Retardation of Government Business: Stagnating Schemes of Service and Administrative Proceedure in Action

The naissance of the Government White Paper on the Report of a 17 member Presidential Committee on the Consolidation of Emoluments in the Public Service dated December 2006 was the result of a rigorous, time -consuming efforts of seven Technical Sub-Committees including that of Recruitment Framework.
The White Paper as directed by His Excellency, the President of the Federal Republic of Nigeria was to prepare detailed programme of implementation of the accepted parts of the report so as to ensure that substantial implementation begins in 2007 along with substantial implementation of the Publics Service Reforms and Right Sizing.
Chapter 6 of the White Paper tagged, 'Recruitment Framework' revealed in Section 6.2 as follow:
Findings
Entrants into the Public Service with HND do not have the opportunity to reach the highest grade even when they are found competent.
- Recommendation
It is desirable for the purpose s of relativity that entrants into the Public Service where such Organization, Agencies, or Institutions operate HAPPS, HATISS must have the full opportunity to reach the highest grade if they are found competent( Has competence any other definition in Nigeria than possession of Paper Qualification?).
Government Views and Comments.
Government accepts this recommendations and directs further that
(i). The undue dichotomy and ceiling on salary Grade Level/Rank attenable by Higher National Dip[oma holders should be removed.
(ii). OND or its equivalent from any Government recognized institution should be regarded as the new minimum point of entry.
(iii). Salary Grade Levels 01-05 should be phased out by January 2007.
(iv). The Current Scheme of Service should be reviewed to reflect the above recommendations.
[NB: Recommendation (iii) had already been implemented as GL 01-05 officers had been disengaged from service while the Government is still reluctant or developing cold feet in implementing the first item 2years after the release of the White Paper.]
It is disheartening that a government which advocates Code of Ethics in the Government Business (such as Discipline, Loyalty, Honesty, Courage, Courtesy, Cooperation, Tact, Industry and AVOIDANCE OF DELAY among others is yet to review the Scheme of Service or release a Circular in this respect 2 years after the release of the White paper. These had always been the alibi being raised by the officials of the Head of Service, Federal Civil Service Commission and Some Federal Ministries for disallowing the HND holders from being registered or interviewed for promotion to GL 15. Most surprising of all is the way some of these executive officers deny the knowledge of the existence of a White Paper, the advocacy and authorship of which are traced to them.
Justification
This is in line with the ideas and spirit behind the current reforms programme of the Government.
Implementation strategies and Time Frame
Medium Term.
Note that the 'medium term' had seen some civil servants on GL 01-05 disengaged from service since 2007 whereas necessary actions had not been taken on the removal of the dichotomy and ceiling on salary Grade Level / Rank attenable by the holders of the Higher National Diploma or Technical Cadre Civil Servants.
The same White Paper, Chapter 6Sub-Section 6.2 covered the issue in question. It is expedient that the government takes pleasure in the well-being of her citizens. Loss of jobs and progressional stagnation bring untold hardships on a considerable portion of the work force.
In the interest of Peace, Unity and Progress for which this nation stands the following facts must not be side-tracked:
(i). Democracy is the government of the people, by the people and for the people.
(ii). Governance is a Continuous process. Whether a policy is formulated by the same or a different party, democracy provides for a ruling party to uphold and sustain poliocies that impact positively on her citizens. In this case, the recommendations, acceptance and approval of the contents of the White Paper of December 2006 were all the handworks of the same ruling party.
(iii). Official documents such as the Government White Paper December 2006 etc usually emerge from the Collective Responsibility of the members of the Executive Council, in which the same indicated on its last paragraph on page 6, 'At its' meeting held on Wednesday,27th September,2006, the Federal Executive Council, considered and approved the draft White Paper as follows: i.e. as revealed in the first few paragraphs of this article). Are the 17 high-powered, Timbers and Calibers in Nigerian Politics and Government including some prominent career officers now saying 'No' to their earlier collective 'Yes'. Are they realy prepared to stake their integrity?
(iv). Generating official documents consumes much of the tax-payers hard earned cash in the name of Sitting allowances, Duty Tour allowances, Refreshments and Stationery. Implementing collectively approved issues of a white paper in isolation provides avenues for draining the country's financial resources.
All the Federal Executive Council members are staunch advocates
Of Sevice Compact with all Nigerians (Servicom) and their actions collectively or individually should seek to reflect and achieve Servicom goals The approved recommendations of the White Paper of December 2006 should therefore be implemented without any further delay.
It takes five solid years to acquire an HND. Is there any rational in denying HND Holders with an additional Post Graduate Diploma (PGD/PGDE) in securing Conversion to Officer's Cadre in the Civil Service? It is a fact that both HND and Bachelor's Degree Holders (even with first class or third class ) with PGD are both acceptable for Master's Degree Programmes in Nigerian and Overseas Universities. An individual can never secure an admission for any Post Graduate Diploma progeramme without first meeting the minimum entry requirements for undergraduate admission. Is this not a deficiency in the provisions of the Federal Scheme of Service which also needs to be addressed without any further delay?
The inaction or the delay in the full implementation of accepted and approved recommendations of the White paper of December 2006 is having untold traumatizing and intimidating effects on the concerned civil servants.
Too much noise had been made on this matter in the print and broadcast media such that members of the public assume that it had been settled for good but the concerned officers know where their shoes are pinching them. When a situation of this nature arose in the nursing career in the 1970s. It took the government less than six months to implement. How many more years will it take this government to right this wrong? If anybody feels escapism should be the right attitude towards solving this problem just because his/her biological offspring will never pass through this system of education, he/she should think of relations that are already in or would go through the same .
Can efficiency prevail while incentives are lacking?
When technical cadre civil servants attain GL 14 step 11, they are made to earn the same salary year in and year out without any annual increment (i.e till death do them part). Subordinate staff, several years their juniors are made seniors/bosses of their erstwhile seniors. Is this an environment for the mutual trust, respect and efficiency that the Civil Service deserve?
Nigerians must not ignore the fact that HND holders had ruled and are still reigning in the Nigerian Military Service and Political Arena without biases and segregation in salaries and allowances. It is on record that some even performed better than their degree-holding counterparts.
HND holders constitute the choice of the Private Sector which the Government is now trying to emulate and also enter into partnership with ( in its Public-Private Partnership drive).
The HND holders/ Technical cadre civil servants deserve to be promoted. The government should prove its sincerity for drafting the White Paper of December 2006 without any further delay
Progressional stagnation is the root of ill-heath.

This article has been written in the forms of appeal and sos and mailed on the two occasions to the President and Commander in Chief of the Federal Republic of Nigeria, Alhaj Umaru Musa Yar'Adua with copies to some members of the Federal Executive Council including precisely the Head of Service of the Federation, the Chairman ,Federal Civil Service Commission, Director General, Bureau for Public Enterprise, the Honourable Minister and the Permanent Secretary. Federal Ministry of Education and the Senate Committee on Education.
Please, Mr. President, the hope of the technical cadre civil servants rests on God Almighty and you to whom He has given that executive power for the implementation of the recommendation of the much-talked-about WHITE PAPER. There is no reason to delay any longer.
