Senate To Scrap N18,500 Minimum Wage by Nobody: 7:24am On Jun 26, 2013
As the Senate commence debate and voting on the report of its adhoc committee on the review of the 1999 constitution, the upper legislative chamber is set to scrap the N18,500 national minimum wage, Daily Trust can reveal.

The N18,500 national minimum wage bill was passed by the National Assembly in 2011 and was signed into law by President Goodluck Jonathan in March of same year.

However, the Senate Constitution Review Committees (SCRC) has adopted a recommendation seeking to remove wages from the Exclusive Legislative List in the second schedule to the 1999 constitution.

The Senate committee report presented early in the month by deputy senate president Ike Ekweremadu is seeking to devolve more powers to the 36 States of the Federation by moving some items including wages from the 68 items contain in the exclusive legislative list to the concurrent legislative list to allow States’ Houses of Assembly legislate on it.

The committee further called for devolution of more powers to the 36 states by removing arbitration, aviation, environment, health care, land and agriculture, prisons, public complaints, railways, road safety, stamp duties, wages and youth matters from the exclusive legislative list putting it under the concurrent legislative list to allow states to establish and maintain prisons, railways, airports among others.

A bad one for Nigerian workers. If centralised and collective negotiation is abolished, the voice of labour will no longer be one and several states will shortchange their workers by paying them peanuts.
Even the so called eighteen thousand minimun wage has not been paid by some states.

I dont trust senate issues.it will take the next generation before something like this is done.Meanwhile,this idea from senate is a welcome development as it will allow state to function effectively and be able to take care of failed responsibilities which is hitherto,blamed on federal govt.

Bad idea.
I think this legislators should put into consideration, the fact that to an extent, labor decided who rules the country. If you mess with them, the would endure the pain for the next four years and bite you really deep when it's time to vote again.

Another crazy one they thinking of passing is against the president again.
I'm no fan of GEJ, but who do the senate think they are by proposing that they can summon the president like every other citizen...errant nonsense!

I think it only means that the power to determine minimum wage will go to the states. Apart from the initial resistance that this bill will encounter from labor, I believe if passed some states with strong labor will get paid even higher than 18k while others will get less. It will lead to many state and LGA workers going on strike.

It's a pity many people don't understand the art of law making, as it relates to the three legislative lists of exclusive, concurrent and residual. It's an abuse for there to be a uniformity in wage in a federal state: states are not equally endowed.
I'm in support that, in addition to reviewing the constitution, some items in the exclusive legislative shouldn' just be moved to that of the concurrent. It will be good as leaving them where they are. They should be moved to the residual, where states won't have to contend with the centre.

Senate has much to review in the constitution than to think of scrapping [or did they say review] Meaningless wage that has continued to subject Decent and Diligent Civil Servants to ridicule in rising market economy. In any case, if the review is to put Civil Servants, at worst by EQUATING THEIR SALARY TO THOSE OF POLITICIANS, they can go ahead. As far as I am concerned, Civil Servants deserve HIGHER WAGE which I suppose should be the case. Only then I can give them Clean Slate to do it and tag it Living Wage. Otherwise a comprehensive review of Civil, Public and political office holders salary should be review for ALL TO BE AT PAR. I'm sure this will eliminate the usual Political uwowot! Political men ofut ye ada ifet!! Political unwong beer!!! On the contrary the nation's u-turn to the farm, handicafts as well as positive values are certain and GOD WILL PROSPER US.

I have been an advocate of scrapping a minimum wage, because it locks out those who can work for less than N18000 from the system.

In my compound, we have a gateman. He is paid N12,000 a month. We all go out in the morning and come back at night. During the day, he locks the compound and goes to a nearby construction site to do masonry work at N3,000 a day. He works that way for 5 days in the week, 20 days in a month. At the end of the month, his total take home pay is N12,000 PLUS N60,000, which is N72,000.

He does not pay for electricity. He does not pay light bills. He does not pay water bills.

One day, I went into his crib and met he and three of his friends crunching chicken. I asked him what he does with his N12,000 salary and he says it is sent to his brother in the village for the feeding of his parents.

Assuming the minimum wage of N18,000 is to be enforced, would he have had the initial baseline N12,000 to manage is life until whenever?

Point is this: some people can make do with lower than the minimum wage because they do not pay the regular bills that we all pay. They do not fuel cars, they have no need to pay trans, they do not pay for DSTV, they limit how much they make on calls, and generally, they are happier because they have less worries.

In contrast, guys like me who work and run a business pay two sets of electricity bills, buy fuel or 3 generators, buy fuel for cars (the one I drive has a consumption of 17 miles per gallon so in a month I spend upwards of N30,000 on fuel), buy airtime for self, wifey and parents, pay salaries for staff, pay huge rent upwards of N1.8 million per annum, and incur all manner of bills.

Most money I make is used spending on bills to maintain a lifestyle. We all do.

So is it really necessary to operate a minimum wage system? I think not. Rather, we should copy the example of Russia which mandated all state workers to own farms in their villages, gave them money for such and encouraged to eat from their farms and sell farm produce. That way, their overdependence on salaries was totally cut down.

We need to shift away from this mentality of ours where we derive all our joy on salaries and what can be stolen from government coffers. In Nigeria, civil servants are the most corrupt people, not politicians.

I say we scrap the minimum wage, and instead replace it with a Back-to-Land program where land is allocated to every civil servant in Nigeria to farm, and a one-time farming grant issued to all to cultivate their farms. They can be arranged into farming communes for communal cultivation, harvest and sale. We should focus more on such stuff than on consistently maintaining a minimum wage system that is obviously not sustainable.

Indeed, HOW MANY STATES ARE EVEN PAYING THE MINIMUM WAGE?

It makes no difference because some states are yet to implement the so called #18500 minimum wage while some pay 10k, even some pay less. I see no sense in scraping what was never implemented and obeyed
