president-approves-privatisation-of-four-refineries/167056/

On December 18, 2013, the Labour spat fire threatened War because they were erroneously made to believe that the FG has approved "Sale of refinery"

“Our message is very clear; if between now and December 24, 2013, the government fails to cancel the planned privatisation of the refineries, we will wait for the Yuletide period to come and then mobilise between that time and the first week in January 2014; the entire oil and gas workers in Nigeria will go on a total strike and shut down the economy.”
www.businessnews.com.ng/2013/12/18/oil-workers-threatens-nationwide-strike-january-1/

On January 03, 2014 the FG came out to set the record straight that it hasn't authorised ANYONE to sale the refinery. According to spokesman Ruben Abati

“The Federal Government will not sell the refineries. There is no authorisation for anybody to do so; there is no presidential endorsement. Even the minister does not have the powers to sell government’s property,”
www.punchng.com/news/jonathan-hasnt-approved-sale-of-refineries-says-abati/

While the author of that thread made it look like the FG was thorn between privatisation and TAM, the truth is that the GEJ led FG was keen on mthe TAM (as explained above) and also working out modalities that will be acceptable to all stakeholders (including labout) with respect to refinery privatisation by setting up the Steering Committee to yield a permanent solution. Was this not commendable?

I want to enjoin Nigerrians to be very wary of reports from APC. We can't distort facts for politics. The records are there. GEJ inherited a dilapidated refineries and put it on the right path. Let us give honor to whom it is due.

May God Bless Us All (Amen)

Good Afternoon and Happy Sunday to all. I am so glad to be writing on a very important subject that is generating unnecessary controversy powered by supporters of the ruling party. To cut the story short, this article is to set the record straight and counter the distortion of facts by a pro-APC poster on this thread Jonathan's Government And The Refineries, Lest We Forget.

1. The Situation/Capacity of Our 4 Refineries Before Jonathan:
To appreciate where we are we need to cast our mind where we were. Let's see the refining capacities between of our 4 Refineries between 2001 and 2010.

PORTHARCOURT REFINERIES:
In 2001, it operated at 60.73 percent, 52.17 (2002), 41.88% (2003), 31.04 percent (2004), 42.18 percent (2005), 50.26 percent (2006), 24.87 percent (2007), 17.84 percent (2008), 9.08 percent (2009), and 9.17 percent (2010), averaging 34 percent in ten years.

***Jonathan Inherited PHCR at 9.17% capacity***

KADUNA REFINERY:
Kaduna refinery operated at 31.39 percent capacity utilisation in 2001, 34.95 percent (2002), 15.96 percent (2003), 26 percent (2004), 33.08 percent
(2005), 8.34 percent (2006), 0.00 percent (2007), 19.56 percent (2008); 20.02 percent (2009), and 20.46 percent (2010). On average, in the ten years, the
Kaduna Refining and Petrochemical complex attained capacity utilisation of 20.97 percent.

***Jonathan Inherited KDRPC at 20.46% capacity***

WARRI REFINERY (WARPC)
Warri refinery operated at 48.29 percent in 2001, 55.53 percent (2002), 14.27 percent (2003), 9.10 percent (2004), 54.85 percent (2005), 3.85 percent (2006), 0.00 percent (2007), 38.52 percent (2008), 43.01 percent (2009), and 43.36 percent (2010), averaging 31 percent between 2001 and 2010.

***Jonathan Inherited WARPC at 43.36% capacity***

Nigeria's Refining Capacity During GEJ Era:
May 2013: Portharcourt Refinery (66%)Kaduna Refinery (65%), and Warri (63%)
The Nigerian National Petroleum Corporation, NNPC, Thursday, announced an improvement in Nigeria’s refining capacity, declaring that domestic refining of Premium Motor Spirits, PMS, at the country’s three refineries has increased to 10.23 million litres per day.

He disclosed that the Kaduna Refining and Petrochemical Company is currently running at 65 percent installed capacity, while the Warri Refining and Petrochemical Company is producing at 63 per cent and the Port Harcourt Refining and Petrochemical Company at 66 per cent of installed capacity.

“Infact, these refineries have been running consistently for over three months now.”
www.vanguardngr.com/2013/05/nigerias-refineries-now-producing-10m-litresday-of-fuel-nnpc/

Before that statement was made, the then Minister of Petroleum Mrs Alison Madueke had stated in March that early turn around maintenance was already ongoing while the MAIN TAM that was expected to yield the 90% projected capacity was expected to commence later that year.

"Our early turnaround maintenance work has commenced at the Port-Harcourt refinery while the main work is expected to commence in April and may of this year. The TAM and rehabilitation work for Kaduna and Warri refineries are intended to follow in quarter four of this year and quarter one of next year respectively,”

“Our early turnaround maintenance work has commenced at the Port-Harcourt refinery while the main work is expected to commence in April and may of this year.
www.sunnewsonline.com/new/tam-fg-begins-work-on-port-harcourt-refinery-next-month/

Nobody or Group disputed the position of the NNPC. So who was responsible for the improvement to 64% working capacity of our combined refineries in May 2013? JONATHAN of course

October 2014: Turn Around Maintenance Began For The Optiman Performace of Our Refineries (80%):
While the Port Harcourt and Kaduna refineries were built by two Japanese firms - Chioda and JGC, the Warri Refinery was built by Snapcogetti of Italy.

According to The Coordinator, Corporate Planning and Strategy, of the NNPC, Dr. Tim Okon when SAIPEM eventually came, it offered to maintain Port Harcourt Refineries at $550 million, Kaduna Refineries at $600 million and Warri Refinery at $180 million.

Okon said the bills were unacceptable to them because they were too high despite the fact that the figures were eventually reviewed downwards. He said the high bills prompted NNPC to send some of their engineers to the builders abroad to learn the repair processes with a view to saving costs.

Following this move, Okon said NNPC began to spend as low as N10 million to maintain the refineries every month as from October 2014. Following this
development, he said the four refineries would roar back to life and produce in optimum capacity from the first quarter of 2016.

***The Testimony/revelation was made on March 05, 2015***

The Transformational Result By GEJ's Effort
On the 10th of June, the GMD NNPC came out to make the following statements..

“We are taking the refineries unit by unit and carrying out turnaround maintenance on them. So in other words, the maintenance are being carried out on the run and we started a couple of months ago.

“Most of the refineries have advanced to a certain stage where they will be able to operate very soon.
For example, the Port Harcourt refinery, which has reached an advanced stage, will start receiving crude by end of this month and then of course will start contributing to the available products in the country.”
www.punchng.com/news/pharcourt-refinery-to-commence-operations-in-july-nnpc-gmd/

In fact report from Ogun state has it that pipeline vandalism has increased
since the disbanding of local militias.
Every wise military commander knows that you can't effectively secure a remote area by simply
deploying military men with big guns because they don't know the terrain.

2. NNPC board dissolution has nothing to do with the timeframe for refineries renovation.

3. Aren't you surprised that none of the "cabals" have been charged to court
let alone convicted ?
how can the people that supposedly stole $150 billion dollars be let of the hook ?

4. It is a fact that the refineries won't be completed until 2016 , you may disagree if you like
and just so you know , FG hasn't completed the payment for the whole project so Buhari will
eventually spend that "billions" , remember subsidy ?

5. same as 1 nothing to back up your theory.
Bro, on your No4; NNPC act allows them to make payments both capital and recurrent expenditures from their income...before remitting whatever balance to Federation account...So the money for TAM has been appropriated for by them...though they keep releasing payments to engineers in batches...But they won't beg buhari for money to complete the payment for TAM...

That's the issue many do not understand about NNPC...hence APC & buhari uses it to play politics by telling people how much NNPC makes without telling the people also what the law says and various bilateral agreements NNPC has entered into...they simply use the figures to turn people against PDP & Jonathan...

2. An end to the NNPC board that have precised over the mismanagement of the refineries.
3. Kicking out the PDP government that turn blind eyes to the massive looting by their members and cabals.
4. The billions that was to be expanded by Jonathan in the name of fixing the Refineries in 2016 was out of the table because Buhari is here.
5. The Subsidy thieves and oil cabals that ensured the refineries were below capacity in order to increase their exploitative schemes have all backed off from these criminal acts.

Even the Bible said that [b]if the rightous is on the throne, the people rejoice.[/b

Special thanks to Buhari for bringing integrity to governance in Nigeria. Now everything is falling in line.
1)Contract expired ...buhari did nothing here...

2)NNPC board wasn't dissolved by buhari...there term expired with last administration and they went...Buhari keeps making a none existent orders...(eg; He was dissolving a board that wasn't existing at all...he was making an announcement about single treasury account that was existing already... he's simply confused gringrin )....

3)I hope it was PDP that made Lagos win award as the most corrupt state in Nigeria in 2014...made Osun comatose...bankrupted Imo state etc...

4)About 99billion was the cost of fixing the three(3) refineries and NOTHING changed...I challenge you to counter this...grin

5)Subsidy thieves actually camped in APC full time...Otherwise why is buhari who denied subsidy before May 29th now afraid and refusing to remove samehuh...Oando, Conoil etc are HIGHEST beneficiaries of subsidy payment and TINUBU, OBJ as faces behind the mask...Capital oil that's close to Jonathan has been voicing out for subsidy removal.... While it is on record that APC stifled subsidy removal in 2012...So will they support something that supposedly benefits Jonathan morehuh...Common sense should guide us here gringrin

6)If buhari brought integrity to governance... Why is he dodging halliburton fund?...why is he not removing subsidy which is encourages national survival but against selfish political interesthuh...Or because the oil thieves have vowed to bring him down if he touches their largesse cheesy

Buhari's coming stopped the corruption holding the refineries down. With Buhari all the individuals started living up to their responsibilities. In March this year, Jonathan promised us 2016 with billions to be spent. But immediately Buhari came in, the need for billions vanished. While the 2016 date became now.

You can argue all you want, but Buhari's coming has got things working and those that held down these facilities to oil their looting channels are kicked out.

Whatever happened under Buhari is his praise or blame. But don't ever forget the mess Buhari is fixing is what Jonathan and the PDP left behind.
I think we should stop tales by moonlight here...Did you note points Nos 3 & 8...these are excerpts of the link attached there...

1)2016 date remains feasible going by realities on ground as at today...

2)Count 18months plus & minus from October 2014...and it will give you seemingly first quarter of 2016 still...

3)Check out the second link in original post again which was published some days ago...it gives same date for OPTIMAL output...

4)Check out first link...it shows that based on agreement with the local engineers, that production will be going on with TAM probably to test the quality or expertise deployed by these untested local engineers...

5)Provide evidence that the amount budgeted for the TAM has been cancelled...

6)Are you par chance insinuating that buhari is now deranged and lacks the capacity to address issueshuh...because he said he has zero input refinery...while you think otherwise...Is buhari a dullard indeedhuh gringrin

Why are you so quick to conclude the article was based on speculation whereas yours was based on facts

We are all using deductive reasoning in arriving at our positions

Do you know how they refine crude as in the technical specifications for the process plants?

So let's talk about basic chemistry, crude is refined through a seperation technique called fractional distillation.

So you flow the crude into a tank which is then heated after which the seperated products can be extracted at different temperatures

In engineering terms, you need a network of pipes to transport the raw, by and products.
You will need guages and valves
You need gas to heat the tank bla bla bla

What I'm getting at is trying to understand which of these stages of seperation process would have completely shut the refinieries down
The only probable reason that comes to mind is clogging and rusting of pipes which could have been rectified without needing a complete shutdown
1)Your link was simply an author airing his view on the crude imbroglio...hence I said he's speculating...

2)He said PH refinery had sole challenge of power...NOw, power has been rectified but it is still not on optimal output which makes a lie of that link...

3)Other ones are not up and running at optimum capacity which confirms that Jonathan was right after all...otherwise all should be running by now if your accusations and that of the link alongside other Buhari fans were right...

4)What is needed according to Jonathan and team was TAM which is system overhaul and servicing...facts on ground support this even under buhari so far...thereby making all other assumptions against Jonathan a fat lie...

Great observation. At least not all people will be decieved by misinformation currently being peddled by the apc concerning the nation's refineries.
Those who have been following developments within the petroleum sector in the last eight years will attest to the fact that GEJ made great strites and effort, especially the promotion of local content that saw the rise and development of indegenous technology and capcity to manage high tech facilities. This leap was the major reason why TAM of our refineries was awarded to local engineers rather than foreigners. Not only did that helped saved cost, it also provided the enabling environment whereby all resources expended via TAM were re-invested within the oil sector by our local engineers for increase technological capacities.

Political will was alien to the last administration in critical areas of national importance. Was it security, war against corruption and our battered image in the international community?....

1. Are you for real? that should be a sarcasm right?

2. Subsidy removal was a right initiative but at a wrong time. Even the partial removal had no bearing on the advancement of Nigerian people because of the lack of direction or of political will to implement necessary policies devoid of deceit and unnecessary patronage of the political hyenas that crowded the corridor of power in the last regime

3. To be fair to him, he tried in that aspect

4. Because they could see through the prism of their hypocrisy. Selling of country`s asset to few loyal friends

5. Where is the report of the probe? Who are those found culpable? Where are they now? Serving a jail term or wining and dinning with the power that be? The defaulters cut across political divides i know but nothing was done and you called that a proof? undecided

6. Buhari`s intentions have always been geniune as evident in his approach viz a viz openness to national issues
1)I wonder if you understand the meaning of political will...If there's none, why subsidy removal?...why calling America bluff?...Why the stern warning on diplomats and observers like Kerry?...If buhari has as much; let him not run from subsidy and halliburton scandal case...(these two are facing him already)...

1. It took 3years to do the so called pre-requisites? On a issue that is so pertinent it can be called a national emergency and you can still come here to defend it? What is it with you people?

2. You completely misunderstand the anti-subsidy removal protests. People were not against subsidy removal, they were against the government not doing what was necessary before removing the subsidy. If the government had shown sincerity by fixing the refineries back then, there wont be anyone protesting against subsidy removal

3. Bla bla bla...results are more important

4. Those refineries are the Nation's assets. It was a lot better to fix it before selling as that will increase their worth. You don't sell things that don't work, they will be bought as scrap

5. Probe of subsidy thieves? Who was indicted? Who was prosecuted? Did anyone return any money? Please stop this

6. Osibanjo has always maintained that subsidy will not be removed until institutions are in placed which includes refineries. You don't remove subsidy while refineries are dead. That's wrong
1)I already explained this...Such transactions isn't as going to the ladipo to repair your car...(Don't add insults plzz; I am a cheerful giver in that sector)...

2)People were against subsidy removal in its entirety...Read labours position and ACN/CPC then now APC...notwithstanding the condition of refineries...They believed that the country can effectively and efficiently run refineries...which is against what Jonathan/team position that government has NO business running those...

3)Unless you do the right things, there can't be positive results...

4)Why not run a comparative analysis of these factors?...BTW labour union is against any form of sale...they believe in building more refineries...which is good music to the ear but economically not sustainable...

5)Unless you're not in Nigeria... many were indicted...many are still in court...many have paid back the shortfall in their supply through bringing in free product...It's not about waking up and throwing people into courts but following a judicial process and pronouncements whose jurisdiction fall outside the periphery of Jonathan mandate...

6)Now read from buhari himself...
http://www.vanguardngr.com/2015/07/no-genuine-reason-to-remove-oil-subsidy-yet-buhari/

Also read from falana(APC closet member) about his experience or knowledge of such probes...

Mynd44; on your last post in this page...

1)I only showed you how easy a decision it is that made your chief consultant not to try it out...Buhari is also backing down from subsidy... which he used in coming to power terming Jonathan teams and beneficiaries of same...So it means buhari and his team are the ones looting same now...

2)You keep saying same thing using different grammar... Why not show evidence of how it can take less time...because I already gave you sample with mere design of plant that takes well over 6 months...

3)Banning a given product just like CBN refused selling dollars to some businesses was a mere executive fiat or economic decision which wasn't backed by any law of the land...Today LOCAL CONTENT LAW of Jonathan means there's NO SECTOR that can have any foreign investment devoid of local input even in their management cadre...(Argue with facts bro not tales by moonlight wink

4)Argument was that government should run the refineries themselves... while removing corruption and mismanagement not what you said there...

5)You're speaking in tongues...

6)You have no point here...On Chibok scam...let buhari enjoy the shadow of deaths they used innocent souls for dirty and ulterior motive...Lots of blood of innocents(corp members & chibok etc) are all forcing him to blab & hallucinate nowadays...

7)I gave you a link for this...Judiciary is an independent arm of government... and so you know, according to even our constitution, stealing isn't corruption... joke is on you gringrin

coolOando has NEVER spoken for subsidy removal...Show me evidence bro... cheesy

9)Oil pipelines has been blown more than twice under buhari...(fact)...And we are not having it more because leaders there are proactive and patriotic unlike those who see military action against boko haram as fight against North...http://leadership.ng/news/449476/how-jonathan-others-aborted-tompolos-meeting-of-ex-militants

jaybee3:
With regards to point 4 of your original post, what's the reason for the complete shutdown of our refineries if they admitted production would be ongoing alongside the planned maintenance

I might accept if their reason for complete shutdown was due to the profitability and viability of running a refining petrochemical state owned company considering the price of crude and tight profit margin.
1)Refineries were already down and out with some having an abysmally low output...having been left with no TAM for years running... so it was the Jonathan TAM that revitalized and brought new lease of life into them...(Remember Jonathan/NNPC at a time did a comparative analysis of cost implications of getting them to optimal performance and outright privatization...

2)Your second point maybe tenable and was brought up during the argument between them and labour etc...

3)Truth is NNPC complexities far outweigh the ridiculous analysis we do online here...and would have done far better if deregulation plans of Jonathan succeeded...because it would have opened up that sector...

4)An undeniable fact about NNPC is that the problem is in the STRUCTURE not the FACES; as most people insinuate here...and structural solution lies in Jonathan's deregulation policy...

This is more like it, they most likely share the same ideology but to say they are Apc members, you need to show proof not pictures.

You said earlier that the Apc was all about removing gej from office so I ask, is the pdp working to keep Buhari in office?
PDP doesn't have access to APC data bank to produce such card and not their party register in daura...and can't ask llawal to produce same...and what's the big deal in deregistering him immediately PDP raised alarm?...

On that, I mean different groups with the only bond being Jonathan must go desire...
