THERE are so many things the Mohhamadu Buhari-led government would need to do immediately it comes onboard to in the first instance, correct the impression that Nigeria is a country of unserious-minded people. Four days to the change of baton at the Presidency, the Department of Petroleum Resources (DPR) suddenly has concluded plans to release the licensing guidelines for the establishment of modular refineries in the country, with the aim of shortening the approval time for licensing of refineries. Haba! The Deputy Director, Engineering and Standards, DPR, Mr. Alfred Ohiani, who represented the Director, George Osahon at the Lagos roadshow was quoted as saying “the new guidelines would reflect the processes for the issuance of licences, which would span a period of 12 months. “To facilitate the process of setting up modular refineries, the DPR will pre-qualify a number of original equipment manufacturers thereby eliminating/minimising the process of verification of engineering. “Several vendors and suppliers of modular refineries available worldwide had approached the DPR, adding that the OEMs would be evaluated, pre-qualified and recommended to partner with the Federal Government on the modular refinery initiative and the decision to pre-qualify the original manufacturers of modular refineries was to facilitate the process of licensing and plant establishment. If dem like, make dem issue license not only on modular refinery, make dem issue license for a mobile refinery- na reversal sure pass as soon as BUHARI steps in. |
