WRONG!! The Army is NOT responsible for protecting the seat of power. READ THE CONSTITUTION AND THE 1986 INTELLIGENCE ACT. The DSS, along with the Nigeria Police Force, is responsible for protecting the seat of power. THAT is the 2nd PRIMARY TASK of the DSS. The Army, the Guards Brigade in particular, provides ceremonial duties (being the oldest Army unit) AND protects the FCT as a whole as that is its primary AOR.


Another correction: the DSS is the domestic Intelligence Service of the nation. But it is also responsible for providing Bodyguard service, from Close Protection Detail to Counter-Assault teams. That is because this is ALSO ITS 2ND PRIMARY RESPONSIBILITY as the DSS was designed in a similar way like the Isreali Shinbet/ISA (similar way we created NIA and DIA in 1986 in the image of Isreal ' s MOSSAD and AMMAN).

And yes, like EVERY OTHER INTELLIGENCE SERVICE AROUND THE GLOBE from the American FBI, Russian FSB, Isreal ' s Shinbet, and China ' s MRS, the DSS is authorised to carry firearms, including ASSAULT AND SNIPER RIFLES.

Nice explanation. But if you take a good look at the NSA act you quoted earlier, everything depends as the President deemed fit. All these explanation you just offered are not contained in the Act. You gave us the explanation purely on precedence or the happenings elsewhere. You are right that it is part of the duty of the DSS to protect the President, and others, but it is not rigid as you put it. The law did not say they MUST be the inner security layer. If the president decides to make them the outer layer, he has not run foul of the law. They are still offering protection to the president. The law simply states that they are responsible for protecting the President and others. If the President decides to make the Guards Brigade his inner security ring, he has not run foul of the law as well. Because they are equally responsible for offering protection to the president. And there is no rigid law stating they always MUST be the outer ring. Everything depends on how the Chief Security Officer of the President and the President himself see it best to protect the President.

Btw, it is the NIA that performs the duties similar to the CIA and not the DSS.
U have shown me u want to learn and I will educate you. First of all, I admitted in my last post of my mistake in equating SSS to CIA, the NIA is.
Now to issue u raised above.
Section 2.C of the NSA 2004 as amended conferred on the SSS all powers relating to internal security. Internal security is concerned with protection against domestic threats to the territorial integrity and sovereignty of the country and protection of the President and others falls under internal security.
What u read from the Act is the only thing the Act wants you to know. If you are observant, u will find out the Act is not detailed. It doesn't touch on sensitive information. DSS is the Intelligence unit of the country and every other info regarding it is classified, there are sensitive info the govt doesn't want you to know and once u release it, u commit high treason, a crime punishable by death. There is something we call 'security clearance' and the level of clearance you have determines the type of info u will have access to. The President has the highest clearance level, precisely,... Security clearance level. That Act is the only info u can access abt the SSS, becos u don't have the clearance to access others. The SSS operatives don't know everything abt the SSS. The SSS has their own internal body of rules guiding them.
I believed, I have helped you and my advise is, don't allow your curiosity to get over you, pls stay away from classified matters and don't even discuss it in the public. It is not safe for you, the govt understands this, that is why it is classified.

Invite me for a tour? Last I checked, it wasn't easy entering DIA facilities. Anyway, I'm not saying that our spooks in Army Intelligence are incompetent. Far from it. But for this particular function, they are ill equipped and not trained to handle it. Their AKs aren't even good for CQB (close quarter combat) compared to DSS' s Tavor CTAR 21s. Maybe they'll have to borrow some Uzis from DSS.

Well one point he didn't get right in his text is that the DSS cannot do what the CIA does...that responsibility is on the NIA. The NIA does what CIA does (external intelligence gathering), while DSS does what the FBI does (domestic intelligence and security).

However he is very correct on the role of the DSS carrying out the responsibilities of both the FBI & the USSS at the same time, talking about intelligence, internal security and the protection of VIPs.

Well he is right on the comparison BTW DSS and the CIA as foreign espionage isn't the DSS's forte, but NIA's (although the NIA recruits the very best from the DSS, NPF, and military for its field operative cadre).

No they don't. I'm pretty sure they're all competent operatives, but for this particular task of close protection, the best Service with the BEST TRAINING, BEST EQUIPMENT, and BEST TECHNOLOGY is the Department of State Service (State Security Service).

Frankly, if at all a military should be used, then it ought to have been the Army's Military Police Corps OR Army Special Forces, not Army Intelligence Corps.

Operatives within the Defence Intelligence Agency go under a 12-week training process at the Defence Intelligence School which was devised by the United States African Command (AFRICOM). This training is conducted by instructors at the European Regional Intelligence Training Facility of the United States

As u said...there is a counter assault force in every protection detail...but so also is there an intelligence unit in every detail...it is a team work...the police/army do the attack, the SSS do the intelligence/avertion

"DUDE" what the hell are you talking about? Maybe I should break this down on each units functions in protecting the president.

DSS
*They plan out each mission (route selection, premises protection, exfiltration, etc) and provide the necessary Intelligence to back it up.
*For visits, they form the advance detail and check each of the president's destination. Such checks involves checking the grounds for the deployment of operatives, identifying access points, identifying possible threats and positions that could be used by those who intend to harm their principal, neutralization of bomb threats in conjunction with the NPF EOD team (Bomb squad).
*They provide the immediate protection ring around the president. Operatives within these ring are armed with sidearms/pistols, SMGs (Uzi or Heckler & Koch MP7s or FN-P90s), and bullet proof blanket to shield the principal further in a fire fight.
*The DSS equally man each COUNTER-ASSAULT teams. These SWAT-like teams are those who were the tradional jet black gear or the new DSS darkblue+black DPM/camo gear, body armour+tactical vests, and are armed with both side arms AND assault rifles (eg Tavor CTAR-21s or GALIL ACE assault rifles). These teams not only protect the immediate outer perimeter of the Principal's residence, but provide the immediate outer ring that fights off any assault on the president in a gunfight while the close protection team wisks the principal and his family to safety.
*The DSS operates the specialist equipment from comm gears to radio jammers mounted in one of the vehicles. During GEJ's administration this vehicle was a Ford Edge festooned with multiple radio antennas.
*The DSS operates and maintains every vehicle within the main presidential fleet. These includes the Principal's vehicle plus decoy, the chase vehicles that convey additional agents and members of the Counter-Assault force, the comms vehicle that equally contains the jammer equipment.


NPF & NA-GUARDS BRIGADE
*The NA Guards Brigade and NPF-SPU (Blue berets)+ Squadro 24 PMF (Police Mobile Force - MOPOL) provide the outer protection ring for the president. For Governors, SPU officers serve as ADC to their principals while SPU teams provide outer protection. The only exception is the security team of the Borno State Governor where SPU team was complemented with NPF ATS (Anti Terror Squad - red berets) teams.
* The NA and NPF provide protection for the outer external perimeter grounds.
* Initially, the NPF Airwing provided rotary aircrafts (helicopters) and pilots to transport the president. They've been replaced by NAF.
*The NA and NPF (SPU + 24 Sqdrn MOPOL) provides the external wall of protection for the president
*In case of further incidents, both NA Guards Brigd and NPF provide the QRF (Quick Reaction Force) to back up beleaguered teams.
*The NA Guards Brigade provides ceremonial duties
*The NA Guards Brigade is responsible for the protection of the Federal Capital Territory (FCT).


NPF-BOMB SQUAD
*Identify and neutralise Bomb threats. The Police EOD team is pretty much the very best and most experienced team in Nigeria. FACT.

NAF
*Operate and maintain all fixed-wing and rotary aircraft in the presidential air fleets.

That's EXACTLY my point. Intelligence training and field craft is TOTALLY DIFFERENT from Close Protection training. Two different beasts. The 1st involves Intelligence gathering using HUMINT, SIGINT, and ELINT assets, and processing plus analysis of collated data. And it's done covertly. Close Protection on the other is a bit more on the Ops side of things, is more overt, and involves a different skill set including offensive and defensive driving, intensive firearms training, CQB, hand-to-hand combat (Krav Maga), etc.

BTW, DSS agents are trained by the Isrealis.

The job of the DSS is different...the SSS are secret state police who normally should not be seen with rifles or uniform. They are meant to mix with people, gather intelligence to feed the military and police force.

The DSS in the villa are not body guards,they are meant to have specific day to day ordinary roles which allow them go unnoticed as they monitor underground activities.

But today what we have is an SSS trained for bodyguard services, leaving the job of intelligence gathering to nobody and everybody...why else do you think nobody knows when or where boko haram is about to strike? Why do you think nobody knows the whereabouts of the chibok girls?

PMB wants to return the DSS to it's main purpose, to secretly monitor the state of security of the nation.

My problem with an average nigerian, Get a phone, and do some little research before u come and say what u dont know about. DSS should be in charge of the presidential security. movement and whatever
