If the Governor of Taraba State is of sound mind but physically challenged, what is our constitution's position to this salient point, or is our constitution silent to such predicament. After all one can be physically indisposed and yet have a more sound mind than many of us who can run 100 meters in sub 10 seconds.

There is a difference between having a sound mind and addressing the public.The Governor could have a speech impediment due to the accident he had, but that does not disqualify him from running his state if he is of sound mind. Our Constitution is silent where sound mind is concerned v capable of delivering a speech.
