If you can't access your cpanel then there is something majorly wrong. I don't think that has anything to do with your wordpress. More of a server configuration issue.

Prefer the old one. The new one is like they took a step back design-wise.
A bank's logo should inspire confidence, not playfulness like the new one. You do not want playful people in charge of your money.

It is always better to go for paid hosting as it gives you some peace of mind. Most of these hosts sooner or later stop giving out and supporting their free accounts.
Besides isn't it better and more professional if your website is 'www.mywebsite.com' instead of 'mywebsite.theirwebsite.com'

The Basic Layout is a good idea but execution is a bit rough

1. The Navbar ( Orange ) spacing is uneven - More space on the right than on the left.
2. Improve the graphics for the Header, The texts are a bit
3. The Width of all the site's content is totally uneven
4. Try to work on the top padding/margin of the headings in the coloured boxes as well as the educational zones.

Bring out your wax and make this site shine.
