Kano State has again lost three high profile personalities to death. Their deaths on Wednesday came after about 12 high profile personalities died in the state last week. On Wednesday morning, a former Director of Finance, National Orthopaedic Hospital Dala, Alhaji Salisu Ado died at Dala. Late Alhaji Salisu Ado was admitted with severe breathing difficulties and the doctors tried to save him but he subsequently died. The death also occurred of Alhaji Aminu Yahya, who was a former Commissioner in the Ministry of Education, Kano, and also a former Executive Director with one of the state’s agencies. Also, a former Executive Secretary of Kano State Agency for Mass Education, Alhaji Muhammad Aliyu, has passed on. His burial took place at GATC quarters Kabuga in Kano. A community-based survey with strong evidence of data analytics has confirmed a recent Daily Trust exclusive report on increased mortality in Kano State within days. Daily Trust on 21st April, 2020, reported that 150 people died in Kano in three days and were buried in three cemeteries, heightening fears that they might have died as a result of a strange ailment. The state Commissioner of Health, Dr. Aminu Ibrahim Tsanyawa, in a reaction to Daily Trust enquiries had said the ministry could not immediately verify the claim but assured that it was investigating the incident and possible causes of the deaths. Governor Abdullahi Ganduje earlier denied the Daily Trust story in an interview with Channels Television, but later admitted the development through his commissioner. One week after the Daily Trust report, the governor in a statement through his Commissioner of Information, Muhammad Garba, confirmed the deaths but said the preliminary report showed it was not connected to the coronavirus (COVID-19). Nigeria has been battling COVID-19 pandemic since March with 1,728 cases recorded as at Wednesday, among which 45 deaths occurred. Kano recorded 115 cases with one death, according to the Nigeria Centre for Disease Control (NCDC). The survey, which was conducted by an Applied Mathematician and Data Analyst, at the Department of Mathematics, Yusuf Maitama Sule University in Kano, Yusuf Yau Gambo, was reviewed by two experts in the field of medicine, along with a clinical perspective provided to further clarify the survey result. The National Hajj Commission of Nigeria yesterday advised intending pilgrims to continue with the 2020 Hajj registration pending the Saudi Arabia Kingdom’s final position. NAHCON, in a statement by its Head of Public Affairs, Fatima Sanda Usara, said Saudi Arabian authorities had not taken a final decision on cancellation or otherwise of the 2020 Hajj exercise. “For this reason, this plan is not applied in Nigeria alone; there are other Muslim countries taking this step as well to forestall any last minute unpreparedness” it said. Following the COVID-19 pandemic, Saudi Arabian Hajj Minister Mohammed Banten had on April 1 said the Kingdom was concerned about the safety of pilgrims, urging those getting ready for the spiritual journey to delay concluding contracts. The NAHCON noted yesterday that the Kingdom of Saudi Arabia had cancelled Umrah in 2020 indefinitely, saying “Thus, no one is advised to make payment towards embarking on Umrah trip in the year 2020 to any operator”. It urged intending pilgrims to report to NAHCON, any unlicensed tour operator encouraging them to make 2020 Hajj or Umrah payments to their agencies. The Edo University Iyamho’s second semester for the 2019/2020 academic session would commence online on its Canvas Learning Management System (LMS) and Academic Information Systems (AIS) for the students. This step was taken following the continuous spread of the COVID-19 pandemic in the country. As at 25 April, Edo State has 22 confirmed cases of COVID-19. In a statement signed by the university’s registrar, Dr. Mrs. Isoken Ogboro and made available to journalists in Benin on Sunday, she said: “Students courses registration would commence on Monday April 27, through the AIS/LMS platform while the 2nd semester academic lectures would also start on Monday May 4.” She advised all the students to visit the LMS and Edo University Iyamho’s AIS platforms to start the academic activities as stipulated above. Mrs. Ogboro recalled that the institution was the first Nigerian universities to have introduced the Canvas Learning Management System in Nigeria. She added that it recently introduced an academic information systems in the university to monitor, evaluate and access the students activities by both the management and the parents. I wish to draw the attention of the Federal Government to the rising issue of hoodlums and miscreants in Lagos called ‘One million and the Awawa boys. These boys raid areas in Lagos and rape women both married and single. They cut of people’s hands, steal cars, break into locked up shops and steal from them. Sometimes, they officially send letter to an area before attack. Why won’t the police force use those letters as a lead to take them down? But we are just left to our fate because these boys have not yet attacked a caliber that would be felt in the state. The Lagos state government has failed to tackle this menace. Please, FG should uproot these boys now before they transcend to another form of Boko Haram. The United States government says the late Chief of Staff to the President, Malam Abba Kyari, played important role in the repatriation of over $300 million from funds allegedly stolen by the former head of state, Sani Abacha. The Assistant Secretary of State for African Affairs, Tibor Nagy, in a condolence message to President Muhammadu Buhari, described the deceased as a dedicated public servant and respected interlocutor for the American government. ‘‘Kyari was a valued and respected interlocutor for the U.S. government and particularly for our leadership team in Abuja. ‘‘We appreciate working with him on many important matters, including the return to the Nigerian people of over $300 million in funds stolen by Sani Abacha. ‘‘He envisioned the funds going to three geographically disparate infrastructure projects as a way to unite Nigeria economically,’’ Nagy said, according to a statement issued on Friday by Senior Special Assistant to the President on Media and Publicity Garba Shehu. The U.S. Assistant Secretary, according to the statement, said that this vision, encapsulated by the late Chief of Staff, was a reflection of his tireless championing of a solid and prosperous future for Nigeria. ‘‘His dedication to this matter, to fighting corruption, and to countless other investments and policies for the future of Nigeria will leave a lasting impact on your country,’’ he added. The Federal Government has said that it will not borrow from the contributory pension fund to provide palliatives to cushion the effect of the COVID-19 lockdown in the country. This year’s Ramadan begins today, the President-General of the Nigerian Supreme Council for Islamic Affairs and Sultan of Sokoto, Alhaji Muhammad Sa’ad Abubakar III, has announced. He made the announcement last night in a telecast monitored by Daily Trust. “24 April 2020 becomes the first day of Ramadan 1424 AH, in sha Allahu. Kano city stood still yesterday as the residents complied with the stay-at-home order imposed by the state government to check the spread of coronavirus. The lockdown which began at 10pm Thursday was generally complied with throughout the metropolis, our correspondents report. Prayers were not conducted at Juma’at mosques in seven of the eight metropolitan local government areas visited, and at the time of filing this report, no mosque was reported to have violated the order. Our reporters who visited Mukhtar Abbas Juma’at mosque, Farm Centre, Ansaru-Sunnah Masjid in Fagge, Sheihk Ahmad Tijjani Juma’at mosque, Kofar Mata, Wambai Juma’at mosque, Kofar Wambai and Sheikh Zarban Juma’at mosque in Yankaba observed that they were all closed. A few however observed Zuhr prayer in small neigbourhood mosques across the city. Major markets visited, including the Abubakar Rimi market in Sabongari, Kwari textiles market, Kurmi market and Tarauni market were all silent. Water vendors were at different areas of the city carrying out their business without hindrance. The police, Federal Road Safety Corps and KAROTA personnel drafted to enforce the lockdown order were seen at strategic locations mounting barricades and checking vehicles. Most of the vehicles sighted by our reporters were believed to be for essential service providers including hospital staff, security and journalists, among others with some residents peeping through their windows to catch a glimpse of the almost silent city. Staff of the State emergency Management Agency (SEMA) went round the city in case of any emergency. Eight people who were said to have arrived from Abuja were arrested at Kantin Kwari market and taken to an isolation centre for medical examination. Some small streets especially within the neigbourhood were converted to football fields by some youths, thereby defying the order and social distancing advice. At Hotoro, Kawo, Tinshama and Ladanai in Nassarawa Local Government, there was a total compliance as shops and other businesses remained closed. Security personnel were seen patroling streets around some mosques to ensure compliance. No one was harassed by the security personnel at the time of Daily Trust’s visit. Residents of Karkasara, Hausawa Quarters, Gyadi-Gyadi as well as Zoo Road also complied with the order and only a few filling stations opened for business. A watchman, Abba Sulaiman, said if the lockdown persists, the ordinary people would suffer. “I have a little to buy what to eat today and probably tomorrow, but anytime beyond that, I may not have anything left,” he said. Deputy Chairman of the Senate Committee on Defence Senator Istifanus Gyang (PDP, Plateau North), in this interview, spoke on the recurring killings in Plateau State and his bill on minimum qualification for presidential aspirants, among other sundry issues. Excerpt: What do you think could be the cause of the recurring clashes in Plateau State? When you see the trend that is happening across the nation, particularly those states that are affected by banditry, you will agree that these are people that are driven by criminality, godlessness and lack of value for human life. For me, there can be no justification for what bandits are doing across the states of the North. If anyone has an issue, there are platforms for such issue to be raised. You cannot continue to destroy lives, decimate communities, displace villagers and say you have a justification for it. I think the only justification is that they are advancing the agenda of the devil. Some state governments in the Northwest have made several failed attempts to negotiate with bandits. Do you also support the idea of negotiating with criminals? Nowhere in the world do you negotiate with criminals and terrorists. All such attempts have failed. What you do with crime is fight it head-on. You enforce the law against criminality. Fighting crime requires enforcement of law and order and the security agencies have that responsibility. Do you support a regional approach to fighting crime? What is important is that the states have to be empowered to be in a position to tackle crimes. That’s why some of us had advocated for state police, because as long as states are not empowered; as long as you have a unitarised approach to security, have a command and structure being in Abuja, it cannot go down to the communities. There are insinuations that your bill on minimum academic qualification for persons seeking elective offices was aimed at stopping former vice president Atiku Abubakar from contesting the 2023 election. What’s your take on that? I am not aware that Atiku Abubakar does not have the requisite qualifications but for now, GCE is the basic minimum qualification that is required to contest the office of the President of Nigeria. But I feel that anyone that must aspire to leadership at the level of the governor or president, should be someone that is equipped; someone that has both the right attitude and the required aptitude. It is not targeted at anybody. We don’t make laws to target any individual. We make laws for the nation. What should Nigerians expect from the Senate on resumption from the coronavirus lockdown? The topical issue globally is about coronavirus and that affects and should target the health sector. What this has done is that it has exposed our unpreparedness as a nation and the fact that our policies and programmes and attention that ought to be given to the health sector and the wellbeing of Nigerians, has been abysmally poor. To that extent, what will now engage the National Assembly, the Senate in particular, on resumption, should be how to urgently upgrade the health infrastructure of this country. Like every Nigerian is saying, there are some lessons to be learnt from the current incident that is the inability of the ruling class to give attention to basic health facilities because they have the capacity and wherewithal to attend to their health needs outside the country. Now it is a situation where all of us are limited and restricted to the confines of our nation. We can’t go anywhere now. So, this is the time that we should now prioritise equipping and making sure that our health sector, our health facilities, health institutions, and entire infrastructure in the health sector receive massive upgrade to meet world standard in such a way that we cannot again be having this approach, which is a state of unpreparedness. The issues of poverty should also engage the National Assembly on resumption. The twin issue of health and poverty should be paramount to us. The coronavirus lockdown has shown that if there is shutdown for one or two days, the whole nation, Nigerians, would be dislocated in such a way that hunger becomes an issue. We have to address the issue of social security for our nation. We have to develop a platform for our social security. Other climes can survive for quite some time because of the social security that is already embedded in their system but ours is lacking and that is why the issue of poverty becomes the issue of life and death. The health of our people and social security to address the poverty of our people and the economy of our nation would engage the Senate once we resumme. First Bank of Nigeria has granted a moratorium on loan repayment for Small and Medium Enterprises following the extension of the COVID-19 lockdown period. The bank in a mail to its customers stated that the extended COVID-19 lockdown in some states is a time to double down on efforts to see how it can ease the impact the lockdown may have on its customers. “We have therefore enhanced palliative measures as we ask ourselves how can we help you through these times. We are introducing special waivers on repayment fees on our credit cards; and a 60-day loan moratorium on our First Edu and First Trader Solution for example. Our aim with the range of solutions is to help cushion the impact of the toll on employment and livelihoods,” it said. The FirstEdu loan is available to private schools’ owners who require extra funds for the smooth running of their school operations The First Trader Solution, on the other hand, is a short-term overdraft facility offered to traders in pre-approved market locations who deal in fast-moving goods.
