They use quota system/zoning/seniority when it's in their favour.

The present Accountant General Of The Federation is not the most senior, the most senior is a Yorubaman(I've forfot his name). Head of Service of the Federation appointed the present AGF(from NE) instead of the Yoruba guy.

The dude complained, wrote to presidency and Head of Service yet PMB eventually made the present AGF the Acting AGF which shall be confirmed at the fullness of time.
