Northern Govs Raised The Alarm Over Oil Revenue: ‘north Becoming Poorer, S/south by truth4meal(m): 7:09am On Nov 18, 2012
Trouble may be looming over allocations from the Federation Account to the states as feelers from the North  indicate that the governors believe they are not getting a fair share from the nation’s commonwealth.

Governor Rabiu Kwankwaso of Kano State, one of the 19 northern govs, yesterday, slammed what he described as a Federation Allocation regime that enriches some states, especially those in the South-south, but impoverishes the northern states.

Kwankwaso said pointedly: “In this context, many other states, specifically in the South-south are today ahead of the northern states in terms of income from the Federation Account. This means that some states are getting richer while others are getting richer by the day and people are wallowing in devastating poverty.”

He hinted that the northern governors are also making an issue out of the Petroleum Industry Bill (PIB), currently in the works in the National Assembly, saying the implications of the Bill being passed in its form would  have dire consequences for the North.

He said  the northern governors would soon meet to consider the implications of the PIB for the region.

Kwankwaso did not mention the specifics of the northern governors grouse with the PIB.
He spoke while commissioning the Serbian General Consulate Office in Kano, an event that coincided with the appointment of  a former lawmaker, Alhaji Faruk  Adamu Aliyu, as the Honoray Consulate of the Republic.

On the allocations from the Federation Account to the states, the governor said: “As a former member of the Niger Delta Development Commission (NDDC), a former member of the National  Assembly, a former minister and now a governor, I have vast  knowledge of what is being shared to all the states.”

President Jonathan and Petroleum Minister, Diezani
‘UNCERTAIN FUTURE’
While speaking on  the PIB, the former defence minister under Obasanjo  administration and one-time deputy speaker of the House of Representatives said: “We in the North are keenly  watching and we will not allow our region to be plunged into yet another uncertain future as we will do all we could to make sure that there is equity that will guarantee a  sense of belonging  to every citizenry”.

The North today, he said,  is at the lowest political ebb, stressing that it is the more reason stakeholders from the region need to sit on the roundtable to make their stand known on the PIB and other sundry matters in the polity.

Commenting on the new Serbian Consulate Office in Kano, Kwankwaso said  his administration would  exploit their presence to the benefit of  Nigerians.

The leader of the Kwankwasiyya political clan in Kano described the new Honorary Consulate, Aliyu, as a man of honor and integrity, a reason, he said, the Government of Serbia deemed  it fit to appoint him as their representative in the state.

The ceremony attracted two former Heads of State, General Muhammad Buhari and General Abdulsalami Abubakar; Speaker of the House of Representatives, Aminu Waziri Tambuwal; a former Chief Justice of Nigeria (CJN), Justice Mohammed Uwais;  Hon Nasiru Garba Dantiye, among others who variously believe  that the appointment of  Aliyu  was a deserving one because the man is seen as a strategist, a consummate politician and a man of integrity.

This is one of the problems of Nigeria, while others are clamouring for fiscal federalism and resource control the north seem contented with receiving monthly allocation from the FG. Rather than heating up the polity with ludicrous demands, the PIB has made special arrangement for a National New Frontier Agency for the purpose of exploration and production of oil and gas in the Frontier of Chad Basin,
Dahomey Basin, Benue
Trough, Bauchi Basin and Sokoto Basin which will all be beneficial to the economy of Northern Nigeria
Northern governors should lobby their legislators for the expeditious passage of the PIB than throwing tantrums over what is not theirs

Use your majority+SW reps, annul the offshore rule, give some exception base on distance .Hydrocarbon on the high sea should belong to all Nigerians.

Lol. Northern majority + SW = More Niger Delta oil money for looting.
Rather than encourage IGR and emphasis on utilising every region unique advantage, you are advocating further dependency on limited oil resources.

Anyway I expect nothing less from masters and slaves.

I don't know what you mean by "masters and slaves" but its senseless and unfair for carbon on the seabed of the country to be cornered by few using dubious claims.
Pursuing unique advantage and seeking for a fair share aren't mutually exclusive.

The same sea bed of a country illegally formed and illegally sustained. Any talk of abrogating the dichotomy should also answer the question of basis of sovereignty of the country. The dichotomy exists because the country itself is built on several unfair practices. We can't pick and choose which to correct! Fair must be fair!!

Nothing oppressive about ensuring fairness.
I don't see how tenable claims can be made about hydrocarbon located far in the sea.
Derivation rights proceed from these well should go to fixing some federal institutions like the Nigerian police rather than making jet flying, billionaires out of some self serving creek war lords

I agree, deep offshore wells, should not belong to any state, but to all Nigerians.

This is similar to when countries find islands offshore, they do not belong to the nearest state, but to the whole country. Cases in point, France (French guyana, Guadeloupe etc), UK (Cayman Islands, Falkland Islands, Montserat etc), USA (Guantánamo Bay etc). These offshore properties belong to the commonwealth.

Also I think you should have quoted if the same countries practice 13 percent derivation or 100 Perct . The problem of Nigeria is not far fetched people want a solution that does not work and make reference to som foreign countries when it suits them. If the state of Texas succeed with their seccession will they leave the oil deposits in their coastal areas behind , I still blame the Niger deltas whose myopia has led them into this slavery where their oil .wealth is taken from and only 18 Perct is given them

cheesy Is this not the same Kano State Government that have been throwing their money to Niger Republic instead of developing the needed infrastructure in Kano to enhance the livelihood of its people? Now they're clamouring for more funds/allocation? cheesy #Naija, I hail thee!
