Official Police vehicles while actively on official police business should not pay toll on a public road.

If the stupid Lekki road scheme is private then they need to definitely pay.

Removing the police detail should end up with a lawsuit on the police department as I assume they have a contract to provide security.

On another note, in civilized countries being rude to a public servant doesn't result in arrest. Mostly except Texas where it is a crime to curse within earshot of someone else, even in your home.

I also disagree,the concession was done on build operate and transfer basis,in other words it remains a public property.I've travelled out and haven't seen where officers are required to pay toll.I'm not aware of any device that can accurately detect if an officer is actually on duty or not.Maybe you should ask them to install polygraph machine (lie detector) on those plaza so that each officer could be subjected to a test before they given right of free passage.

He has right of passage without paying the toll.
I think the LCC guys were improperly briefed.

If Mbu passes that way in his private car and unofficial capacity
