It appears a settled fact among most honest and ordinary hard-working Nigerians (these obviously exempt the oil thieves,NOI crew,the paid agents in the 40 laptop evil crew etc)that so far,the tenure of mrs okonjo-Iweala as economic minister is badluck.

some nairalanders have suggested that clearly this woman and her gang are in real fact benefiting from the rot by deliberately delaying budget implementation (see Re: Ngozi Okonjo-Iweala Is An Untruthful Finance Minister? by flexya: 11:39am ),according to Flexya,they delay budget implementation to get kickbacks while prof Niyi Akinnoso brought a refreshing insight to the budget drama in www.punchng.com/.../budget-fight-between-jonathan-and-national-a...

clearly,there just two camps of people in the budget fight,those not benefiting(we the ordinary people) and those benefiting,this is the group Mrs Okonjo-Iweala and her gang,legislators ,ministers belong to.It is clear that even if the budget is not implemeted,NOI will not lose anything,and going flexya,the more delayed the budget,the more money she makes.
Now read this and lets discuss and identify how people in the OKONJO-IWEALA GANG ARE BENEFITTING.

I will not respond to lazy and govt-sponsored commentators who try hard to reduce the matter to the personality of mrs NOI.I careless about how dutiful she is in her private roles and achievement as an economic theorist,mother and wife,I will take her to task on her deliberate attempt to confuse us with her economic voodooism.I implore us to do more research to find obvious defects in the budget implementation that crooked legislators and Mrs okonjo-Iweala/her gang currently feeding fat on.My next focus will be in that direction.

Firstly,I found out that there is a very very important govt agency that has managed to escape public attention.The failure or otherwise of this govt agency can significantly affect budget implementation.That agency is the Bureau of public Procurement.My investigation revealed that legally speaking,the whole procurement process is incohate and illegal!The law that set up the BPP Section 1.1 mandates the govt to set up a National council on public procurement http://bpp.gov.ng/dyncnt/fileviewer.php?udsec=docs&fid=MzAy&ft=&tr=DD

According to this Act setting up BPP,the council is expected to have a membership of the following

1. (1) There is established the National Council on Public Procurement (in this Act referred to as "the Council" .

2. The Council shall consist of:
(a) the Minister of Finance as Chairman;
(b) the Attorney-General and Minister of Justice of the Federation;
(c) the Secretary to the Government of the Federation;
(d) the Head of Service of the Federation;
(e) the Economic Adviser to the President;
(f) six part-time members to represent;
(i) Nigeria Institute of Purchasing and Supply Management;
(ii) Nigeria Bar Association;
(iii) Nigeria Association of Chambers of Commerce, Industry, Mines and Agriculture;
(iv) Nigeria Society of Engineers;
(v) Civil Society;
(vi) the Media; and
(g) the Director-General of the Bureau who shall be the Secretary of the Council.
(3) Notwitstanding the provisions of Section (2),the Council may co-opt any person to attend its meeting but the person so co-opted shall not have a casting vote or be counted towards quorum.
(4) The Chairman and other members of the Council shall be appointed by the President.
(5) Subject to subsection (2) of this Section, a member of the Council being:
(a) the holder of an elective office under the Constitution of Nigeria,shall hold office for a period he remains so elected and no more ; and
(b) the Director-General of the Bureau,shall hold office on such terms and conditions as may be specified in his letter of appointment.

Looking through the membership alone,so far ,albeit illegally,Mrs Okonjo-Iweala is aware that the BPP Act confers on her the Chairmanship role,she has been running a one-man show to the detriment of the Nigerian people.Mrs Okonjo-iweala knew this and clearly she is benefitting from such chaotic and opaque system of budget inplementationyou can imagine how robust such council peopled by independent professionals and activist could be.Clearly by now,more revelations would have been made to the public!
I want us to dig deeper to find where these wicked people are hiding!!This is a far more productive agenda

what would NOI lose if the council is set-up,inaugurated and empowered to play thier role according to the ACT.Infact,some people are insinuating that this current mischieve also has a political undertone.could it be right that it is not a co-incidence that all those directly overseeing the budget are igbos.From okonjo iweala,Engr Eze -DG of BPP ,Dr Bright Okogu of budget office.Granted it is possible that these igbos got their job on merit but this rumoured damaging 'parapo tendency' and their incompetence may not be as pronounced if the council on public procurement had been inaugurated.Mrs NOI in this parapo team is benefiting!!if truth be told,she should have appropriately advised do-nothing jona to set up the council.

the role the SEC council played alone was helpful in calling Aruma oteh to order.for the national budget,the stake is higher,lets insist they set up the council to oversee public procurement!

Let me refresh your mind with the functions of the Bureau of Public procurement;according to the PUBLIC PROCUREMENT ACT 2007 that JONATHAN AND NOI are trampling on:

[b]The Bureau shall :
formulate the general policies and guidelines relating to public sector
procurement for the approval of the Council ;
publicize and explain the provisions of thisAct;
(c) subject to thresholds as may be set by the Council, certify Federal procurement
prior to the award of contract ;
(d) supervise the implementation of established procurement policies ;
(e) monitor the prices of tendered items and keep a national database of
standard prices ;
(f) publish the details of major contracts in the procurement journal ;
(g) publish paper and electronic editions of the procurement journal and maintain
an archival system for the procurement journal ;
(h) maintain a national database of the particulars and classification and
categorization of federal contractors and service providers ;
(i) collate and maintain in an archival system, all federal procurement plans and
information ;
(j) undertake procurement research and surveys :
(k) organize training and development programmes for procurement professionals ;
(I) periodically review the socio-economic effect of the policies on procurement
and advise the Council accordingly ;
(m) prepare and update standard bidding and contract documents ;
(n) prevent fraudulent and unfair procurement and where necessary apply
administrative sanctions
(0) review the procurement and award of contract procedures of every entity to
which thisAct applies ;
(p) perform procurement audits and submit such report to the National Assembly
bi-annually ;
(q) introduce, develop, update and maintain related database and technology;
(r) establish a single internet portal that shall, subject to Section 16 (21) to this Act
serve as a primary and definitive source of all information on government
procurement containing and displaying all public sector procurement information at
all times ; and
(s) co-ordinate relevant training programs to build institutional capacity[/b]

IN SECTION 7(1)4 of that very imprtant law,

([b]4) Without prejudice to the provisions of this Act, the Director-
General of the Bureau may be removed from office at the instance of the
President on the basis of gross misconduct of financial impropriety,
fraud, and manifested incompetence proven by the Council.

[/b]clearly,at 12.6 percent budget performance in the eighth month of the year,Okonjo-iweala and Engr EZE,DG,BPP, dont have any business remainig in office.
trust me,NOI will fight tooth and nail to hold on to these illegal authority she is weilding over contracts and implementation of capital projects

Ngozi okonjo-Iweala,I insist,is the major beneficiary in the budget impementation rot,this woman is also benefiting greatly in the arbitary borrowing going on in govt!!

The Fiscal Responsibility Act 2007 http://frc-nigeria.org/Fiscal%20Responsibility%20Act.pdf
mandates the govt to set a limit within 90 days from may 29,2012,for the amounts of consolidated debts for the three tiers of govt.[b]That Okonjo-Iweala dubiously avoided getting the do-nothing jona to comply with this law is not an act of ommission,it is deliberate.It is the federal ministry of finance that can prepare the limit and forward it to do-nothing jona to get FEC endorsement.
[/b]For as long as this Fiscal Responsibility Act is not implemented,no way,absolutely no way,can you stop her illegal returns from the business of `debt manufacturing`.She has contacts with those who act as consultants in the business of packaging debts for govts.Remember she has the world bank philosophy of arresting development using the instrument of debt!

for Godsake,it does not even cost a dime to give effect to these laws if the plan of govt is to make the budget work.clearly,we have enough laws to bring development to this our dear nation.my fear is that people like NOI and her gang dont like these laws and for as long as they are in office,these laws will not be given effect.This is where the 40 laptop evil crew can help their sponsors to work for the benfit of the people they govern.This is the time for them to use their closeness to these jesters in govt to stop fiddling with the future of this great country accursed with poor corrupt leaders.

even though you sound disgruntled,i will not miss your question on the igbo connection.Perhaps you did not read my original post,it is a rumour that, in the face of the monumental distress the trio of oknojo-iweala,Eze and okogu have caused Nigeria and Nigerians,is worth investigating.firstly,I have told you that the BPP act recommends that the BPP DG,Engr Eze,should be fired once a case of incompetence is established,go through the function of BPP,you will know eze has no business remaining in office with the contract implementation(whopping 1 trillion naira worth of contract has been awarded illegally by FEC,most have not even taken off see http://www.punchng.com/news/bureaucracy-insecurity-threaten-n1tn-fec-contracts/ )

Dr bright okogu`s job is to manage the budget and if we all agree that budget at 12% implenentation 4 months to the end of the year is failure and there is so much conflicting figures flying around and their is even an orchestrated attempt to confuse the citizens.Is this what budget management is all about?clearly,bright okogu should have been fired by now!

Now,the big masquerade herself,female king kong,imperial Madam okonjo-iweala,deliberately subverting and sabotaging the nigerian economy with her obnoxious incompetemcy would remain in office,infact rewarded with more powers(ask ms aruma oteh).

The igbo connection rumour come relevant when you consider how the trio are coincidentally from the igbo stock and all have performed dismally yet it is almost impossible to remove them from office!removing all of them in one fell swoop even in the face of their monumental failure will be taken as an attack against the igbo,to whittle down their influence and may become a campaign issue against jonathan if he manages to contest in 2015.With the great distress this guys have already caused Nigerians,all well-meaning nigerians particularly igbos should call for the sack of these 3 incompetent igbo fellows.Ohaneze has been quiet,igbos stocks on nairaland even call her their aunty!! undecided
Now,who says this mediocre performance does not thrives on primitive ethnic solidarity.Igbos should lead the call for their resignation to raise the moral bar!


N:B.Permit me to state that Deputy senate president,Ike Ikweremadu,an igbo,is the only prominent igbo leader that has publicly condemned okonjo-iweala's performance.Methinks,with the gross incompetence of NOI,EZE and OKOGU,he should have called for their sacking like the did in Ms Onagoruwa's case,Alhaji Maina's case,Oteh's case.But like I said he wont because he is igbo and all the three non-performers are igbo!

pls save your strength and impatience for those killing the country.I agree completely that the rumour needs a reality-check but in real sense,it sounds logically and politically sound that jona cant sack all 3 cos they are all igbo.clearly,it is only the national assembly that can call for the sack of these incompetent trio.For jonathan,it is clearly a political suicide.whoever wishes and pray these set of incompetent trio should remain in office to manage subsequent budget is an enemy of Nigeria!
