The text above shows his financial assets were forfeited on suspicion of narcotics trafficking... Verdict based on "probable cause to believe" not "hard evidence"... There's no request for his extradition because there's no hard evidence in that regard.
This is not to say he's innocent, but I've seen American lawmakers believed to be fraudulent and corrupt but lack of hard evidence keeps them as free as everyone else.
In Buruju Kashumu's case, there was hard evidence that the crime was committed, what he has been contesting was he wasn't the one, that it was his brother who is late and buried now, but the Americans believe he deceived the UK court and they believe they possess evidence that say he is the one.
