Nigerians’ spending on food rose to N22.78 trillion in 2019, up from the N12.77 trillion recorded in 2010 when the survey was last conducted. A report released yesterday by the National Bureau of Statistics (NBS) showed that total expenditures of households in Nigeria on food and non-food items for 2019 was N40.21 trillion, up from N21.62 trillion recorded in 2018. The report showed that out of the total expenditures, food accounted for 56.65% of total household expenditure in the year under review while 43.35% accounted for expenditures on non-food items. Food consumed outside the home constituted the largest expenditures followed by transportation costs. Analysis of the report showed that food consumed outside homes, transport fares, starchy roots, tubers and plantains were responsible for the largest proportion of household expenditures, representing a combined 24.16 percent of total household expenditure in 2019. State-by-state analysis showed that Lagos accounted for the largest share of the consumption expenditure at N5.07 trillion. Some other states’ consumption expenditures on imported food items are Oyo (5.83%), Delta (5.38%), Rivers (4.99%) and Kano State (4.91%) trailed behind Lagos on the consumption index. Kano state has discharged 10 COVID-19 patients undergoing treatment in its isolation centres. This was announced by the state commissioner for Information, Malam Muhammad Garba. Sponsored by Speaker Femi Gbajabiamila and two others, the Control of Infectious Diseases Bill was presented to the House of Representatives for passage on April 28, 2020 when the House resumed plenary. It aims at empowering the Nigeria Centre for Disease Control (NCDC) and making it more proactive during outbreak of diseases. It will also empower the president, the minister of health, the director-general of the NCDC and the various institutions to regulate on quarantining, vaccination and prevention of infectious diseases in the country. It scaled the second reading before it was stood down. Nigerians have, however, criticised the move, and the controversy about what the bill entails has generated a heavy outcry against it. While some members supported the bill, others called for the amendment of most of its sections, which they argued, appeared draconian and may create more problems than it is intended to solve. One of the most contentious issues raised is the alleged unlimited powers given to the director-general of the NCDC, the police and other organs. Another issue is the compulsory subjection of Nigerians to vaccination by the NCDC, and failure to provide evidence of vaccination could result in suspension of foreign travels. According to the opponents, the bill grossly undermines human rights and personal liberty of Nigerians as guaranteed in the constitution. Others expressed surprise at the speed at which the bill was put forward for an accelerated passage without proper knowledge of its content as many members of the House of Representatives did not get a copy of the bill during the sitting. Canadian Prime Minister Justin Trudeau said he did not know if he would send his children back to school in the province worst-hit by the coronavirus outbreak. But quizzed by public broadcaster Radio-Canada on Sunday, he said he was unsure whether he would be willing to let them return to class if they were enrolled in adjacent Quebec. “It’s going to be an extremely personal decision for all parents,” he said. The prime minister said he would make a decision on allowing his children to go back to school “probably at the last minute”, after considering class sizes and teacher attitudes. … as Beach Soccer Team donates sanitizers, soaps Promasidor Nigeria Limited, a consumer packaged goods company based in Lagos, has donated two hundred ( 200 ) cartons of sachet oil to vulnerable women in Kebbi state. The gesture is to help them ease the effects of the lockdown, occasioned by the raging global coronavirus disease ( COVID-19) Pandemic. A team led by Mr. Lukman Yahaya Baba, handed the items to be distributed to the intended beneficiaries to the Wife of the Governor, Dr Zainab Shinkafi Bagudu, in Government House, Birnin Kebbi, on Wednesday. Baba said the donation was part of their company’s corporate social responsibility to help the most vulnerable persons in the society. The Wife of the Governor received the items given alongside the Chairman of Kebbi COVID-19 Taskforce, Alhaji Jaafar Muhammad, Hajiya Halima Dikko, the Permanent Secretary, Ministry of Education, Hajiya Zahrau Wali, the Senior Special Adviser to the Governor on Women Development and other officials in the office of Dr Bagudu. Dr. Zainab Shinkafi Bagudu expressed appreciation to the company for the well thought gesture. She said, ” your coming all the way to Kebbi is highly appreciated. The donation came at the right time . “The items will also serve as a means of relief to the vulnerable persons and we will ensure that, they are distributed openly and immediately.” The Wife of the Governor also used the opportunity to re- emphasize on the need to continue to observe the COVID-19 precautionary measures. This, she stressed, is to further limit the spread of the virus, while she called on all residents to wear masks, wash their hands, adhere to social distancing and maintain a clean environments The task force chairman also thanked the firm. Meanwhile, the State’s Beach Soccer Foundation team has donated ten cartons of hand sanitizers and soaps to the Medicaid Cancer Foundation , founded and championed by Dr Zainab Shinkafi Bagudu. The donation was made during a recent Courtesy call on Dr Bagudu, who is also the Grand Matron of the Kebbi Beach Soccer Team. Mallam Abdullahi Yahaya the Secretary of the Foundation, who presented the items said it is their own support to the Medicaid Team, to use in their various sensitization programmes and interventions in the communities, to stop the spread of the Covid -19. Dr Bagudu lauded the Beach Soccer Team for their thoughtfulness and intimated them on the need to postpone this year’s tournament due to the pandemic. Governor Ben Ayade of Cross River State, on Sunday, began the relaxation of some of the restrictions he put in place in the wake of the coronavirus outbreak, by directing all categories of civil servants to return to work on Monday, May 4. The governor, who some two weeks ago recalled civil servants from grade level 10 and above back to work, has now directed all civil servants to return to work on Monday. In a statement issued in Calabar by Mr Christian Ita, Special Adviser to the Governor on Media and Publicity, Ayade reminded the returning civil servants that the “no mask, no movement” order was still in full force and must be observed by them. “Consequently, all the returning civil servants are therefore, to wear nose mask as they resume in their [respective] offices,” the governor said. He said other restrictions, such as border closures and ban on large gatherings, be it social or religious, remain in place. Ayade said that the measures would be reviewed as days go by. On Tuesday the Senate reconvened from the COVID-19 lockdown recess to consider the Federal Government’s request for a$2.36 billion (850 billion naira) loan to be raised from the domestic capitalmarket to fund the 2020 budget. President Buhari had justified the loan request to the Senate in order to replace previously approved external loans whose conditions are not conducive to borrowing especially in these times of the global economic downturn as a result of the COVID-19. It would berecalled that before the pandemic forced a global economic shut down, the Senate had approved foreign borrowings of $22.7 billion for the Federal Government. In addition to this request, the Federal Government is also seeking a total of $7 billion in emergency loansfrom the International Monetary Fund (IMF), the World Bank and the African Development Bank ADB. On the very day that the Senate was considering the request for the domestic loan, the IMF Executive board approved Nigeria’s request for emergency financial assistance of $3.4 billion under the Rapid Financing Instrument (RFI) to meet the urgent balance of payment need sarising from the COVID-19 pandemic. The Minister of Finance and Budgetand National Planning, Zainab Ahmed, justified this request on the fact that with the sharp contraction in oil prices occasioned by the COVID-19, there is likely to be an immediate and severe economic disruption in the country. The loan is therefore needed to support the short fall in the 2020 budget. The minister further explained that the Nigeria is taking advantage of the IMF provision which accords member states the right to draw down fifty to hundred per cent from their contribution to the fund during emergencies such as the current COVID-19 pandemic. We note that in addition to the loans from the domestic and multilateral agencies, the Federal Government has alsosought loans from the China for several infrastructural projects. It is a source of worry that the IMF facility is tied mainly to cover potential balance of payment deficits. What this means in simple terms is that we are borrowing to pay debts that we arelikely to owe arising from projected low revenue due to falling oil prices. A further danger we see in these loans is that though on a time scale they are targeted to address the immediate issues arising from the COVID-19, we are however by the conditionalities of the loan committing ourselves to possibly reintroducing the Structural Adjustment Programme (SAP) whose consequences are of long term effect. In this regard we run the risk of exacerbating the very conditions which we seek to escape from by going for theloans in the first place. While there is no doubting that the COVID-19 has already caused some disruptions to the economy with a potential to causeeven more if it persists, it is however necessary to state that in a bid totackle the situation, the government must tread with caution. We admit that theresort to loans from both domestic and foreign sources is a necessary way which governments including Nigeria finance critical development initiatives. But this must be guided by prudent management of such loans and the need to ensure that they are targeted atprojects that help to accelerate growth and development. It is sad that thishas not been the case with Nigeria where the loans we have borrowed in the pasthave often been frittered away on white elephant projects and intervention schemes of dubious nature. In our bid to secure the loans, weshould be careful what we are letting ourselves in for. It took the coming of the Obasanjo administration for us to painstakingly negotiate our way out of debts accumulated by governments before him. It was also just a couple of years back that we exited recession which was a consequence of the profligate yearsof the past. Let it not be that in our attempts to resolve the challenges of today, we neglect the painful but instructive lessonsof yesterday, thereby consigning ourselves to an uncertain future. Two-year-old twins of an Ibadan-based Islamic cleric, Sheikh Taofeeq Akewugbagold, who were abducted last week Saturday are still in captivity. Though the abductors have contacted the family demanding an undisclosed ransom from their parents, the parents are, however, worried over their safety. Akeugbagold who narrated how they were abducted on his Facebook post on Sunday said he was on his way to a studio to prepare for Ramadan message when he received the message of their kidnap. The cleric said the children were kidnapped at gunpoint at his Ojoo residence in Ibadan on Saturday night. The cleric called on people to assist him in prayers and begged the abductors to have mercy on the mother of the abducted twins who was barren for almost 12 years before she had them. He wrote: “What a country! My twins were kidnapped at gun point at my Ojoo residence Ibadan, around 8pm on Saturday 10 minutes after I left my home recording lecture in a studio. “Everybody should pls for Allah’s sake assist me in prayer and beg the abductor to please be merciful with me expecially their mother who was barren for 12 years before having them. I’m begging not flexing. This is their picture, help share widely. Oh my God!”. A family source who narrated the incident to our correspondent said; “the mother of the abducted twins rushed out of the sitting room when the gunmen entered the house. Immediately they left the compound, the woman rushed downstairs and discovered that her twins were nowhere to be found. When she stepped outside, she saw that the gate of the house was wide open and later discovered that the intruders actually drove into the compound.” The source noted that the gatekeeper was arrested based on allegations that he did not wait for the night guard to resume before he left and probably left the pedestrian gate open. The intruders were said to have probably gained entrance into the compound through the pedestrian gate and later opened the big gate, and drove into the compound. As gathered, Akeugbagold’s driver is the one that has always been conveying the gatekeeper with a vehicle from the house whenever he was going home. Those arrested include the personal driver to Akeugbagold, the gatekeeper as well as two followers of Akeugbagold, who have been identified as sermon interpreters. The Police Public Relations Officer, Mr Olugbenga Fadeyi, told reporters that the command has intensify efforts to rescue the twins. He said: “Yes, efforts have been intensified, arrests were made and currently the suspects are assisting the police in investigations.
