You register and fill all the required fields. I don't think there's any place for soft copies of your credentials.

Last time I checked, the advert had been removed from their website

I applied for my cuz(Graduate field specialist) and i uploaded the ffg:
1. Resumé
2. Cover letter
3. N.D notification of result
4.H.N.D notification of result
5. Original WAEC cert.
All in PDF format except the cover letter since jpg was not acceptable.
