My suspicion is that the paedophile part of the law is to window dress the spying part of the bill to create an appeal.

While citizen surveillance is not good thing because no government can be trusted not to trespass into peoples privacy, this bill in no way affect the FOI bill.
I think you meant the bill will stifle free speech , but again it doesn't stop one from talking or writing , only those who commit crimes through internet communications have to be living in fear. We shouldn't also forget that this will go a long way in fighting the boko haram group.
