In order to prevent nationwide fuel scarcity, the FG is willing to negotiate with oil marketers who duped Nigeria.

The Federal Government is willing to negotiate with some petrol marketers who were indicted for wrongly benefiting from the 2011 fuel subsidy payments (the cabal), Finance Minister, Ngozi Okonjo-Iweala, said on Thursday.

Mrs. Okonjo-Iweala, who is also the Coordinating Minister for the Economy, stated this at a news conference, on Thursday, in Abuja.

The minister said government was open to dialogue with marketers who had "little infractions'' in the fuel subsidy regime.

"Those whose infractions may be considered not so egregious, we will be talking to them and if they are willing to talk to us, we will also be willing to settle their claims and they can go on importing," Mrs. Okonjo-Iweala said.

The minister did not clarify what "little infractions" meant, and what the Federal Government (FG) was willing to concede to the indicted marketers.

The indicted marketers, who have been recommended to return N382 billion by the Aigboje Aig-Imoukhuede presidential committee, committed various categories of offences; ranging from claiming subsidy for non-imported petrol to not claiming more subsidy funds than deserved.

Mr. Aig-Imoukhuede had told Nigerians, during the submission of his committee's report, not to expect the FG to recover all the N382 billion from the indicted firms.

We won't succumb to blackmail

Mrs. Okonjo-Iweala also said that the long queues that have resurfaced in Abuja, the Nigerian capital, were not enough reasons for the FG to negotiate with some marketers whom she described as blackmailers.

"But for some of those who are bent on blackmailing the Federal Government even though they have committed very serious infractions in the subsidy claim we are not willing to pay them when they have not cleared their case," she said.

The junior minister in the finance ministry, Yerima Ngama, had, Wednesday, alleged that some of the indicted marketers were responsible for the fuel shortages being witnessed in Abuja.

The Abuja fuel queues are an indication of what to expect across the country if petrol marketers make good their threat to suspend fuel distribution should their subsidy payments not made by the FG.

Mrs. Okonjo-Iweala however assured genuine marketers of payment of their due subsidy saying '"there is no holding back or lack of willingness to pay for those who have no case to answer."

She explained that between April and August, Sovereign Debt Notes amounting to N42.66 billion were issued to 31 oil marketers, in respect of the 2012 fuel subsidy claims.

The Minister said the FG was still in talks with the marketers over the impasse.

"We are open, we will dialogue with them and we hope that the dialogue will lead to a situation in which they will not be called upon to undertake these actions that are being undertaken now," she said.

After her briefing, Mrs. Okonjo-Iweala went into a meeting with representatives of some oil marketers including Sahara energy, Oando Plc, and NEPCO Plc.

The banker, whose committee indicted the petrol marketers, Mr. Aig-Imoukhuede, also took part in the closed door meeting.

The Federal Government on Wednesday said it accepted to hold dialogue with the violent Islamic sect, Boko Haram, in order to arrest insecurity in the country as soon as possible.

“We have accepted dialogue as a way of bringing the (insecurity) situation to an end as quickly as possible. We have always called on those engaging in violence to stop because violence can’t solve any problem. So we welcome the decision to dialogue,” Minister of Information, Labaran Maku, told journalists in Abuja.

The Christian Association of Nigeria has, however, warned that the government should not hold dialogue with the sect on its own terms.

Though CAN said it was ready to support any step aimed at curbing the sect’s insurgency, it opposed the government-Boko Haram talks if they centred on the condition to Islamise of the country.

The sect’s leader, Abubakar Shekau, was reportedly quoted to have said in a video footage that President Goodluck Jonathan should convert to Islam or resign from office.

Jonathan in a statement by his spokesman, Reuben Abati, had rebuffed the condition, saying he had the legitimate mandate of the people, both Christians and Muslims, hence he could not resign.

The Voice of America had reported on Tuesday that a purported spokesman for Boko Haram, one Habu Mohammed, said the group had the Fedral Governement in direct talks on ways to end violence in the North.

According to the VOA, Mohammed, who claims to be a deputy to Boko Haram leader Sheikh Abubakar Shekau, said in a statement that the group decided to initiate the peace moves in response to numerous public appeals for peace in the country.

The VOA said a senior Nigerian official, speaking on the condition of anonymity, confirmed the talks to VOA.

Maku, while not denying that talks with the violent sect had commenced, claimed that the government also heard Mohammed’s claim on the radio.

Our correspondent reports that the minister might have refrained from confirming the talks in order not to stall its progress. Recent talks between government and the sect had broken down after they were reported. Northern clerics who facilitated these meetings had accused government of breaching an understanding reached by both parties that the talks should be kept secret.

He said, “We have heard about the news. The position of government from the beginning has been that we are prepared to negotiate and hold dialogue with members of this group because we believe they are Nigerians and they are our children.

“It is a known fact that violence has disrupted social and economic activities in some parts of Northern Nigeria.

“We have accepted dialogue as a way of bringing the situation to an end as quickly as possible.

“We have always called on those engaging in violence to stop because violence can’t solve any problem. So we welcome the decision to hold dialogue.”

Meanwhile, the Coalition of Northern Leaders, Academics, Professionals and Businessmen has said there are proofs that government officials are benefiting from the Boko Haram crisis.

The leader of the group, Dr. Junaid Mohammed, told one of our correspondents in a telephone interview on Wednesday that the inability of the government to hold dialogue with members of the sect in the past was because the unnamed government officials were afraid that they might stop making money from the crisis if the discussion had succeeded.

Nigerian couple who beat their six children jailed after Coronation Street barmaid Michelle Collins gave evidence against them
Two cruel parents convicted of a decade long campaign of abuse against their six children were jailed for seven years each today.

The Nigerian couple, who claimed their kids were possessed by evil spirits, were found guilty after Coronation Street star Michelle Collins gave evidence against them.

They beat their children with brooms, hoovers and wires and even gave their baby a morphine overdose just days after her first birthday.

Five of the children were finally rescued after their eldest daughter threw a heart-wrenching SOS note out of a window.

But it wasn't until their one-year-old baby was given a morphine overdose over a year later that police reopened the case which led to their prosecution
.

The plight of the children was so bad that Miss Collins, who met them at a church lunch, took them to the cinema 'because she felt sorry for them'.

She gave evidence as a prosecution witness during the trial of the parents, both 40, who cannot be named to protect their six children.

But the parents claimed they were victims of a conspiracy - and even alleged Miss Collins was involved in a witch hunt against them and wanted to ‘steal’ their children
.

One of the youngsters, a baby at the time, had been allowed to stay in the home despite the fact the five other children had to be rescued.

Sentencing them to seven years behind bars each, Judge James Patrick described it as 'shocking mistreatment' that they had tried to cover up with a 'web of deception'.

Judge Patrick said: 'No-one who sat through this trial could help but be moved by the fact that these intelligent, charming, fun, lovable children continue to love you despite what you put them through
.'

The married couple denied the allegations claiming they were victims of a racist witch-hunt but were found guilty of cruelty to a person under 16.

They argued the children had been 'brainwashed' into making the allegations by the police, the council and Miss Collins who they said 'wanted to steal' them, Wood Green Crown Court heard.

But Judge Patrick noted: 'You alleged a conspiracy involving a well-known actress, who had done nothing but show your family generosity and kindness, a member of a housing charity, social workers and foster carers.

'Those who had taken the trouble to support you were repeatedly accused of dishonesty, lying, and conspiracy to rob you of your children when the reality was that both of you were lying - in fact they ware simply seeking to give your children stability.'

The abuse came to the attention of police in April 2010 when their nine-year-old wrote an SOS note and threw it out of her bedroom window.

The heart-breaking plea read: 'My mum is the worst mum ever because she can’t cope with five of us, her broken hand and being pregnant. She always leaves me out so I always starve and I am forced to work.

'If I don’t get enough house work done, I am beaten without mercy with the wooden end of a broom. I have scars all over me to prove it. I can’t stay here. I would like a new mum.
'

It was found by a neighbour who called the police, and when officers attended the address they found the children living in messy conditions with 'dirty' and 'dishevelled' clothing.

Revealing scars the eldest said her mother had hit her with a cable, a broom, and a hoover and her father had dangled her by her feet down the stairwell of the house, tied her hands behind her back and her legs together 'to get the devilish spirits out', prosecutor Emma Smith said.

Her sister, who was seven at the time, had a stick shaped bruise of her thigh and after a few months in care, she drew a series of pictures showing her dad beating her and her being left home alone and including a speech bubble saying ‘I’m hungry.’


The children were left home alone for hours, sometimes days on end, with the elder kids forced to look after the others.

They had even been forced to lie to a charity and social services that they were living alone with their mother in one room and had no idea who their dad was so they could scam benefits.

Even during the trial the eldest feared she had torn her family apart with her 'devastating cry from the heart in the form of a letter which she threw from the window', the judge noted.

There was an investigation but no further action, and the five children remained in care until the parents once again came to police attention on 28 June last year, when they gave their baby an overdose.

'But for the events of June 28 you would have gotten away with your crimes because of a merciful decision not to prosecute you', Judge Patrick noted
.

The couple's sixth child, a baby girl, was also initially taken into care but then returned to her parents. They took her to St Thomas’s Hospital just days after her first birthday last year.

Without treatment she could have died but doctors managed to save the youngster, who it is believed was given morphine orally that morning
.

Jurors rejected the parents conspiracy theories.

When they are released the face deportation back to Nigeria - despite pleas from their legal team that they have been 'punished enough' by having their children taken into care.

As they left the court they wailed: 'We are innocent, this is a miscarriage of justice.'

An Ikeja Magistrate’s Court, yesterday, sentenced a 45-year-old commercial motorcyclist and husband of two wives, Alabi Bakare, to five years imprisonment for raping three minors.

Magistrate A. Isaac, who handed the verdict, said the sentence would be without an option of fine.
He said since the accused had pleaded guilty to the offence, the court had no option than to sentence him as charged.

The News Agency of Nigeria,NAN, reports that the accused, who was arraigned on August 8, had pleaded guilty to a charge of having carnal knowledge of the minors aged between three and five. angry angry

Earlier, the prosecutor, Assistant Superintendent of Police, Barth Nwaokoye, told the court that Bakare raped the minors on August 3 at 7 p.m. at 19, Oluwakemi Street, Alapere, Ketu area of Lagos metropolis.

“Bakare was caught in the act by a co-tenant, who reported the matter to the police,” he said.
He said the offence contravened Section 137 of the Criminal Code, Laws of Lagos State.

The Senior Special Adviser to the President on Public Affairs, Doyin Okupe, on Monday rejected the tag of an "attack dog," for the Presidency. angry

Mr. Okupe, who appeared on an interview programme on the Africa Independent television (AIT), said his job for the presidency was to engage the public on discussions around the achievement of President Goodluck Jonathan's administration.

He said those calling him an attack dog where not fair to him considering his (physical) size and past achievements.

"They should even call me an 'attack lion," Mr. Okupe said. grin grin

The light remark by Mr. Okupe caused the interviewer, Gbenga Aruleba, to say that there were some dogs that could be so fierce and large like a lion. A remark the presidential aide rejected, seemingly preferring the title, 'Attack Lion', when he said no dog could be fierce or large enough to confront a lion.

The Ogun State politician also gave an indication of what to expect from his office. He said his office and his team would respond to any public criticism (by public commentators) against Mr. Jonathan and his policies.

Mr. Okupe also used the interview to explain President Jonathan's reluctance to use maximum force on the Boko Haram

The presidential aide said those accusing Mr. Jonathan of inaction, on the insecurity pervading the country, were not fair on the President.

"It is wrong to say the President has not been able to tackle the security problem," Mr. Okupe said.

The Ogun state politician said the Federal Government could not use force on the Islamist group because it wanted to avoid civilian casualties.

"The Nigerian army can in one month wipe out the Boko Haram, but the collateral damage will be unbearable," he said.

He said that the government was already achieving some success against the terrorist group.

"Three people (Boko Haram members) have been declared terrorists (by the U.S.). One is dead (killed), one is under the armpits of security forces, and another is on the run," Mr. Okupe said. "That is a remarkable achievement."

Mr. Okupe compared the difficulty in tackling the Boko Haram menace in Nigeria to what the British government faced with the Irish Republican Army saying "for 28years, the British Government could not stop it (IRA). When terrorism is internal, it is hard."

Zamfara, Bauchi and Niger states are worst hit by unemployment in the country, according to the 2011 unemployment rates released by the National Bureau of Statistics (NBS).

Zamfara State with 42.6% topped the list, followed by Bauchi, 41.4% and Niger 39.4% .

Other states in order of ranking are Gombe, 38.7, Nasarawa 36.5, Jigawa 35.9, Yobe 35.6, Edo 35.7. Adamawa, 33.8, Kaduna 30.3, Borno 29.1, Katsina 28.1, Delta 27.2, Imo 26.9, Rivers 25.5, Plateau 25.3, Kebbi 25.3, Kano 21.3, FCT 21.1, Akwa Ibom 18.2, Cross River 18.2, Sokoto 17.9, Kogi 14.4,Taraba 12.7,Ondo 12.5.

Others are Abia 11.2, Anambra 12.4, Bayelsa 23.9, Benue 14.4, Ebonyi 23.1, Ekiti 12.1 Enugu 25.2, Ogun 22.9.
Conversely, states considered to have marginal one-digit unemployment rate are Osun, 3.0, Kwara, 7.1, Lagos 8.3 and Oyo 8.9.

With the current population of 170 million, the 23.9% as posted by NBS as national unemployment rate represents about 40.6 million Nigerians who are within the working age of 17 to 65 years. This age bracket in Nigeria’s population represents over 70% of the 170 million people, which implies that about 119,000,000 fall with in the working age of 17 to 65years and 40,630,000 lacked any form of employment.

The youth, by Nigeria’s conventional definition, are those within 17 to about 45years, and this makes about 80% of the active population, meaning that an estimated 32,504,000 active youths are totally unemployed . The NBS, however, never posted the percentage of the underemployed.

Arewa Consultative Forum(ACF) spokesman Anthony Sani appealed to the northern governors to start evaluating their performances based on what they are doing. This, he said can be achieved through adequate data collection on such issues as unemployment rate , school enrolment, maternal mortality , poverty and other social economic index.

Having such statistics, will make the governors have a standard of measurement of their performances, he said.

A renowned economist and former Vice chancellor of the Federal University of Uyo, Prof Akpan Ekpo, commenting on the rating said that the 23.9 % does not in any way reflect the ideal unemployment rate “ The youth unemployment rate in the country ideally is within the range of 35% and above.

Even that 23.9 % is alarmingly high; the manageable unemployment rate and acceptable rate is 5 %. Government hasn’t told Nigerians the percentage of the underemployed, the graduates who are selling sachet water and recharge cards. Government must urgently step up effort in this direction.” Ekpo stressed.

The Nigeria Labour Congress (NLC) also held a contrary view on the NBS’s unemployment position. The vice president of NLC, Mr. Promise Adewusi, said “if the unemployment rate is anything near 30%, the country wouldn’t be in the kind of security crises that we are. The magnitude of insecurity and terrorism the country is facing is reflective that youth unemployment is above 40% .”

He added that since government cannot account for adequate unemployment data, the NLC has concluded plans to commence a nationwide data collation to ascertain the correct number of unemployed youths in the country

The planned designation of the Islamist sect,Boko Haram,as a Foreign Terrorist Organisation (FTO) or International Terrorist Organisation (ITO) by the United States of America (USA) may not come to pass afterall, it emerged yesterday in Abuja.

The Federal Government, according to highly placed sources,has succeeded in securing a positive commitment from the US Secretary of State, Hillary Clinton, on the issue.

Clinton was in Nigeria on Thursday during which he met with President Goodluck Jonathan, top government officials and security functionaries.

Boko Haram and the threat it posed to the nation topped the agenda at the meetings.

Besides, the US offered to give intelligence support and strengthen Nigeria's capacity to check the menace of the sect.

It was gathered that the Federal Government pleaded with the US Secretary of State and members of her delegation to shelve the designation plan.

One source said: "In making a case against the designation of Boko Haram as a terrorist group, the Federal Government took into consideration the fact that it will look like a sanction which will hurt innocent Nigerians.

"Some people think that the designation will only hurt Boko Haram members without knowing that all of us will bear the brunt.

"We realized that it might scare away investors from Nigeria and lead to visa restriction and subjection of Nigerians to maltreatment at airports all over the world, including frisking of their bodies and other harsh measures.

"And once the US does that, the EU countries will follow. The consequence of the designation is that this country will return to the club of pariah nations. This will surely in turn hurt our economy.

"So, the government pleaded with the US Secretary of State and other top officials against designation.

"We also succeeded in explaining in details what we have been doing to check insurgency in some parts of the country. As a matter of fact, the National Security Adviser, Sambo Dasuki, was at the session to brief the US delegation.

"The Federal Government delegation was optimistic that with steps taken so far and its readiness for dialogue, the Boko Haram menace can be tackled.

"We were able to convince the delegation that it will be counter-productive to designate Boko Haram as a terrorist group since the US considers Nigeria as its'strategic partner' in the sub-region.

"The US Secretary of State and others were positive in their response. They agreed with us that there is no need yet to take a drastic designation action against Boko Haram.

"So, we are positive that they will shelve the plan and cooperate with us to strengthen our capacity to address our security challenges.

"One of the key areas they are looking at is about how to assist us in intelligence gathering and empower our security agencies (in terms of training and exposure) to address the Boko Haram insurgency."

When contacted last night, the Minister of Foreign Affairs, Ambassador Olugbenga Ashiru, only spoke about the gains of the bilateral session with the US Secretary of State without any reference to security matters.

He said:"For about two hours, we were all engrossed with how to improve ties between the two countries. The US promised to support us and back our reforms.

"We decided to explore more cooperation on agriculture, power and petroleum resources. Clinton explained that some American companies are interested in agriculture and gas turbines in Nigeria .

"We are expecting more investors from the US in these key areas of the economy. It was a major foreign policy breakthrough for us as a nation."

Juventus coach, Antonio Conte has been banned for 10 months in connection with the Calcioscommesse match-fixing scandal, the Italian Football Federation (FIGC) said on Friday.

Italy and Juventus defender Leonardo Bonucci, who had faced a possible three-and-a-half-year ban, and his team mate Simone Pepe were, however, acquitted by the FIGC tribunal.

Conte, who led an undefeated Juventus to the Serie A title last season, was accused of failing to report incidents of match-fixing in two games in the 2010-11 season when he was the coach of then Serie B side Siena.

His assistant at Siena and Juventus, Angelo Alessio, was banned for eight months.

The matches that came under scrutiny were against Novara and Albinoleffe in May 2011.

Conte’s original plea-bargain of a three-month ban and a fine of 200,000 euros had been rejected by the Federation’s disciplinary commission, and after not being able to agree on revised terms, he opted to go to trial.

Juventus said Conte would appeal.

The charges against Pepe and Bonucci were related to a Serie A match between Bari and Udinese in 2010, which finished 3-3.

Bonucci was playing for Bari at the time and Pepe for the opposition.

“”Juventus… warmly welcomes the acquittal of its players Leonardo Bonucci and Simone Pepe and reiterates its full support for Antonio Conte and Angelo Alessio in the hope that the next degree of judgement can finally allow their innocence to emerge fully,” the Turin club said in a statement.

The tribunal also penalised Serie B clubs Lecce, relegated from the top division last season, and Grosseto, with both demoted to the Lega Pro division (formerly Serie C1) and handed six and three-point deductions respectively.

The presidents of both clubs were banned for five years.

Bologna and their former striker Marco Di Vaio were also acquitted by the committee but defender Daniele Portanova was banned for six months.

The Central Bank of Nigeria (CBN) will very likely release into the market on September 1, 2012, a N5000 currency, under its on-going currency and payment reform scheme. The currency, according to a very reliable and close source in the apex bank, was considered because of the CBN’s cashless policy, which will be extended to other parts of Nigeria by next year.

The source also disclosed that the N5000 currency is like a guarded secret by the CBN, which it plans to release as a surprise to the market. The N5,000 single note will be the fifth note to be introduced into the economy in 13 years.

The first was N100 introduced in 1999, by the then Governor of CBN, Mr. Joseph Sanusi. Also, in 2000 and 2001, N200 and N500 denominations, respectively were introduced into the economy. The apex bank also in 2005 launched the N1000 denomination under the immediate past Governor of CBN, Professor Chukwuma Soludo.

It is speculated that the late President Umaru Yar’Adua’s head will be the bust on the note as mark of honour to him for his contributions to the polity and national economy.

Seven Cameroonian athletes have absconded while in Britain for the Olympics, officials say.

The seven, including five boxers, are suspected of having decided to stay in Europe for economic reasons, Reuters news agency reports.

A reserve goalkeeper for the women's soccer team, Drusille Ngako, was the first to disappear, the agency quoted Cameroon's Olympic mission as saying.

Earlier, an an Ethiopian torchbearer also disappeared.

"What began as rumour has finally turned out to be true," Team Cameroon mission head David Ojong said, in a letter sent to the Cameroonian sports ministry.

"Seven Cameroonian athletes who participated at the 2012 London Olympic Games have disappeared from the Olympic Village."

Ngako was the first to disappear while her teammates left for Coventry for their last preparatory encounter against New Zealand, he said.

Her disappearance was followed by that of swimmer Paul Ekane Edingue and five boxers eliminated from the games.

Thomas Essomba, Christian Donfack Adjoufack, Abdon Mewoli, Blaise Yepmou Mendouo and Serge Ambomo, disappeared on Sunday from the Olympic village, Mr Ojong said.

Four months ago, Opi community in Nsukka Local Government Area of Enugu State made news when some youth in the sleepy community and university town of Nsukka raped helpless widows old enough to be their grandmothers and great-grandmothers.

The abominable act recorded particularly in Ogbozalla and Ibeku areas of the community, was exclusively reported by Sunday Sun in its edition of March 18, this year, and attracted condemnation from across the society. However, apparently, neither the Federal nor the Enugu State government did enough to fish out the perpetrators of the heinous crime and ensure that they face the wrath of the law.

T[b]hus emboldened by the official inaction, the rapists, according to women in Ogbozalla community, went back and raped their victims all over again as if daring Governor Sullivan Chime, the Deputy Senate President, Ike Ekweremmadu; as well as Senator Ayogu Eze and other political heavy-weights from the state. Expectedly, the rape of the first set of victims again by the same hoodlums raises some nagging questions.

Were the rapists angered by the widows’ courage to speak to the media or did the old widows or their children offend these hoodlums or their friends? Are the raped widows hapless victims of a powerful cult group on the prowl or just victims of a weak State security apparatus?

Also begging for explanation is the seeming icy silence on the part of the authorities. Checks by Sunday Sun revealed that before the second incident, the victims had received gifts that they were told, came from Governor Sullivan. The items included foams, bedsheets, bags of rice, salt, seasonings, pots, plates, and clothings. Each of the raped widows was also given a carton of milk, a carton of detergent and N5000.

But surprisingly, exactly two weeks after the items were distributed to them, the women were roundly raped again. Now, the women want to know where the gift items came from. They said they were curious because there are rumours that the gifts did not come from the governor.

They are also worried that all the raped women in Ogbozalla got the gift, a disturbing indication that somebody somewhere might be financing those engaged in the evil act. Moreover, how come the yet-to-be-identified donor knew all the raped women?

Yet another source of the women’s worry is the fact that it was a fellow woman who told the victims to remain indoors, hinting that the governor would send people to them with some gift items.

They accused Ogbozalla leaders and elders of shielding the bad boys from facing prosecution adding that their sorrow started when some of the suspected rapists who were picked up and detained at the State Police Headquarters, Enugu, regained their freedom in November, 2011. “For seven months that these boys were in detention at the Police Criminal Investigation Department, Enugu, there was absolute peace in this community.

But since November, last year, when some powerful men in our community bailed them out of detention, we have not known peace in this community. “Apart from raping old women, they also steal whatever they could lay their hands on, ranging from fowls, goats, clothes, jewelleries to money. They equally extort money by force in broad daylight from people,” the women said.

Some of the victims of the second rape spoke to Sunday Sun, narrating their sordid experience in the hands of the rapists. Victims’ tales of sorrow Abonyi Janet: is one of the victims of the first incident in Ogbozalla Opi. A poor widow with five children, she confirmed that two weeks after the rape, she received gifts purported to be from the state governor, but she was raped again.

Police have arrested a 35-year-old female teacher in Lagos for allegedly using a pencil to defile a four-year-old girl. Patience was said to have inserted a pencil in the private part of one of the pupils in her class. The victim said to be feeling the pains of the teacher’s action, however, did not reveal the secret to her parents until when her mother was bathing her. The mother noticed that her daughter was feeling uncomfortable as she was bathing her.

Upon interrogation, Taiye told her mother that her class teacher inserted a pencil in her private part, alleging that she had done so several times. The following day Taiye’s enraged parents took her to school to confront the perpetrator but the school authority promised to look into the matter and address the situation.

The victim’s parents who were not satisfied with the way the authority was handling the matter, reported the matter to Isheri Oshun Police Station. Detectives from the station arrested Patience and detained her. A policewoman (name withheld) told Daily Sun that the suspect could be one of the lesbians in Lagos wandering about the street of Lagos looking for kids to abuse.

Confirming the story to Daily Sun the Lagos State Police Public Relations Officer, Ngozikachukwu Conchita Braide, a deputy superintendent, said the female teacher had been inserting pencil in the pupil’s private parts until the secret leaked. The police spokesperson, Braide said: Taiye’s parents suspected that the school authority wanted to cover the matter. They (parents) went to the police and reported the matter. She said the incident occurred last Friday. She also said suspect had been arrested.

In a related development, a 26-year-old man escaped death by the whiskers in Bariga area of Lagos State last Friday. The man was accused of defiling a four-year-old girl. The suspect from Enugu State was said to have defiled Pelumi (surname withheld by Daily Sun). The duo lived in the same residence on Kayode Adebiyi Street, Bariga.

Key government officials of Abia state, including commissioners and permanent secretaries, are stashing away billions of naira of state funds in illegal accounts, the governor, Theodore Orji, said Monday in a brazen remark that sought to excuse the administration's drab performance.

Mr. Orji said billions of internally generated revenues were being squandered monthly through official fraud, leaving the state to depend fully on monthly federal allocations.

Much of the federal receipts are used to clear salaries with relatively less for developmental projects. In June for instance, the state spent N2.5 billion on wages out of its federal allocation of N3.4 billion, the governor said.

The governor said the health, education, roads and infrastructure development would suffer if nothing drastic was done to shore up the state's revenue base.

"I am not here to pay salaries alone,'' he said.

Mr. Orji met with the commissioners, permanent secretaries and heads of extra-ministerial offices in the state capital, Umuahia, on Monday, and warned that all illegal accounts be closed immediately, threatening to fire and prosecute defaulters.

[b]"As you leave this place, you should close all the revenue accounts in your ministries where you keep your revenue and disburse without government's knowledge," he directed.

"All the revenues generated by your ministries must be paid into the consolidated revenue account that is what the law says."

The governor said the government functionaries had fronted assorted revenue collection agents and consultancies through which the monies are siphoned.

"We have instances where officers collect money and pocket it. "I am not going to take it lightly this time around; it will be tit-for-tat. If any commissioner keeps any account in the ministry, I will arrest him and lock him up along with his permanent secretary," he said.

"I will sack him and then hand him over to the Economic and Financial Crimes Commission."

[/b]The south east state, which receives oil derivation, has been under criticisms as amongst some of the least performing states with its renowned commercial city of Aba in filth and just a part of the capital, Umuahia, receiving a face-lift.

The governor said a particular commissioner floated a revenue collecting company, through which he was pocketing money that ought to go into government's coffers.

He recalled that Aba generated the revenue that ran the defunct Imo State, stressing that the city still had the potential to sustain Abia.

"The openings for revenue generation are still there in Aba but we are not harnessing them because of sabotage and personal aggrandizement," he said.

The governor said only one revenue consultant was approved by the state government for revenue collection in the state, saying that any other consultant or revenue collector was illegal.

"If I get any person parading himself as a revenue agent or consultant, I will set example with that person,'' he said.

Mr. Orji specifically took a swipe at the commissioners for Lands, Commerce and Industry, Environment and Agriculture for failing in their duties.

"As my appointees, you have to do my bidding and if there is any arrangement you have in the ministry on how you generate revenue, go now and cancel it," he said.

"You have to do what I want you to do, otherwise, you should find your way out or I will show you the way out,'' he said.

Agents of the Abia State Environmental Sanitation Agency, he said, harassed traders and residents of Umuahia and Aba and raked in huge revenues running into hundreds of millions of naira, with only a pittance being remitted to government's coffers.

The governor also spoke of the "rot" in the state's Local Government system, alleging that many people were collecting salaries without doing any job.

He said that during a recent assessment of the Local Government workforce, using the bio-metric data machine, it was discovered that N80 million was paid to ghost workers monthly.

The governor said there were more teachers in the state than required and warned that he might begin a systematic downsizing of the workforce to rid the service of redundant workers.

We Were Offered N20m To Kill Oshiomhole’s Aide - Suspect

A suspect in custody in connection with the murder of Olaitan Oyerinde, the Private Secretary to Edo State Governor Adams Oshiomhole, has reportedly told police interrogators that he was offered N20m for the job.

He said he was paid N200,000 as part payment with which he recruited four others.

Five suspects, including the Executive Director of the African Network for Environment and Economic Justice (ANEEJ), Rev. David Ugolor, have been arrested in connection with the murder.

Rev. Ugolor was picked up on Friday by the investigating team from the Force CID in Abuja. His office and residence were ransacked. He was arrested after the suspect named one "David" as the sponsor of the murder.

Police sources said the suspect identified Rev. Ugolor during an identification parade as the "David" that sponsored the killing.

It was gathered that the suspect told police investigators that the deal to kill Olaitan was sealed at a restaurant in Benin City and that Rev. Ugolor pointed Olaitan to him at a bureau de change where the late Olaitan had gone for a transaction.

He said they trailed the late Olaitan to a place where he (Olaitan) and Ugolor had a drink before following him home to carry out the killing.

Ugolor took the late Olaitan home the night he was shot and he was the person called by Olaitan's wife to take him to the hospital after he had been shot.

Police sources said Ugolor and the suspect met on Sunday. Ugolor reportedly questioned him.

Ugolor, however, said he was being framed up for the murder of Olaitan.

A statement signed by the Programme/Policy Officer of ANEEJ Innocent Edemhanria, in Benin City said the relationship that existed between the late Olaitan and Rev. Ugolor was convivial and neither of them could plot the killing of the other.

The statement said: "The suspect who is accusing David Ugolor is of a northern Nigeria origin and is completely unknown to Rev. David Ugolor, colleagues and friends. At the moment, the police are still holding onto David as they carry out their investigations on the allegation we consider spurious."

"We suspect strongly that somebody high up somewhere is framing up our Executive Director Rev. David Ugolor, over the murder of the personal aide to Edo State Governor, Comrade Adams Oshiomhole.

Those are words an African-American couple used to describe how they felt when they were forced to change the venue of their wedding because of their race.

"Because of the fact that we were black, some of the members of the congregation had got upset and decided that no black couple would ever be married at that church," Charles Wilson told CNN on Sunday night.

"All we wanted to do in the eyes of God was to be man and wife in a church that we thought we felt loved. What was wrong with that?"

Charles and Te'Andrea Wilson had planned to marry this month at the First Baptist Church of Crystal Springs in Mississippi, but were asked at the last minute to move.

Their pastor, Stan Weatherford, made the request on behalf of some congregants who didn't want to see the couple married there, according to CNN affiliate WLBT. He performed the ceremony at a nearby church.

"This was, had not, had never been done here before so it was setting a new (precedent) and there were those who reacted to that," Weatherford told WLBT.

"I didn't want to have a controversy within the church, and I didn't want a controversy to affect the wedding of Charles and Te' Andrea. I wanted to make sure their wedding day was a special day," he reportedly said.

On Sunday, some church members reacted to news of the wedding with surprise, many hadn't known what happened to the Wilsons until they heard about it on the news, and offered apologies.

"I would say I'm sorry this happened and would you forgive the people who caused it? Because we're gonna try to," Bob Mack told WLBT.

Talking about the group that opposed the wedding he said: "We hope we can straighten them out, you know, get them to understand what Christianity is all about because they have some misconceptions about it."

But for Charles and Te'Andrea Wilson, support from the church now might be too little, too late.

"I had dreams of having my wedding the way I wanted it, and I also dreamed of having it at the church and unfortunately, it didn't happen," Te'Andrea Wilson told CNN.

Her husband said if there was a time to "step up and be Christ-like," it was before their wedding. Hindsight is 20/20.

"If it was such a minority of people, why didn't the majority stand up and say, 'in God's house we don't do this?'" said Charles Wilson.
