I think the devolution of power to the current 36 states would be a wrong move. The 36 states are majorly unviable (except Lagos). I suggest that the 6 geopolitical zones be recognised as states while the current 36 states becomes Local Govts (scrap the 774 LGAs). I believe the zones will be better positioned to handle the new responsibilities that would come. Also the new states should own resources found within their lands and pay 30% to FG while FG should own all offshore resourses (including fishes).
