On 8 March 2020, Prime Minister Giuseppe Conte expanded the quarantine to all of Lombardy and 14 other northern provinces That is to say it was already a national issue in Italy and Europe. Looking at the timeline of the spread in Italy and when USA began to close it's borders, can you still defend your assertion that the virus spread rapidly despite USA closing it's borders early?
