Can't the child be punished by caning, cutting grass or some physical labour within the school environment? Outside the school does it make sense if an erring driver is caught and his/her car is destroyed? Instead the car or license might be seized and the driver will have to pay a fine not that his car would be destroyed. Destroying the phones by the school shows a lack of respect for the work that went into buying that phone, it shows lack of respect for value.
