We are back again and not empty-handed as usual, the Nairaland interschool debate initiates its group stage as Funaab steps up to the stage to engage in a friendly brawl with Ibadanpoly. The subject matter for this debate is "Should Post UTME examinations be
conducted in Nigerian Universities
", the contestants are to drag the topic from both ends, something like a tug of war, as Ibadan polytechnic supports while Funaab opposes the motion.

Nigerian tertiary institutions, today, remained the most stressful, rigorous, and most tortures to gain admission into. Yet, they are no where to be found in the ranking of the best tertiary institutions in the world. Students do three different examinations - SSCE, UTME, Post UTME, (and interview in some schools) before being admitted into college; use minimum of four years in the college for a degree program (as opposed to three years obtained in other countries), yet, some of our graduates find it hard to cope with their counterparts from other colleges in the world. Why the misplacement of priority? Why focusing more on conducting plethora of examinations instead of providing quality, contemporary, and corrupt free education for students? Of what purpose are three entrance examinations when one or, at most, two is enough to assess the eligibility of students?

As obtained all over the world, school leaving examination is mandatory for all secondary school leaving students and it is the only certificate required for admission into college. In the case of Nigeria, candidates are further assessed by the Joint Admission and Matriculation Board (JAMB) through its Unified Tertiary Matriculation Examination (UTME) to ascertain their eligibility. There after, successful candidates (who met JAMB’s cut-off mark) are sent to their respective institutions of choice for admission. But, unfortunately, instead of a mere cross-check of aspirants' credentials to verify if they meet (and have) the necessary requirements for their desired courses, and giving them admission accordingly; they are further subjected to another hurdle, that is, Post UTME. And that is the crux of today's debate. Is post UTME necessary? Is it needed after all what students have been made to go through? No, it is not!

For the sake of those who are not acquainted with the Nigerian education system and who are following this intellectual discourse, post UTME is another examination done by candidates in their respective institutions of choice after going through the hurdle and hassle of SSCE and JAMB UTME.

Before I plunge more into details, it is crucial that nobility be accorded to whom it dues. And to this end, I say: good day to the grand commander of this platform - Mr Seun Osewa, the learned coordinators, relentless and meticulous judges, fellow wit and intelligent debaters, and the following spectators. My name is Sammyscholar, representing The Polytechnic Ibadan. I am standing to stage reasons why post UTME should not be conducted in Nigerian Universities, Polytechnics, and colleges of education.

Prior to the emergence of JAMB in 1978, all tertiary institutions in Nigeria were given autonomy to conduct entrance examination and admit students on their own. But along the line, it was discovered that the process was characterized by nepotism, favoritism, and all sorts of shortcomings which, invariably, led to educational disparity and inequality. So to address and ameliorate the unbecoming trend, and to ensure that all aspirants have a level playing ground and are admitted base on merit; JAMB was created and was saddled with the responsibility of conducting entrance examination for candidates into all tertiary institutions in the country. Candidates do not need to sit for any other exams after jamb - successful candidates are given automatic admission into their respective institutions of choice.

Surprisingly, in 2005, the long forgotten examination (which, then, was generally known to be unfeasible) was re-awakened again and was re-named to be post UTME. Some of the reasons clamored were: JAMB is no longer dependable! JAMB scores are bogus! UTME is full of malpractices! The crops of students admitted into our tertiary institutions are not sound so they need to be further assessed by the schools themselves! Our education is falling! We need to up the number of our entrance examinations!

Although, undoubtedly, our education system is degrading; but is re-introducing post UTME the way forward? Is it a well thought out policy/action? JAMB is not dependable they say; yet, no school would admit candidates who did not meet JAMB's cut-off mark even though they pass their post UTME. Just in 2013, BABCOCK UNIVERSITY asked candidates whose names appear on its admission list but failed to meet JAMB's requirement not to bother paying the university's acceptance fee. Some schools even go the extreme of increasing the cut-off mark that must be met by their aspirants to 250, 270, and even 280 as against JAMB's initial 180. And you say JAMB scores are bogus? For some schools to get their candidates' admission/aggregate score, they add JAMB score with post UTME score and then divide by "x"; yet, they say post UTME was re-introduced to fill the loopholes in JAMB when JAMB still, to large extent, influences students' aggregate scores.

While some candidates have wasted money on Post UTME and have been denied admission repeatedly [even when they meet all requirements] due to nepotism in favor of wards of some wealthy parents, some have lost their lives to road accidents while going to and fro for the examination. Post UTME has done nothing, whatsoever, to improve our education system; It has rather been successful in creating avenue for our tertiary institution to milk innocent candidates. They say Post UTME would salvage our education system from it current shambles, yet, nothing has fared better since its introduction in 2005.

News abounds of how Nigerian students schooling abroad are making ground breaking successes. If it is not in an American university today, it would be UK’s tomorrow. Of most recent is the news of a Nigerian student who broke the jinx of 50 years in a Japan University - he made first class. Most of them had their basic and secondary education in Nigeria and were admitted into these foreign universities "only" with their school leaving certificate - WAEC. They were never subjected to massive entrance examination before being admitted like we do in Nigeria, yet, they perform well.

What we can learn, and we should learn, is that it is not about conducting massive entrance examination; it is not about subjecting students to stress and hurdles before being admitted. It is about re-structuring our education system - from primary to tertiary level. Government should provide state-of-the-facilities for all schools and should ensure that all schools are conducive and enabling for students' learning. All instructors - teacher and lectures - should be re-oriented. They need to understand that their actions and inactions, to a great extent, have an enduring effect on the success and otherwise of students. They need to begin to teach/lecture with passion and should, at all times, be attentive to the plight of their students. With all these, I believe our education system would change for good.

Conclusively, the right way to getting the best out of students is not by subjecting them to massive examination; it is about providing an enabling academic environment where students can learn with comfort, passion, and with pride. Thank you.

Can't means be devised to make JAMB more effective and free of malpractices? What is the assurance that the so called Post JAMB would not be bastardized (that is if it has not even been bastardized)? Because cases abound of how candidates see Post UTME questions days before the exam and how mercenaries sit on behalf of some candidates.


Post UTME, since its inception, has not been justifiable and should not be allowed to continue. Many students have lost their lives to ghastly road accident while traveling for the so called Post UTME. Many were denied admission, even after passing the so beautifully painted Post UTME. Our tertiary institutions have turned it to a money making enterprise and it has given corruption a more solid root in our already unbecoming education sytem.

JAMB Registrar, Prof. Dibu Ojerinde, has lamented severally that tertiary institutions have turned the Post UTME screening to a money-making venture. The House of Representatives committee on education in their oversight visits to educational agencies learned that the introduction of Post UTME in our tertiary institution is subjective, stressful, and exploitative on parents and candidates, and therefore an aberration, and so, ordered the Federal Ministry of Education and National Universities Commission (NUC) to, as matter of urgency, abolish Post UTME in the Nation's tertiary institutions. but unfortunately, the order is yet to be effected as directed.

Also, some years back, during the 33rd and 34th convocation ceremony of the University of Benin, UNIBEN, the late former President of Nigeria, Musa Yar'Adua, through the Director of Tertiary Education in the Federal Ministry of Education, Dr. Emmanuel Okon, remarked that the post UTME may be cancelled if complaints against its conduct by students, parents, and guardians persist. Of course! No parent is happy with the way their wards are being stressed and subjected to the risk of traveling in the name Post UTME.

Tertiary institutions in countries like England, America, South Africa, and even Ghana, do not go through such long process, yet, they have a proficient and formidable education system. They do not center their education on massive examinations, yet, they produce better graduates than we do. Nigeria should learn and follow the foot steps of these countries. A good educational system is not the one centered on massive examinations; but on quality teaching, modern facilities, and conducive academic environment.


In conclusion, Post UTME should be jettisoned and matriculation examination should be left solely to JAMB. JAMB should be re-fortified and the law governing examination malpractice should be made more effective. Any candidate found engaging in examination malpractice should be properly prosecuted to serve as a deterrent to others. Also, If our tertiary institutions feel they can conduct malpractice-free examination, they should join hands with JAMB and assist the body in conducting its UTME rather than making admission process bulky and cumbersome for candidates with Post UTME. Before the emergence of Post UTME, JAMB was the only body backed by law to conduct matriculation examination for all our tertiary institutions. All candidates who are successful in JAMB's examination are given direct admission into their respective schools of choice.

In 2005, however, Post UTME was introduced by Mrs Chinwe Obaji, the then minister for education. The main reason asserted was that "JAMB UTME has become vulnerable to malpractices and it is no longer dependable." But the question is: if JAMB has become vulnerable, can't it be re-strengthened? Can't means be devised to make JAMB more effective and free of malpractices? What is the assurance that the so called Post JAMB would not be bastardized (that is if it has not even been bastardized)? Because cases abound of how candidates see Post UTME questions days before the exam and how mercenaries sit on behalf of some candidates.


Post UTME, since its inception, has not been justifiable and should not be allowed to continue. Many students have lost their lives to ghastly road accident while traveling for the so called Post UTME. Many were denied admission, even after passing the so beautifully painted Post UTME. Our tertiary institutions have turned it to a money making enterprise and it has given corruption a more solid root in our already unbecoming education sytem.

JAMB Registrar, Prof. Dibu Ojerinde, has lamented severally that tertiary institutions have turned the Post UTME screening to a money-making venture. The House of Representatives committee on education in their oversight visits to educational agencies learned that the introduction of Post UTME in our tertiary institution is subjective, stressful, and exploitative on parents and candidates, and therefore an aberration, and so, ordered the Federal Ministry of Education and National Universities Commission (NUC) to, as matter of urgency, abolish Post UTME in the Nation's tertiary institutions. but unfortunately, the order is yet to be effected as directed.

Also, some years back, during the 33rd and 34th convocation ceremony of the University of Benin, UNIBEN, the late former President of Nigeria, Musa Yar'Adua, through the Director of Tertiary Education in the Federal Ministry of Education, Dr. Emmanuel Okon, remarked that the post UTME may be cancelled if complaints against its conduct by students, parents, and guardians persist. Of course! No parent is happy with the way their wards are being stressed and subjected to the risk of traveling in the name Post UTME.

Tertiary institutions in countries like England, America, South Africa, and even Ghana, do not go through such long process, yet, they have a proficient and formidable education system. They do not center their education on massive examinations, yet, they produce better graduates than we do. Nigeria should learn and follow the foot steps of these countries. A good educational system is not the one centered on massive examinations; but on quality teaching, modern facilities, and conducive academic environment.


In conclusion, Post UTME should be jettisoned and matriculation examination should be left solely to JAMB. JAMB should be re-fortified and the law governing examination malpractice should be made more effective. Any candidate found engaging in examination malpractice should be properly prosecuted to serve as a deterrent to others. Also, If our tertiary institutions feel they can conduct malpractice-free examination, they should join hands with JAMB and assist the body in conducting its UTME rather than making admission process bulky and cumbersome for candidates with Post UTME. The Post-UTME test must stay. The Post Unified Tertiary Matriculation Examination test was introduced in 2005 to combat the flaws of JAMB in conducting an entrance examination into the tertiary-level institutions. Since the establishment of JAMB UME, some students cheated their way to the pass JAMB UTME, so the post-UTME is a way to sieve qualified candidates from those who cheated to pass.

Every universities has their own standards, the Post-UTME can be a way for some universities to test their prospective students if they will be fit enough to survive the school workload. For example, JAMB exempt some science students from taking Mathematics in their UTME, Which is always part of their workload in the first year, the post-UTME is another test if the prospective candidate have the required knowledge of Mathematics to survive in the school.

Some students employ unethical means to pass the JAMB UTME. This point alone is the main the reason for the post-UTME test. For a example, a female candidate applied to study economics in University of Ibadan (UI) with excellent results in School Certificate Examination and Joint Admission Matriculation Board (JAMB)’s examination. Specifically, the female potential student of Economics paraded eight distinctions (A1) in eight subjects at the school certificate level and 284 marks in JAMB conducted examination – Fantastic results combination that attracted UI to invite her for “interaction”, UI’s model of Post University Matriculation Examination (UME) test. At the post UME interaction, the panel members were so “impressed” with her supposed results, that they had almost asked her to take a bow and go until someone from the panel, probably out of curiosity, posted a simple question to her. Young lady, with your results, you are definitely going to lead the class, but before you go, as a prospective economics student, what is GDP? Dazed. The lady began to fidget, scratching her head as she started sweating. Initially, some of the panel members thought she was intimidated by the presence of some professors, thereby, giving her time to relax. But, alas, the candidate bungled as she later confessed that someone wrote the exams for her. In other words, the results were not hers. However, this mumbo-jumbo was only uncovered at the post UME interaction!
If that was a ludicrous case in the faculty of the Social Sciences, a similar mendacious situation occurred during the Post-UME test in the Faculty of Arts, in which a candidate with equally considered “good results” who wanted to study English could not spell “island, tomorrow and occasion.” Yet, this was a candidate with distinctions and 275 marks in JAMB’s examination. These two cases are just illustrations of the beauty of post-UME interaction, an integrity check in the university admission process.

Another case is the Post-UME screening examination conducted by the University of Education, Ikere-Ekiti (TUNEDIK), particularly in essay writing, exposed inadequacies in most of the candidates. A total of 500 candidates were randomly selected for this study from five departments of the three foundation faculties of education, science and information technology and arts, social and management sciences. 200 out of the 500 candidates (40%) scored 200 marks and above in JAMB, 125 candidates (25%) scored 190-199, also 125 candidates (25%) again scored 180-189 and 50 candidates (10%) scored 170-179 in JAMB. Ironically, only 87 out of the 200 candidates (43.5%), who scored 200 and above in JAMB, passed the Post-UME essay while the remaining 113 candidates (56.5%) scored below 40%. Without screening, candidates who scored 200 marks and above in JAMB would have been automatically admitted on merit, whereas many of those candidates in the score ranges of 190-199 and 180-189 did better in the Post-UME essay.

It is so clear to see that the tertiary institutions cannot rely on JAMB UTME alone to admit students into their institutions. Is two exams too much to sieve qualified candidates from those who used illegal means to pass the exam?

     Post utme is an examination written by student aspiring to gain admission into higher institution. It is used as a means of screening candidates and to know those that are really deserving of admission. Over the years it has been discovered that people raise up the motion that post utme examination should be scrapped out of the admission process because they believe that its a very difficult hurdle to cross. I disagree with those group of people because i believe that it is a very good way of knowing those who are capable of coping with the system of the schools academic activities. I am of the motion that post utme examination should not be scrapped out for this reason.

With these kinds of experiences during the post-UME
interaction year in, year out. One is therefore left curious
and confused when Hon. Samson Positive from Kogi state
sponsored a motion recently, that the federal Ministry of
Education and the National Universities Commission
(NUC) cancel the so-called post-UME. His argument was
that post-UME test was an additional
burden to the students seeking admission into the
universities, more so, many parents could not afford the
cost. He further posited that many universities were
using Post- UME test to generate money, thereby extorting
prospective students.
Unfortunately, the lawmaker did not tell the nation how
he came about this ridiculous conclusion from his wrong
assumptions. He did not tell his colleagues how many
universities he visited in the course of his research and
how many parents complained about the cost as well as
how he measured the burdensomeness constituted by the
conduct of the post-UME to student seeking university
admission.
Indeed, a wrong problem diagnosis will always lead to a
wrong prescription. It is stating the obvious to say that
the motion;, which was more impetuous than methodical
has been generating a serious concern among the
stakeholders because it is fraud tendentious. Without any
fear of contradiction, one can authoritatively assert that
many of the “fantastic results” being paraded by some of
the admission seekers are phony. Some of these results
from WAEC, NECO and JAMB are, to say the least, the
voice of Jacob and the hand of Esau: It is only during the
post-UME interaction (at least, as far as I know, in UI)
that the buried truth resurrects.
That WAEC, NECO and JAMB results need further scrutiny
is not in doubt. The Vice-Chancellor of the University of
Ibadan, Prof. Olufemi Bamiro while kicking against
cancellation of Post-UME disclosed e I personally
participated in the supervision of the last UTME in Ibadan.
Several candidates were caught with mobile telephone sets
containing answers to the JAMB examination questions
and JAMB itself had to withhold the results of thousand of
candidates for reasons not far. Removed from examination
malpractice in one form or the other. ” Prof. Bamiro
further said, there is no gain saying the fact that for every
candidate caught, these are most likely several others who
have escaped with unmerited marks, yet, these are the
candidates who will be right in front for admission . As a
matter of fact, this is what informed the need for post-
UME.
What is Post-UME? Post – UME, to use the UI model as an
example, is a kind of interaction based on information
elicitation technique with a view to authenticating the
claims of the candidate’s academic profile. In UI’s post-
UME.interaction model, candidates are not made to sit
for another set of examination. Rather, it is an
interaction of less than 20 minutes during which
candidates are orally asked a few questions relating to
their proposed fields of study. For example, a candidate
who wants to study Economics is asked to say something
about GDP, IMF or Bank reform. Where is the burden in
this? UI’s post-UME model is so transparent that every
candidate knows his fate immediately. If you can not
answer three questions correctly from five, who will offer
you admission?
However, when people are now calling for the
cancellation of this type of quality assurance mechanism,
as a result of ignorance or less informed scholastic
research into the matter, it is apparent that there is
hollowness in the advocacy. If universities will not
become breeding grounds for ill-baked, sophomoric and
dilettantish graduates, then, post UME test must remain to
be part of our admission process criteria
Since its introduction in UI four years ago, the percentage
of withdrawal level has reduced drastically. In fact, post-
UME test has a correlation with the general good
performance at the under graduate level. Between year
2000 and 2008, the average first-class graduates we have
is 63, but last year, (2009) being the year of the first set of
post-UME candidates, we have 99 students graduating
with first class. Isn’t that impressive? Cancellation of
post-UME test cannot do us any good!
National Assembly should not be seen as invalidating
misnomer. It breeds intellectual irritation when people
legislate without data. As a matter of fact, legislating
without data is like embarking on a journey without road
map. National Assembly must not make a shipwreck of
this brilliant idea of post-UME test because this motion
