Delta State Governor, last night, advocated true fiscal federalism as an effective solution to the persistent squabbles over the sharing of nationally poolable funds in the Federation Account (FA).
He also said that it would help strengthen the polity and promote national development.
Uduaghan, fielding questions on the Executive Phone-In Programme on Delta Television, Asaba, monitored in the state capital, said true federalism, under which aegis states could harness their resources and pay tax to the central government would help resolve the current Revenue Allocation Formula (RAF).
Under the current RAF, the Federal Government (FG) receives 52.7 percent, while the State and Local Governments receive 26.7 per cent and 20.6 per cent, respectively, and disagreements over the alleged remittance to the FA by state and local governments has regularly held down the sharing of the till in the FA by the Federation Accounts Allocation Committee (FAAC).
Uduaghan, in response to the specific question of the issue of whether his administration was satisfied with what it earns from the FA in spite of its huge contributions to the FA, said what the administration was getting was grossly inadequate in respect of its contributions, and given its huge development need and the cost of harnessing the crude on the environment.
According to him, the only enduring solution to the persisting perception of inequity in the disbursement of the FA would be the adoption of the principle of true federalism, also called fiscal federalism.
Inter alia, he added: “ I am an advocate of true federalism… what I believe in is that we should do what is right; We (states ) should have control over their resources and pay tax to the central (federal) government.
He said that fiscal federalism would entrench a culture of inward looking tendencies among states and trigger healthy rivalry among states as happened in the First Republic when the derivation principle was 50 per cent. The current derivation principle is 13 per cent, a whopping 37 per cent south of the First Republic-era situation.
The governor equally spoke on media speculations on the presidential ambition of the subsisting [President, Dr. Goodluck Jonathan, saying while je had the right to so aspire, the fact of whether or not he would vie for the post in 2015 should not be an issue that should heat up. the polity.
Stressing that he owed no apology to anyone for his fervent support of Jonathan even for the 2015 presidential race, Gov. Uduaghan added that the opposition to Jonathan should not come from the South-south region.

Resource control is the only recipe for peace in Nigeria. All the fight and tribalism we experience is directly a result of power struggle to control people's resources via the instrument of a unitary system of government via the so called "federal" government

Which one is resource control again? Breakup is the best option that way you can control your oil and set up what ever kind of govt you like.

If Nigeria tries this, then some states in Nigeria even in our own east will go down like failed banks and will be annexed by stronger ones.

Outright partition or confederation .
Even the regional government thing will lead to a situation where those oil producing states would have too much political capital especially in our cash and carry society.
You can see already how akpabio and ibori have been able to use ordinary 13% derivation to buy up virtually every institution that was suppose to put them in check.what would happen when they are given 100%.

Have you ever been to the eastern part of Nigeria before? Try vissit some and you will find out that Igbo states will do great beyond anybody's widest imagination.
All the states of Igboland have oil and other numerous solid minerals.
Pls don't think for d Igbos, think for you own region.

I am not against state controlling their resources but we all know absolute power corrupts absolutely. The little from derivation formula given to this Governors end up in Swiss accounts. Not until accountability and people oriented policies have become the blood running in the system of our administration at Local and State level then we can be talking of states controlling their resources.
