Solowande: NO, their tenures were after the formal ratification of the 13 state. Remember the complete ratification by all 13 state was completed on feb 2nd 1781.
there is a difference between the ratification of the articles of confederation and constitution.

The articles of confederation was completed in 1781 while the constitution convention started in May, 1787 having 41 delegates from 12 states. Presided over by George Washington. After which the constitution was signed and adopted on the 17th of September of that year by 38 delegates.

The ratification of the constitution brings about stronger union than the articles of confederation giving the congress the power to task the states for money for the federal function and also the formation of electoral college by delegates from the states.

you are confusing the ratification of articles of confederation with the constitution.

Delaware first ratified the constitution followed by Pennsylvania, New Jersey, Georgia, Connecticut, Massachusetts, Maryland, South Carolina, New Hampshire, Virginia, New York, North Carolina and Rhode Island respectively.

The constitution is what US stands on and not the articles of confederation.

All the states in the United States have their respectitive slogans, songs (anthems), flowers, births, etc.
Delaware ratified the Constitution first.

like i said, US stands on the constitution and not articles of confederation. As the articles of confederation brings about loose states and didn't empower the congress to task the states for fund for federal responsiblities, though the national responsiblities appeared on the articles. Hence, the articles of confederation was discarded for the Constitution.

Virginia was the first to ratify the articles of confederation and Maryland, the last.
Delaware was the first to ratify the constitution, while Rhode Island was the last. Virginia was the 10th state to ratify the constitution even after the 9th state, New Hampshire had ratified
. As provided by article vii stating that the constitution would become effective/binding if the constitution could be ratified by 9 states.
You can get some literatures on history of US to confirm.
