Tele Ikuru is irrelevant in River's State. APC chose Dakuku Peterside. That was not for nothing. The PDP can use Ikuru if they like, he cannot be governorship candidate anymore and Wike has traded all commissioner appointments to defeated governorship aspirants. So Ikuru go back to Engineering and leave politics.

Last year in ibadan , when u discuss politics,u will still see that 90% of ppl are die hard apc but within the last 3 weeks ,the aggregate has shifted and now 70% of opinions now support gej and their major points have been mainly buhari certificate ,buhari age and health and the composition of apc coupled with the fact that many apc states are deep in debts . Ppl in osun aren't smiling and likewise in oyo state . So ppl are now tired of them. The south west that buhari is looking on for support will fail him woefully .gej and pdp have taken over .

So PDP gained 60% in 6 weeks in Oyo state because of Buhari's certificate. A miracle hmm Deceiving yourself in an attempt to deceive others.

BRICK 2015 : WHEN I CAN SUPPORT NYSOM WIKE !

by ELVIS DUKE

My dear Chief Wike,

The People of Rivers State (specifically those in ‘desperate-need’), deserves better leadership today, and therefore are entitled to the best our land can produce. The leadership struggle of our state has been vandalized to the point that it may destroy us. Rivers State is now at that unwanted crossroad in our history whereby the Rivers State people now need to decide what direction of leadership to follow.

It looks like the Grassroots Initiative you started has resonated widely with many people of Rivers State.

A lot of people believe that your leadership skills have been variously tested and nationally trusted due to the dynamic leadership they believe you have previously offered, and that your ‘rare’ skills is without any doubt what the Rivers State people really need today.

A lot of people have decided to follow you in their multitudes and here are some reasons they have been suggesting as to why they have chosen to do so;

(1)
Nysom Wike will be a leader whose main intention will be to straighten and strengthen Rivers State to be the pivotal developmental state in Nigeria.

(2)
Nysom Wike is a person of intriguing political sophistication and unequalled ability to far surpass both friends and foes of the political class with the sole focus and the unique ability of improving the lives of the Rivers State people.

(3)
Nysom Wike is a person that will not be pressured into doing anything that he does wish to do.

(4)
Nysom Wike has been very close to power over a long period, and now understands better the kinetics of power.

5)
Nysom Wike is a person that cannot be overwhelmed by the amount of wealth that will be at his fingertips, as the governor of Rivers State.

.
(6)
Nysom Wike, without any doubt, represents the ‘new-direction’ in political power that has more or less vanished from Rivers State politics. He came at a time when the Rivers State people need an upward and sustainable development.

I was and still do believe in the ability of Dumo Lulu-Briggs to liberate and deliver Rivers State from the quagmire we are now in. However, on this occasion, it looks like the momentum is with you.

As a committed democrat, and defender of the weak, I have openly challenged every Rivers State person to analyze how your policies in areas like, Unemployment, Health service delivery, Education, Child care delivery, Niger Delta, Banking sector, Social security, Housing, Agriculture, Rural development, Youth empowerment etc …….can impact Rivers State people, instead of failing them.

The responses I have so far received are that “Nysom Wike’ is not only committed to reshaping a lot of previous governmental policies, rather he will re-energize, and deliver on every one of them”.

They unanimously stated that “Nysom Wike will be the governor of Rivers State that will listen to the needs and aspirations of the Rivers State people.

I will now list some critical areas that I would like you to commit to in other that a lot more people and I would support your governorship ambition.

EMPLOYMENT & YOUTH EMPOWERMENT

The usual election deceptive promises to the youths usually hovers around ‘empty-promises’ of employment and empowerment. These are quickly ‘forgotten’ immediately after the elections.

The painful truth about jobs in Nigeria, and Rivers State in particular, is that there are no jobs immediately available to these youths roaming everywhere.

The solution in this regard may lie in empowerment rather than having them wait endlessly to get a non-existent job before they ‘begin’ their young lives.

I believe that if you could use just part of one month of the federal allocation to Rivers State for youth empowerment, you would immediately give these our youths the financial security and dignity they so much desire and deserve, as well as reducing the tension and anxiety unemployment have always caused in Rivers State.

Some may want to argue that this will leave the state’ coffers dry and empty. However, I believe that you could make up the difference from the internally generated revenue, which is also mind boggling.

Rather than waiting on you or the federal government to create or offer them employment, I would advise that you empower them to make their own way forward.

Offer them an interest free two year loan that would be guaranteed by their family and two sureties.

This could be repeated in the next two years by which time the loans should have being fully repaid to the government.

If you promise to empower 1000 (one thousand) youths from each Local Government Area with a princely sum of N2M (two million naira) for them to become entrepreneurs for themselves, you would solve the never ending ugly albatross of youth chasing jobs that are not even there.

My dear chief, I do not think that you will be in the position of even contesting if our teeming youths did not support you. You owe them. You owe them big !

EDUCATION POLICY

As a former Education minister, if you adopt Education as a fundamental right of every Rivers State citizen and resident, and develop and deliver it through the Tiered system of Education, you would write your name in gold.

It will be made up of a very uniformed system of Education and will be divided into Nursery schools, Primary schools, Secondary schools and Tertiary schools

Such a pyramidal system is what Rivers State needs, especially in view of the fact that a lot of the communities are very far from the big urban centers in the state.

NURSERY SCHOOL

Parents with toddlers will be required to send their child to a nursery which will act as an initial interactive playgroup to stimulate the child. This will be made compulsory for all parents. Your administration will fund and equip this program throughout Rivers State.

PRIMARY SCHOOL.

Primary education will be free; therefore all children of school age must be made to attend primary schools. This will be made compulsory for all parents or guardians. Your administration will fund and equip this program throughout Rivers State

SECONDARY SCHOOL

To checkmate the culture of school dropout, all indigenes of Rivers State will be required to enroll and complete the secondary school level of education. Rivers State indigenes will not pay any fees. Parents or guardian who fail to send their child to a secondary school will be prosecuted for abusing the child’ right to education. Your administration will fund and equip all secondary schools with modern technology throughout Rivers State.

TERTIARY INSTITUTIONS

Your administration will actively encourage all Rivers State indigenes to attend one form of tertiary institution or another. Your administration will fund a great percentage of the school fees and accommodation in the form of bursary awards. Less off families will be given extra help.

My dear chief, this is the area where as minister you got to the highest national level. It is now up to you to ensure every Rivers State indigene gets an education. If you fail in this ‘core-area’, history will not forgive you.

HEALTH CARE POLICY

If your administration adopts Health Care as fundamental right of every Rivers State citizen and resident, and therefore develop and practice the Tiered system of Health Care Delivery throughout Rivers State, you will become a hero.

It will be made up of regionalized systems of healthcare delivery divided into Primary care, Secondary care and Tertiary care.

Such a pyramidal system is what Rivers State needs, especially in view of the fact that a lot of the communities are very far from the big urban centers in the state.

PRIMARY CARE

Refers to the activities concerned with prevention and treatment of common medical problems in outpatient setting. Care is delivered by primary care practitioners (PCPs). A PCP could be responsible for 2000-3000 patients and is responsible for managing patient's overall care.

SECONDARY CARE

Concerned with treatment of disorders requiring specialist opinion or hospitalization. The patients are usually referred from Primary care and the physicians are affiliated to a hospital or a group practice.

TERTIARY CARE

Provides medical and/or surgical management of complex disorders in an inpatient setting and usually requiring collaboration between multiple specialties. These are super-specialized standalone hospitals or specialty departments in a multi-specialty hospital.

If you can do this, your administration will drive down the cost of Health Care Delivery in Rivers State, and impact on Healthcare providers in four areas:

• Greater focus on value from the entire healthcare system.
• Increasing need to activate responsible citizens
• New approaches to promoting health and delivering care
• Growing resource challenges.

My dear chief, as a leader and manager, I believe you fully understand the importance of leading and managing a healthy society and its people.

TRANSPORT POLICY

If your administration could develop full transportation services through out the length and breath of Rivers State by rolling out a multi facet policy approach to the transportation issues that has crippled the entire state, your administration would bring development very rapidly to all parts of the state.

Your administration should develop and open up a variety of road arteries that will serve as feeders to every corner of Rivers State, as well as effectively connecting us to other parts of Nigeria.

Your administration should seek Local and foreign partners and encourage them to invest in our transport infrastructures to enable us to meet the challenges of what will be a fast-paced development by your administration.

Marine channels should be given equal priority so that the development and progress will be delivered to all communities of Rivers State.

Specifically, your administration will create transport zones in all areas of Rivers State to encourage the free and unhindered transportation of people within the state very easily.

With your national connections, your administration should seek both local and international investors to partner Rivers State in a comprehensive development of all forms of transportation.

HOUSING POLICY

I expect, hope and believe that like myself, that you would want every eligible Rivers State person to have the opportunity of a decent home, which they can afford, within a sustainable mixed community. This means providing a wide choice of housing to meet the needs of the whole community in terms of tenures and price ranges. This should include affordable housing, both social rented and intermediate.

I expect that your administration intends to fully develop housing needs of every part of Rivers state and make rural areas as attractive to live in as the more developed urban areas, and decongest the bigger cities.

I expect that your ‘Affordable housing policy’ will be based around three themes:

– providing high quality homes in mixed sustainable communities for those in need;

– widening the opportunities for home ownership;

– offering greater quality, flexibility and choice to those who rent.

I expect that your administration would back this up with increases in financial provision and develop a number of grant funded products (including Home Buy) that aim to meet the needs in the intermediate market alongside traditional social rented housing.

As housing is a primary need in any sane society, I would expect that your administration will aim to support every key players in Rivers State in delivering more high quality affordable housing within mixed sustainable communities by using all tools available to them, since the affordable housing challenge that needs to be met, are clearly very upwardly challenging. This will be done by developing new strategies that will evaluate how existing delivery mechanisms operated, and then decide whether they helped in delivery.

I will also expect and hope that your administration would expect to update it periodically, especially if there are major policy developments.
My dear chief, suffix it to say that you are a grassroots politician, therefore your ‘Grassroots Initiative’ program should “come home to roost”.

AGRICULTURE POLICY

If your administration’ Agricultural policy can focus on how to make Rivers State the primary agricultural center of Nigeria, by setting up laws that will develop and sustain domestic agriculture, as well as copy and reproduce all imported foreign agricultural products, you would have done a greater service to both our state and country Nigeria.

Your administration should create agricultural zones throughout Rivers State to encourage Fishery, Animal husbandry, traditional (native farming), and in the process, empower the people of Rivers State.

This could make the youths who have never considered agriculture as a way of life to rush en-mass into agriculture because of the financial rewards. If it is well managed, the “agric-army” your administration would create could be view and treated as celebrities and megastars, because they will be seen to be rich and affluent.

If your administration implements agricultural policies with the goal of achieving a specific outcome in the domestic agricultural product markets, your administration could have changed the ‘status quo’, with new outcomes. These outcomes can involve, for example, a guaranteed supply level, price stability, product quality, product selection, land use or employment in Rivers State and Nigeria.

If your administration ensures that agriculture help to reduce Rivers State dependence on oil revenue as its primary source of revenue, your administration would have done what others failed to do.

Agriculture will be sustained and strengthened as not only to feed the people, but as a major source of internally generated revenue base, as the focus here will be to commercialize it,

If your administration seeks a more consistent state government strategic agenda for agricultural research and development that will draw more active involvement of research investors in collaboration with research providers, for example, Nigerian banks, international banks, international organizations, etc, your administration will be forever glorified.

To this effect, your administration needs to act proactively because modern agriculture has become increasingly skilled, and therefore will ensure that agriculture and its practitioners’:

* have the necessary management skills and labor supply by engaging our multitudes of graduates, and others, thereby creating massive employment.

* marketing challenges and consumer tastes that will meet both our local taste, national, as well as other international ones.

* understands the increasing requirements for business planning that will target consumers thereby creating a supply chain throughout the world.
* enhance market awareness by telling the world more about our products, as well as our Rivers State.

SECURITY POLICY

As everyone would recall, Rivers State was turned into a war zone due to the inordinate ambitions of a very powerful few with diverse reach in what was, and still is, a network of underground criminals that is very clearly cultish in nature. These cultish criminals are been used to enhance political interest by their masters.

Rather unfortunately, youths from Rivers State were recruited and used in this unhealthy past time. Our youths are very Godly in nature but were misled into violence and others.

Your administration should seek and bring to justice any form of cultism in Rivers State without fear or favor. To this end, your administration should strengthen all security agencies to proactively seek and take to court, any such groups or persons that will pose a security threat to the people of Rivers State.

Security agencies and the police should be strengthened, funded, and enhanced in all Wards and LGA’. Modern and advanced equipment should be made available to them.

Your administration should develop useful new security approaches that is very sound as well as put the people of Rivers State at ease. This would lead to greater security awareness, the sharing of best practice and transparency amongst agencies. Some of them are as follows;

1. Governance, Risk Management and Compliance
2. Protective Marking and Asset Control
3. Personnel Security
4. Information Security and Assurance
5. Physical Security
6. Counter-Terrorism
7. Business Continuity

Your administration’ pivotal plan here should be to ensure that no one will ever be allowed again to be held Hostage, Robbed, Harassed, etc, in Rivers state.

Your administration should protect and account for every live in the Rivers state, as any criminal loss of life without anyone being held accountable, will become a thing of the past.

My dear chief Wike, as a Refined and Defined man with a clear understanding of policies and its implementations, I would expect that you would stand as a developmental giant amongst other holders of the office of the Governor of Rivers State, and other states of the Federal Republic of Nigeria.

This is your one great opportunity to be viewed as both Nelson Mandela and Barrack Obama.

If you can agree to the above ‘proposed policy approach’, a multitude of others (undecided people), and myself would support your governorship ambition.

We have YOU.

As General Buhari said at the APC Convention - "I can’t give you a fistful of Dollars or Naira to purchase your support. Even if I could, I would not do so, the fate of this nation is not up for sale."

We urge you to Take Action and help the GMB-PYO Team to victory, by the grace of God, on Saturday March 28, 2015.

We encourage you to make just one phone call to at least 10 people between now and March 28, urging them to vote Buhari/Osinbajo. On Election Day, we also urge you to bring 5 people to your polling unit.

Engr. Tele Ikuru's defection to PDP is long expected given that he has been rendered sterile politically by Amaechi's henchmen. I never even envisaged that Tele will follow his Boss, Amaechi in defecting to APC in view of the fact that his cousin(Uche Secondus) who brought him to the political limelight and ensured he was made commissioner and later deputy governor is a strong and committed member of the PDP. Tele's seeming defection will surely ignite tremble in the fold of APC in Rivers state and will dwindle their fortune in clinching the governorship position in the forthcoming election.
