Election in 1999 was between two Yorubas - Obasanjo of PDP and Olu-Falae of AD. Igbos decided to go with PDP who Obasanjo happened to be the candidate. Igbos have always voted PDP in Presidential elections regardless of the tribe of the candidate so it had nothing to do with Obasanjo being Yoruba.
