Personally i think the federal government should have done some analysis on where the extent of this people reach and declare the SOE from this areas,pushing North wards towards Borno,sokoto,Katsina,Kebbi,Adamawa etc.That is to flush them out and possibly use the border nations to help plug border crossings.SO that as they push deeper.The local law enforcers and community can be organized better to resist there come back and roundup the small pockets that remain.As it is i feel the case at hand is like tackling cancer.If care is not applied it could spill to areas not expected.Contain them and flush them out.Ensure that the measures also taken to flush them out apart from Military force,Guarantees they never come back easily.That's flush occupy and build the community understanding towards jointly resisting there influence.
