BlackBaron: So what happened to the people behind it?

Were they just softly asked to stop and took a light rasp round the wrist?
Or how do you present stolen goods to the public without talking about how it got there or who diverted the money?

I wonder.

FG: "Hey, we found all this money that was being stolen!"
Nigeria: "Stolen by who?"
FG: "Err... ghost workers..."
Nigeria: "Yeah, but whose pockets were actually receiving the money? Who hired those ghost workers? What did you do with those people? Did you charge them? How long has this been going on? Where is the stolen money from previous years?"
FG: "Let's be serious, no one ever asks us these questions."

"Government saved ₦160 billion naira" hiss. Saved from who? Wasn't it the same government? Or was it some other government? Or perhaps a gang of hackers?
