So any act of stealing Is corruption. Unlike before when ' stealing is not corruption.'

Note: Not all acts of corruption is stealing though.

I hope you know stealing carries a bigger penalty than corruption in our penal code hence the need to separate acts of stealing from cases of corruption so as to properly apply the punishment as public officers who steal normally hide under corruption to get away with light sentences like the pension fund 'thief'.
