Why were majority of the election violence in 2011 came from the north?

With INEC being unable to prosecute election offenders in 2011,that act alone gave birth to what we are seeing now and it won't stop until INEC starts doing the needful.

PDP has been rejected in both Rivers and Abia but they always want to force themselves on the people.
