kahal29: Dino Melaye, the senator representing Kogi West, has cautioned President Muhammdu Buhari against breaching the constitution in his latest move of conferring the honour of Grand Commander of the Federal Republic (GCFR) on Moshood Abiola, the widely acclaimed winner of the 1993 presidential election.
Mr Buhari on June 6, 25 years after the election, directed the honour be conferred on Mr Abiola. He also said June 12 will henceforth be preserved as Nigeria’s Democracy Day to further honour him.
The president also directed Mr Abiola’s running mate, Babagana Kingibe, be conferred with the second highest honour of Grand Commander of the Niger (GCON).
The GCFR was exclusive to presidents and former presidents until President Shehu Shagari conferred it on Obafemi Awolowo in the Second Republic.
Citing Chapter 43(2) of the National Honours Act on Thursday, however, Mr Melaye argued that the act does not allow for conferment of the honours on non-Nigerians.
He claimed that Mr Abiola is dead and that automatically makes him not to be a Nigerian.
He said, “I am a democrat, I believe very sincerely that Chief M.K.O Abiola deserve even more than the president has pronounced because he is a true patriot, philanthropist and should be so decorated.
“But Mr. President, we are governed in the country by the constitution and extant laws. No matter how beautiful a situation is, the law of the land remains the law of the land.”
The lawmaker mentioned a section of the law which he claims buttresses his point.
“Subsection 2 of the act says a person shall be eligible for appointment to any rank or holder unless he is a citizen of Nigeria. A dead man is not a citizen of the Federal Republic of Nigeria. We should not be emotional about this. The law remains the law.”
Mr Melaye’s interpretation is expected to be faulted by most Nigerians and is not known to have a precedent in any law court.
Mr Melaye also argued that the act provides that such honour be conferred on the recipient in person and since Mr Abiola is dead, he cannot receive the award; a similar argument to that raised by a former chief justice of Nigeria, Alfa Belgore.
“Subject to the next notice, a person shall be appointed to a particular rank of an order when the president receives him in person,” he said.
“Mr. President, they said in person for us to do what we are supposed to do, we would have to amend the provisions of this act because anything we need to do, we have to do in accordance with the provisions of the law.”
The Senate President, Bukola Saraki, announced that his points of order were noted.

life2017: Why Vice President Osibanjo Deserves Some Accolades

The best VP Nigeria has had from 1999 till date is Professor Osibanjo. Osibanjo deserves some accolades. If not for my consideration for igbo presidency in 2023, I would have given him assurance for president in 2023.
For those who are asking what Osibanjo have done to affect the life of ordinary Nigerians to deserve the accolades see below:
1. Osibanjo played a major role in bringing peace to the Niger Delta in the last 1 to 2 years. It is this peace that have allowed oil to flow uninterrupted which alongside with improving oil price contributed to the stabilization of the Naira and more than double foreign reserves from around $20bn to about $48bn today.
2.Osibanjo actions which has contributed to Naira stability is partly responsible for the continuous drop in inflation for the last 5 months or more. We all know what the price of things were when 1 dollar was almost 500 Naira and what the price of things are today. Anybody who feign ignorance to this fact is just a bitter person.
3. Osibanjo is the head of the team in charge of school feeding. There is school feeding in Anambra state,Ebonyi state, Enugu State and other 17 states currently in Nigeria. What I have learnt about Nigerians who have access to social media is that these sets of Nigerians are the most selfish people in this country. Because many of us who have access to social media are not among those who have kids or siblings in govt/puplic primary schools, we tend to completely ignore the importance of the feeding scheme because our kids and siblings are in private primary schools with access to food at home.
4. Osibanjo is in charge of N Power. And he just launched N Build in Enugu state and Abia state this week where he was received by huge crowds with joy. About 200,000 Nigerians have already benefitted from N Power. And there are plans to increase the beneficiary to about 500,000.
5. The conditional cash transfer to the poorest Nigerians is also being handled by Osibanjo. The fact that those of us in social media are not among the poorest of the poor we tend to down play the importance of this programme.
6. Nigeria improvements in ease of doing business was championed by Osibanjo. This has help improve our ranking in the world. Many Nigerians who go to United State to give birth have benefitted alot from this. Before now, u need to get a Visa placed on your child US passport before u can travel with your baby to Nigeria.This was expensive and tedious for many because Nigeria process visa only in two states in the United state. Today all u need do is just to send an email to immigration and they usually reply the email within 72hours. With the replied email u can travel with your baby to Nigeria.
7. Osibanjo has been a Bridge Builder and promoter of peace both nationally and across party lines. The way PDP Governors receive him warmly show the degree of respect they have for his person.
8. On the herdsmen issue that is ravaging the country, Osibanjo has done his best in driving the discussion towards fact and reality rather than extreme hate and ethno religious bigotry some people would prefer just to blow up the country. For his mature and fact base handling of the issue some ignorant bigots have tag him a coward/fake pastor. While some out of bitterness and envy call him mere commissioner or conductor. This is not surprising knowing Jesus face exactly the same conflict with his Jewish brothers because they felt he was not speaking against Roman Empire who they saw as their oppressors. Rather Jesus paid more attention in criticising Jewish leaders who oppressed other Jews which is similar to Osibanjo criticising Jonathan Govt corruption today. Note: I am not equating Osibanjo to Jesus. I am just making an analogy .
There are many more contributions Osibanjo has made to Prosperity, Peace and Progress (PPP) of this country.
We must also commend Buhari for allowing Osibanjo to shine without being jealous that Osibanjo may take the shine away from him. Despite my dislike for Buhari nepotic tendencies, this is one area Buhari deserves commendation and some accolades too.

2. Abia State National War Museum
This was established in 1985 and is located at museum road in ebite amafor in insigwu in Umuahia. This museum was setup to remind people of the aftermath of the civil war that took place in the state. it includes some of the remains of the deadly weapons that were used during the war. it contains war relics, bunkers, etc.

President Muhammadu Buhari is scheduled to preside over a meeting of the Council of State on Thursday at the Presidential Villa , Abuja .
This is the third time Buhari will be hosting the meeting of the council that has all living former Presidents and Heads of Government as members since he assumed office in 2015 .
Those expected at the meeting scheduled for the Council Chamber of the Presidential Villa include former President Shehu Shagari, former President Olusegun Obasanjo and former President Goodluck Jonathan.
Others expected to be in attendance include former military Heads of State, Gen . Yakubu Gowon (retd . ), Gen . Ibrahim Babangida (retd . ) , Gen . Abdulsalami Abubakar (retd . ), as well as the former Chairman of the defunct Interim National Government , Chief Ernest Shonekan .
Vice - President Yemi Osinbajo will also attend the meeting alongside the Senate President , Bukola Saraki; Speaker of the House of Representatives , Yakubu Dogara ; all living former Chief Justices of Nigeria ; all the 36 state governors and the Attorney General of the Federation , Abubakar Malami, who are all members of the council.
The spate of killings being carried out by herdsmen in parts of the country is expected to form part of discussions at the meeting .
The two earlier meetings of the council presided over by Buhari were held in October 2015 and September 2016.
The council has the constitutional duties of advising the President in the exercise of his powers with respect to national census , prerogative of mercy , award of national honours, the Independent National Electoral Commission, the National Judicial Council and the National Population Commission.
It also has the responsibility of advising the President whenever requested to do so , on the maintenance of public order within the federation or any part thereof .
Meanwhile , the governorship candidate of the Peoples Democratic Party in the 2017 poll in Anambra State , Mr. Oseloka Obaze , has blamed both the federal and state governments for the proliferation of arms in the country.
He also blamed the failure of policy makers in both the federal and state governments in addressing the issue of proliferation of dangerous automatic weapons for killings by herdsmen who are in possession of such arms.
Obaze , who spoke on The Political Economy of Cattle Co lony in Nigeria at this year ’ s annual lecture organised by the Department of Economics of the Nnamdi Azikiwe University, Awka , described the frequent clashes between herdsmen and farmers as a national disaster in the making, regretting that there had been incremental militarisation of Nigeria ’ s domestic and geopolitical space .
He said , “ We are witnesses to the incremental weaponising and militarisation of Nigeria ’ s domestic and geopolitical space . ”
Obaze said solving the herdsmen , farmers ’ conflict required that Nigerians would rise above “ the battle space and seeking solutions that serve a common cause. ”

“Verily, As-Salaah (the prayer) is enjoined on the believers at fixed hours” [al-Nisa’ 4:103]

Prayer offered before its time is not valid, according to the consensus of the Muslims. If a person offers a prayer before its time:
- if he does that deliberately, then the prayer is invalid and he is not free of sin.
- If that was not done deliberately, and he did it because he thought that the time for prayer had begun, then it is not a sin, and his prayer is regarded as naafil, but he has to repeat it because one of the conditions of the prayer is that it be done at the right time.

Why do we use different tone in reciting Qur'an During prayers when Allah clearly state in the holy Qur'an in Sura Al Isra ayat 110- that we should recite Qur'an neither in a loud nor in a low voice but follow a way between.
For example we recite The holy Qur'an in a loud tone During Salat fajr, magrib nd isha while we recite Qur'an neither in a low voice nor in a loud tone but completely mute in solat zuhr and isha.
Didn't this our practice contradicts The Qur'an? The Qur'an never and will Never contradict itself the problem with some of us is that we don't go and learn the Qur'an from Scholars we base our learning of Qur'an on internet like the western education. # The word "Salat" does not always mean "five daily prayer/Salat". It could be "praise, supplication etc" depending on the context in which it is being used. In the verse you have quoted, it doesn't mean "the five daily prayer" rather it follows and derived its meaning from the word "Du'a - call/supplication/prayer" in the opening sentence of the same verse: "Say, 'Call Allah or Call ar-Rahman..."
# Let me cite you another example, the same word "Salat" is used in the following two verses with absolutely different meaning:
1. Surah Al-Ahzab, Verse 56:
"Surely Allah and His angels are Praying upon the Prophet (yuSALUna ala Nabiy); O you who believe! call for (Divine) blessings on him and salute him with a (becoming) salutation."
* yuSALuna - present (tense) verb of "Salat".
2. Surah Maidah: 6
" O ye who believe, when you rise for Salat, wash your faces and your hands..."
* It is crystal clear that the word "Salat" in the first verse means "praise, blessings" while it means the conventional "five daily prayer" in the second verse.
# So, the ayah you have quoted simply gives directive on how "supplication/prayer/Salat - Du'a" (again not five daily salat) are to be recited when we CALL (id'u) or calling Allah or Ar-Rahman. We should not shout (aloud) like the Christians or keep mute and murmuring like the Jews. We should rather maintain a balance course.
# Reciting surah al-Fatiha and other suwar aloud (not shout) and in lowest voice during Salat of different time is established in various ahadith whereby the sahabah could heard and followed the recitation of their Imam, the holy Prophet (salallahu alayhi wa ahli). Firstly:
An oath is not binding unless it is sworn by one of the names of Allaah or by one of His attributes.
Swearing on the Qur’aan is swearing by the word of Allaah which is one of His attributes. As for swearing by the Mushaf, if what is meant is the words of Allaah contained therein, then it is an Islamically acceptable oath, but if what is meant is the paper and ink, then it is an oath by something other than Allah, which is shirk, as the Prophet (peace and blessings of Allaah be upon him) said: “Whoever swears by something other than Allaah has committed an act of kufr or shirk.” Narrated by al-Tirmidhi (1535) and Abu Dawood (3251); classed as saheeh by al-Albaani in Saheeh al-Tirmidhi.
Hence it is better not to swear by the Mushaf, because the Mushaf contains the words of Allaah, and it contains paper and ink. Jazaka Llahu khair |
