Nigerians’ spending on food rose to N22.78 trillion in 2019, up from the N12.77 trillion recorded in 2010 when the survey was last conducted.

A report released yesterday by the National Bureau of Statistics (NBS) showed that total expenditures of households in Nigeria on food and non-food items for 2019 was N40.21 trillion, up from N21.62 trillion recorded in 2018.

The report showed that out of the total expenditures, food accounted for 56.65% of total household expenditure in the year under review while 43.35% accounted for expenditures on non-food items.

Food consumed outside the home constituted the largest expenditures followed by transportation costs.

Analysis of the report showed that food consumed outside homes, transport fares, starchy roots, tubers and plantains were responsible for the largest proportion of household expenditures, representing a combined 24.16 percent of total household expenditure in 2019.

State-by-state analysis showed that Lagos accounted for the largest share of the consumption expenditure at N5.07 trillion.

Some other states’ consumption expenditures on imported food items are Oyo (5.83%), Delta (5.38%), Rivers (4.99%) and Kano State (4.91%) trailed behind Lagos on the consumption index.

Kano state has discharged 10 COVID-19 patients undergoing treatment in its isolation centres. This was announced by the state commissioner for Information, Malam Muhammad Garba. According to him this brings the total number of patients successfully managed and discharged in the state stands at 32.

Malam Garba who announced this in a statement, said that the patients have fully recovered and tested negative to COVID-19 in two consecutive readings and are to reunite with their families and the society.

He added that, the state has also recorded 3 deaths which brings the number of fatalities from the disease to 21.

Garba explained that Kano has so far carried out tests on 2, 072 cases for COVID-19 in its test centres.

The commissioner, according to the statement, urged citizens to maintain high personal hygiene and also maintained strict adherence to health officials advise.

Sponsored by Speaker Femi Gbajabiamila and two others, the Control of Infectious Diseases Bill was presented to the House of Representatives for passage on April 28, 2020 when the House resumed plenary.

It aims at empowering the Nigeria Centre for Disease Control (NCDC) and making it more proactive during outbreak of diseases. It will also empower the president, the minister of health, the director-general of the NCDC and the various institutions to regulate on quarantining, vaccination and prevention of infectious diseases in the country. It scaled the second reading before it was stood down.

Nigerians have, however, criticised the move, and the controversy about what the bill entails has generated a heavy outcry against it. While some members supported the bill, others called for the amendment of most of its sections, which they argued, appeared draconian and may create more problems than it is intended to solve. One of the most contentious issues raised is the alleged unlimited powers given to the director-general of the NCDC, the police and other organs.

Another issue is the compulsory subjection of Nigerians to vaccination by the NCDC, and failure to provide evidence of vaccination could result in suspension of foreign travels. According to the opponents, the bill grossly undermines human rights and personal liberty of Nigerians as guaranteed in the constitution.

Others expressed surprise at the speed at which the bill was put forward for an accelerated passage without proper knowledge of its content as many members of the House of Representatives did not get a copy of the bill during the sitting.

A former minister of Health, Haliru Alhassan is dead.

His demise was confirmed by a Family member in Sokoto. As at the time of filing this report, the cause and time of his death have not been disclosed. However, POLITICS NIGERIA gathered that the minister was diabetic before his death.

The late Haliru was appointed minister during the administration of former President Goodluck Jonathan. He was a prince of the Sokoto Caliphate.

He is survived by a wife and four children.

The Senate yesterday said it was scrutinising the National Social Register being used by the Federal Government for its Conditional Cash Transfer to the poor populations across the country.

Chairman, Senate Committee on Special Duties, Senator Yusuf Yusuf, told reporters in Abuja that the probe was to determine the authenticity of the Social Register and the makeup of those currently benefiting from the programme. President Muhammadu Buhari had recently announced the addition of one million households to the National Social Register (NSR) up from 2.6 million.

Senator Yusuf said there were noticeable lapses in the register and the process of disbursement of palliatives to beneficiaries need to be corrected. He said: “Under the SIP, there are the households benefiting from the Conditional Cash Transfers.

However, I’m not satisfied and to be honest, it is not an easy thing to do at this material time. “The SIP has what they call a National Social Register. We’re trying to scrutinise that register to find out really, who are they (beneficiaries)? How did they come about the list?”

The Chairman of BUA Foundation, Alhaji Abdussamad Rabi’u, on Monday donated five ambulances and 20 Hillux Vans to the Kano Government as his contribution to the containment of the spread of the COVID-19 pandemic in the state. Alhaji Abdulmasad, who is also the Chairman of the BUA Group, was represented by a former Minister of State for Foreign Affairs, Dr Aliyu Hong.

Hong who presented the cars to Gov. Abdullahi Ganduje at Government House in Kano, also commiserated with the government and people of the state over the challenges the state was facing. ”I am representing the Chairman and Founder of the BUA Group. He asked me to commiserate with the Kano State Governor and the people of Kano, over the challenges the state is currently facing.

”He would have been here, but he was held down in Lagos by tight schedules and restriction of movement,” he said. The Chairman said the BUA Foundation would make donation of N2 billion available as soon as a COVID-19 related project that the money would be spent on was identified.

Responding, Gov. Abdullahi Ganduje described the donations as timely and impressive. “Our two illustrious sons of the soil (Dangote and Abdulsamad) decided to shower us with equipment to fight the deadly disease in the state. ”Yesterday, Dangote donated a Mobile Test Centre which is designed to produce 400 samples per day. ”This will improve our testing capacity.

Today, the BUA Group owned by another son of the soil, gave us five ambulances, 20 vehicles and a promised to execute N2 billion project. Ganduje commended BUA for the gesture and promised to use the vehicles for the purpose intended.

He urged other wealthy individuals and organisations to emulate them. Ganduje also revealed that plans had been concluded to open 100 collection centres within the eight metropolitan Local Government Areas, while the 36 other Local Government Areas would get one collection centre each.

He said the state was also considering a house-to-house collection of samples, to ensure that residents adequately get tested against the disease.

The governor further stated that the vehicles would facilitate contact tracing and evacuation of patients and other follow ups. He also received a donation of 5,000 test kits and other items from the Floor Mills of Nigeria PLC.

The representative of the company, Alhaji Rabiu Gwarzo, also promised to provide ventilators to the state next week. The Nigeria Defence Academy (NDA) also donated 100 cartons of hand sanitizers produced by the Chemistry Department of the institution, to the state. (NAN)

The Defence Headquaters says the Troops of Operation Lafiya Dole (OPLD) have eliminated 134 Boko Haram/Islamic States of West Africa Province (ISWAP) terrorists and arrested 16 informants in Borno.

The Coordinator, Defence Media Operations, Maj.-Gen. John Enenche, disclosed this in a statement on Monday in Abuja. Enenche disclosed that the success was recorded in the ongoing subsidiary operation in the North East Theatre of Operation code-named ‘Operation Kantana Jimlan. He said the operation, being conducted as part of the conclusive phase of OPLD, was already recording monumental successes.

According to him, the operation is being conducted preparatory to the final routing of BHT/ISWAP criminals from the Nigerian territory by the troops of OPLD. He said the operation was coordinated by the Chief of Army Staff, Lt.-Gen. Tukur Buratai, adding that it has intensified on various fronts especially within the Timbuktu triangle.

Enenche added that the operation had left the criminal elements and their leadership in complete disarray and thus setting the conditions for the commencement of the final assault on their enclaves and hideouts. “Several BHT/ISWAP targets were acquired and engaged with precision by Nigerian Army Artillery Regiments across the entire theatre thus delivering accurate fire on the criminals who were seen fleeing in disarray.

“In a coordinated artillery bombardments on Timbuktu triangle conducted on May 1 and 2, seven Boko Haram Gun Trucks were destroyed while 78 BHT/ISWAP fighters were killed as confirmed by both aerial and human intelligence. “Within the same period, another successful artillery engagement to Buk in Damboa Local Government Area resulted in the neutralization of an additional 56 BHT criminals.

“Acting on intelligence that a large number of BHT members were converging at the location, the gallant troops of the Nigerian Army Artillery Regiments acquired and engaged the location with deadly precision, inflicting heavy casualties on them. “As confirmed by our intelligence sources, only a handful of the terrorists escaped the location with gun shot wounds, with little chances of survival,” he said.

Enenche further explained that 16 high profile Boko Haram informants fell into the troops’ dragnet within the last two weeks. He said that the arrest of such high profile informants had significantly dislocated the terrorists’ information and supply chains and equally dislocating their communication.

According to him, as the gallant troops continue to overwhelm the criminal elements on all fronts, it is quite apparent that the days of the criminal elements called Boko Haram are indeed numbered.

“Meanwhile, the Chief of Army Staff, Buratai, who has been in the Theatre with the troops for the past five weeks congratulated the gallant troops for their resilience, courage and dedication to the noble cause of defending our fatherland against the criminal elements.

“He further urged them to remain focused and ruthless as they take the fight to the fleeing remnants of the enemies of our nation.

“The general public is hereby encouraged to provide credible information to our Troops as the NIgerian Military remain resolute in tackling the security challenges of the Country,” he said. NAN

… as Beach Soccer Team donates sanitizers, soaps Promasidor Nigeria Limited, a consumer packaged goods company based in Lagos, has donated two hundred ( 200 ) cartons of sachet oil to vulnerable women in Kebbi state. The gesture is to help them ease the effects of the lockdown, occasioned by the raging global coronavirus disease ( COVID-19) Pandemic. A team led by Mr. Lukman Yahaya Baba, handed the items to be distributed to the intended beneficiaries to the Wife of the Governor, Dr Zainab Shinkafi Bagudu, in Government House, Birnin Kebbi, on Wednesday.

Baba said the donation was part of their company’s corporate social responsibility to help the most vulnerable persons in the society. The Wife of the Governor received the items given alongside the Chairman of Kebbi COVID-19 Taskforce, Alhaji Jaafar Muhammad, Hajiya Halima Dikko, the Permanent Secretary, Ministry of Education, Hajiya Zahrau Wali, the Senior Special Adviser to the Governor on Women Development and other officials in the office of Dr Bagudu.

Dr. Zainab Shinkafi Bagudu expressed appreciation to the company for the well thought gesture. She said, ” your coming all the way to Kebbi is highly appreciated. The donation came at the right time . “The items will also serve as a means of relief to the vulnerable persons and we will ensure that, they are distributed openly and immediately.”

The Wife of the Governor also used the opportunity to re- emphasize on the need to continue to observe the COVID-19 precautionary measures. This, she stressed, is to further limit the spread of the virus, while she called on all residents to wear masks, wash their hands, adhere to social distancing and maintain a clean environments The task force chairman also thanked the firm.

Meanwhile, the State’s Beach Soccer Foundation team has donated ten cartons of hand sanitizers and soaps to the Medicaid Cancer Foundation , founded and championed by Dr Zainab Shinkafi Bagudu. The donation was made during a recent Courtesy call on Dr Bagudu, who is also the Grand Matron of the Kebbi Beach Soccer Team. Mallam Abdullahi Yahaya the Secretary of the Foundation, who presented the items said it is their own support to the Medicaid Team, to use in their various sensitization programmes and interventions in the communities, to stop the spread of the Covid -19.

Dr Bagudu lauded the Beach Soccer Team for their thoughtfulness and intimated them on the need to postpone this year’s tournament due to the pandemic.

Governor Ben Ayade of Cross River State, on Sunday, began the relaxation of some of the restrictions he put in place in the wake of the coronavirus outbreak, by directing all categories of civil servants to return to work on Monday, May 4.

The governor, who some two weeks ago recalled civil servants from grade level 10 and above back to work, has now directed all civil servants to return to work on Monday. In a statement issued in Calabar by Mr Christian Ita, Special Adviser to the Governor on Media and Publicity, Ayade reminded the returning civil servants that the “no mask, no movement” order was still in full force and must be observed by them. “Consequently, all the returning civil servants are therefore, to wear nose mask as they resume in their [respective] offices,” the governor said.

He said other restrictions, such as border closures and ban on large gatherings, be it social or religious, remain in place. Ayade said that the measures would be reviewed as days go by. (NAN)

FCTA Releases COVID-19 Results Of Individuals Not Well Kitted At Abba Kyari’s Burial

The Federal Capital Territory Administration (FCTA) says those who were not properly kitted at the burial of Abba Kyari, the late chief of staff to the president, tested negative to COVID-19.

Dr Mohammed Kawu, Acting Secretary, FCT Health and Human Services Secretariat, made this known in a statement in Abuja on Sunday. Kawu explained that they have also completed the mandatory 14 days isolation and have been reunited with their families.

The remains of Kyari, the Chief of Staff to President Muhammadu Buhari, was laid to rest at the Muslim section of the Gudu Cemetery, Abuja on 17th April.

The funeral attracted criticism as most of the attendees were not properly kitted and social distancing was not observed during the event. Consequently, a human rights organisation, Kingdom Human Rights Foundation, threatened a “public interest litigation” if people who attended Kyari’s funeral are not quarantined on account of crowding and poor social distancing. The NGO also said it will institute a public interest litigation if the Kyari family fail to identify and quarantine those who attended the burial.

In a statement by the Executive Director, Kingdom Okere, on Saturday, the NGO said the large turnout for the burial in Abuja violated social distancing and other guidelines set out by the federal government to contain the spread of the novel Coronavirus disease. Key government functionaries who attended the burial were ordered to stay away from Aso Villa by the presidency.

Prominent persons in attendance included the Secretary to Government of the Federation and Chairman of the Presidential Task Force on COVID-19, Boss Mustapha; National Coordinator of the PTF on COVID-19, Dr Sani Aliyu; former Governor of Borno State, Senator Kashim Shettima; and Minister of Aviation, Hadi Sirika. Others were the Group Managing Director of the Nigerian National Petroleum Corporation, Mele Kyari; Minister of Communications, Isa Pantami; Buhari’s spokesman, Garba Shehu and the Permanent Secretary of the State House, Tijjani ldris Umar, among others.

On Tuesday the Senate reconvened from the COVID-19 lockdown recess to consider the Federal Government’s request for a$2.36 billion (850 billion naira) loan to be raised from the domestic capitalmarket to fund the 2020 budget. President Buhari had justified the loan request to the Senate in order to replace previously approved external loans whose conditions are not conducive to borrowing especially in these times of the global economic downturn as a result of the COVID-19.

It would berecalled that before the pandemic forced a global economic shut down, the Senate had approved foreign borrowings of $22.7 billion for the Federal Government. In addition to this request, the Federal Government is also seeking a total of $7 billion in emergency loansfrom the International Monetary Fund (IMF), the World Bank and the African Development Bank ADB. On the very day that the Senate was considering the request for the domestic loan, the IMF Executive board approved Nigeria’s request for emergency financial assistance of $3.4 billion under the Rapid Financing Instrument (RFI) to meet the urgent balance of payment need sarising from the COVID-19 pandemic.

The Minister of Finance and Budgetand National Planning, Zainab Ahmed, justified this request on the fact that with the sharp contraction in oil prices occasioned by the COVID-19, there is likely to be an immediate and severe economic disruption in the country. The loan is therefore needed to support the short fall in the 2020 budget. The minister further explained that the Nigeria is taking advantage of the IMF provision which accords member states the right to draw down fifty to hundred per cent from their contribution to the fund during emergencies such as the current COVID-19 pandemic.

We note that in addition to the loans from the domestic and multilateral agencies, the Federal Government has alsosought loans from the China for several infrastructural projects. It is a source of worry that the IMF facility is tied mainly to cover potential balance of payment deficits. What this means in simple terms is that we are borrowing to pay debts that we arelikely to owe arising from projected low revenue due to falling oil prices.

A further danger we see in these loans is that though on a time scale they are targeted to address the immediate issues arising from the COVID-19, we are however by the conditionalities of the loan committing ourselves to possibly reintroducing the Structural Adjustment Programme (SAP) whose consequences are of long term effect. In this regard we run the risk of exacerbating the very conditions which we seek to escape from by going for theloans in the first place.

While there is no doubting that the COVID-19 has already caused some disruptions to the economy with a potential to causeeven more if it persists, it is however necessary to state that in a bid totackle the situation, the government must tread with caution. We admit that theresort to loans from both domestic and foreign sources is a necessary way which governments including Nigeria finance critical development initiatives.

But this must be guided by prudent management of such loans and the need to ensure that they are targeted atprojects that help to accelerate growth and development. It is sad that thishas not been the case with Nigeria where the loans we have borrowed in the pasthave often been frittered away on white elephant projects and intervention schemes of dubious nature.

In our bid to secure the loans, weshould be careful what we are letting ourselves in for. It took the coming of the Obasanjo administration for us to painstakingly negotiate our way out of debts accumulated by governments before him. It was also just a couple of years back that we exited recession which was a consequence of the profligate yearsof the past.

Let it not be that in our attempts to resolve the challenges of today, we neglect the painful but instructive lessonsof yesterday, thereby consigning ourselves to an uncertain future.

The Federal Medical Centre (FMC), Idi Aba, Abeokuta, Ogun State, was thrown into panic on Saturday after a pregnant woman was said to have died from Covid-19 complications at the hospital.

Daily Trust gathered that the deceased, who was tested for COVID – 19 alongside two others – a male and a female, died while awaiting result of the test. A reliable source said when results of the trio returned, two tested positive, a male and the expectant mother who died, while the other female reportedly tested negative. Daily Trust gathered that the pregnant woman who had visited the obstetrics and gynaecology unit of the facility, was said to have been moved from one ward to the other before her death.

The other patient had been reportedly transferred to Ogun COVID – 19 isolation centre at Ikenne, while the deceased’s body was said to have been deposited at the FMC mortuary. It was further that the development thrown the facility into panic as no fewer four medical personnel had contact with the victims.

“As of now, no medical personnel has been quarantined but at least four of them had contact with the victims,” the source said. When contacted, the Public Relations Officer (PRO) of the FMC, Segun Orisajo, said, via SMS, “I am not in the position presently to confirm or otherwise of your request. Kindly hold on till tomorrow when the Management will make known its official response after due observance of laid down protocols on such a matter.”

On her part, the State Commissioner for Health, Dr Tomi Coker while responding to enquiry, said, “I am aware of the unfortunate demise of an obstetric patient at FMC. However, I am yet to receive a report from the clinical team at FMC.”

Two-year-old twins of an Ibadan-based Islamic cleric, Sheikh Taofeeq Akewugbagold, who were abducted last week Saturday are still in captivity. Though the abductors have contacted the family demanding an undisclosed ransom from their parents, the parents are, however, worried over their safety. Akeugbagold who narrated how they were abducted on his Facebook post on Sunday said he was on his way to a studio to prepare for Ramadan message when he received the message of their kidnap. The cleric said the children were kidnapped at gunpoint at his Ojoo residence in Ibadan on Saturday night.

The cleric called on people to assist him in prayers and begged the abductors to have mercy on the mother of the abducted twins who was barren for almost 12 years before she had them. He wrote: “What a country! My twins were kidnapped at gun point at my Ojoo residence Ibadan, around 8pm on Saturday 10 minutes after I left my home recording lecture in a studio. “Everybody should pls for Allah’s sake assist me in prayer and beg the abductor to please be merciful with me expecially their mother who was barren for 12 years before having them. I’m begging not flexing.

A family source who narrated the incident to our correspondent said; “the mother of the abducted twins rushed out of the sitting room when the gunmen entered the house. Immediately they left the compound, the woman rushed downstairs and discovered that her twins were nowhere to be found. When she stepped outside, she saw that the gate of the house was wide open and later discovered that the intruders actually drove into the compound.”

The source noted that the gatekeeper was arrested based on allegations that he did not wait for the night guard to resume before he left and probably left the pedestrian gate open. The intruders were said to have probably gained entrance into the compound through the pedestrian gate and later opened the big gate, and drove into the compound.

As gathered, Akeugbagold’s driver is the one that has always been conveying the gatekeeper with a vehicle from the house whenever he was going home. Those arrested include the personal driver to Akeugbagold, the gatekeeper as well as two followers of Akeugbagold, who have been identified as sermon interpreters.

The Police Public Relations Officer, Mr Olugbenga Fadeyi, told reporters that the command has intensify efforts to rescue the twins. He said: “Yes, efforts have been intensified, arrests were made and currently the suspects are assisting the police in investigations. Four suspects have been arrested.”

The Plateau State Governor, Simon Bako Lalong, says, he won’t relent on his efforts until the last Almajiri is relocated to their state of origin to help fight the spread of covid-19 in the state. The governor disclosed this on Thursday in a state wide broadcast on the continuation of the total lockdown imposed over corronavirus pandemic in the state.

“The profiling and return of Almajiris has commenced and shall continue until the last Almajiri is relocated. On 26th April 2020, the first batch of 279 Almajiris were evacuated. Out of this number, 243 were sent home to their States of Bauchi, Kano and Kaduna, while 36 were sent to their Local Governments of Wase and Kanam.

Lalong while addressing the state noted that his government was fully aware of the hardship the citizens in the state are facing due to covid-19 period, including those holding public offices were exempted from the challenges, calling on all and sundry to exercise patience and resilience as all hands hands must put on deck to defeat the pandemic.

Governor Lalong however announced that “The total lockdown which resumed midnight Sunday April 26th 2020, shall be relaxed from Midnight of Thursday 30th April 2020 to Midnight of Sunday 3rd May 2020 to enable people again re-stock their homes. Thereafter, the total lockdown will resume on Monday 4th May 2020.

“This will henceforth be the pattern until further review. In order words, the period of restocking will last from Midnight of every Thursday to Midnight of every Sunday, ” Lalong added.
