PROCEDURES
7:15 – Debaters and judges take seats, register presence, while schools post their school Anthem

7:20 – Coordinators declare the debate open

7:20pm – 7:40 - Debaters post their arguments. Within 15 minutes. Better if less than 750 words to make it easier for judges to read all, but no harm making it longer, but it must not exceed 850.

7:40 – 8:30pm - A debater takes on his opponent, attempts to puncture his opponent’s points. This a debater does by quoting, highlighting the area to puncture and countering it i.e regular way to reply on Nairaland. While this is going on the judges can take their time to go through the write ups by the debaters. And also Debaters respond to punctured areas in his earlier arguments. He may buttress further. At this time frame.

8:30 – 9:00pm – Judges post questions to debaters either based on what the debater has posted or just reasonable question within the theme. Judges should be specific as to who they are posting the questions to. E.g “Mr ...., could you expatiate what you meant by so so so? or ...., pls give examples of your claim that xxxx”. This is not compulsory. A judge that doesn’t have question to post to the debaters need not do so.

9:30 – 9:50pm – Debaters respond to questions raised by judges

9:50 – 10:20pm – 2 Questions will be entertained from the audience i.e viewers. This will be based on ‘fastest hand’. The coordinators will announce ‘audience, you may now ask your questions’. After the 2 questions have been posted, any other viewer-post will be hidden.
NOTE: -The judges and audience can throw their questions without quotations but the contestants should answer
with quotations and separated for each questions.

10:20 – 10:40 – Debaters respond to audience questions and concludes their arguments. Debaters who were not asked any questions can still conclude his/her arguments.

Tuition fees are fees charged for instruction and teaching during higher education. Tuition payments are charged by educational institutions in some countries to assist with funding of staffs and faculties , course offerings, lab equipment, computer systems, libraries, facility upkeep and to provide a comfortable student learning experience.

Good day honourable chairman,efficacious coordinators, panel of incorruptible adjudicators, members of the opposing team and my ever-genial audience. I'm Miracy, a representative of the ever conscious Obafemi Awolowo University. I'm of the affirmative side of the topic which states that, "Increase of tuition fees in Nigerian Universities is necessary for a better educational standard"
Universities are considered in many countries as critical institutions for development where a wide scope of subjects are taught to a high level thereby producing a corps of educated elites to serve the community and the entire nation. Education in Nigeria is currently in crisis because of the down-ward trend in the quality of Nigeria’s higher education system and the often complains of under-funding which have impinged on provision of human and physical resources.
Of the many drawbacks of university education in Nigeria today, perhaps none is more critical than poor funding. Indeed, it is quite reasonable to argue that poor funding is largely responsible for the other drawbacks, including poor and understaffing, decrepit infrastructure, inadequate facilities and bout of churning out half baked graduates yearly. Even though all public universities in Nigeria are funded by either the state or federal government, they still have need to raise more money to maintain the school. The reason is because the money allocated to them by the government most times is not enough to cater for other responsibilities in the school.

Already, the education sector has been feeling the pinch for several decades, but especially in the last few years, despite modest increases in budgetary allocation to education, the long-term neglect as well as the Federal Government’s failure to fulfil its contractual obligations led to the protracted strike by the Academic Staff Union of Universities in 2013. With federal and state governments struggling to pay teachers’ salaries – some of them even owe up to six months in arrears – capital development has had to be put on hold in many universities. During the ASUU strike of 2013, the Ebonyi State Chairman , Prof. Ndubuisi Idenyi, gave the warning in Abakiliki at a news conference on the ASUU strike. He said , "the fee hike would come when universities attempted to source money for their Earned Academic Allowances as directed by the Federal Government... We demanded for N500 billion but the government has only released N100 billion to university councils for infrastructure development in selected universities and another N30 billion for part-payment of Earned Academic Allowances". The government expects various University councils to source the balance. But the question is; from where will the funds come if not through increase in school fees?

It must be noted that the budgetary allocation for education in the 2015 budget being inherited by the incoming government is grossly inadequate, even when the university infrastructure fund of about $1.2 billion is factored in. Also, with massive government debts and dwindling oil revenue, the government may have reached the zenith of its funding capacity for university education. Indeed, in many states, subventions are often given in arrears, leading to a halt in several important university activities. This results universities to embark on fundraising from various sources and increase in school fees becomes inevitable.


Furthermore, with the ever increasing number of new students being admitted into the school, thus stretching available facilities beyond their capacity without a corresponding increase in necessary resources. There is always need to raise money to build structures that will accommodate them all, and the only other way to do this is to increase student’s fee.

Funding of university education at this time is also due to economic reasons and it is hinged on dwindling oil revenue, due to a dip in oil prices; the concomitant devaluation of the naira; and across-the-board deficiencies in infrastructural facilities in the education, health, and transport sectors.The cost of educating students tend to increase as a result of money losing value over a period of time and this is mostly common during inflation.
It might be argued that the increase of tuition might make education very expensive and take university education beyond the reach of the poor. But I'd like to remind you of a popular adage that says,“ If you think education is expensive, try ignorance". The argument can be addressed by reviving avenues for financing students including the revival of the student loans schemes , bursaries and scholarship, education bank, among other initiatives.
For instance, University of lagos(unilag) set up businesses that can operate profitably and employ students who are less privileged.

Though federal universities in Nigeria do not charge tuition fees, students pay for several other fees which are sometimes considered expensive and have led to protests by students and staff. But the truth still remains that government can not single-handedly fund the university system and pull it out of its current state in spite of its best efforts and intentions.

On the interim, an increase in school fees can go a long way in bringing the needed funds to bring our university out of its present precarious situation. While the Universities seek addition funding from endowments and private industry partnerships just like it's done in top institutions like Harvard, Oxford and MIT.

INCREASE OF TUITION FEES IN HIGHER INSTITUTION IS NOT NECESSARY FOR A BETTER EDUCATIONAL STANDARD

Education in the world has been passing at cross roads. Yet the society is not well prepared to consider both education and the operators of our institution as a national treasure. They fail to understand that an investment in knowledge pays the best interest. One tenth of education is basically centered around encouragement . The government is lagging in this aspect due to the fact that increment of tuition fees in institutions is now the order of the day. This act brings about destabilization to the nations growth. Simply because the nation growth is centered around an effective educational practice.


It is displeasing to see individuals with great intellect , productive mindset and good morals disengaging from school activities , due to the fact that the increment of tuition fees was promulgated by the school authority. Many individuals have the vision and the zeal of obtaining a better education, but because the finance to foster them is not available, they will certainly have no other option but to leave the school. This have produced many drop outs with great mind that can make the nation great and reputable. Many of these students barely manage to survive in school. This is not a good start for a nation that wants to develop in the educational sector.


Furthermore, Nigerians struggled to tame the psychosocial beast know as corruption, they have always beamed the searchlight on the behaviour of the public officials , contractors , business associates and many more. How ever the lucky sector that have escaped the penetration of the society is the education sector. Yet that is where this searchlight needs to be pointed at. Increment in tuition fees enables officials in the educational sector to embezzle the money allocated to university without query. This has made the society and students know that the money meant for the development of the school is being reverted into the pockets of corrupt officials in the educational sector. The most vexatious thing is that after the increase in tuition fees is being implemented, the structures in the school still remains the same. The standard also in the school also remain the same. I.e there is no remarkable change in the development of the school. Then why the increase? This left me with no other option than to say that increment if tuitions fees improves the rate of corruption in schools.


Also, a variety of social, economic and psychological factors causes destructive behaviour such as armed robbery, prostitution, stealing, and so many immoral act that destroys a society.This also have a reflection in the life of a student in such a way that tution fees increase in universities makes student who came from a poor background exhibit characters that are not good. A sense of discouragement will arise in the minds of these students when they noticed that they can't afford to buy any useful material that is of utmost importance to them. Negative thought will begin to develop in their minds and they are been convinced within them that the only means of survival is to engage in armed robbery, prostituion, and many more. which will surely make their lives miserable.
This is not the life we want for our Nigeria students


Furthermore, I have reached a point in life that education is not about the filling if a bucket but its about the lighting if a fire. education is all about making people to be useful to the society. But how can a person be useful to the society when he bribes his way through university days just to get a degree and afterwards he will have nothing to offer. This act is mostly common to the rich. Simply because they have the opportunity to be in school simply because of their money. And they can afford to go to school even though the tuition fees have been increased . but the poor will not do this. They will rather strive to make a tangible result and come out with a deserved result. And this will certainly make a country to develop .

In conclusion, the government should put more attention in the education sector.This will help to reduce the irregularities that is happening in the sector . The foundation of the society is based on
education since it brings economic and social
prosperity. Gaining education enhances an
individual to live a respectful life in the society.
This is because education offers a setting in
which culture and values of a society are
developed. In this respect, education in modern
society provides a forum where the society
examines its issues and identifies solutions. The
advancement of a society both economically and
socially is by gaining education which
consequently enables them to run a modern
society. Increase of tuition fees have deprived many then right of education. My utmost joy is to see that this country is a place where both the rich and the poor are given free education.

Good day Mr chairperson, ever present coordinators, panel of judges, my distinguished debaters and fellow audience. My name is Barackodam, representing the prestigious ABU Zaria, to oppose the topic saying: Increase of tuition fees in Nigerian Universities is necessary for a better educational standard.

Nigerian students are known to be brilliant, naturally. If we need a better standard of education, I am not of the opinion that tuition fees should be increased. Education as a sector of the economy is where the Government are supposed to invest heavily in, we are the leaders of tomorrow, yet, our educational quality is dwindling. We are the self proclaimed "Giants of Africa" and our schools perform poorly in Africa. Is increasing the tuition fee the way out??

Delta State University Teaching Hospital, February last year was provided with state of the art medical equipment to take care of infants during the first month after birth by the Uduaghan led government without increment in tuition fee. If Delta State could afford that, how much more of federal government? Instead of enriching our politicians, why not just increase investment in the educational sector??

My humble alma mater, I stand to be corrected, has the least school fee in Nigeria and is running a tuition free university for both indigenes and non indigenes, yet we churn out reputable graduates year in year out. Governor Nasir El Rufai, Architect Namadi Sambo, Mukhtar Ramalan Yero, Professor Attahiru Jega, Hajiya Turai Yar'adua, Oladipo Diya(former Vice President), Donald Duke et. al. These are great men of their respective states and known nation wide, all but non went to a tuition free institution, if they can get to the top irrespective, who then says only increasing tuition fee is the solution??

Even though increasing tuition fee can be used as a excuse for a better educational standard, I refuse to believe and strongly object that, if government can invest in educational sector heavily, like they do on their private properties, it definitely would be a different story, if an average Nigerian is said to live on a dollar daily, increasing tuition fee is going to make the case worse as many won't be able to afford it.

My humble tuition free school total fee is more than the minimum wage of the country, how much more of schools with tuition fee, we need to get it right, increment of tuition fee would not increase the educational standard, but increase problems for the masses who are struggling to meet up the current price. This would amount to tightening the rope wound round their neck. Take a look at Lagos State University, when it increased its tuition rather drastically, students protested and boycotted the school. Is this what we want?? We need ask ourselves this questions.

Nigeria's budget allocation for education is said to be hovering around 10 per cent of the total budget allocation instead of the 26 per cent recommended by UNESCO. If we fall 16 per cent short if what is expected of us, then what quality education can we give to our so called leaders of tomorrow??

Some universities need expansion, some are too small to be inhabited by its occupants, these things can be done by government, I walk around my school and look up at my lecture theatre, boldly inscribed on it is "TETFUND 2009 GOVERNMENT INTERVENTION" if government keeps intervening and renovating school structures, providing them with up to date practical tools, our educational standard would not only be better, but best, and like I said at the beginning, Nigerians are naturally brilliant, if we have all the necessary equipment for good learning, we can go on to challenge Africa.

Talk about private companies donating to institutions, my varsity is one of the few to have a well furnished MTN E-library provided with free Internet access and thousands of educational catalogue. Frequent use of this would definitely improve our educational standard.

Hence, I part by saying once again, Increase in tuition fee in Nigerian University is not necessary for better educational standard.

@miracy you said because of new intakes year in year out. that there is a must for the school to increase the fees. then what now happens to the acceptance fees they pay. what then happens to the school fees they pay. Do you mean that these alone will not be okay for the school. Then why increase when the school authority can maximize all this money paid for the betterment of the students

What do you say to a school like oau that increased the students' fee for better development of the school, tho the students protested against it but their efforts were futile due to the fact that over 90% of it's students paid the money...

Like i said earlier and you buttressed it, what about private companies. Have you not heard that Chevron donated Medical equipments to DELSUTH, what about MTN e-library in UNILAG, PTDF built a new Chemical engineering department in my school and am sure all these companies are not government owned
