Sad it's happening on a recently bought car. I would suggest you check it out with another mechanic before fixing anything. I noticed my car's (rx330) mpg dropped as well and I felt maybe it's because I don't always take it for long cruises, because I know cars consume less fuel on highway than city/urban cruises. all the same 11mpg is quite low so check another mechanic. Some Lexus so not allow for that. Once you decat them, random cylinder misfire follows with intermittent loss of power.

Carbon buildup isn't an issue as long as you rev out the car regularly. Besides, you can always get it cleaned out, I believe.
