[b]The Vanguard Newspaper of Sept 4 , 2012 reported how over 50 communities within Oji River, Udi, Ezeagu, Igbo-Eze South and Igbo-Eze North LGA’s in Enugu State were thrown into darkness following a Major fault on the 7.5 MVA transformer at Oji River substation, these communities were in darkness for several months as the Power Holding Company kept promising to fix the faulty transformer.

Its however a different story for communities in Ife North LGA namely Akinlau, Asipa, Yakoyo, Moro, Ipetumodu, Edunabon and Isope that experienced a serious setback in their electricity supply as result break down of the 2.5MVA Transformer powering the said area. The service provider Ibadan Electricity Distribution Company was approached to replaced the already over stretched 2.5MVA as the power consumption of the affected communities had even increased by over 100% but this never yield a positive result as the Ibadan Electricity Distribution Company said they had no budgetary provision for the replacement of the spoilt substation which evidently meant that these communities were going to remain in darkness until the PHCN had a budgetary provision, unlike the 50 communities in Enugu that had to wait upon PHCN, The people of Ife North LGA had compassionate Governor Rauf Aregbesola to run to and trust Baba Kabiru himself, he was fast at taking the bull by the horn, as he agreed to undertake the project which entailed the up-grading of the required capacity of the injection station therein from the then 5MVA which dropped to 2.5MVA, to 7.5MVA in view of the fact that electrical load of the area had gone beyond 5MVA and within 4months the responsive Aregbesola administration under the Office of Rural and Community Development installed and commissioned a Brand New 7.5MVA injection substation at Origbomeje in Ife-North Local Government as well as installation of another 2.5MVA at Ode omu.[/b]

I was further astounded to know that 77 Rural Electrification Projects listed below had been completed by Aregbesola administration across the state within the last two years with the promise of more to come while his predecessor only managed to completed 48 Electrification Projects in its over seven years in office .

New power sector roadmap to be implemented religiously, says Nebo
ABIA State’s commercial nerve centre, Aba, and environs are set to bounce back as a major industrial hub, as President Goodluck Jonathan prepares to commission Nigeria’s first integrated power plants in May, going by information from the promoters of the project.

This gives further verve to the assurance by the Minister of Power, Prof. Chinedu Nebo, that the reviewed power sector roadmap currently being fine-tuned would be implemented religiously.

Nebo, who spoke when Governor Peter Obi of Anambra State visited him in Abuja, stressed that the roadmap would not be abandoned since the Federal Government was committed to energising the South-East industrial hub, especially Nnewi, Onitsha and Aba axis, to boost their manufacturing potentials.

Meanwhile, the British High Commissioner to Nigeria, Mr. Andrew Pocock, has lamented Nigeria’s unstable electricity supply to its people, stressing that in the past 30 years, the country had struggled to provide just about 5,000 megawatts of power to its citizens.

Nevertheless, he believes that the ongoing privatisation of the power sector was in the right direction, and if sustained and corruption dealt with, Nigeria would become a world with political and economic power.

Cited in Aba, the project will generate, transmit and distribute power to the over three million residents of Aba metropolis, serving the area on an island mode. The Aba Integrated Power Project (IPP) has three units with a total capacity of 141 megawatts (mw).

Work on the fourth unit with an additional 47mw would be intensified once the first three units have been fired. According to officials, three turbines were virtually ready, two of them 95 per cent ready while the third is 90 per cent. The three units are all gas-fired, with about $466 million said to have been sunk into the project so far.

Technical Adviser at Geometric Power Limited, which owns the project, Okwudiri Ehilegbu, who conducted journalists round the facility yesterday, said the project would guarantee at least 95 per cent uninterrupted power supply.

He said that Geometric’s electricity load study of Aba, which does not include suppressed load due to limitations associated with existing distribution network, indicated that the area requires between 94-108mw of electricity, while the excess would be fed into the national grid.

On the issue of gas, which had plagued the thermal, he stressed: “This project won’t have problem with gas. We have secured a gas deal with Shell. We have got gas from Shell gathering location from Owaza, 27 kilometres to the plant. The dedicated gas pipelines have been laid from Owaza, remaining the end facilities.

“Each unit is rated 47mw. A total of 141mw is expected from the three units very soon. The fourth one expected to generate 47mw is not yet ready. In all, 188mw of electricity will be generated from the units at the completion of the entire project.”

Pocock spoke during a courtesy visit to the Chairman of Economic and Financial Crimes Commission (EFCC), Ibrahim Lamorde, where he recalled: “I was here in 1980, which was a period the country was just coming out from long years of military rule, when the oil boom peaked and public infrastructure grew with the attainment of over 5,000 megawatts of electricity.

“Thirty years after and because of corruption in resource allocation process, it became difficult to deliver infrastructure to the people that today, this country is still generating the same quantum of electricity generated 30 years ago.”

Identifying corruption as the bane of Nigeria’s infrastructure development, he commended the power sector privatisation, stating: “If this process is transparently done, there is no doubt that Nigeria will be on the verge of industrial revolution in the next few years.

In his remarks, Lamorde said the agency had secured a restraining order on the United Kingdom (UK) accounts of fraudsters of fuel subsidy regime, explaining that the EFCC was formalising ways of getting the funds forfeited and repatriated to Nigeria.

While thanking the UK government for its support in the fight against corruption in Nigeria, he urged the High Commissioner to use his office in the repatriation of funds belonging to the importers back to the Nigerian government.

Ibadan in all its rusty glory

Four Ibadan communities protest 12-month black-out


DESPITE much publicized improvement in services of Power Holding Company of Nigeria(PHCN), in recent times, four communities in Ibadan, the Oyo state capital, have protested “one year of total black out.”

The communities are, Agugu in Ibadan North East Local Government, Oremeji, Babanla and Ogbere located in Ona Ara Local Government, whose residents trooped out to demonstrate neglect by the PHCN.

The spokesperson for the communities, Mr Lanre Osho told National Daily that for the past one year, “there has been no sign of power from PHCN not even for a minute.”

He said relentless efforts were made through complains and petitions, “but all proved abortive.”

He recalled that some of the serving political office holders, who, during the last electioneering campaigns pledged to address the problem within one month, “have failed to deliver.”

Another resident, Chief Sola Lana, lamented that hope of possible solution from the new administration, in the state, “have been dashed away as no government officials both from state and local have come to their aid, despite massive votes recorded for the ruling party in the area during the last general elections.”

“When we complained about this problem to the last government before they packed off, we hoped that ruling party would be different but the situation got worsen as some of the PHCN equipment got rotten everyday.”

The people of Babanla and Ogbere areas vehemently destroyed PHCN local office located in their area, during their own protest on the ground that, the workers there, “are only concerned about cutting wires and collecting illegal money after harassing the people to pay their bills even when there is no light.”

Reliable sources told our correspondent that, PHCN has been fingered for alleged “intentional damage to the transformer at Oremeji, when last they came to repair the fault.”

Already, landlords in the affected areas had resorted “to find spiritual means to resolve the aftermath of the 12 months of total black out.”

Efforts to reach the Zonal Manager of the PHCN in Ibadan proved abortive as all his hand sets were switched off when our correspondent contacted these lines.

The chairmen of the affected local councils were also not available when contacted on phone.

Residents groan over power outage in Abeokuta



Residents of Abeokuta are groaning under the prolonged power outage in many parts of the ancient city.

As a result of the outage, many areas in Abeokuta metropolis have been thrown into partial or perpetual darkness in the last two months, it was learnt.

Investigations revealed that while some areas like Oke-Lantoro, and Abiola Way, did not have light about four weeks, other areas such as GRA, Onikolobo, and Hilltop have been having two to three hours of light in a day.

Some residents, who spoke to NAN last week lamented that the power situation in the city was growing from bad to worse and also causing unprecedented hardship.

Olayinka Odukoya, a 43-year-old teacher, said that she had never witnessed such long period of outage in her 20 years of staying in the city.

``It is very sad and disheartening how Power Holding Company of Nigeria (PHCN) has thrown us into perpetual darkness in the last three Months,'' she said.

For Chinadu Chizoba, a restaurant operator, ``the situation is digging unhealthy holes in our pockets, because we spend so much to buy fuel on daily basis.

``My business demands that I have power every time, otherwise l should not expect customers in my shop.''

He further said that the huge sum spent on fuelling his generating set had made him to reduce his staff.

Chizoba, however, passionately appealed to the PHCN and the Federal Government to urgently address the issue of outage in the city.

Another resident, who pleaded anonymity, said that businesses were collapsing as a result of the situation, adding that the continuous outage would further threaten the security situation in the city.

She accused the government of not been sensitive to the yearnings of the people.

``In my house, we spend a lot on petrol every day, how do you explain that? It is very ridiculous, we have resigned to faith that PHCN would never improve,'' she said.
Also, a 21-year-old student, Lamidi Razaq, lamented the outage, and said that students were planning to stage a peaceful demonstration to call the attention of the Federal Government to the situation.

He said that if the situation was not urgently addressed, the students would have no options than to take to the streets in the metropolis.

``We have written to the school management to liaise with PHCN and others, we need light we do not want to know how they want to do it,'' he explained.

When contacted, the PHCN Head of Distribution unit in Abeokuta, Mr Ayodele Arowoshade, told NAN that the situation was not limited to the city, adding that it was a national phenomenon.

He explained that the city was getting just five megawatts out of the six thousand Megawatts of power needed to guarantee regular power supply.

Arowoshade, however, gave the assurance that the situation would improve when more megawatts were added to the supply chain in the city.

He also attributed the outage in some parts of the town to lackadaisical attitude of some of the residents, adding that PHCN was not informed about some of the problems.

``If you don’t come or call our office to inform us about a problem in your area, then, how do we know?.

`I don’t have an indicator in my office that alert me of transformer or other problems, people need to tell us, so that we can get it fixed,'' he said.

Ekiti residents groan as outage persists

THE lingering power outage in Ekiti State has crippled business activities, it was learnt yesterday.

Residents wonder why the weeklong outage has not elicited attention from relevant authorities.

While the outage is obvious at nights, those who depend on electricity for their daily businesses are groaning.

A teacher, Mr. Simon Adetula, said: “It is unusual and extremely dangerous for a whole state to be in darkness for almost one week.”

Some communities have reported burglary and rape cases.

Residents said miscreants have been operating easily because of the outage.

Worst hit are residents of Fajuyi, Adebayo, Federal and State Housing Estates and Federal Polytechnic Road.

An electrician, simply identified as Dolapo, said the outage has devastated businesses.

Dolapo said: “I have lost a lot of money in the four days of the outage. It is either you are ready to burn fuel for a whole day or you are out of business.

“Unfortunately, you cannot increase your billing system. Customers will just go to another person.”

Investigations have shown that the fault emenated from a main source outside the state.

Yoruba and Hausa traders at the Onitsha Bridge market have vowed to resist what they allege is the Anambra State Government’s resumed effort at ejecting them..................

In the quit notice, the government said the ejection was necessary to enable the government clean up the environment. However, the traders described the move as ethnic motivated, saying they are legitimate tenants of the place and have valid receipts of payment that will expire in 2014.

Osun Assembly To Summon PHCN Chiefs Over Power Outages In Osun

The Osun State House Assembly on
Monday expressed dissatisfaction on
the epileptic power supply in some
communities in the state and tasked
the management of Power Holding
Company of Nigeria (PHCN) to tighten
its belt in ensuring regular power
supply in the state.
The state parliament condemned in
strong terms the inability of the PHCN
to help out some communities that
were thrown into darkness for months.
The state legislators expressed their
displeasure at a session presided over
by the deputy speaker, Honourable
Akintunde Adegboye, when the House
summoned the Business Manager in
charge of Osogbo District, Ede, and Ife.
The invitation, among others, was to
investigate the reason for the
development, verify some of the
allegations against the PHCN, and
identify how the government can
intervene in finding ways out to the
poor power supply in the state.
Apart from poor power supply, the
lawmakers also frowned at some
allegations of crazy bills by the PHCN
for power not consumed, non-
availability of pre-paid meters and
extortion of customers by the PHCN
staffers.
Speaking on the matter, the Business
Managers in-charge of Osogbo and
Ede, Engineer Victor Okoligue, James
Oshunkoya, and Engineer Awoniyi
explained that inadequate equipment
and human accidents were responsible
for the power failure.
They also attributed the problem to
low power generation from the base,
which has led to rationing of power
supply in the affected communities.
The managers also complained to the
House on the level of vandalisation of
PHCN properties and illegal
connections, which always complicate
the problems and make their work
more tedious and difficult.
After the interactions between the
lawmakers and the PHCN managers,
the House unanimously agreed to
summon the zonal leadership of the
PHCN for more clarifications and
solution to the problem.
In a motion moved by Honourable
Ipoola Binuyo, representing Ife North
State Constituency, and seconded by
Honourable Biodun Awolola,
representing Egbedore State
Constituency, the House resolved that
the leadership of Ibadan Zonal office of
the PHCN, which controls the three
districts in Osun State, should be
invited for explanations on epileptic
power supply in the state.
However, during the plenary,
Honourable Kamail Oyedele,
representing Orolu/Irepodun State
Constituency, advocated for an
independent power project to be
facilitated by the state government in
order to get rid of the power supply
problem.
