(CNN) President Donald Trump announced Tuesday he is halting funding to the World Health Organization while a review is conducted.

Trump said the review would cover the WHO's "role in severely mismanaging and covering up the spread of coronavirus."

Trump's announcement comes in the middle of the worst global pandemic in decades and as he angrily defends his own handling of the outbreak in the United States.

'Trump’s Decision To Cut Funding Will Affect Africa’

Prof. Babatunde Salako, Director-General, Nigerian Institute of Medical Research (NIMR), has said that U.S. decision to cut funding to the World Health Organisation (WHO) would have great implication on the fight against COVID-19.

Salako made the remark in an interview with the News Agency of Nigeria (NAN) on Thursday in Lagos. He said the decision would have great consequence on African countries and other regions who depended on the organisation’s assistance at this critical moment.

The U. S. President, Donald Trump, during his daily press briefing on coronavirus on April 14, announced that the country would halt funding to WHO.

Trump accused the organisation of severely mismanaging and covering up the spread of the virus.

Salako said: “The World Health Organisation is at the forefront of disease control and the body has been offering technical and financial assistance to countries in the fight against the COVID-19 pandemic. “These assistance is very important to African countries in the ongoing war against the virus.

“Most African countries don’t have money to manage their affairs not to talk about pandemic like this. “Trump’s decision is going to have great consequence to Africa and other regions of the world where they depend on WHO assistance to fight this virus”.

Meanwhile, Salako said the institution had sequenced two cases of COVID-19 and deposited the genes in the GeneBank.

“As part of our research work on coronavirus, we were able to look at the composition of the virus genomically. “We compared it with the first virus and confirmed that it is the same virus. “There is a whole lot of research that we can carry out on COVID-19 but we lack the funds needed to carry out this research, ” he said. In the wake of the coronavirus (COVID-19) pandemic, Lassa fever has killed at least 188 Nigerians this year, with experts saying the disease has wreaked havoc since its discovery in the country 51 years ago. Health officials have, therefore, called for a corresponding attention to end the Lassa fever, emphasising that it is equally a deadly disease that has taken a toll on the citizens and medical practitioners over the years. It was gathered that from January this year to the first week of April, 963 people have fallen ill with the disease across 27 states of the country.

Lassa fever has also killed 56 people from the last week of February when the first case of coronavirus (COVID-19) was recorded in Nigeria. Minister of Health, Prof Osagie Emmanuel Ehanire Minister of Health, Prof Osagie Emmanuel Ehanire As at Tuesday, April 14, Nigeria recorded 373 confirmed cases of coronavirus (COVID-19) and 11 deaths. This is by far below the number of people infected or killed by Lassa fever within the same period. A breakdown showed that within the period, out of the 963 Lassa fever infections, the mortality rate is 19.52 per cent. On the other hand, out of the 373 cases of COVID-19 recorded, the mortality rate is 2.95 per cent.

Daily Trust observed that out of the total of 199 mortalities recorded from both Lassa fever and COVID-19 within the period, Lassa fever accounted for 94.5 per cent of the total deaths while COVID-19 accounted for 5.5 per cent of the total deaths. A situation report by the Nigeria Centre for Disease Control (NCDC) also revealed that 985 people were receiving treatment at various centres for Lassa fever, saying 37 health workers have also been affected by the disease this year. According to the Nigerian Association of Resident Doctors (NARD), six doctors have lost their lives to Lassa fever this year alone. This excludes laboratory scientists and technicians, nurses, pharmacists, and other health workers that have lost their lives to the disease.

There are growing concerns that while attention is being paid to the coronavirus outbreak with financial interventions from the public and private sector, little or no attention is being paid to Lassa fever, which is wreaking more havoc and has been endemic since the country recorded its first case in 1969.

The College of Nigerian Pathologists (CNP) says “political and commercial experts” deployed by the federal and states governments have hijacked jobs of Nigerian medical practitioners in the fight against coronavirus in the country. The President of College of Nigerian Pathologists (CNP), Professor Philip Olatunji said this while addressing newsmen in Abeokuta, Ogun State, on Wednesday.

Olatunji accused the federal and states governments of deliberate neglect of medical practitioners. He queried the Federal government’s insistence on bringing the Chinese medical experts into the country against an outcry from the public and major stakeholders, like the Nigerian Medical Association (NMA).

Olatunji insisted that there was no need to bring the Chinese doctors to Nigeria, arguing that the number of patients in Nigeria has not expanded more than the number of available doctors in the country. He alleged that health workers working in the front line are being exposed to risk without adequate provision of Personal Protective Equipment (PPE). He said, “Sadly, the Nigerian Medical Association (NMA), the apex body of medical doctors and Medical and Dental Consultants Association, a body of specialist doctors are complaining of being sidelined, while the Pathologists are left out of the laboratories.

“Political and commercial experts are being imported by internal collaborators to take thE place of technical and professional experts. What manner of intervention can this be?” He added that “Equally sad is the fact that our policymakers would appear to be deliberately sidelining our well-trained professionals and experts and making bogus announcements over the television and radio.”

“Those of us who they are forced to accommodate are working under harsh conditions, without insurance, in spite of the danger to which they are exposed.” The CNP called on government at all levels to take advantage of the COVID-19 opportunity “to reset our button and prioritise healthcare.”

“No country can be truly developed if its healthcare system is underdeveloped. This will not be the last pandemic, another will come. “We must be prepared, our public health infrastructure, our laboratories and our healthcare workforce must be rebuilt so that the weakest among us has access to good healthcare,” Olatunji added. He also urged the government to intensify its efforts at combating the spread of coronavirus.

Dr. Chikwe Ihekweazu is the Director-General of Nigeria Centre for Disease Control (NCDC). In this interview, he speaks on the centre’s coordination of the country’s coronavirus (COVID-19); the outbreak, contact- tracing, planned arrival of the Chinese medical team, testing centres and issues with the toll-free lines among others.

Can you describe the experience of the NCDC in responding to the coronavirus outbreak in the country so far?

The world is responding to a pandemic caused by a new virus. In Nigeria, like several other countries, our experience has been a learning curve. We do not know what the best strategy or approach is and we will continue to learn more as we respond. It is not the most ideal approach, but we must remember that during a pandemic, there is no “one size fits all” approach. What has worked in one country, may not work in the other. We will continue to ensure that our experience is driven by science and evidence.

Some politicians and VIPs reportedly refuse to be treated in public hospitals or isolation centres. How are you handling this? The majority of people who are infected with coronavirus are either asymptomatic or experience mild that can be treated at home. Our strategy is to ensure that confirmed cases are treated in isolation, do not have direct contact with others and are managed to recover. We must remain conscious of the fact that our health system is becoming overwhelmed with cases of other infectious diseases including a large Lassa fever outbreak.

The critical point is that confirmed cases remain in isolation without contact, especially where they have mild symptoms. Some VIPs have also refused to abide by the NCDC guidelines on self- isolation after returning from endemic countries, thereby subjecting more Nigerians to risk of infection.

Any measures to address this? President Muhammadu Buhari has ordered the closure of land and air borders, providing us with a window of opportunity to flatten the curve. We continue to urge all Nigerians who have returned from other countries in the last 14 days or been in contact with a confirmed case to remain in self-isolation for 14 days. The social distancing measures in place such as this will help us find cases early before the virus is spread. Nigeria has been discharging patients when deaths are being recorded from the disease in other countries .

What is responsible for the low fatality rate in the country? What is the modality of treatment responsible for the patients’ recovery?

We have adhered to the World Health Organisation (WHO)’s treatment protocol for case management. It is still too early in the outbreak, to comment on the low fatality rate in Nigeria. We are very grateful for the health workers at our treatment centres that are working very hard, in difficult circumstances. We know from evidence that most people who die from COVID-19 complications are elderly or have underlying health conditions.

What is the situation with contact- tracing now?

Since the outbreak began, we have had 7,868 persons under follow up. Of this number, over 70% have completed their follow up period which is 14 days without symptoms. We are now following up with 2,378 people as at the 4th of April. These numbers continue to increase, as we record more cases. We remain committed to following up closely with contacts, as this is an important strategy in our response.

The announcement that Chinese doctors and donations would soon be coming to the country has generated reactions from Nigerians, with many calling for outright rejection of the medical team and goods, citing instances of what happened in Italy after such a gesture. What is your take on this?

There is a lot for us to learn from the Government of China’s response to the COVID-19 outbreak. This is not the time for misinformation and conspiracy theories. If there is anything we have learned from this pandemic, it is that all countries must see each other as partners. We are working with our colleagues in NAFDAC and the Medical Laboratory Science Council of Nigeria to further validate all medical commodities that we receive from across the world.

What are you doing to get more Nigerians tested?

Within three weeks of the confirmation of the first COVID-19 cases in China in January, we set up testing capacity in five laboratories in Nigeria. At the time, Nigeria had not recorded any case. The fifth laboratory was added in February. With the increase in cases in Nigeria in the last one week, we have included two more laboratories. Overall, there are eight laboratories with the capacity to test for COVID-19 in Nigeria. We are including at least six more laboratories in the next one month.

At the moment, the validated method for COVID-19 diagnosis can only be carried out in molecular laboratories. A brand new molecular laboratory requires extensive financial resources, time and human resources. We have had to focus on building COVID-19 testing capacity in existing molecular laboratories.

Except the public vehicles – the popular yellow buses and the mass transit buses – that are out of sight on major roads and highways in Lagos, everything seems to be normal despite the lockdown in the state. Are Lagosians now defying the lockdown and the social distancing regulations? Our correspondents report! From Lagos Mainland to the Island, Lagosians seem to be tired of the directive just one week after the Federal Government ordered the lockdown of Lagos, FCT and Ogun State.

Last week when the regulations took effect, the compliance was very appreciable though pedestrian movements remain conspicuous prompting many people to wonder where people were heading to. Some of them claimed to be factory workers who needed to get to their places of work. However, this week especially with the relaxation by the government ordering markets to open from 10:00am to 2:00pm, Lagos highways are getting busy.

Yesterday, a trending video on social media showed heavy traffic around Jakande-Agunji axis of the Lekki-Epe Expressway. Similarly, residents of the state have turned major highways to fitness centres where early morning drills and workouts are conducted. This, according to observers, has defeated the essence of the social distancing measure.

Also our correspondents observed movements of some Okada riders at Ikeja axis, Alausa on the stretch of Lagos-Ibadan expressway, and Ojodu-Berger despite the lockdown. Also, many malls were open and customers were allowed to go in for shopping amidst the lockdown. Already, thousands of youths in the state are struggling to conquer the boredom of staying at home days into the lockdown. To keep themselves busy, scores of youths in Ajegunle, Olodi, Amukoko, Ijora-Badia and Agege converted the ever-busy roads into football pitches to play against the best team in the area.

Driving through the city of Lagos on Monday and Tuesday, many were sighted around Surulere axis doing their early morning fitness exercise. Some tried to avoid one another in deference to the social distancing appeal. With the allowance granted for markets to open, many people usually rush to the markets near their area, not minding the social distancing regulations. At Berger market, trading activities continued unhindered. People went about their usual market hustle and hassle.

“I came to the market to buy one or two items which we don’t have at home. We bought some things last week before the lockdown started, we have exhausted some of the items,” said one Mrs. Olanrewaju who spoke with one of our correspondents. Although the lockdown made provisions for people to leave their homes to buy food, policemen who mounted road blocks horse-whipped some would-be shoppers in the streets. A factory worker who works in one of the factories at Agbara said he did night shift penultimate Sunday and was on his way home the next day when he walked into some policemen.

Frederick Okolie, 38, said he was beaten up by Policemen when he ventured outside. “The factory that I work in paid me some money and I thought it was best to get some food in the house. But the police attacked us with sticks and beat us,” he said. “Now we have nothing to eat.”

More groaning under lockdown Many Lagosians particularly those living on daily paid jobs are still lamenting that the lockdown is telling on their family negatively as they find it difficult to feed. Mr. Chima Sixtus while narrating his situation said, “I was relieved of my job at a microfinance bank some few months ago, I am yet to get another job. My wife is into buying and selling. She helps people to buy items and get little commission on it. Due to the lockdown, she cannot do her business and she has been the one catering for the family since I lost my job.

“Now that she is not working, things are really difficult while those owing her money are also complaining that they are cash trap. Government should please put in place a better strategy that will make the relief materials promised get to those who really need them.

Former Vice President Atiku Abubakar yesterday asked the Federal Government to abandon the 2020 budget and come up with a budget that would reflect the current national realities including the COVID-19 pandemic. Atiku, in a statement yesterday by his Media Office, said: “In Nigeria, it’s already clear that we must abandon the 2020 budget and come up with a more realistic budget.

“Our oil benchmark is way off the mark. And we are certainly no longer in a position to budget N100bn plus for our legislatures and almost N50bn for the Presidency (in truth, we were never in a position to do that),” Atiku added. He said the current situation demanded that African nations unite together and seek debt forgiveness, as a direct consequence of the impact of the pandemic on the economies.

Atiku said there was need to slash allocations for National Assembly lawmakers and Presidency rather than borrow from other countries and financial bodies. “Why is it that the Nigerian government is always quick to want to borrow at every instance? It shows a lazy mindset and an inability to take those sacrifices necessary to get the economy into shape. “We cannot be looking to borrow huge sums at the same time our officials are taking delivery of foreign made luxury cars. We cannot be considered a serious country when we refuse to cut down on profligacy and instead seek outside help to fund our inefficiencies,” he said.

Reacting, an aide of President Muhammadu Buhari said his boss had closed his campaign office after winning the election, stressing that “the president is in governance mode. He is no longer in campaign mode.”

While the world waits for a coronavirus vaccine, medicines used to deal with the symptoms of the disease are increasingly in critically short supply in Europe, the worst-hit continent. From sedatives needed to intubate patients struggling to breathe to anti-malarial drugs heavily backed by US President Donald Trump, the COVID-19 pandemic is eating up stocks.

The European Medicines Agency said on Monday that the “continued availability of medicines, in particular those used for patients with COVID-19, is of critical concern for EMA”. “Some EU Member States have indicated that they are starting to see shortages of certain medicines used for patients with COVID-19 or are expecting such shortages to occur very soon,” the Amsterdam-based regulator said in a statement.

Europe is the continent most heavily affected by the disease with more than 50,000 deaths so far, and the strain is showing on hospitals dealing with a wave of patients suffering from coronavirus. Nine major European hospitals launched an appeal for help at the end of March, asking for international cooperation to guarantee a steady supply of medicines for the disease.

They warned in particular of a shortage of vital drugs for the resuscitation of patients including muscle relaxants, sedatives and painkillers, which are being used up rapidly with “insufficient or non-existent” restocking because of the pandemic. The situation led the EMA to take urgent measures under which each pharmaceutical company must report directly to the agency to speed up communications between the industry and the EU on shortages.

The EMA said an existing committee on medicine shortages caused by major events, which includes the European Commission and relevant authorities in each EU country, would also look at how to guarantee supplies. In France, Prime Minister Edouard Philippe admitted there was “very strong tensions” over certain medicines needed in resuscitation and intensive care units because of an “unheard of” demand.

The same is true in Spain where the national regulator said there were “one-off tensions” over the supply of certain medicines used in intensive care, especially sedatives for intubation. To deal with the problems health agencies have in some cases allowed medicines to be used outside their normal usage, for example veterinary medicines which use the same active substance as drugs for humans. In an online guide for doctors dealing with shortages, the Spanish association of intensive care medics said it was having to “consider the prescription of sedatives that are not normally used.”

French officials said they were in contact with laboratories to ensure rapid restocking of scarce medicines, while Spanish labs had boosted production. The rush for highly publicised but still experimental treatments for COVID-19 has also caused problems for patients who use the drugs for other illnesses.

The anti-malarial drugs chloroquine and hydroxychloroquine should only be used to treat COVID-19 in clinical trials or in case of “national emergency”, the EMA warned last week. The medicines have shown early promise against the COVID-19 illness in early studies in France and China.

But the EMA said both have a number of potentially serious side effects and there was also a danger of a shortage of hydroxychloroquine, which is also used to treat arthritis.

Doctors in Italy, the country hardest-hit by the virus, also warned last week that limited stocks of the two drugs could wreck plans to use them in clinical trials. Similar concerns have been raised about a combination of two HIV drugs, lopinavir and ritonavir. AFP

The Nigeria Centre for Disease Control (NCDC) says By the end of this week, there will be four new molecular diagnostic laboratories for testing the COVID-19 in Kano, Kaduna, Jos and Maiduguri.

The Director-General of the NCDC, Chikwe Ihekweazu, said this on Monday in Abuja at the sixth joint national briefing of the Presidential Taskforce Force (PTF) on COVID-19. He said: “We are working to activate two labs in Kano and Kaduna at the same time from tomorrow (Tuesday), and two labs in Jos and Maiduguri from Thursday. By the end of this week, we will have four new laboratories in Kano, Kaduna, Jos and Maiduguri fully active. We are solely assessing every state in the country, but we are starting with states that we already know have a baseline capacity to build on. “The five key targets we are setting for our teams in Abuja and Lagos are to make sure that the collection of samples from symptomatic individuals happens within eight hours of notification of the state team.

“Secondly, that the turnaround time for testing and resulting will be less than 24 hours. This is the case because sometimes samples come in late in the evening and have to be resulted the next day. The third is we plan to test 200 samples today in Lagos and 100 samples today in Abuja by the end of this week. “Number four is to isolate patients in less than six hours after they have received a positive result at the state level and we plan to isolate every confirmed case. So, we will measure ourselves with percentages on each of these indicators and use that to improve the effectiveness of the response.

“In addition to case finding, the second most important thing is contact tracing, that is, listing all the contacts and making sure we find all of them. There used to be a lot more when the flights were still coming in but now each case would have about 30 to 40 contacts to follow up. He said about 30 percent of all the cases had been found through contact tracing and that to make this possible the centre was using an electronic platform to track all the cases, “understand who is linked, which contact is linked to what case, and through that they can monitor which contacts are developing symptoms and then continue the chain of transmission from there.” Nigeria has nine molecular diagnostic laboratories to test for COVID-19 which are the NCDC National Reference Laboratory, Abuja; the Nigeria Institute of Medical Research, Lagos; the Lagos State University Teaching Hospital and Irrua Specialist Teaching Hospital, Edo State.

Others are the African Centre of Excellence for Genomics of Infectious Diseases, Osun State; the University College Hospital, Ibadan, Oyo State; the Virology Laboratory of Alex Ekwueme Federal Teaching Hospital Abakaliki, Ebonui State; the Bio-Security Centre, Lagos State and Defence Reference Laboratory, Abuja. The Minister of Health, Osagie Ehanire, said there were additional treatment centres in Utako and Mabushi in Abuja that would give a minimum of 400 beds.

He said the centres were currently under renovation and repair.

Lagos State Government is to prosecute all those who attended Saturday’s birthday party hosted by Nollywood star, Funke Akindele-Bello. The state Attorney-General, Mr Moyosore Onigbanjo (SAN), said on Monday that they would be prosecuted for flouting social distancing regulation of the state.

He disclosed this in an interview with the News Agency of Nigeria (NAN) shortly after an Ikeja chief magistrates’ court convicted and sentenced Akindele-Bello and her husband for flouting the regulation. NAN reports that Chief Magistrate Yewande Aje-Afunwa sentenced Akindele and her husband to 14 days community service each.

Aje-Afunwa also imposed N100,000 fine on each of them, directing that they should be isolated for 14 days. The attorney-general said that efforts were being intensified to arrest all those who attended the party held at Amen Estate in Ibeju-Lekki, Lagos. According to him, all the attendees will be made to face the full wrath of the law. “Once they are apprehended, they will face charges. “Today, the state charged two people to court for violating the Infection Disease Regulation of Lagos State Government.

“They pleaded guilty and the court has sentenced them to pay a fine of N100, 000 each, to observe community service for 14 days and to be kept in isolation in a place to be decided by the Lagos State Ministry of Health,” he said. Onigbajo noted that the movement restriction was put in place to protect the lives of the residents. “Everybody is urged to familiarise themselves with this law and to comply with it; otherwise, the long arm of government will reach out to them sooner than later.

Activities opened on the Nigerian Stock Exchange (NSE) for the week on a bearish posture with the market capitalisation losing N222 billion in about six hours of trading. Specifically, the market capitalisation which opened for the week on Monday at N10.993 trillion shed N222 billion or 2.02 per cent to close at N10.771 trillion.

In the same vein, the All-Share Index dipped 425.24 points or 2.02 per cent to close at 20,669.38 compared with 21,094.62 achieved on Friday.

The downturn was impacted by losses recorded in medium and large capitalised stocks, amongst which are; Seplat, Dangote Cement, BUA Cement, BOC Gases Nigeria and Nigerian Aviation Handling Company (NAHCO).

This week, analysts at United Capital Plc expected sentiment for stocks to remain broadly tepid, with renewed interests anticipated on select blue-chip stocks, as discerning investors continue to take advantage of the current market valuation.

Cutix, Learn Africa and NAHCO led the losers’ chart in percentage terms dropping by 10 per cent each, to close at N1.26, 90k and N2.34, per share, respectively.

Seplat followed with a decline of 9.99 per cent to close at N490.10, while BUA Cement lost 9.92 per cent to close at N31.80 per share.

BOC Gases depreciated by 9.88 per cent to close at N3.65 and Academy Press declined by 8.82 per cent to close at 31k, per share.

On the other hand, Access Bank topped the gainers’ table in percentage terms, improving by9.92 per cent, to close at N6.65 per share.

AIICO Insurance followed with a gain of 9.59 per cent to close at 80k, while Lafarge Africa appreciated by 9.50 per cent to close at N9.80 per share.

Wema Bank grew by 8.51 per cent to close at 51k, while Fidelity Bank rose by 8.28 per cent to close at N1.83 per share. The total volume of traded increased by 42.98 per cent as investors bought and sold 336.43 million shares valued at N4.13 billion exchanged in 4,184 deals. This was in contrast with 235.29 million shares worth N2.98 billion traded in 3,988 deals on Friday.

Transactions in the shares of FBN Holdings topped the activity chart with 98.62 million shares valued at N393.42 million. Guaranty Trust Bank followed with 55.66 million shares worth N1.003 billion, while Zenith Bank traded 32.53 million shares valued at N392.77 million.

FCMB Group sold 27.15 million shares worth N40.63 million, while Fidelity Bank sold 23.61 million shares valued at N41.75 million. (NAN)

The Edo State Government on Sunday said the Stella Obasanjo Hospital in Benin, which was repurposed as an Infectious Diseases Centre over the coronavirus outbreak in the state, is ready and would receive confirmed COVID-19 cases from Tuesday. The state’s Commissioner of Health, Dr. Patrick Okundia, disclosed this in Benin while conducting journalists round the Infectious Disease Isolation Unit of the Hospital. He said the state government has five isolation centres in the three senatorial districts of the state, including the Stella Obasanjo Hospital, University of Benin Teaching Hospital (UBTH) and the Ogbe Nursing Home in Edo South; Auchi General Hospital in Edo North and the Irrua Specialist Teaching Hospital in Edo Central. “We have 30 ventilators that are being distributed across the isolation centres in the state.

As from Tuesday, we would be moving some of the confirmed cases into this facility at the Stella Obasanjo Hospital. The ventilators here would be used in managing the critical cases of COVID-19,” he added.

He explained that the state government would be opening a 31-bed ultra-modern infectious disease facility at the Stella Obasanjo Hospital next week together with the existing 12-bed unit to serve as the main isolation centres while the other sections of the hospital would be used as holding facilities. “When patients are brought in, they would be held at the main hospital building, while we send their samples for testing. If they are confirmed positive, they would be moved to the infectious disease unit for close monitoring and expert treatment. He said, “one unique thing about the Stella Obasanjo Hospital is that it has an incinerator, which would be used to dispose the materials from the infectious disease treatments.”

China has sold nearly four billion masks to foreign countries since March, officials said Sunday, as they tried to stem widespread fears over the quality of medical exports. Despite Chinese cases dwindling, Beijing has encouraged factories to increase production of medical supplies as the pandemic kills over 60,000 globally and parts of the world face a protective equipment shortage.

China has exported 3.86 billion masks, 37.5 million pieces of protective clothing, 16,000 ventilators and 2.84 million COVID-19 testing kits since March 1, customs official Jin Hai said, with orders to more than 50 countries.\ She added the country’s medical supply exports were valued at 10.2 billion yuan ($1.4 billion).

However numerous nations — including the Netherlands, the Philippines, Croatia, Turkey and Spain — have complained about substandard or faulty medical products shipped from China. Last week, the Dutch government recalled 600,000 masks out of a Chinese shipment of 1.3 million that did not meet quality standards. China said the manufacturer “stated clearly that (the masks) are non-surgical.”

Spain also rejected thousands of rapid test kits sent by an unauthorised Chinese company after it found that they were unreliable last week. Chinese officials hit back on Sunday at media reports over defective medical supplies, saying that they “did not reflect the full facts”.

“In reality there are various factors, such as China having different standards and different usage habits to other countries. Even improper use can lead to doubts over quality,” said Jiang Fan, an official with the Ministry of Commerce. The comments echoed remarks from Foreign Ministry spokeswoman Hua Chunying, who over the past week has repeatedly urged Western media not to “politicise” or “hype up” the issue.

Earlier this week, Beijing tightened regulations for exported coronavirus medical equipment, requiring products to fulfill both domestic licensing standards and that of their destination countries. China has also increased its production capacity of COVID-19 testing kits to over 4 million a day, said Zhang Qi, an official with the National Medical Products Administration. AFP

As the number of confirmed cases from the deadly COVID-19 pandemic increase in the country, there are only 169 ventilators in sixteen out of the 36 states. This means there is an average of 10 ventilators in each of the states, and in real terms, some of the states do not have more than five ventilators. Our correspondents report that there are some states that are yet to procure any ventilator for the treatment of COVID-19, while others say they have placed orders and were expecting the delivery of the equipment any moment from now.

Credible sources said most of the 169 ventilators in the states covered by this report have been there for long, indicating that they were not purposely procured to manage the crisis that might likely come with the coronavirus. The states include Kano, Ogun, Edo, Delta, Adamawa, Kwara, Bayelsa, Katsina, Borno, Yobe, Benue, Bauchi, Kaduna, Ebonyi, Gombe and Plateau. Findings revealed that a hospital-grade ventilator is between $25,000 (N9.175million) and $50,000 (N18.350 million) each, based on the official CBN rate of N367 as of Monday, March 30, 2020. Though Lagos and Abuja were the worst hit by the coronavirus, efforts to get the exact number of ventilators in the two cities were not successful. The Lagos State Commissioner for Health, Prof. Akin Abayomi, said that despite having a total of 81 confirmed cases who have tested positive for COVID-19 as at yesterday, no patient is in need of ventilator yet in the state.

Speaking at a press briefing yesterday, Abayomi said, “Most of the COVID-19 patients are experiencing a very mild to moderate degree of illness. We don’t have anybody requiring ventilation at the moment.” It was gathered that the isolation centre in the Mainland Infectious Disease Hospital (IDH), Yaba has nine ventilators and the newly built isolation centre donated to the state by GTB at Onikan, has some ventilators. Sources at the Lagos State University Teaching Hospital, Ikeja, said there were about 15 ventilators there, while the Lagos University Teaching Hospital has four ventilators.

According to Wikipedia, a ventilator is a machine that provides mechanical ventilation by moving breathable air into and out of the lungs, to deliver breaths to a patient who is physically unable to breathe, or breathing insufficiently. A respiratory expert who craved anonymity said Nigeria requires about 10, 000 respirators for emergency cases. He said at the moment, there are less than 50 in both public and private hospitals in the Federal Capital Territory (FCT).

He estimated that the country had less than 500 ventilators, adding that it was mostly public tertiary hospitals that have them. He said ventilators were very important equipment, not only being used for treatment of COVID-19, but other respiratory illnesses, adding that it was important for all hospitals to have them. “I pray the country does not find itself in emergency situations like what is presently happening in the US because there wouldn’t be enough ventilators to handle the situation,” he said.

While answering questions from newsmen on Monday, the Minister of Health, Dr. Osagie Ehanire, said even though there were no enough ventilators in Nigeria, the country might not need many of them for the treatment of patients suffering from COVID-19, an ailment that attacks respiratory system. The minister said most of the over 130 cases so far recorded in the country were being managed without ventilators because the patients showed mild symptoms.

As millions of Nigerians continue with the forced restriction of their movements in the face of the raging COVID-19 pandemic and are expected to stay at home monitoring latest news on the pandemic and other critical developments, there are strong indications that most would experience worsening blackout in the days ahead. Already, gas supply shortage had forced four of the power Generation Companies (GenCos) to shut down while 10 others have been adversely affected as they are now cutting their power generation.

Confirming the worrisome development at this time of electricity customers’ need for stable electricity, Transmission Company of Nigeria’s (TCN’s) spokesperson, Mrs. Ndidi Mbah, in a statement on Monday disclosed that only two GenCos, Azura and Odukpani, are operating at full capacity on the national grid. The GenCos had reported the shortages earlier on 7 March 2020 which was expected to improve 10 days after a gas pipeline maintenance exercise. However, in its latest update, TCN said the gas shortage has persisted till date. “This has restrained optimal generation into the grid and consequently the quantum of electricity transmitted to distribution load centres,” Mbah confirmed.

The four gas-based power plants mostly affected by the shortage include Geregu Gas which generated zero megawatts (MW) instead of 435MW capacity; Sapele NIPP GenCo has 230MW capacity but limited to 0MW; Olorunsogo NIPP can’t generate its 112MW, and Gbarain NIPP can’t generate its 112MW capacity. The 10 others are with limited generation due to gas shortage.

They include Geregu NIPP which generated 81MW leaving out 354MW; Olorunsogo Gas generated 70.5MW with a shortfall of 195.5MW, Omotosho NIPP generated 110MW with a shortfall of 220MW, Egbin generated 860MW but lost 264MW, Delta II-IV Gas generated 306.8MW and lost 128MW. Others are, Okpai Gas which generated 159MW but lost 291MW, Rivers IPP lost 40MW, AFAM IV-V lost 60MW and Paras Energy lost 30MW. AFAM VI which does not have gas supply problem however has a faulty unit. Mbah further clarified that “with the current situation, therefore, a few of the distribution companies that can pick more load are unable to, because what is generated into the grid is what TCN strives to distribute equitably to DisCo nationwide.”

TCN stressed the need to urgently address the issue of gas shortage to thermal generating power plants nationwide to avert serious system disturbance.

With just two days to the implementation of the proposed over 51 percent electricity tariff hike nationwide, investigations by Daily Trust have shown that pre-paid meter shortfall will make the DisCos to subject over five million customers to the detested crazy billing regime in the months ahead. Despite the ongoing partial lockdown due to the COVID-19 pandemic, the Nigerian Electricity Regulatory Commission (NERC) has not issued any directive suspending the planned tariff hike. Ahead of the hike, it provided a rebate from February 20, 2020 when it ordered the 11 power Distribution Companies (DisCos) to cap their estimated billing immediately and ensure they accelerate their metering strategies.

The regulatory agency had set the limit for which consumers can pay across the DisCos, based on the estimated monthly power supply the DisCos supplied to NERC.

Daily Trust checks have shown that the efforts by DisCos to provide metres for customers under the current Meter Assets Providers (MAP) scheme have been clogged by various hurdles that include the prevailing N1.7 trillion electricity market shortfalls and apparent complaints by DisCos over a 45 percent import duty on metering devices. 51% tariff hike looms, NERC mulls another hike after 9 months NERC last Monday concluded its tariff review consultations with the 11 DisCos and the Transmission Company of Nigeria (TCN).

The industry regulator has two to three weeks to review stakeholders’ submissions and approve the 51 percent tariff hike presented to it by the operators. The extra ordinary tariff review document obtained by this newspaper says another tariff hike may follow that of April 2020 after nine months. It explained that the Average National Cost Reflective Tariff (CRT) had changed to N53.4 from January 2020 but NERC allowed N30.7 as the selling price since 2018. However barring any emergency intervention in the face of the coronavirus pandemic and crash in oil price, that will end March 2020.

The Nigerian Bulk Electricity Trading Plc (NBET) has N600 billion loan, which currently pays for the N22.7 tariff deficit to the GenCos. Postponing the April tariff hike may worsen the N1.7 trillion shortfalls already recorded in the electricity market, the records say. “In order to mitigate the impact of rate shock on consumers, it is proposed that the gradual increase shall commence on April 1, 2020,” NERC said emphatically in its recently concluded tariff review document.

Averagely, the DisCos will be allowed to start charging N46 from April 2020 raising the hike by 51 percent at an average increase of N15.3 from the current N30.7 tariff. The tariff will then rise from N46 to N50.3 from January 2021, representing another six percent rise. Only high consumers off estimation by April As the implementation of the new tariff beckons, only high energy consumers are free from estimated bill if they are not metered by April ending.

The Residential 2 (R2) and Commercial 1 (C1) customers whose bills have been capped will have to bear the brunt until they are metered through MAP by Year 2021 or 2022. NERC has set three years for the unmetered customers to be metered beginning from May 2019. To hasten this, it rolled out the capping of estimated billing regulations saying it is a trigger for DisCos to hasten the metering process so they can prevent revenue loss.

NERC said DisCos must meter all higher energy consuming customers (MD) by 30 April, 2020 and shall not be disconnected as they are not liable to pay estimated bill again. However, the unmetered R2 and C1 customers must not be billed more than a template NERC has approved for the DisCos.

The Chief of Staff to the President, Malam Abba Kyari, says he left Abuja for Lagos last night, to do additional tests and observation. Kyari, who tested positive for the Covid-19 pandemic, said the decision he took based on medical advice was also a precautionary measure. He said in a letter that he made his personal care arrangements to avoid further burdening the public health system, which faces so many pressures.

The letter read: “I am writing to let you know that on medical advice, I will transfer to Lagos later today for additional tests and observation. This is a precautionary measure: I feel well, but last week, I tested positive for coronavirus, the pandemic that is sweeping the world. I have followed all the protocols government has announced to self-isolate and quarantine.

“I have made my own care arrangements to avoid further burdening the public health system, which faces so many pressures. Like many others that will test also positive, I have not experienced high fever or other symptoms associated with this new virus and have been working from home. I hope to be back at my desk very soon. I have a team of young, professional, knowledgeable and patriotic colleagues, whose dedication has been beyond the call of duty, who continue to work seven days a week, with no time of the day spared. We will continue to serve the President and people of Nigeria, as we have for the past five years.

“I want to thank all our fantastic, talented and brave healthcare professionals, working across the country in such a difficult time; all the good Samaritans looking out for the most vulnerable in our communities; the key workers that will keep our country going through this; friends and family and often strangers, who have sent me such warm wishes and displayed such a generosity of spirit.

“We should be calm, measured and diligent – be meticulous in your hygiene, especially with cleaning hands, if possible stay at home or keep your distance. Listen to good advice from the proper authorities: pay no heed to quack cures or fake news from social media. President Buhari will do whatever it takes to protect the health and safety of our people and get the country back on its feet as soon as possible.

“Like the whole world, we are dealing with a new disease. Our experts are learning more all the time about coronavirus, what it does and how we can combat it. What we do know is that while some may become very sick, many others who contract the virus will not, and may have no symptoms at all. This is a disease that recognises no difference between north and south, men or women, rich or poor. We are all in this together.”
