After falling for five consecutive years, the number of violent crimes across the United States rose by 1.2% in 2012. Based on data published by the Federal Bureau of Investigation (FBI), the increase was even greater in some of America’s largest cities. In 2012, for the third year in a row, Flint, Michigan had the highest violent crime rate in the country.

According to the FBI, violent crime includes murder, nonnegligent manslaughter, rape, robbery and aggravated assault. In some cases, the cities with the highest violent crime rate, including Flint and Oakland, had high rates in all four categories. However, most of the most violent cities tend to do very poorly only in a few categories.

Crime in these cities is typically not limited to just violent crime. Three cities — Birmingham, St. Louis and Oakland — were among the 10 worst cities in the nation for both violent crime and property crime. In some of the most dangerous cities, specific types of property crime were especially common. Flint and Cleveland had among the highest burglary rates, while Oakland, Detroit and St. Louis had among the highest rates of vehicle theft.

The economies of many of the most dangerous cities have been in bad shape for years, in some cases long before the Great Recession. The populations of many of the most dangerous cities declined, leaving behind highly impoverished urban centers. The loss of economic diversity, explained John Roman, senior fellow at the Urban institute, only serves to exacerbate crime in cities like Detroit, Flint, Cleveland and St. Louis.

In fact, all the 10 most dangerous cities had poverty rates above the national rate of 15.9% in 2011. In half of these cities, more than 30% of the population lived in poverty. Detroit and Flint had poverty rates of more than 40%. “It is very clear that poverty in particular is associated with higher crime rates,” explained Roman.

However, the relationship between the two is less certain. It is “very difficult to say whether crime makes places poorer, or poverty causes more crime,” Roman noted.

In many of the nation’s most dangerous cities, unemployment is also extremely high. Seven of the 10 cities with the highest levels of violent crime had unemployment rates above 10% in 2012, much higher than the national unemployment rate of 8.1% that year. In two cities, Detroit and Stockton, the unemployment rate was more than 18% last year.

Low educational attainment also goes hand-in-hand with high crime rates. In all of the 10 most dangerous cities, the percentage of adults with a high school diploma was below the 86% national average. In five of these metro areas, the percentage of adults with a diploma was below 80%.

On its website, the FBI instructs readers to avoid comparing city violence because rankings tend to be simplistic and ignore factors that influence crime, as well as the different ways crimes are measured and reported. For this reason, Roman cautioned against directly comparing cities based on their individual crime rates. However, because the cities with the highest and lowest violent crime rates have remained consistent for many years, he believes comparing city ranks was useful.

Based on the FBI’s Preliminary Annual Uniform Crime Report, 24/7 Wall St. identified the 10 U.S. cities with populations of 100,000 or more with the highest rates of violent crime per 100,000 residents. Using estimated populations and crime incidents from the FBI, which measures incidents of eight types of violent and nonviolent crime for 2012, 24/7 Wall St. calculated the incidence of the four types of violent crime per 100,000 persons for that year: murder, forcible rape, robbery and aggravated assault. In addition to crime data, 24/7 Wall St. reviewed median income and poverty rates for these cities from the U.S. Census Bureau’s American Community Survey for 2011, the most recent available year. We also included average 2012 unemployment rates for these cities from the Bureau of Labor Statistics.

5. Memphis, Tenn.

> 2012 murders: 133
> Poverty rate: 27.2%
> Percentage of adults with high school degree: 83.4%

Memphis had the third highest rate of aggravated assault in 2012, with 1,151.9 cases per 100,000 residents. This was up from the 1,032.3 cases per 100,000 in 2011. The city’s murder rate of 20.2 per 100,000 people and robbery rate of 514.4 per 100,000 people were also up from 2011. The high levels of crime has people in the Memphis area feeling uneasy. According to a recent Gallup survey, roughly 43% of Memphis area residents reported feeling unsafe walking at night, the highest percentage of all the 50 largest metropolitan areas in the country and significantly higher than the 28% across the United States.

4. St. Louis, Mo.
> Violent crimes per 100,000: 1,776.5
> Population: 318,667
> 2012 murders: 113
> Poverty rate: 27.0%
> Percentage of adults with high school degree: 83.9%

There were 1,120.6 aggravated assaults per 100,000 people in St. Louis in 2012, higher than all but three other cities. Moreover, the murder rate of 35.5 cases per 100,000 was the fifth highest of all cities. Although St. Louis’s violent crime was still among the highest in the country, it has improved. There were 80 less violent crimes per 100,000 people in 2012 compared to 2011 — the best improvement of any city on this list, with the drop mostly attributable to 106 less robberies per 100,000 people in 2012 compared to the previous year. Law enforcement officials attributed some of the drop to an increased police presence in high-crime neighborhoods.

3. Oakland, Calif.
> Violent crimes per 100,000: 1,993.1
> Population: 399,487
> 2012 murders: 126
> Poverty rate: 21.0%
> Percentage of adults with high school degree: 79.9%

There were 1,085.9 robberies per 100,000 residents in Oakland in 2012, higher than any other city. This was also significantly higher than the 851.2 robberies per 100,000 just a year earlier. The rates of murder and aggravated assaults also increased in 2012 compared to 2011. Violent crime was not the only issue in Oakland, either — there were 6,594 property crimes per 100,000 residents in 2012, more than all but eight other cities, and up from 5,287.9 in 2011. Crime in the city has increased ever since the city’s police department went through a round of layoffs in 2010 due to $30.5 million deficit.

2. Detroit, Mich.

> 2012 murders: 386

> Percentage of adults with high school degree: 77.4%

Detroit’s murder rate of 54.2 per 100,000 residents was the second highest in the country last year. The homicide rate in Detroit, which included 386 criminal murders and an additional 25 justifiable homicides, reached the highest level in nearly 40 years. In addition, the city’s aggravated assault rate of 1,320.8 cases per 100,000 people was also the second highest in the United States, although this was an improvement from the 1,333.6 cases per 100,000 residents in 2011. Detroit has struggled economically in recent years. The city’s 2012 unemployment rate was a whopping 18.6%, much higher than the 8.1% across the nation last year. The median household income of $25,193 was less than half the national median for 2011.

1. Flint, Mich.

With a staggering 2,729.5 violent crimes per 100,000 residents, no city had a higher violent crime rate than Flint. The city of just 101,632 people had 63 total murders and 1,930 aggravated assaults, both the highest relative to the city’s population. Flint also had nationwide highs in burglary rates and arson per 100,000 people. The sheriff of Genesee County, where Flint is located, proposed a plan to create a violent crime mobile response unit that would cost $3 million. However, Governor Rick Snyder rejected the plan because he believed resources would be better “integrated into the ongoing efforts to make Flint safer.” Like Detroit, Flint has suffered economically in recent years. The Catholic church says it opposes artificial family planning techniques, because it encourages bastardisation of sexual activities by young people and “impedes normal procreation.”

The Secretary-General of the Catholic Secretariat of Nigeria, Rev. Fr. Ralph Madu, made this clarification in a response to an enquiry by The PUNCH on Sunday.

He said, “The Catholic Church believes that modern means, including the use of condoms is morally bad because it impedes normal procreation. You can meet with your wife when you do not want children and those periods when the woman is not fertile instead of having to destroy the sperm and all other forms of artificial prevention.

“They are very artificial means and they do not really give the moral lesson that borders around the use of the sexual organs.

“The one that gives you the opportunity to exercise your sexual urge without the consequences is the natural method and the church says you should go for the natural means.”

According to him, the excuse that it reduces the spread of HIV/AIDS remains invalid and untenable, adding HIV/AIDS is a disease that is prevalent among young people.

Madu added, “When you are talking about condom among young people, you are also talking about promiscuity. People have adduced arguments in case of people with HIV/AIDS and especially couples who do not want children. The use of condom and other modern means are being bastardised among young young people because they will resort to the use of condom so that they can have sex freely without impregnating the woman or getting pregnant.

NEXT ALBUM…
2014 is the year for my second album. I have a whole lot of new sounds to sample. So, from now till then I’ll be hard at work putting everything together. Serious work is needed because I am not making just another album, with ordinary songs to groove to, no. I’m taking my time to make the album that will be the album of the year. My sophomore album would definitely be a more experienced sound, a more international focus with everybody still in mind. I always put pleasing the people on top of my mind, so when I hear something I just tell my guys ‘they will love this’. My fans are my backbone; my sophomore album would still be about giving them the best.

MY FEARS…
It is hard to be fearful of anything if God is by your side. I’ve learnt that one must continuously work hard and be creative and flexible at the same time. So, if any creeps in, I just banish them.

WIZKID AND I…
Of course we are on talking terms. I have a lot of respect for Wizkid and his last single is one of my favorite jamz right now. I seriously don’t know why people always raise the issue and ask me if I’m cool with him. I thought by now they would be tired of it. And as for competition, the industry as a whole is competitive and there are many of us with different styles and tunes. Every artist just strives to stay unique and original. So, the question of Wizkid and I is just because we are two young guys in the industry that have done well and taken our stand in the industry; that’s why you people keep asking such questions.

CLASH WITH SHINA RAMBO…
There’s no story there; it’s just all rumours flying around. My cousin and I have too much love and bond that none of that can come between us. We practically grew up together and we have stood by one another from the beginning. So, there’s no story there that I know of.

PLANS FOR NEXT
QUARTER…
More singles, videos, shows and all that will be keeping me busy. Then again, like I said already, I have a whole lot of work to do; a lot of productions to make and beats to sample. The tracks I’m considering to release this year will need major attention. They won’t be just to enter the studio, record and come out. Imagine doing that for a whole lot of tracks. So, that’s how my year is going to be.

TOUR OF EUROPE…
Yes, it has been amazing to get a lot of fans asking for me in Europe, I’m just here for my people, my fans, people who love and support my music. Already, we did Vienna on Saturday and that was explosive. Antwerp Belgium is next and we’ll go round Europe till the end of June. Then my African tour comes up in July. It has truly been a blessing.

No fewer than 6,000 people ,mostly women, children and elderly, displaced following the military onslaught against members of Islamist militant sects, Boko Haram and the al Qaeda-linked Ansaru, have fled to neighbouring Niger Republic.

The United Nations High Commissioner for Refugees, also known as the UN Refugee Agency, made this known in a report it presented in New York, United States on Tuesday by its spokesperson, Mr Adrian Edwards.

Edwards said, “Those who spoke to UNHCR say they escaped for fear of being caught in the government-led crackdown,” Reuters quoted him as saying. He added that the presence of the Nigerians refugees in Niger was “putting a strain on meager local food and water resources” on the country which “struggles with food insecurity due to years of drought.”

According to him, the “refugees are either renting houses or staying with host families, who are themselves living in very precarious conditions.”

Edward stated that UNHCR member of staff, who visited several border villages hosting the refugees met some Nigerian families living out in the open and some under trees.

Disclosing that the agency would help the Nigerien authorities to register the refugees, he said further that there were plans to deliver some relief to the refugees and their host communities.

He said that 240 others, comprising Niger nationals and people of other nationalities, also fled from Nigeria to Niger while some ran to Cameroon and Chad in the past few weeks. The two countries also share common boundaries with Nigeria.

The report also stated that the Nigerian “refugees reported that air strikes by government forces are continuing from time to time, and that planes are regularly flying over the states of Borno, Yobe and Adamawa where a state of emergency has been in force since May 14.”

It added, “People arriving in Niger also mentioned the increasing presence of roving armed bandits in several states in Nigeria. The people also spoke of rising commodity prices coupled with pre-existing food insecurity which is also becoming a major concern for the populations of the affected states.”

Nigerian forces are engaged in a four- week-old operation to regain territory from fighters loyal to Boko Haram. The soldiers claim that they had destroyed key Boko Haram bases and arrested more than 150 suspected insurgents in Borno, Yobe and Adamawa states.

The military was not immediately available for comment, but in a statement on FridayDefence Headquarters Spokesman, Brig -Gen. Chris Olukolade, denied a report that Nigerian refugees were “pouring into” Niger.

This was even as the National Emergency Management Agency said it was responding to the humanitarian needs of the displaced Nigerians in Niger Republic to to alleviate their conditions.

It said the basic needs were identified by a special assessment carried out by its team that was dispatched to the Niger Republic to ascertain the conditions of Nigerians that had crossed over the border into the country.

Meanwhile, the Special Representative of the UN Secretary- General for West Africa, Mr. Said Djinnit, has tasked West African countries to collaborate and tackle terrorism in the sub-region.

Djinnit, who is also the Chairman, Cameroon-Nigeria Mixed Commission, observed that the threat of extremism and terrorism is affecting all West African countries and the Africa continent in general.

He said this on Tuesday in Abuja when he paid a visit to the Minister of State for Defence , Mrs. Olusola Obada, in her office.

The Special Representative said the visit was to explore how he could work closely with ECOWAS and its leaders in stabilising the region and creating conditions for peace.

He said, “The threat of extremism or terrorism is affecting all the countries in West Africa and Africa in general. So there is need for a general effort. This should be a national effort, though Nigeria is putting its own effort but we need to mobilise the entire region to work together to address the root cause of the problem, address the concern and challenge in a coordinated manner within the framework of the existing plan of action with ECOWAS, African Union and the UN.”

Djinnt said Nigeria was faced with a big challenge and it was the responsibility of the government to ensure the safety of its citizens.

According to him, this should be done by taking into account the issue of human rights, adding that he was sure the government was aware of that.

Google Maps are getting personal. The next version of the widely used maps tool, previewed on Wednesday at the Google i/o conference in San Francisco, will soon have a different look and some splashy new features including displays of real-time accidents and personalized recommendations.

Customized maps

Each click subtly alters the map so it displays the most relevant information, highlighting things that are relevant specifically to the person searching and what they're looking for. Click on a sandwich shop and a box appears showing details such as reviews from Zagat and your friends. Related eateries nearby pop up on the map.

Using your search history, reviews and network of friends, Google makes recommendations of places it thinks you will enjoy. The more you use the map, the more data it collects for these types of recommendations. Google is also adding offers for companies like Starbucks, so when you look up where the nearest coffee shop is you can stumble into a coupon for $2 off your next Frappuccino.
