An Australian nurse and a Nigerian man face the possibility of death by hanging after a Malaysian court in Kuala Lumpur on Tuesday charged them with trafficking methamphetamines. Emma Louise L’Aiguille, 34, was charged in the Kuala Lumpur court along with Anthony Esikalam Ndidi two weeks after police said they were arrested in possession of one kilogramme (2.2 pounds) of methamphetamine. L’Aiguille entered the court in tears and spoke briefly to Australian High Commission officials before sitting in the dock, hunched over in distress, for the hearing. No plea was recorded but the Australian’s lawyer said she was innocent and was slapped once by a Malaysian police officer during interrogations. Drug trafficking carries a mandatory death sentence by hanging in Malaysia, where hundreds of people are on death row, mostly for drug offences. Anyone found to be in possession of at least 50 grams of methamphetamine is considered a trafficker. L’Aiguille, from Melbourne, was in a car with her co-defendant when police arrested them, attorney Muhammad Shafee Abdullah told reporters after the court appearance. Police told L’Aiguille, who had been driving, that drugs were later found in the car, he said. Muhammad Shafee said two other Nigerians — L’Aiguille’s boyfriend and another man — had also been in the car but had left the vehicle just prior to the arrests. Police are currently searching for the boyfriend, he added. “She is completely depressed. She just does not understand how all this could happen to her. She was just driving the car,” Muhammad Shafee said. He said L’Aiguille was a nurse who was in Malaysia as a tourist and had visited the country several times over the past two years. He complained that defence lawyers were only allowed one ten-minute meeting with her before the court appearance. The next court appearance was set for October 1. Pleas are not normally heard at the time defendants are charged. No further details were immediately available on the Nigerian defendant as he was not represented by legal counsel at the hearing. In March, Australian Dominic Jude Christopher Bird, 32, was charged with drug trafficking. The truck driver from Perth in Western Australia was arrested on March 1 in Kuala Lumpur in possession of 225 grams of methamphetamine. The case is still in the courts. THE Peoples Democratic Party, PDP, yesterday called for the resignation of the speaker, Lagos State House of Assembly, Adeyemi Ikuforiji over alleged N500 million scam. The PDP noted that it was disheartening and unfortunate that in spite of the progressive posture of the party, no chieftain of the ACN has been prosecuted in its controlled states despite what the PDP described as ‘’the barrage of cases of misconduct in these states.” Reacting to call by the Action Congress of Nigeria, ACN that the PDP National Chairman, Alhaji Bamanga Tukur must step down now, the PDP said, “The ACN has also turned the other way in the case of a N500 million fraud allegation against the Speaker of the Lagos State House of Assembly. There has been no call for the Speaker to resign. Till date, there is no record of any ACN official or chieftain standing trial in any ACN controlled State despite the barrage of cases of misconduct in these states”. In a statement signed yesterday by the PDP National Publicity Secretary, Chief Olisa Metuh, the Party however threw its weight behind its National Chairman, Alhaji Bamanga Tukur, stressing that the party was not prepared to sacrifice his son, Mahmud Tukur over his prosecution by the Economic and Financial Crimes Commission, EFCC on the subsidy payment scandal. Metuh who also accused the ACN of interfering in judicial processes for its members, stressed that PDP was the only party in Nigeria that does not do that, adding, “the same cannot be said of the ACN. For instance, when the educational qualifications of Senator Bola Tinubu, the ACN’s National Leader were questioned, the entire Party machinery, operating under its earlier metamorphosis as Alliance for Democracy(AD) rose up and vilified anyone that called for a mere investigation. Every effort was deployed to frustrate the investigation. According to PDP, it was not surprised as a party at the propensity of the ACN to make political capital out of every passing event in Nigeria, adding that it finds this posturing hypocritical, laughable and a desperate measure to smear the image of an individual who stands very tall in his contributions to the development of our country. It will be recalled that son of the PDP National Chairman, Mahmud Tukur; Mamman Nasir, son of the former National Chairman, Dr Ahmadu Ali and Abdullai Alao, son of Chief Arisekola Alao are presently standing trial before a Lagos High Court sitting in Ikeja for alleged offences in the oil subsidy payment scam. Metuh who noted that there was the need for the PDP to put the record straight, said, “However, in order to set the records straight especially in the minds of those who may be swayed by the ACN’s warped logic, we wish to state categorically that the National Chairman of the Peoples Democratic Party, Alhaji Dr Bamanga Tukur, is not on trial, neither has he been linked to any of the allegations on the current petroleum subsidy trials. ‘’We have stated severally that the son of the Chairman currently facing trial is an adult and is fully responsible for all his actions in the eyes of the law. We shall therefore not allow the name and dignity of our revered Chairman to be dragged into an issue he knows nothing about. “Secondly, it is interesting that the ACN, which has been on record as casting doubts over the Federal Government’s commitment to prosecuting those involved in fuel subsidy matters is suddenly enmeshed in a juvenile frenzy, dishing out judgments even before trials are concluded. What is expected from a responsible opposition like it is done all over the world is to give credit where it is due, and criticize where necessary. “The decision by the Goodluck Jonathan administration to bring to trial those who have allegations standing against them is a clear signal that the government has nothing to hide and there are no sacred cows. We thought that the ACN will for once rise above petty partisan considerations and acknowledge this fact. The Lagos State Police Command on Monday said it had arrested a driver for allegedly cashing N633,000 with 30 Automatic Teller Machine cards found in his possession. Lagos State Commissioner of Police, Umar Manko, told newsmen that 18 other suspected armed robbers were also arrested in different parts of the metropolis, the News Agency of Nigeria reports. He said that the driver, who claimed to work with Zenith Assurance, was arrested in Ogba area of Lagos while using the ATM cards to cash money from a branch of Guaranty Trust Bank. The CP said that members of the public who suspected foul play informed the police who made the arrest. “The suspect was using the ATM cards to withdraw some money. Other customers who saw him using the cards and suspected that he must have stolen them tipped the police. “He had succeeded in cashing about N633,000 with the cards before he was arrested. “The suspect claimed to be a money lender and disclosed that the cards in his possession belonged to those who borrowed from him and deposited them as collateral,” Manko said. He said that 18 other suspected criminals were arrested, while cars, Indian hemp, laptops, passports, mobile phones and arms and ammunition were recovered from them. The commissioner said that 12 of the suspects were arrested in Odogunyan, near Ikorodu, and five assorted cars, three single barrelled locally-made shot guns and 24 live cartridges were recovered from them. Manko explained that some of the suspects were armourers, arm dealers and receivers of stolen items. He said that the suspects snatched cars from motorists in Lagos and sell to buyers in Ogun State. The CP said that three of the paraded suspects were picked up at their hotel hideout in the Alagbado area of Lagos after snatching a car from the owner at gun-point. He said the police recovered the car and other stolen items during the operation. Manko said three others were arrested in Ijede area of Ikorodu, where a bag of Indian hemp, as well as arms and ammunition were recovered. He said the suspects would be charged to court as soon as investigations into the cases were concluded. Abuja – Mr Olugbenga Ashiru, the Minister of Foreign Affairs, on Monday said about 50 Nigerians had so far been evacuated from Syria following the ongoing crises in the country. Ashiru said in Abuja that the evacuees complied with government’s directive to leave Syria and he advised others to vacate the Middle East nation. “We have evacuated quite a lot of Nigerians from Syria, it was not an airlift exercise like we did in the case of Libya because they are very few. “From the report I got, those moved so far are less than 50, long before the situation deteriorated we advised them to move. “Some have decided to stay behind but it is their choice.’’ The minister also said that the families of the Charge d’Affairs and officials at the embassy had been relocated to the neighbouring nation of Lebanon “and they are very safe there.’’ It will be recalled that the Syrian conflict began on March 15, 2011 with public demonstrations as part of the wider Arab spring and developed into a nationwide uprising. Sokoto – A suicide bomber at about 10.46am today attacked the Sokoto zonal office of the Nigeria Police, which houses the office of the Assistant Inspector General of Police and in the process, killing self and a police officer who was on guard there. The bomb shattered the office of the AIG and his official car and its impact affecting the office of the Divisional Police Officer and other shops opposite the zonal police headquarters. Speaking with newsmen at the scene of the incidence, the AIG, Alhaji Mukhtari Ibrahim said that the bomber and a police corporal, Ismail were killed while, according to him, eight other police officers had various degrees of injuries. “We had an unfortunate incident where a suicide bomber rammed into the headquarters with car and killed himself. A police corporal, by name Ismail was also killed and eight other officers we injured,” Ibrahim said. Also speaking to newsmen, the Deputy Police Commissioner, Kudu Nma said that the office of the Police Officers’ Wives Association, POWA was attacked and the bomber killed. The House of Representatives at the weekend warned President Goodluck Jonathan on the can of advice he got from his aides, particularly, the Minister for Finance, Dr. Ngozi Okonjo-Iweala over the 2012 budget’s implementation. The lower chamber noted that the President’s aides are only adding more salt to the present administration’s injury, stressing that Okonjo-Iweala lied over the 2012 budget implement percentage. It will be recalled that the Finance Minister recently said that it would be difficult for the executive arm of government to implement all the budget by September this year, but claiming that the Presidency had implemented over 56 percent of the budget so far. House spokesman Zakari Mohammed who spoke on behalf of other members at a special media briefing in Abuja, cautioned the President not to allow his aides to destroy his administration. The House spokesman said “The House will further like to clarify a few misinterpretations on the Minister’s recent media briefing on the implementation of the 2012 budget as reported by the media on Thursday July 26, 2012. “First of all, it is not true that the executive arm has implemented as at today 56% of the 2012 budget as widely reported. In truth, about 34% of the budget has been implemented. What the minister admitted to as can be confirmed from her own words is that, at best Government has implemented 56% of the N404 Billion released to MDAs. “The Minister was clear in saying that, of this amount (N404 billion) only N324 billion has so far been cash backed. In other words, it is only N324 billion that is available to the MDAs for implementation of capital projects and programmes of government out of about N1.5 trillion appropriated for all capital expenditure. The House of Representatives also does not agree with the Honourable Minister that the slow pace of implementation of the 2012 budget is as a result of the constituency projects introduced into the budget by the National Assembly. “For the avoidance of doubt, constituency projects represent less than 10% of the 2012 capital budget. How can this be the reason for the slow implementation of the budget? This excuse for non-implementation falls flat on its face when a review of the performance of the Executive on even its own preferred projects is made. More evidential is the fact that releases so far made to the MDAs are not enough to pay for on–going projects or projects chosen by the executive. “For instance, out of a total appropriation of N145 billion for the Ministry of Works in the budget, only N47 billion has so far been released to the ministry. In the first quarter, N38 billion was released and in the second quarter only N9 billion was released, with a shortfall of about N30 billion for the 2ndquarter. “The projects that need these appropriations are core road projects scattered all over the country. Or are these inter-state highways and other strategic road projects also constituency Projects? Playing to the gallery by the executive arm will not change the facts of the situation.” The lawmaker said it was important to restate that the constituency projects are managed by the Executive arm of government. “Members of the National Assembly are not involved in the advertising of these projects, nor are they involved in the short listing of contractors for the projects neither are they part of the process of the actual award of the contracts. It has been their exclusive preserve. “The security, welfare and prosperity of Nigerians has always been and remains uppermost in the consideration of the House of representatives in raising concerns on the slow implementation of the 2012 Appropriation Act. What is the benefit of annual appropriations if projects enunciated in the budgets are not implemented? “For us in the 7th Assembly, significant implementation of budgets is our desire. We are not at war with the executive arm on this matter. We shall continue to insist on the implementation of the budget, no matter what is being insinuated as the motivating factor for our intervention. The lawmaker while faulting the Finance Minister’s claim that a 100 percent implementation of the budget is impossible before the resumption of the House on September 18, said: “If you give your child an examination, when you see the result, you should be able to know if he/she has passed or not.” According to him, the era when the National Assembly was viewed as a toothless bulldog was over as the House will take stringent action when necessary to ensure that Nigerians benefit from the dividends of democracy. Mohammed, however, agreed that there has been a slight improvement in the implementation of the budget since the resolution of the House on July 19, adding that lawmakers have been getting updates from their constituencies in that regard. “We further wish to enjoin all Ministries, Departments and Agencies, to continue with the procurement processes and eventual award of all capital projects within their purview. “Finally, we call on Mr. President, as an elected official who is ultimately accountable to Nigerians, to be careful of the type of advice he gets from his unelected appointees on the issue of the implementation of the budget, as its significant implementation is ultimately in the interest of his presidency.” http://dailypost.com.ng/2012/07/30/okonjo-iweala-lied-budget-implementation-percentage-reps/ |
