President Goodluck Jonathan, through the Co-ordinating Minister for Economy and Minister of Finance, Ngozi Okonjo-Iweala, recently laid the Appropriation Bill for 2014 before the two chambers of the National Assembly on December 19, 2013.

The breakdown of the appropriation bill contains some revelation the will shock you and make you weep at the same time, except you have mucus in your head instead of a brain, in which case, no sane human being should waste his/her precious time arguing with you.

1. Newspapers

The Presidency and 21 ministries intend to spend about N75 million for the purchase of Newspapers alone. The State house alone wants 15.5 million (N42, 349/day) on newspapers.

To break this down, it would mean that in a day the state house and 21 ministries will spend about N205, 000 on newspapers every day.

2. Villa Zoo

The Federal Government wants to spend the sum of 14.5 million for the addition of two animals to the Presidential zoo at the Aso Rock Villa. N23 million was also budgeted for wildlife at the Villa.

Whoever prepared this should be asked, where are the animals coming from? Mars? If you ask anybody, N14.5 million for two animals is crazy, even if the animals are immortal.

3. Budget Preparation

What does it take to prepare a budget? Obviously millions, because according to the 2014 Appropriation Bill over 100 million was allocated by government agencies for budget preparation.

It makes you wonder, the Nigerian government is spending about 100 million to prepare a document that would swindle more money. Ironic right?

4. Another Private Jet

By now you might be recovering from the fact that the Nigerian government has 10 private jets, while Japan has just two (2) aircraft, the Netherlands has two (2), South Africa has just one presidential aircraft, Malaysia has two (2) and the British Queen Elizabeth, Elizabeth II, and Cameron travel on chartered British Airways flights. Only two domestic airlines in Nigeria have larger fleets that the presidential fleet. It is even believed that over N9 billion is spent on the maintenance of the presidential fleet each year.

5. Fuelling Generators

The Presidency as well as ministries, departments and agencies of the Federal Government had budgeted N834m for fuelling generators alone.

That is about 2.3 million naira per day. Like seriously?

6. Foreign and Local Trips of the Presidency

N2.4 billion for the local and foreign trip is just extravagant if you ask anybody with half a brain.

And in the words of Melaye, “Where is the President going to that he will spend over N2 billion? Is he the supervisor of the world?

7. Good Governance Tour

The federal Government voted N241 million for the Good Governance Tour being led by Mr. Laraban Maku. In the words of Fashola, “Do the people of Nigeria need a tour to know that they’re being well governed?”

8. Magical block of classrooms

The Federal Ministry of Education will spend N950 million on the construction of a single block of three classrooms in 2014.

The budget did not specify where this single block of three classrooms will be sited. The construction project, coded in the budget proposal as
EDUMM010008897 is among the 310 others newly by the ministry of education for 2014.

Is this block of classrooms going to be made of total gold or it is going to be built on the moon? We would like to know.

9. State house feeding

The State House Headquarters wants to spend N363.3 million on foodstuff/catering materials supply and refreshments/meals.

It makes you wonder, “What are they eating in the Villa that will cost that much? Are they eating Gucci rice, Louis Vuitton beans, and Prada bread or Polo eba?”

10. Airport Flowers

The aviation ministry plans to spend N208 million to plant flowers and trees in the country's five main airports. They include Port Harcourt, Lagos, Abuja, Kano and Enugu airports.

All of them except the villa zoo animals which I doubt is true. Thise is more xo becos I don't knw abt zoo and its animals neither do I know how much it cost to get one. All others are justified bro.

The OP just deduced what he feels is outrageous out of the whole budget. There are no whyt elephant or yellow antelope projects here. They will be executed but the op is questioning priority (private jet) nd the amount voted to excute the listed objects in d budget.

I think there are some outrageous items there but also there are some perfectly logical allocations that makes sense.

Here is my take;

1. Newspapers

No surprises there. The Presidency comprises several parastatals: National Hospital, BPP, BPE, NBC etc. The State house has a formidable bureaucracy comprising the President, VP and senior aides, Permanent Secretaries, Directors, Deputy Directors, Special Assistants, Secretaries etc. Also, there are archives, libraries, meeting rooms, waiting lounges etc that will be supplied papers. It is fair to concede that these people will be supplied Newspapers.

If just 30 Punch Newspapers is supplied per day @ 150, thats N4,500. If that is extended to 10 Newspapers. that will be N45,000 . There are also magazines, journals and foreign publications that will be bought for archival and perusal by those who should know.

So I think this expenditure is in order.

2. Villa Zoo

This one is indefensible. Who ever included this in the budget should be caged for life! Zoo? In the State House? And 14.5 for two animals? Are they buying Dragons? shocked shocked shocked Utter nonsense.



3. Budget Preparation

Actual serious budget preparations require money. Whether that is done in this Country is obvious. There are needs for state surveys, sector analysis and surveys, data crunching, review meetings, consultations, even hiring and purchases of specialist software (e.g. for what if analysis, modelling etc),hiring of consultants in some cases etc. But are these done? I am not sure of the cost and I doubt if it is properly applied



4. Another Private Jet

Even if you are a GEJ die hard fan, this one is so indefensible. I am sure GEJ himself will have no justification for this. This is callous and wicked spending


5. Fuelling Generators

This is expected. Unless the OP is contesting figures. The other day a VC was complaing that his campus spends N1.8 million a month running Generator due to unreliable power supply. Its a no brainer.


6. Foreign and Local Trips of the Presidency

I am sure that this money is to cater for GEJ's outrageous entourage (BTA and hotel bills etc). Its outrageous.



7. Good Governance Tour

Outrageous. Fashola is sooo on point on this one



8. Magical block of classrooms

*falls from iroko tree* If someone is not fired for this..... Well... Odua is still around abi? Hope NASS does the needful.


9. State house feeding

There must be rats in the state house stealing expensive cutlery. How else can one explain the purchase of cutlery year in year out? Do they expire? and the cost is too outrageous.

10. Airport Flowers

This one interests me. One needs to see the actual line description in the Budget. If it says landscaping, I could agree that landscaping (hard and soft, earth movement and drains, pavements and surfacing etc) for such a place can cost a lot. But just flowers is indefensible. One principle of landscaping is the use of local plants to ensure ease of maintenance. And following that principle, the cost is on the high side

Nigerians are an ungrateful lot, would you not be proud citizens to know that the Presidential Villa has broken the Guiness Book of records for the World's most expensive Zoo Animal? How ungrateful can you all be? ... please show some respect here and some appreciation.

Planting flowers at the Nation's Public doorstep is not an exercise in futility, when you go to your neighbors house and see unkept garden.. do you not complain silently, now GEJ is doing it publicly in grand style and you are complaining.. na wa for Nigerians sef.

So what is another Private Jet for the President, He is a Big boy after-all, do you think it is easy keeping up with all these Pastors in Nigeria.. haba you sef take time tink am.. haba

The National Tour is just a sensible act of Spot-checking on those silly Governors who think they can plant more flowers than the President.. It has to be said all the Governors have been up to the past 2 terms is planting flowers on pedestrian pavements (like fashola) and arresting pedestrians for walking on pavements they previously walked on without issues... now you know why ikoyi roads are so overgrown with okrika flowers, drivers are having difficulties seeing where cars are coming from if they do not hit a flower first.

Fueling Generators.. now this is where i find Nigerians putrid in reasoning.. I fuel my 2.5 KVA generator with at least N10k every week.. talkless of Aso Villa.. why can't you guys reason with GEJ..

Foreign Trips.. What do you think the likes of Dangote, Adenuga and Otedola do when the travel.. well GEJ is doing more travelling.. he needs to be visible so that people like Tinubu and David Mark will not claim the title of National Leader of Nigeria's Largest Political Party .. case closed.. This Budget will be implemented (AS USUAL) and y'all can suck on my salty black balls grin grin grin grin grin

Like I've said before, the FG doesn't need 11 jets, 3 or 4 will be okay. The govt could have sold 9 of the ten jets, and used the proceeds to purchase 2 new wide-bodied jets (preferably 2 B787-9s).

Also, spending over N41 million to plant flowers in 5 airports is on high side.
