The Northern Governors Forum (NEF) has called for the stoppage of attacks on innocent Fulani herders in South-East, South-West and South-South states. The governors said innocent herders should not be vilified while those found wanting should be handed over to the law enforcement agencies. But governors in the South West, while responding to the call, said there was the need for authorities in Northern Nigeria to call “killer herdsmen” to order. Daily Trust reports there is tension occasioned by the blame game between herders and residents in many states in the South with attendant deaths and destructions. While people in the South accused herders of atrocities, some Fulani leaders living in the region said not all of them are criminals. Herders’ settlements have been torched in Oyo, Ondo, Ogun and Edo States, and there is heightened tension in Abia, a development that prompted some prominent personalities and groups to call on President Muhammadu Buhari to act fast. An elder statesman, Alhaji Bashir Tofa, had three days ago called on the president to wade into the matter to avert reprisal against people of Southern extraction living in the North. It was about the same time when the Northern Elders Forum, through its spokesman, Dr Hakeem Baba-Ahmed, made a similar call. On Wednesday, Speaker of the House of Representatives, Femi Gbajabiamila, said it was wrong for one part of the country to lord it over another. What the Northern governors said The Chairman of the Northern Governor Forum and governor of Plateau State, Simon Bako Lalong, frowned at recent events in the South, saying they were against the peace move by the Nigerian Governors Forum ((NGF). He recalled in a statement on Thursday the intervention of the NGF led by its Chairman, Governor Kayode Fayemi, who met with stakeholders in Akure, Ondo State to calm the tension and forge an amicable resolution of the issues was commendable. “While such intervention was celebrated as a success to be sustained through further engagement between herdsmen and representatives of affected communities, emerging reports of attacks on herders and the gradual introduction of ethnic sentiments in the conflict is disturbing and should immediately be nipped in the bud before it gets out of hand. “The Northern Governors Forum concedes to the rights of Nigerians to reside wherever they so desire without any molestation or discrimination. “The criminal elements should not be used to tar any particular ethnic group for any crime as that will portend danger to peaceful coexistence and national unity. “Rather, such criminal elements should be exposed, isolated and made to face the law of the land without prejudice to their ethnic backgrounds as the motives or criminal actions cannot be said to be the position of their ethnic group. “In the face of the recent worrisome developments, therefore, the Northern Governors Forum calls for calm and cautions Nigerians particularly those in the affected areas who might have been aggrieved or targeted to exercise restraint,” the statement said. Lalong said the country was already going through a lot, and that escalating tensions would aggravate the situation to levels that could threaten national security. ‘Avoid unguarded utterances’ Lalong called on leaders across political, ethnic, religious and community lines to avoid utterances and actions that would further fan the embers of distrust, hate, violence and retaliation which can easily escalate the situation and cause chaos. He equally called on government officials, traditional rulers and opinion moulders to also “rise and speak with one voice by not only condemning crime no matter who is involved but also sending the right signals to those who want to take the laws into their hands and trample on the Nigerian Constitution by attempting to deny others the rights to live and pursue their legitimate business in whatever place they choose to reside. “Security agencies must also be firm and rise to the occasion by protecting all law-abiding citizens against the threat to their lives and properties irrespective of their ethnic or other affiliations. “They should also send a clear and unambiguous message to those threatening the peace that they will act decisively to stop them from plunging the nation to anarchy. “The Northern Governors Forum further assures Nigerians of all ethnic, religious and political persuasions of their constitutional rights to pursue their legitimate businesses wherever they choose within the region and appeal to the people to resist any attempt to lure them into any activity that can threaten the peace and tranquillity of the region and the nation at large,” the statement added. https://dailytrust.com/stop-attacking-herdsmen-now-northern-governors |
Thursday’s decision by the Kano State government to ban controversial cleric, Sheikh Abduljabbar Sheikh Nasir Kabara, has generated apprehension in the state. The state’s Commissioner for Information, Malam Mohammed Garba said the ban was because the state executive council found the cleric’s preaching incendiary. However, the cleric told Daily Trust that the ban was politically motivated. Beyond banning the cleric, the state government had also ordered that all seminaries run by the cleric be shut down pending investigations by security agencies. It also directed all broadcast stations and social media platforms to abstain from airing inflammatory preaching, sermons, propagation and any other religious discussions in the interest of peace. The cleric has been known for controversial messages and reported attacks on the companions of Prophet Muhammad PBUH. But he insisted he was banned because he worked against Gov Abdullahi Ganduje’s 2019 reelection. The keenly contested elections ended with a runoff which Ganduje’s All Progressives Congress (APC), defeated Peoples Democratic Party (PDP)’s Abba Kabir Yusuf. “The reasons are very obvious. “The person who took the decision [Ganduje] has said it times without number that he never forgives. “I fought him during the last elections and he promised to retaliate. “Only that he is taking the wrong decision at the wrong time. So this ban is purely political, it has nothing to do with religion or incitement. “I have told my followers to prepare their votes ahead of the next election and do the needful. “Alhamdulillah for everything, I am fighting scholars, not government, but at the end, government took over on their behalf. “They should at least check the books I made references to but without doing so, they have been unfair to me. “This decision is sheer injustice. And, whosoever wants to understand the situation should look for what the Kano State Commissioner for Education said last night [Wednesday] wherein he explained that the government has deliberately succumbed to the pressure of these scholars who used their political ideologies to alter religious issues to their taste,” he said. On whether he will abide by the government’s order on the ban, the Islamic cleric said he has always been law-abiding. He also called on his followers to accept the decision calmly as injustice will not hold for long. However, the Commissioner for Information, Malam Mohammed Garba said this “is an issue that purely has to do with security; that has to do with peaceful coexistence amongst our people in Kano state. I think he just wants to get sympathy from the opposition, which I think is impossible. “We are not even aware he was against us, which means whether he supported us or worked against us it did not make any impact in this decision. “Secondly, this is not a political issue and we don’t want to politicise it. “Even if he said he worked with the opposition, the action taken by the state government is supported by the well-meaning people of Kano who believe and want to live in peace,” he added. Clerics from other sects have protested against the acts and messages of Abduljabbar in their Friday sermons, which according to them, look like Shiite practices, urging the state government to take actions against him. Among those who have publicly spoken against Abduljabbar is his brother and leader of the Qadariyya movement, Sheikh (Dr) Qaribullahi Nasiru Kabara. Efforts to get the position of the Council of Ulamas proved abortive as its Chairman, Sheikh Ibrahim Khalil declined to comment, saying he would wait until scholars who challenged the banned cleric to speak on the matter. He then directed our reporter to Sheikh Abdulwahab Abdallah, Sheikh Aminu Ibrahim Daurawa, and Professor Abdullahi Saleh Pakistan for their comments. However, efforts to hear from any of them were unsuccessful as at the time of filing this report. DSS, others besiege cleric’s residence At the Sheikh’s residence in Gwale of Gwale Local Government, Daily Trust observed a heavy security presence. Five vehicles of heavily armed security operatives from the police, the Department of State Security (DSS), and the Nigerian Security and Civil Defence Corps (NSCDC) among others were stationed outside the house. They, however, did not stop followers and sympathisers from entering the house. * 3 killed, houses burnt * IGP, Makinde ask CP to arrest Igboho, others A woman and two children were reportedly killed yesterday when youths allegedly led by Sunday Igboho, attacked Fulani communities in Iganga, Ibarapa North of Oyo State as the seven-day ultimatum given to them elapsed. Daily Trust Saturday learnt that security operatives were earlier stationed around the Fulani communities, but they were overpowered by the youths who invaded the settlements and burnt houses and cars. The Sarkin Fulani, Alhaji Salihu Kadiri, disclosed to our correspondent that his palace and many houses were razed. “As I am talking to you, I am hiding somewhere in the bush. We fled for our lives when we learnt that they were coming. They burnt my cars and those of my children. They also killed an old woman, who I learnt may be my first wife. “As at now, I cannot give you the details of the people we lost to this attack because we are still hiding,’’ he said. Aliyu Salihu Kadiri, one of the children of the Sarkin Fulani, who also spoke with Daily Trust Saturday via phone from where he was hiding, confirmed that three people were killed during the attack. “They burnt our communities. And we are afraid that our children, wives and aged people who could not run may have been killed”, he said. Mustapha Aliyu Moddibo, a resident of Iseyin, told our correspondent that Fulani communities in the area are not safe. Chairman of Miyetti Allah in the state, Alhaji Ibrahim Jiji described the incident as unfortunate, urging government to find lasting solutions to Fulani-farmers unrest in the state. But one of the media aides to Chief Sunday Igboho, who spoke with our correspondent on condition of anonymity, said, the incident must have happened after his master had left Igangan, saying; “Sunday Igboho was there not to fight but to appeal to both sides and assure Yoruba residents that there won’t be problem.” The Spokesman of the Oyo Police Command, Oluwagbeniga Fadeyi promised to investigate and get back to our correspondent, but couldn’t confirm the development at the time of filing this report. Speaking to the Hausa Service of the BBC, presidential spokesman, Garba Shehu, said the Inspector General of Police, Mohammed Adamu, had directed the Commissioner of Police in the state, Mrs Ngozi Onadeko, to arrest Igboho. Also, Governor Seyi Makinde yesterday asked the commissioner of police to arrest Igboho who gave the Fulani an ultimatum to leave the South-West. He said his government would not allow anyone hiding under the guise of protecting Yoruba interest to cause ethnic tension and perpetuate crisis in the state. Makinde’s directive is coming on the heels of renewed threats by Igboho that the Fulani must leave the entire Yoruba land over their alleged involvement in kidnappings and other criminal activities. He maintained that the type of war the state and security agencies needed to wage is not against any particular ethnic group but criminal elements, irrespective of their tribes, religions or creed. The governor added that his administration would not allow anyone to threaten the peace of the state by acting unlawfully and saying things that are alien to the Nigerian constitution. He noted that acts that are capable of causing chaos in the state would not be accepted. “The people stoking ethnic tension are criminals, and once you get them, they should be arrested and prosecuted. “For this administration, the major pillar for us is security because we know that all the good economic plans we have won’t be possible in an atmosphere of chaos and insecurity. “So, when people say things that are neither lawful nor within the spirit of Nigeria’s constitution, it is not acceptable here. And they cannot hide under the guise of protecting Yoruba’s interest to perpetuate chaos in the state. “I am sure that since you came in, you must have heard about some things happening in the Ibarapa axis of the state. An Oodua Republic agitator, Chief Sunday Adeyemo popularly called Sunday Igboho on Friday visited Igangan, Ibarapa North Local Government area of Oyo State as promised. Though he did not fight the Fulani residents of the state as speculated on social media, but he insisted that all the Fulani residents of the state, and the entire Yoruba land must leave the state, if kidnapping continues. Igboho had last week visited Fulani settlement in Igangan, Ibarapa North Local Government Area where he gave them a seven-day ultimatum to leave the area. He accused the Fulani community in the area of masterminding abductions, killings, and other criminal activities in the area. Adeyemo who spoke in Yoruba dialect said fear of many Yoruba people are to ensure other tribe didn’t take over their land from them. He said; “Fulanis cannot take over our land from us. We own our land and we won’t allow anybody to take it from us. Some people are intimidating us but we won’t succumb to their threat. For the Fulani living here, we are not fighting them, if they can live with us peacefully. Our fear is for them taking over our land, kidnapping and killing our people. “We will evict them from our land if they insisted on kidnapping our people. I am assuring Yoruba people, especially the residents of Oyo state that there is no course for alarm. Arewa Youths Congress of Nigeria (AYCN) has honoured the Presidential aspirant of All Progressives Grand Alliance (APGA), Prof Peter Umeadi, with the Hasken Matasan Arewa, meaning ‘The Light of Northern Youth’. This is the second of such recognition and honour from the northern part of the country to be received by the jurist. Protracted delays in taking actions by government on national issues fuel agitation for the restructuring of the country, the Chairman of the Board of Directors of Media Trust Limited, publishers of the Daily Trust titles and Aminiya, Malam Kabiru Yusuf, has said. He stated this at the opening of the company’s annual dialogue in Abuja on Thursday with a theme ‘Restructuring: Why? How?’ Malam Yusuf noted that while Nigeria was not the only troubled country in the world, it stands out with “no sense of urgency from the government” even when “the natives are permanently restless.” He quoted a former governor of Ogun State, Chief Segun Osoba, a leading member of the All Progressives Congress, as confirming that the report of the Kaduna State governor, Malam Nasir El-Rufai-led committee on restructuring had been reviewed and approved by the party’s organs. He lamented that the total silence on the implementation of the report which was meant to put to life the electoral promises of the party to “introduce constitutional changes that will establish what was called true federalism” among others was adding to the disaffections being experienced across the country.” The committee’s recommendations which were accepted by the APC organs on restructuring included state police, revised formula of revenue sharing and the abolition of the local government tier. He said the opposition, on the other hand, often “waits for events, issue press statements and repeat promises of different things to come but in the seeming absence of systematic planning and diligent follow-up, small gains are lost and progress is destroyed.” As another general election looms in the next two years, Malam Yusuf noted that “APC has to decide what to do with this hot potato (restructuring).” He assured that “we at Daily Trust are making our own contribution to this by putting together this exceptional panel which has got both depth and breadth to offer such insights.” The chairman concluded by asking, Was Nigeria really ever a great place to be? A survey conducted by Pricewaterhouse Coopers, PwC, has exposed major pitfalls in the operations of some Federal Government regulatory agencies. The Cost of Compliance Report was presented to the Presidential Enabling Business Environment Council at its first virtual meeting of the year on Tuesday. The report revealed persistent corruption, duplicity of functions, poor service orientation, and several anti-business dispositions in some of the regulatory agencies. As a result, PEBEC resolved that CEOs and heads of some federal government regulatory agencies be presented with the outcome of the recent survey in a renewed attempt at further deepening the reforms of the nation’s business environment. Vice President Yemi Osinbajo, who presided over the meeting, directed that CEOs and heads of the concerned government regulatory agencies involved should be presented with the outcomes. Osinbajo, in a statement on Wednesday by his spokesman, Laolu Akande, said interaction should take place regarding some of the worrying disclosures in the report of the survey conducted by Pricewaterhouse Coopers, PwC. Osinbajo said the report revealed human issues that were not unavoidable, stressing the important roles regulatory agencies play in ensuring businesses thrive seamlessly without inhibition. He said doing otherwise would only jeopardize the government’s efforts in creating a conducive business environment. He said: “If the environment on account of regulatory authorities is so difficult or expensive, such that people are discouraged or it doesn’t make sense for people to do business, then we are shooting ourselves in the foot in a manner we can only blame ourselves. These are human issues and we must do something very serious about these issues. “I’m in full support of holding our CEOs to account because they, in turn, must hold their staff to account. The Northern Elders’ Forum (NEF) on Wednesday chided Governor Rotimi Akeredolu for directing Fulani herdsmen to leave Ondo forests within one week. But the Ondo State Government had fired back at the Presidency for calling them to order, saying the statement issued by the Aso Villa on Monday was not from an informed perspective. Also, the Afenifere and other groups from the South West and South-South, including some farmers, lauded the decision taken by Governor Akeredolu saying they were with him. What the Northern group said The Northern Elders Forum (NEF) in a statement advised Governor Akeredolu not to allow “mischief makers” to compound security challenges in the country with his order, urging him to rescind the directive banishing the herdsmen or clarify his position in the event that he was misunderstood. The statement signed by the Director, Publicity and Advocacy, Dr Hakeem Baba-Ahmed argued that Akeredolu as a senior lawyer should know that the Nigerian Constitution does not give him the power to deny any citizen the right to live where he chooses if he does not break the law in the process. NEF said that if there were criminal elements among the Fulani herders who live in the state, the governor should take appropriate steps to identify them and deal with them and not to pass a sweeping indictment. The statement read, “The Forum had resisted the urge to comment since the reported quit order because this is an extremely sensitive issue. It has, however, become necessary to speak at this stage and offer advice before mischief-makers capitalise on the issue to compound our existing challenges around security and co-existence. “Governor Akeredolu is a senior lawyer who should know that the constitution does not give him the power to deny any Nigerian the right to live where he chooses if he does not break the law in the process. His duty to protect and improve the security of citizens and all people in Ondo State cannot be challenged. “Indeed, all governors need more support to improve their responses to security challenges, which citizens face. Nonetheless, no Nigerian has the power to take punitive action against citizens on political grounds. “The Forum believes that the action of the governor is provocative and unhelpful. If there are criminal elements among the Fulani who live in the state, the governor should take appropriate steps to identify them and deal with them,” he said. Akeredolu is right – South West elders However, the National Publicity Secretary of Afenifere, Yinka Odumakin, said the Yoruba socio-cultural group was not surprised by the statement from the presidency urging Akeredolu not to go against the law. Afenifere alleged that the development showed Buhari’s preference for promoting Fulani interests. It said the prompt response by the Presidency was a sign that the Buhari government “has a serious problem with heating the rest of us when the issue involves its anointed Fulanis.” According to Odumakin, “The intervention by what we mistakenly call the federal government of Nigeria on behalf of marauding Fulanis in Ondo State against the lawful government in that state did not come to Afenifere as a surprise as it is in line with the non-pretence by this regime that it represents only Fulani interests against those of Yoruba, Igbo, Jukun, Ijaw and other tribes in Nigeria. “That the federal government and its minion, Garba Shehu, could only hear Ondo State when Governor Akeredolu was very loud and clear about herders to vacate forest reserves in the state is symptomatic that this government has a serious problem with heating the rest of us when the issue involves its anointed Fulanis. “The Fulani criminals have caused untold hardships in Ondo State and other Yoruba towns and cities in recent time and only an irresponsible government that wants to behave like our federal government will continue to fold its arms. “Are Ondo forest reserves under Ondo State government or the federal government and Miyetti Allah? We agree with the Ondo State government that the insensibility of Garba Shehu violates the corporate existence of Nigeria,” the statement said. The Afenifere urged Yoruba people to stand with the governor, asking other South-West governors to emulate Akeredolu in order to “free our land from the Fulani who have surrounded us with the shield of the federal government.” Another group, the Coalition of Oduduwa Elders, also warned the Presidency to steer clear of governance issues in Ondo or any other state in the country, saying the governor’s action was the best in protecting the lives of Ondo citizens. In a statement signed by its National Coordinator, Dr Tunde Arem and National Secretary, Barrister (Mrs) Folake Ajasin, the group asked the governor not to be distracted by actions of those it said “have failed to safeguard the lives of Nigerians” but be firm and decisive in his actions aimed at giving Ondo people safety. “Akeredolu, to the best of our knowledge is a sitting governor of Ondo State. Until he is out of office, he has the constitutional mandate to device the best ways possible in giving his people who voted him into office good and quality leadership,” they said. While noting that herders, like other citizens, have the rights to live anywhere in the country, the Yoruba group said, “They (herdsmen) must be reminded that their rights stop where other people’s rights start.” Presidency not aware of our problems Fielding questions from journalists in Akure, the Senior Special Adviser (Security Matters) to Governor Akeredolu, Alhaji Jimoh Dojumo, told newsmen that the directive given to Fulani herders became necessary having considered all options to check incessant kidnapping, killing of the people and destruction of crops. He said that the state government had a meeting with the leadership of the herdsmen in the state on how to check activities of armed herdsmen kidnapping and killing people in the state. According to him, “I want to believe that President Muhammadu Buhari is not in the picture of what is happening here because if he knew the clear picture of what is happening in Ondo State, there won’t be any negative reaction. We voted for him before he became the president and he is there to protect us not to destroy us. “The security situation in Ondo State is becoming unbearable, every one of us living in the state knows that it is becoming unbearable to the fact that after the #EndSARS saga, there was never a day that one or two people will not be kidnapped in the state. “This situation is embarrassing, disturbing even to the fact that our Amotekun Corps is overstressed and the best thing is to look for a way out, which led to the invitation of Fulani and Hausa leaders four days ago where we robbed minds together to address these issues of insecurity. It was there we discovered that we need to go ahead for a solution. “We discovered during the meeting that most of the destruction of farmers’ crops occurs at night due to night grazing. Then the governor deemed it to ban it. “Another fact is this issue of underage grazing. How can a boy of between 7 and 8 years take charge of about 200 cows? These Fulani herdsmen keep on destroying people’s properties and they are doing this recklessly. These Fulani herdsmen will uproot cassava by themselves and gather it in a particular place for cows to eat. There was a time we held a workshop with them where the national president of Miyetti Allah was invited to Ondo State just to find a way of addressing this problem and we agreed on some points. He even promised us that this thing will stop, but we discovered that these issues are increasing,” he said. Alhaji Dojumo expressed hope that within the seven days given to the herdsmen to vacate the forest reserves, there would be an improvement in the security of lives and property in the state. Ondo farmers support Akeredolu Members of the Ondo State Agricultural Commodities’ Association (OSACA), the umbrella body for all agricultural value chain and farmers’ group in Ondo State, said they supported the position of Akeredolu for herders to leave. They said by issuing the vacation order, the governor had rescued them because criminal elements who turned the forest reserves into hideouts for carrying out unlawful activities denied them the room to carry out their legitimate farming businesses. In a statement signed by Gbenga Obaweya and Ayo Omogie, chairman and secretary of OSACA, the group urged the governor to back the directive with relevant legislation as a matter of urgency. “The grazing bill before the House of Assembly should therefore be given an accelerated passage. The social and economic impact of these nefarious activities if not quickly checked will lead to severe famine in due season, as farmers are leaving their farmland in droves for fear of being attacked, raped or kidnapped as these have become a recurring issue. “It is on record that farmers in Ondo State have lost over 2,000 hectares of rice and over 3,000 hectares of cassava, just to mention a few, to herdsmen activities across the state,” they alleged. Some passengers at Idu Rail Station in Abuja have expressed frustration and ‘confusion’ following the introduction of online ticketing system by the Nigeria Railway Corporation for Abuja-Kaduna train service. Daily Trust reports that the service was launched on Wednesday and passengers can buy and print their tickets online. Our correspondent also gathered that commuters can also buy tickets at the station using the NRC PoS machine. However, some passengers have lamented the ‘difficulty’ the E-ticketing system posed to them on first day of usage. A passenger, Mohammed Shehu, in a message sent to Daily Trust, noted the system would prove difficult for travellers with no access to smart phones and internet access. “As is always characteristic of Nigeria, complete confusion and frustration has been created by Nigeria Railway Corporation Management in the name of implementation of online payment. “It is unheard of that the management decided to start online payment today and completely stopped cash payment,” he lamented. Shehu said aside the difficulty those with no access to smartphones will face, “NRC has no way of verifying payment through a terminal. “Those who paid and their telephone goes off cannot be verified, hence cannot travel. “They have to physically collect everybody’s telephone thus compromising the social distance promoted by the same government. “The hand held instrument is not effective. It is taking up to three minutes and sometime longer time to verify payment. “The management has completely stopped cash payment. So no alternative to their web based payment. “Though a global practice, online payment are usually cheaper since it reduces risk of handling cash, allow the organisation to get money in advance etc, the NRC increased the ticket price by more than 5% because of online payment. “After creating confusion, they eventually allowed cash payment longer after the departure time. “NRC eventually sold tickets through cash payment for seats already sold through online payment because they have no means of verifying those who paid online. “Inside the train, confusion and fighting all over. “All these is happening not because Nigeria does not have intelligent, patriotic and reasonable people to manage its affair. “It is because we have a system that consistently promotes the most useless and visionless people to lead and manage us. Some soldiers who spoke to Daily Trust Saturday said that apart from their salaries, they were yet to receive the special disability compensation they are entitled to, while others claimed that civilian patients were given preferential treatment at the 44 Army Reference Hospital in Kaduna. While soldiers whose injuries are not severe have reportedly been retained in service, some of them claim they have not been paid certain allowances or given promotions their peers enjoyed. However, Col Ezundu idimah, Deputy Director, Army Public Relations of the 1 Division in Kaduna, dismissed the claims as lies, saying the soldiers are well catered for. A soldier who was paralysed from the waist down by an insurgent’s bullet in the North-East said he had not received any disability compensation, but his salaries have been promptly paid. Now confined to a wheelchair, the soldier said his dream and that of his family had been shattered as his expectations in life may no longer be met. Though he is recovering, he still suffers from severe pains. Another soldier, injured three months after his wedding during a training exercise when he was accidentally shot, said he had been in constant pain since the incident, and has been unable to function sexually. After the incident, he was first treated for months in Maiduguri before being transferred to the 44 Nigerian Army Reference Hospital, Kaduna, where he was treated for another four months. “I feel a burning pain constantly in the injured leg, and when I walk, a nerve pain is triggered as if I were stepping on sharp nails,” he said. The soldier now worries about the long-term effects of the injury, saying, “I limp on my left leg as a result of the injury, and it will be difficult for me to walk normally again.” He said two of his complaint letters, written separately to the commanding officer of his unit, were turned down, but another one had been sent to the army headquarters. Another soldier, whose hand has been deformed from a gunshot wound sustained in a confrontation with Boko Haram, said he too was recuperating but requires more medical attention. He also said his compensation pay-out had still not been paid. Although most of the injured soldiers are receiving treatment free of charge at the 44 Nigerian Army Reference Hospital, Kaduna, some of them expressed dismay over the level of care they receive. While commending the recent upgrade done to the facility and some of the services they receive, the soldiers appealed to the Federal Government, as well as military authorities, to look into their plights and improve their treatment so that they would return to their duties. “We protected the territorial integrity of the country as best as we could while we were on the field in Maiduguri, the Borno State capital, where Boko Haram insurgents attacked us. Unfortunately, we are not being supported the way we ought to by the government,” one of them said. “I was shot in the leg in Maiduguri, and in the process, I fractured my arm. Even though I was given care at Maiduguri before I was transported to Kaduna, I am, however, still in pain. My hand is healing gradually, but I am still having problems with my leg, where I was shot,” he said. However, another wounded soldier said there seemed to be discrepancies in the attention given to wounded soldiers and civilian patients at the hospital. “You know, because our treatment is free, they tend to take better care of the civil patients than us, maybe because they are paying. We are suffering,” he said. When the findings were presented to Colonel Idimah, he was quick to dismiss them. “It is a lie,” he said. He went on to elaborate on the details of the care wounded soldiers receive at the hospital. “When wounded soldiers are brought in from the front, they are hosted to an arrival party, where they are given a care package. Recently, we employed about 12 more consultants, including four orthopaedic surgeons to promptly handle their cases. Their feeding is greatly enhanced to aid their recovery; and we have established a ranch to rear animals for their feeding. Recently, the German government helped us establish a trauma centre, which is known all over Africa and provided adequate funding for their prompt treatment and rehabilitation. Wounded soldiers who arrive at the hospital are scheduled for surgery within 24 hours,” he said. He also explained that disabled soldiers wounded in action are trained in computer skills to make them relevant, and soldiers discharged from the hospital are given transport fare to return to their units. “These are all things put in place to improve their lives. In fact, even recently, the Chief of Army Staff hosted the wounded soldiers to a party,” he said. However, for many of the wounded soldiers, apart from the state of their treatment, they are concerned over the non-payment of their allowances, and appealed to the military authorities to expedite the process. “We want to call on the military authorities to pay us our allowances so that we can attend to the needs of our families. We have done our part, we have served our country and almost lost our lives, so they should also do their part and provide us with our allowances,” one of the soldiers said. When Daily Trust Saturday asked the coordinator, Defence Media Operations, Major-General John Enenche about this claim at a press briefing at the Defence headquarters in Abuja on Thursday, December 31, he dismissed them, saying the military had not received any formal complaint from any soldier or anyone else. “The information I have is that no single troop, whether wounded one or not, has been abandoned on the frontline or anywhere. The military doesn’t joke with the welfare of our troops. We have celebrated with many of them during these festivities. Where they were not physically on ground, we sent representatives. So they have not been abandoned, from the information I have, but I will now weigh yours, if I have such information I will now investigate in the first week of January, and when we meet again, I will let you know,” he said. A week after, on January 7, when Daily Trust Saturday followed up with him, Enenche said he still had not received the information. Complaints by soldiers over non-payment of their allowances and neglect of injured soldiers are not new. In 2016, Daily Trust reported that incapacitated soldiers of Operation Lafia Dole in the North-East cried out that they were dying over the slow pace of treatment they were receiving. Most of the soldiers at the time, Daily Trust recalled, had their limbs amputated. Thousands of Nigerian soldiers are actively engaged in various fronts, from the fights against insurgents in the North-East to the campaign against banditry in the North-West, and dozens of other military operations in various parts of the country. Hundreds have been killed in these operations. An undisclosed number have suffered injuries. Enenche, however, refused to disclose the number of soldiers injured in these operations. “Let me ask you this question: How will a soldier in the North- East, North-West and North -Central feel if you tell him that one million of his colleagues were killed? If it were you, how would you feel? No, I won’t tell you that these numbers are wounded. Those that went to hospitals and didn’t come out alive, all those things? Why won’t we give it? It is for the purpose of ensuring that we give them that moral support and encouragement, not discouragement by way of what you say,” he said. Owners of manufacturing firms, the organised labour and other stakeholders have opposed the latest increase in electricity tariff by the 11 Distribution Companies (DisCos). The Nigerian Electricity Regulatory Commission (NERC), an agency of the federal government, approved the increase in a circular titled: Order NERC/225/2020, signed by the Chairman, Sanusi Garba, dated December 31, 2020, effective January 1, 2021. The organised labour and the leading opposition the Peoples Democratic Party (PDP) described the action as deceitful and urged the government to reverse the decision or face the anger of Nigerians. Increase in inflation and FOREX NERC in a statement on Tuesday confirmed the adjustment of the electricity tariffs between two naira and four naira, saying it was to reflect the increase in inflation and foreign exchange rates. According to the statement, the Commission said although tariff increases for Bands D and E (Customers getting power below 12 hours daily) remain ‘frozen’, it, however, admitted that the tariff rates for these classes of customers were also “adjusted’ upwardly.” The statement said: “In compliance with the provisions of the Electric Power Sector Reform Act (EPSRA) and the nation’s tariff methodology for biannual minor review, the rates for service bands A, B, C, D and E have been adjusted by N2.00 to N4.00 per kilowatt-hour (kW-hr) to reflect the ‘partial’ impact of inflation and movement in foreign exchange rates. “Any customer that has been impacted by any rate increases beyond the above provision of the tariff order should report to the Commission.” In the new revised Service-Based Tariff (SBT) Order NERC/225/2020, the commission said it considered the 14.9% inflation rate rise in November 2020, foreign exchange of N379.4/$1 as of December 29, 2020, available generation capacity, US inflation rate of 1.22% and the Capital Expenditure (CAPEX) of the power firms to raise the tariff. The latest increment will last till June 2021, while a Cost Reflective Tariff (CRT) expected to raise the new cost higher will be activated from July to December 2021, the NERC Order revealed. Daily Trust had reported that in December 2020, NERC notified that it had begun a review for another tariff amendment, which has been completed and had taken effect from January 1, 2021. DisCos confirm increment Kaduna Electric, one of the 11 DisCos confirmed the hike. A source at the DisCo said the increment was roughly about N3 as the new tariff rate will move from N53 to N56. “Based on the November agreement, the first phase of the tariff was between November and December and then there is another phase between January and June then June to December.” Another official at KEDCO, the energy company that serves Kano and environs, also confirmed the tariff hike within the range specified by NERC. The situation is the same with most of the DisCos in different parts of the country. How FG approved 3 tariffs in 5 years Daily Trust reports that this is the third tariff increase NERC has approved for the 11 DisCos in five years. It had increased the Multi-Year Tariff Order (MYTO) 2015 by what customers described as over 50 per cent on February 1, 2016. The MYTO template for reviewing tariff increase or decrease ought to be reviewed twice a year and the result implemented every six months. Although indices like inflation, foreign exchange rates, gas prices went up with a lower generation capacity, prompting a further increase by June 2016, NERC could not implement at least nine tariffs on a biannual basis, which piled up until 2020. In the quest to gradually increase tariff by what it called Cost Reflective Tariff (CRT), NERC planned a tariff hike of the Service-Based Tariff (SBT) in April but postponed it to July due to the COVID-19 pandemic. It approved the hike for the DisCos starting September 2020 but suspended it after severe outrages. The Commission amended it with discounts and reintroduced it on November 1, 2020, which makes it the second tariff hike since 2016. The new increase in January 2021 is the third of such in the last five years with a hike of about 25% on average varying across the DisCos. NERC in the latest order planned another increase by July 2021, which will formally introduce a higher rate known as the CRT that it had targeted since 2020. Consumers kick A tailor in Lagos, Mr Chibuzor Njoku, said the tariff would harm his business. “Due to the economic situation in the country, customers are not willing to pay more for services rendered to them. So, it is a very difficult situation for us,” he said. Mr Sabitu Olajide, a welder at Mafoluku in Oshodi-Isolo Local Government said that the new increase coming at the beginning of the New Year would deepen the suffering of artisans in the country. Also speaking, Mrs Morili Bamidele, who sells soft drinks, said she buys 110 units for N7, 500 and it doesn’t last her for a month. “It is therefore difficult to break even not to talk of making any profit.” An entrepreneur who specialises in industrial sewing in Yaba, Lagos, Mr Oladapo Taofeek, said at his home in Mushin, he receives over N20, 000 monthly bill (current charge) on his flat. A welder based in the Diobu area of Port Harcourt, Emeka Chukwu said that the electricity tariff increase will have a multiplier effect on the end-users of their products. An aluminium steel designer, Umar B. Yakubu in Sharada, Kano, said he lost confidence in the electricity sector because of inconsistency. In Bayelsa, some of the residents said there are some parts of the state, most especially Yenagoa that have not had electricity since December 2020, therefore increasing tariffs in such a situation amounts to exploitation. One of them, Nkem Linus who has a cold store for fish, said: “Those in government should fear God and look at the direction of the masses. “How can they allow the DisCos to keep on reviewing the tariff without a corresponding result?” Decision deceitful – NLC, TUC President of the Nigeria Labour Congress (NLC), Ayuba Wabba, and his Trade Union Congress (TUC) counterpart, Quadri Olaleye, on Tuesday, berated the government over the increase. Wabba said, “This is not only condemnable, but I think there are some elements of deceit in it. “We are going to resist it and Nigerians must also stand up to resist it because it is like exploitation and it means that this exploitation will not have an end.” On his part, the TUC President, Olaleye said the government was deliberately inflicting pains on Nigerians, noting that the government had resolved to cripple Nigeria’s economy completely. According to him, “The TUC is disappointed by the recent hike in electricity tariff by the federal government while negotiations are ongoing with the organised labour on the last hike that became effective from November 1, 2020, because of the untold hardship it has brought on the workers and Nigerians as a whole. “Sometimes we wonder why this government espouses unfriendly policies that are capable of crippling the economy.” Experts, CSOS seek reversal The Director-General of Lagos Chamber of Commerce and Industry (LCCI), Dr Muda Yusuf, said he had predicted the hike in his recent economic and business review for the year 2020 and outlook for 2021. While he noted that the policy might have led to some form of hardship for individuals and businesses, he stressed that the reform remains the most sustainable policy option needed to attract and sustain investment in the power sector. “The economy is currently in a recession, purchasing power has been significantly eroded across all income classes, poverty situation has been worsening, and there is spiralling inflation, there are fresh concerns about the resurgence of the COVID-19 pandemic,” he said. However, the President, Nigeria Consumer Protection Network (NCPN), Mr Kunle Olubiyo said in his comments: “The Nigerian Electricity Regulatory Commission is expected to provide elaborate details on the dynamics and implications of the Multi-Year Tariff Order effective January 1, 2021, because it has implications on consumers.” A Development Economist and lecturer at the University of Benin, Professor Anthony Monye- Emina, said: “There is never a good time to announce any kind of price increase and in the case of Nigeria, it is not different.” He said the timing was wrong and trying to rationalise it under any guise was not justifiable. The Civil Society Legislative Advocacy Centre (CISLAC) and Corporate Accountability and Public Participation Africa (CAPPA) also asked for the immediate reversal of the latest hike. The Executive Director, CISLAC, Auwal Ibrahim Rafsanjani, said no matter how little the increment is, it was a wrong decision because Nigerians were battling with so many challenges of survival. “It is an additional burden on Nigerians and government should reconsider it,” he said. The Director of Programmes, CAPPA, M Philip Jakpor, said it was unfortunate that the current administration, through its “flip flop policies” continued to make life difficult for the ordinary Nigerian. “Nigeria’s power generation has not climbed beyond 10,000MW of which distribution is an abysmally 5,000MW at its peak. “It is an ill-advised policy and Nigerians may be forced to hit the streets again to demand a halt to the policy moving forward,” he said. In the quest to gradually increase tariff by what it calls Cost Reflective Tariff (CRT), NERC planned a tariff hike of the Service Based Tariff (SBT) in April but postponed it to July due to COVID-19 pandemic. It approved the hike for the DisCos starting September 2020, but suspended it after severe outrages; the Commission amended it with discounts and reintroduced it on November 1, 2020 which makes it the second tariff hike since 2016. The new increase in January 2021 is the third of such in the last five years with a hike of about 25% on average varying across the DisCos. The Federal Government said it has started studying the new and deadly strain of the COVID-19 pandemic and shall take appropriate measures. The Secretary to the Government of the Federation (SGF) and Chairman of the Presidential Task Force (PTF) on COVID-19, Boss Mustapha said this on Thursday in Abuja at the joint national briefing of the taskforce. This is as he also urged the state governments not to close down their treatment centres. “The PTF is aware of the global conversation on the new strain of virus discovered in the UK. We had assured Nigerians that our experts working with the WHO are studying the variant strain and shall make a statement at the appropriate time. “In 2021, its vaccines plus non-pharmaceutical interventions (NPIs). As we make progress on this NPIs +Vaccines phase, I urge the State Government not to close down their treatment centers,” Mustapha said. He urged Nigerians to adhere to President Muhammadu Buhari’s advised in his address to the PTF on Tuesday and shelve all non-essential travels during this period and avoid large gatherings. According to him, as a follow up to this development, the PTF met with the select team of Governors on the platform of the National Economic Council and by extension, the Nigerian Governors’ Forum (NGF), where governors shared their experiences on the implementation of these measures and pledged to push it further. Mustapha said that the successes recorded by the PTF in managing the control of the pandemic since March 2020 could never have been possible without the support of all the partners and the media that took the message to Nigerians. He assured, “As we commence the process of adding vaccines to the task, we wish to reaffirm that all aspects of the pronouncement of the President will be approached with the seriousness it deserves.” “Similarly, the PTF is aware of the global conversation on the new strain of virus discovered in the UK. He said that some of the countries that initially banned flights have now adopted the requirement already in place in Nigeria. “We have also weighed the security, economic and social implications of a full ban especially when we consider the situation in our neighboring countries and the ECOWAS as a whole. “The PTF shall increase measures pertaining to those high burden countries to scale down the possibilities of importation,” Mustapha said. The SGF said that the PTF is working assiduously on the turn around time for receiving test results. He said that the taskforce is working with the NCDC to improve on this and that Nigerians should expect improvement very soon. “Rising cases worrisome” On his part, the Minister of Health, Dr Osagie Ehanire expressed concern about the rising cases of COVID-19 in the country. According to him, on Wednesday, Nigeria recorded 1,133 confirmed cases and five deaths bringing the total number of confirmed cases in Nigeria to 80, 922 from 912,114 Samples tested, while 1236 people have lost their lives to the disease. “We are also recording an increase in the number of passengers coming into the country. Last week, the number of inbound passengers increased to 20,208 against 15,805 the previous week. “270 passengers tested positive after 7 days against 129 the week before. This represents more than 100% increase from the previous week. “Our record shows that only about 60 percent of those due for testing present themselves for test. The implication of this is that many who have the virus could spread it in the community without knowing it,” Ehanire said. He therefore urged all those who arrive the country to isolate and present themselves for test on the seventh day. “You will be saving a lot of lives. The life you save may be that of your own loved one,” Ehanire said. He added that government held a strategic review workshop to review activities and reports of supportive supervision as part of the response to strengthen case management of COVID-19 cases. He said that the government shall ensure standards are maintained the operations and activities at Isolation centres including training, logistics and supplies and Data management. The Non-teaching staff in Nigerian Universities, on Wednesday, warned the federal government not to create another round of problems in the institutions with alleged imbalance in the sharing formula of the about N40bn Earned Allowances (EA) it is about to release. This warning given by the three unions in institutions – Senior Staff Association of Nigeria Universities (SSANU), Non-Academic Staff Union of Educational and Associated Institutions (NASU) and the National Association of Academic Technologists (NAAT), came few hours after the Academic Staff Union of Universities (ASUU) announced suspension of its nine-month-old strike. The workers, who vowed not to go back to their respective duty posts until the government corrected the imbalance, alleged that the government gave ASUU about 75 percent of the Earned Allowances, leaving 25 percent for the other three unions. N40 billion conundrum Daily Trust reports that part of the agreements the government reached with ASUU at Tuesday’s meeting was to release N40 billion as the Earned Allowance and N30bn for the revitalization of the university system bringing the total payment to N70 billion. Reacting to the sharing formula of the N40bn, the President of NAAT, Comrade Ibeji Nwokoma said anyone thinking that the non-teaching staff unions in the universities would resume with the recent development was day-dreaming except the government corrected the imbalance. He said the union was making frantic efforts to reach Directors and Permanent Secretary, Ministries of Education and Labour and Employment to draw their attention to the fresh brewing crisis. “FG not ready for peace” Also speaking, the President of SSANU, Comrade Mohammed Haruna Ibrahim said it appears the government does not want peace in the university systems, insisting that his union would not take the lopsided sharing formula. He stated, “Honestly, I believe that this remains a rumour even though I know it could be true, I have seen 75 percent and 25 percent. But truly if it is that, we have stated in no uncertain terms that we will not take this kind of lopsided allocations again, because what is the scientific measurement used to give this money? “We have stated before now that the least we can take is 50-50, they are not more in numbers. And even if they want to do something like that, maybe this is my own personal opinion, I may not insist on 50-50 but at least something reasonable. We have so many numbers. “If they give for example 60-40, do you think the noise will be there? The office of the Attorney General of the Federation has failed to respond to inquiries on the status of detained Facebook user, Mubarak Bala, who was ordered to be released by a Federal High Court in Abuja. A message to the AGF was not responded to as of the time of filing this report. However, Dr Umar Gwandu, media aide to the AGF and Minister of Justice, Abubakar Malami (SAN), told Daily Trust that the office had not decided on a response on the development yet. Also, the Force Public Relations Officer, CP Frank Mba, did not respond to calls to clarify the matter. Justice Inyang Ekwo on Monday ruled that the detention of Bala constituted an infringement of his “rights to personal liberty, fair hearing, freedom of thought, freedom of expression and freedom of movement.” The judge further awarded the sum of N250,000 against the police in favour of the applicant.
