The president of the African Development Bank (AfDB), Akinwumi Adesina, hit back on Wednesday at accusations of corruption, favouritism and vowed to continue working. In a statement, he personally signed and emailed to Daily Trust, Adesina slammed ‘unprecedented attempts by some to tarnish my reputation and prejudice the Bank’s governance procedures”. The former Minister of Agriculture and Rural Development stressed that he has not violated the code of ethics of the bank. “I maintain my innocence with regard to trumped up allegations that unjustly seek to impugn my honour and integrity, as well as the reputation of the African Development Bank,” he said. The United States is pressing for an independent probe into charges by whistleblowers — declared as unfounded by an internal inquiry — of alleged embezzlement and favouritism under Adesina, a Nigerian seeking a second five-year term at the helm. “At this time, I remain confident that ultimately and as one collective, the Bank will emerge stronger than before and continue to support Africa’s development drive. “I draw great inspiration from my heroes, Nelson Mandela and Kofi Annan, whose lives have shown that through pain we grow. “As Martin Luther King Jnr. once said, “the arc of the moral universe is long but it bends towards justice”. “I am confident that fair, transparent and just processes that respect the rules, procedures and governance systems of the Bank, and the rule of law, will ultimately prove that I have not violated the Code of Ethics of this extraordinary institution,” he added. Daily Trust had reported that the chances of Dr. Adesina getting a second term as president of the bank are being threatened following allegations of corruption and favouritism levelled against him. Election to the coveted seat of the AfDB president is fast approaching while pressure from different quarters is increasing by the day for the Nigerian-born development banker not to get a second chance at the continental financial institution. Beyond the African continent, world leaders have vested interests in how the affairs of AfDB are run. Adesina’s travails began when a group of anonymous concerned staff of the bank, riding on the whistle-blowing policy, had in an 18-page petition titled ‘Communication relating to alleged breach of the Code of Ethics by the President of the African Development Bank Group,’ addressed to the Board of Governors of the AfDB, accused Adesina of breaching the code of ethics of the development finance institution. In the petition written in April 2020, the complainants said they had previously filed a complaint on January 19, regarding cases of alleged breach of the said code of ethics by the AfDB president. The complaint was filed with the ethics committee of the board of directors through the chair of the committee, ED Yano (Japan), the chair of the audit committee, ED Dowd (USA), and the director for the integrity and anti-corruption department, Mr. Bacarese. They stated: “We feel it has become our duty to alert you directly about the very serious situation that the bank faces, which could in the short term threaten its very existence if no action is taken. “Our complaint illustrates various cases of alleged breaches of the code of conduct: unethical conduct, private gain, impediment to efficiency, preferential treatment adversely affecting confidence in the integrity of the bank and involvement in political activity,” the petitioners added. The group further alleged that the ethics committee failed to act within reasonable time hence the need to escalate it to the governors of the bank. “On March 3rd, six weeks after our initial complaint, we came to the conclusion that the ethics committee was unable or unwilling to proceed with their preliminary examination of the complaint and that we should not have trusted it. “The committee could not give us reassurances of any progress, on the contrary, attempts were made to uncover our identities, which should have been protected under the whistle-blowing policy,” they alleged. The petitioners also claimed that they “fear that if a stronger scrutiny is not placed by the board of directors and the board of governors on these two aspects, and that if politics or scare tactics prevent staff, executive directors and governors from requesting accountability and integrity from the top or if they allow for double standards, the bank might not survive as staff will leave, trust in the institution will deteriorate, shareholders will question their support.” Even though Adesina had reportedly “cleared” the allegations levelled against him and therefore to certain extent improved his chances of getting a second term, the United States’ Treasury Secretary, Steven Mnuchin, unequivocally objected the purported “in-house” exoneration of the embattled Adesina by the AfDB board. Analysts believed this might not be unconnected with the position of the whistle-blowers who insisted for the urgent commission of an independent investigation into the alleged excesses of Adesina. The Nigeria Civil Aviation Authority (NCAA) on Monday urged Nigerian airlines to diversify into domestic and international cargo operations. This is important to make up for the expected fall in passengers after the COVID-19 lockdown, the Director-General, of the agency, Capt. Musa Nuhu, has said. The DG spoke at an aviation webinar organised by SY&T Communications in collaboration with Aelex Partners with the topic: “Flying into Turbulent Skies, Safely Navigating COVID-19 headwinds: Survival Strategies for Nigerian Aviation.” Daily Trust reports that there have been calls in recent times for domestic carriers to begin local cargo transportation across the country to shore up their revenue and strengthen profitability with experts saying there were over 100m metric tons of cargoes on the nation’s interstate roads from Lagos to the north and east. Besides, the apex aviation regulatory agency in the country has made moves to strengthen its economic regulation function by signing a memorandum of understanding with aviation bodies all over the world. The DG stressed that aviation over the years has evolved and airlines must innovate to cope with the increasing profitability challenges. He noted that since it would take a longer time for passenger traffic to normalize to the pre-COVID-19 level, airlines could venture into domestic and international cargo services. The South East Governors Forum has expressed dismay that the Inspector General of Police has allegedly reneged on agreements reached on practice and composition for establishment of community police in the zone. The Chairman of the forum and Ebonyi State Governor, Chief David Umahi made the disclosure at the end of the forum’s meeting in Enugu yesterday. He said that the recent communication from the Inspector General Mohammed Adamu did not conform with the initial agreement reached with him during his visit to the zone. “The South East Governors and their leaders request the IGP to revert to our initial agreement reached on Community Policing at Enugu. ”The forum agrees that all South East States House of Assembly should commence the process of enacting the state security laws in line with the South East Joint Security Programme. ”In the circumstance, we cannot begin implementation of it until the programme reflects our earlier agreement,” he said. On COVID-19, the governors urged Igbos nationwide to stay safe and obey all directives to contain the spread of Coronavirus (COVID-19). According to him, the forum have directed all Igbos living outside Igbo land to obey all existing COVID-19 orders, Presidential directive on inter-state movement, and World Health Organisation (WHO) rules. The governor said that the forum agreed to further engage the NCDC to scale up testing of Coronavirus in South East States. The governors commended President Muhammadu Buhari, the Minister of Works and the Governor of Anambra, Willie Obiano on the extent of work at the second Niger Bridge. On the economy, Umahi said the forum agreed to set up committees at the various states to work with Federal Government, World Bank, Central Bank of Nigeria (CBN) and Nigeria Sovereign Investment Authority (NSIA) on repositioning the economy in the zone. The Chairman said it was agreed to hold a virtual meeting with the Group Managing Director of Nigeria National Petroleum Corporation (NNPC) on the issue of linking South East State capitals with a pipeline. NAN reports that Governors of Imo, Hope Uzodinma and Enugu State attended the meeting, while Gov Okezie Ikpeazu of Abia was represented by his deputy, Mr Ude Oko-Chukwu, and Anambra State governor was represented by his deputy, Mr Nkem Okeke. Papua New Guinea’s former prime minister Peter O’Neill was arrested over corruption allegations after arriving back in the country on Saturday, police said. The arrest was part of an investigation into the alleged unauthorised purchase of two Israeli generators while he was in power, Royal Papua New Guinea Constabulary assistant commissioner Hodges Ette said in a statement. “There is reasonable evidence for misappropriation, abuse of office and official corruption,” Ette said. O’Neill was still being interviewed by police but would be granted bail to undergo two weeks of quarantine at his home, Ette said on Saturday night. In the past, O’Neill has denied similar charges, labelling them politically motivated. The politician’s long tenure ended in 2019 and was marked by a string of corruption allegations, including the purchase of 40 Maseratis for an Asia-Pacific leaders’ summit he hosted — in a country where few homes have reliable electricity. He was forced to step down after allies baulked at his decision to sign a multibillion-dollar liquefied natural gas deal with France’s Total and US firm ExxonMobil. Local communities had complained bitterly about not benefiting from similar deals in the past. The Canadian government has denied Nigerian carrier, Air Peace, the right to evacuate Nigerian citizens stranded in the North American country, Daily Trust reports. This is coming weeks after the evacuation was stalled following the inability of Air Peace to secure landing rights from Canada. The Federal Government had penultimate week designated Air Peace to conduct evacuation flight to bring Nigerians who are stranded in Canada with the flight plan to airlift passengers from Toronto and Calgary back to the country. But sources disclosed that the Canada High Commission opened talks with another foreign airline, in a bid to deny Air Peace the opportunity to carry out the evacuation flight. Though, the Federal Government through the Foreign Affairs Minister, Geoffrey Onyeama had assured that the issue was being resolved, findings revealed that the moves to position a foreign airline for the flight at a higher fare was responsible for the delay. But despite the insistence of the Nigerian government that Air Peace must carry out the flight, the airline has finally been denied the rights in what analysts see as the outcome of high wire aero-politics. The Nigerian High Commission in Ottawa has confirmed that the Canadian government has refused Air Peace Limited the right to evacuate Nigerian citizens in the country. This is despite the fact that the over 300 affected passengers had already bought an Air Peace ticket. The High Commission confirmed this in a letter dated May 20, 2020 with reference number NHS/OTT/ADM.56/I emanating from the Ministry of Foreign Affairs titled: “Update on the Flight postponement”. Kaduna State Government has threatened to sack any health worker who fails to show up at their assigned places of work, saying the government will view such action by health workers as having forfeited their employment. The state government, in response to a strike notice by health workers over the state’s deductions of 25 percent from the salaries of all civil servants, said it will not bend to blackmail and instructed that every health worker willing to work is required to sign the register at the Ministry of Health and the health institutions to which they are deployed. The Congress of Health Workers’ Unions and Associations in Kaduna State had given the state government an ultimatum to refund the 25 percent salary cuts from their April and May salaries as well as tasked the government to provide them with Personal Protective Equipment. The union, in a communique issued within the week warned of strike action should the state government fail to meet its demands. However, a statement issued by the Special Adviser to the Governor Nasir El-Rufai, on Media and Communication, Muyiwa Adekeye, announced that the state government will not bow to what it described as “naked blackmail” as it will keep its health facilities running and protect staff that are willing to work. It directed the Ministry of Health to ensure that health facilities run and provide services to the public with the support of willing workers who must be offered every assistance and protection. “ The government noted that it is instructive that the strike action was announced on the same day that many health workers were showing evidence on social media of the N450,000 they had received as April 2020 incentive. Fruit sellers in Jos, the capital of Plateau State have decried poor sales due to the total lockdown directive imposed by the state government since February to stem the spread of COVID-19 pandemic ravaging the world. The traders lamented that following the lockdown, which resulted in low turn-out of customers, they were left with many rotten fruits. Abdulqadir Ya’u, Chairman of Fruit Sellers Association at Bauchi Motor Park, told Benue/Plateau Trust that many of them had recorded losses due to the low patronage. “Honestly, since the start of the lockdown, we have been recording losses because we hardly exhaust our stock during the easing period, which spans two to three days. Whatever remains after the break would surely get rotten. This is a big challenge to us in this business in Jos. “To be sincere to you, we aren’t happy. It’s severely affecting our capital. “Today, we are not talking of our gains but how we would get back what we invest,’’ he said. Another trader, Zakari Audu, said the lockdown exercise was seriously affecting their sales since their customers were not being allowed to go for their businesses to enable them to source for money to buy foods and other needs. He said: “We sell more before the commencement of lockdown in February because customers don’t have money to buy and that is why the business is not booming now. Kano state civil servants have cried out over what they termed an unannounced, arbitrary slash in their May salaries. Civil servants in the state discovered the slash in their May salaries moments after they began to receive their monthly salary payment alerts. A civil servant with one of the state’s ministries (name witheld), said the entire civil service in the state has been plunged into confusion as their May salary was slashed without prior notice. According to him, workers of his grade level lost between N10, 300 to N12, 200 depending on one’s luck. Another civil servant with the ministry for local government, said his May salary came with a slash of N7, 600, stressing that there are many workers affected by the arbitrary deduction. He added that he wasn’t expecting any cut in his salary as the government had already assured workers in the state that it will only slash political office holders’ salaries and not that of the civil servants. The state government had recently announced through the state governor’s press secretary, Malam Abba Anwar that, political office holders will henceforth receive half salaries due to shortfall in monthly subventions from the federation account and collapse in the state’s internally generated revenue (IGR) as a result of economic challenges occasioned by COVID-19 pandemic. Few days to Eid-Fitr Sallah celebration, Kano Mobile Court working with the law enforcement agents arrested 45 vehicles for allegedly defying the lockdown order as well as ban on inter-states travels. About 30 of the inbound vehicles were intercepted at Kwanar Dangora, the boundary community between Kano and Kaduna states. A state signed and issued by Abba Anwar, the Chief Press Secretary to Governor Abdullahi Ganduje of Kano state said the defaulters had already been fined by a competent mobile court commensurate to the gravity of their offences. According to the statement, “From over 45 vehicles that were arrested while trying to force themselves to Kano, over 30 of them were from Kaduna state, 10 from Jigawa and others from other places. “They were arrested because they bypassed the ban on inter-state movement order and decided to sneak to Kano ahead of Sallah festive period. While commending the security agencies for the good work, Governor Ganduje called on the security agencies to keep vigil and make sure that, “Our boundaries with other states are closely monitored and controlled.” He also urged “Security agencies should be extra vigilant to make sure that kidnappers, bandits, armed robbers, cattle rustlers, vanguards of religious extremism and other criminal elements do not cross border from Kaduna to Kano.” Governor Nasir El-Rufai of Kaduna state had two days ago declared his determination to ensuring that no one from Kano enter into Kaduna state during the festive period in a bid to contain further spread of coronavirus in the state. The All Progressives Congress (APC) says all governorship aspirants in Edo and Ondo States will pay N22.5 million as part of the requirements for contesting in the states’ governorship elections on September 19 and October 10 respectively. In a timetable released in Abuja on Wednesday, APC National Organising Secretary, Emma Ibediro, said that the party would begin the primaries with the sale of nomination and expression of interest forms to the governorship aspirants. According to Ibediro, the sale of forms to Edo governorship aspirants will begin from May 20 to June 2, while that of Ondo State will be from June 11 to July 1, 2020. The party’s organising scribe said that the forms for each aspirant in both states had been fixed at N22.5 million. According to him, this includes N2.5 million for expression of interest form and N20 million for the nomination form. “There shall be no separate charge for the deputy. “Female aspirants and physically challenged aspirants will pay 50 per cent of the prescribed fees for each position,” he said. The Federal Controller of Work in Lagos, Mr Kayode Popoola, on Wednesday, said that the Marine Beach Bridge in Apapa would be shut for repairs next week. Popoola told the News Agency of Nigeria (NAN) in Lagos that the contractor, Buildwell Nigeria Ltd, was already on site to begin replacement of damaged expansion joints and bearings on the bridge. “The contractor delayed commencement on the repairs on the bridge till next week because ongoing patching of adjoining roads to the bridge to avert gridlock. “I just came back from inspecting the Marine Beach Bridge now. “The contractor is set to begin work, but we want them to finish with repair of all the adjoining roads before starting on the bridge. “Next week, we are going to close the bridge and then the contractor will start work. “The contractor is at the moment patching the roads, adding stone base and some cement to make sure the roads are stable during this period of the rainy season. “We are going to replace the expansion joints and bearings and also do the jacketing of the piers on the bridge. “That means that we are going to surround it with reinforcement and put fresh concrete. “The beam of the bridge will be lifted up, so that we can see all the bearings very well to change the bad ones. “We are going to work on about 45 metres on both carriageways. “We will finish work on one carriageway and move traffic to it before we continue on the next bound,’’ he told NAN. The controller of works said that a traffic management architecture was being evolved in conjunction with traffic regulatory agencies and law enforcement agencies to avert gridlock and hardship to road users. Popoola, however, appealed for understanding of road users during the construction to ensure speedy completion of repair works on the bridge. US Vice President Mike Pence, whose press secretary tested positive for coronavirus, has decided to “keep his distance” from President Donald Trump for a few days, the White House said Tuesday. Katie Miller, Pence’s press secretary, tested positive for the virus last week along with a personal valet to Trump. White House press secretary Kayleigh McEnany said Pence, who heads the White House coronavirus task force, “has made the choice to keep his distance for a few days” from the president. “I would just note that that’s his personal decision to make that,” McEnany said. “As to how many days he does that, that’s a decision for the vice president.” Trump said Monday that Pence has tested negative for the virus which has left more than 80,000 people dead in the United States. McEnany was also asked by a reporter during a briefing in the White House press room why she wasn’t wearing a mask. She said she was sufficiently distant from the reporters in the room who were wearing masks themselves. “I had a negative test today and a negative test yesterday and I’m in an OK place,” McEnany said. The Nigerian National Petroleum Corporation (NNPC)’s downstream subsidiary, Petroleum Products Marketing Company (PPMC) has announced that it sold petroleum products worth ₦211.62bn in February. The camps of Governor Godwin Obaseki and the National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole, in Edo State are both expressing optimism that they will clinch the ticket of the party for the forthcoming 2020 governorship election in the state. The Independent National Electoral Commission (INEC) had said it would work out the modalities for the completion of preparation of the Edo and Ondo states governorship elections. Loyalists and foot soldiers of both factions who spoke to Daily Trust, said though the focus now is to collectively work towards halting the spread of coronavirus in the state, they would work to secure the ticket whenever the primary is held. The Edo APC has been engulfed in a crisis of supremacy between Oshiomhole and Obaseki who succeeded the former as the governor of the state. The development gave birth to the Edo Peoples Movement (EPM) and the eventual division of the party into two factions. Aslem Ojezua, who was the chairman before the crack, leads Obaseki’s faction as its chairman, while the Oshiomhole faction has Col. David Imuse (rtd) as its chairman. While the Obaseki group is leaving no stone unturned in ensuring that the incumbent governor gets the ticket, Oshiomhole’s faction is also bent on stopping him from getting a second term. Those contesting the APC governorship in the state are Governor Obaseki, former deputy governor Dr Pius Odubu, Chris Ogiemwonyi, Gen. Charles Airhiavbere rtd, Pastor Osagie Ize-Iyamu and former House Rep member, Johnson Aigbonamyima, among others. Some weeks ago, Oshiomhole’s faction organised a mock primary at the residence of former deputy governor Lucky Imasuen to pick a consensus candidate among Odubu, Ogiemwonyi, Ize-Iyamu and Airhiavbere. The exercise ended up in a fiasco as some of the aspirants alleged that the process was manipulated. Speaking with our reporter on the forthcoming primary, Henry Idahagbon noted that the primary focus of the group now is not about the primary but how to join hands with other Nigerians to free the state and Nigeria and the world at large from the coronavirus pandemic. Idahagbon, who is a member of Oshiomhole’s faction, said they are doing less politicking but more of effort for humanity and that after the pandemic they could talk about primary and politics. “Nobody has been endorsed and the field is open to all aspirants including Governor Obaseki because he is still a member of our party. So nobody has been endorsed and as I said, this is not a time for politicking, this is time for us to come together as a people and a state to fight the pandemic,” he said. On the issue of consensus for the group, Idahagbon said politics is about negotiation and give and take. “When we get there, we will have a candidate for the election,” he added. On his part, Aslem Ojezua said whenever the primary is fixed by the party, they are ready for it. When asked if the faction has a plan B, he said: “I think it is the governor that can answer that question.” Also speaking, Monday Osagbovo, a loyalist of Governor Obaseki, said at the moment nothing is more important to them than curtailing the COVID-19 pandemic. According to him, the governor has the right of first refusal and that Edo has a governor under APC who is also working. “So when the party guideline is out we will go on but what we are talking about now is coronavirus and not election because election will come and go but people have to be safe” According to him, they are not considering a plan B, because the governor will get the ticket and will also win the election.
