The human rights abuse record and uncooperative attitude of the Federal Government and its military authorities have been identified as factors hindering United States of America offering Nigeria effective security assistance.
Speaking on Thursday before the US House Foreign Affairs Sub-committee on Africa’s hearing entitled, ‘Human Rights Vetting: Nigeria and Beyond’, the Specialist at African Affairs Congressional Research Service, Lauren Blanchard, said the Nigerian government and its military had not been yielding to America’s suggestions.
The Congress heard that the main impediment to America’s efforts to support Nigeria’s broader response to Boko Haram is “gross violations committed by the Nigerian forces, the Nigerian government’s resistance to adopting a more comprehensive approach to Boko Haram, and the continued lack of political will” within the government to investigate allegations of human rights abuses and hold perpetrators accountable.
Blanchard told the Congress, “The Nigerian government also has appeared reticent in some cases to allow its security forces to participate in US training programmes. The State Department indicates that there are currently 187 Nigerian military units and 173 police units that have been vetted and cleared to receive U.S. assistance and training.
“It is unclear whether the Nigerian government has given approval for such training to occur. A 2013 State Department audit report noted that, in addition to human rights concerns, Nigeria’s late submission of names of candidates for assistance was a ‘recurring problem’ for the US embassy.
“Multiple systemic factors further constrain the effectiveness of the Nigerian security force’s response to Boko Haram, notably security sector corruption and mismanagement, and some of these factors impede US support even for units that have been cleared for assistance”.
Among the cleared units, she revealed, were Nigeria’s Speed Boat Service commando and the 101st Infantry Battalion, which the ACRS specialist said were best positioned to conduct hostage rescue operations, but “both reportedly require significant additional training”.
She added that the security relationship between Nigeria and the US was hampered by the lack of cooperation and systemic failure in Nigeria.
“The security relationship also has been hampered at times by a lack of cooperation from Nigerian officials and by systemic problems in the Nigerian military. Political and human rights concerns have been a prominent factor in shaping US-Nigeria relations for decades.
“State Department human rights reports have continued to highlight serious human rights violations by the Nigerian security forces every year. These violations include politically motivated and extrajudicial killings, excessive use of force, and torture,” Blanchard said at the hearing.
Despite about N1trn ($5.8b) security budget, the ACRS specialist said the “Nigerian troops are not adequately resourced or equipped” to counter Boko Haram insurgency. During the hearing, the American disclosed that the troops were “slow to adapt with new strategies, new doctrines and new tactics,” and described Nigeria as “an extremely challenging partner to work with.”

With all this you begin to wonder whether this people mean well for Nigeria. Instead of helping to clear out this menace they are here talking about human right, are boko haram not violating human right? Why not go to sambisa and preach to them instead of telling us what we already know.

The US disappointed me by further disgracing us rather than help us cover our shame. At least, they of all people shld realise that the 'slow' nature to learn.is not coincidental. They had simply took a bite from the loins of their master, the retardeen, the Jonathan.

Nigeria has handled boko better than the US has handled Al Queada. Simple fact. what ISIS is doing i US occupied Iraq, Boko hasn't done in their own local government. Afganistan is back in the hands of terrorists, and the US is being man handled by Russia. No need to start grand standing in Africa with the british that couldn't even successfully fly to Nigeria without crash landing in Senegal.

Did the US army not fight and get defeated in Somalia by Al Shabbab? Useless devils.

What i can deduce from this baseless post is incomprehension and bitterness. This obsessor was busy showcasing his anger on united states but failed woefully to understand that there are gathering of forces whose mission is to frustrate all effort to quench insurgency in Nigeria.

It is no news to us that Nigerian military is full of obstreperous human being with obsolete weapons and tactics. So why tackling the messenger and ignore the message.

Can you tell us the major achievements of the Nigerian military in a fight against insurgency ? US defence had lot of scores in a fight against Alqueada.

The insurgents’ defeat will remain elusive until the Nigeria military is ready to tuck in their pride and comply with its international partners.

Terrorism is setting nigeria backwards, US dnt have terrorism issues in dia own country, we shld stop comparing our selves wit US efforts in pakistan,somalia,iraq n afghanistan. Those are not US territories. Let's compare ourselves wit southafrica,saudi arabia, qatar, uae at least

There is something I what you to see here, US as a country is celebrated among the developing countries as a nation with Great Technology and Intelligent Gathering. Judging with this, you dont need to give them any ìnformation before they come to a reasonable conclusion.

I totally disagree with the story because there is no atom logical assumption in that piece. Do you think those men[Armed force] are willing to stay in those forest(s) for more than 80 Days and still counting, without looking for solution. The security force of Nigeria have gone out to plead with the masses to be cooperative with them. Wont it be a contratdictory information if this same military force are not willing to get advise to solve this internal menace suckinp the blood and resources of Nìgeria?

The USA is publicisn their inability to contain insugency in the countries where they held sway. What have they done at Afghanistan, iraq, somalia & southern sudan? Because Nigeria has not allowed them to destroy Nigeria how they destroyed iraq thats why they are ranting. They can never run down the spirit of our gallant military men who have done great in places like liberia & siera leone.

I personally think the US have ulterior motives in their so called help to Nigeria. They have all the technology in the world at their disposal and yet,they still haven't been able to tell us where the kidnapped girls are. I think they should go back and review the quality of the so called technology they brougth in to help us. If for any reasons we must use drones,they must be under the total control of the Nigerian military;we don't want no one sping on us unnecessarily. Nigeria is a sovereign nation and no matter what we face,we cannot reveal our entire security system and modus operandi to any nation,irrespective of that nation's status as a super power. Recent events in Syria and Libya is enough to help us decide as to what extent,we should open up to the US. Libya as at today,is worse than what it was when Ghaddafi was alive and it's a secret that the whole world knows. What it simply means is that America failed in Libya and only succeeded in leaving it in ruins. Africa and Nigerians in particular,must make sure such a thing never repeats itself again. If you destroy Libya and Nigeria,you'd have successfully destroyed the African continent and rendered them powerless. If the CIA could eliminate M.K.O Abiola and Abacha without having any form of military presence in Nigeria,it should tell us what they are capable of doing with Jonathan. President Jonathan hasn't been dancing to the American tune for a while and it's obvious what kind of game the Americans are playing. Ever since they came into Nigeria,they have never said anything good about our military. It's been one slander or the other. Inasmuch as I know our security forces are having some challenges,I'd love to give them the respect they deserve cos I wouldn't be comfortably typing this,if they were totally useless as the US are trying to make it sound.

America should tell us why they predicted that Nigeria would divide before 2015.

You have to see the Military Campaign in the NE beyond rescuing the Girls alone! Tell me, What stops BH from returning the Girls and Abducting 600 more?
Their Operational Capacity MUST be destroyed once and for all! Not the gra gra approach the Western Media is luring us into so they can get more sensational stories to report when it fails!
Hostage Situations are Tactical Minefields for every Security Agency in the World!
Once it becomes clear to the FG that the Chibok Girls will be or have been killed, BH will be wiped out in Hours!
The Abduction of the Chibok Girls was a Act of Desperation, they are the only thing standing between Shekau and the Hades!
