President Muhammadu Buhari will not implement the report of the 2014 National Conference convened by former President Goodluck Jonathan, The PUNCH has learnt.

A top government official confided in our correspondent on Tuesday that Buhari was not favourably disposed to the implementation of the report despite the fact that Jonathan handed over the document to him alongside his (Jonathan’s) handover note.

Jonathan had, during his handover ceremony on May 28, told Buhari that the confab report was more important than his handover note.

Shortly before he left office, the former President had forwarded the report to the National Assembly for action.

But the Presidency source told one of our correspondents that Buhari would not implement it because he never believed in the conference.

Rather, he said the President would stick to the recommendations of his transition committee led by Ahmed Joda.

The source also recalled that the ruling All Progressives Congress which was in opposition during Jonathan’s administration did not take part in the conference despite the fact that its leadership was formally asked to send representatives.

He said, “President Buhari never believed in the National Conference. His position is not different from that of his party, the APC, which snubbed the invitation to send representatives to the confab.

“The conference and its report are Jonathan’s babies and you won’t expect this administration to implement the report, especially in this era that all we have been doing is to try and clear the rot left behind by the same administration.
“The President had not even at any time made any reference to the report. It is not on his agenda.”

Jonathan, had during his different meetings with traditional rulers from the South-West ahead of the March 28 presidential election, promised to ensure the implementation of the conference’s report if re-elected.

He had argued that since the APC refused to take part in the conference, a government formed by the party would not implement the report.

Apparently confirming Jonathan’s position, Buhari had also at a time taken a swipe at the Federal Government over the conference, saying that billions of naira was spent on it.

The Federal Executive Council led by Jonathan had on March 18 approved the report of the conference led by Justice Idris Kutigi.

The then Secretary to the Government of the Federation, Senator Pius Anyim, had told reporters that the approval was the first leg of the steps aimed at implementing the conference report.

Anyim had said recommendations and resolutions that require constitutional amendment and enactment of new laws would be forwarded to the National Assembly.

He added that agencies’ policy matters in the report shall be referred to the affected agencies and the tier of government concerned – whether federal, state or local governments, for action.

Anyim said while the process leading to the implementation of the report might not end during the Jonathan administration’s tenure, a bold step forward had been taken with the approval.

The National Conference recommended that anybody aspiring to become the country’s President must be a degree holder, among other recommendations.

When contacted, Buhari’s spokesperson, Mr. Femi Adesina, said he has no information on the matter.

He said, ‘‘The President will do what is in the best interest of Nigerians.’’

The National Publicity Secretary of the All Progressives Congress, Alhaji Lai Mohammed, said, “Like I said before, we will look at the document and any area that is beneficial to Nigeria and Nigerians will be considered.”

But some delegates to the 2014 National Conference have called on Buhari not to dump the report of the confab and its recommendations.

A delegate, who is the Ondo State Commissioner for Environment, Mr. Sola Ebiseni, and the National Publicity Secretary of a pan-Yoruba group, Afenifere, Mr. Yinka Odumakin, who represented the South- West, argued that restructuring was imperative.

The conference report is just like a jamboree to me because most of the people that attended it where just hand pick by the government
Also most just use the avenue to collect their pension.

Our problem is not laws or conferences or whatever, our problem is corruption. Without an honest leader to enforce our laws and lead without fear or favor, no amount of conference report will bring any change.

PDP ruined the psyque of our people with their manipulative ways and many are yet to recover from it.

This is good news to the ears. A report that advocated for the creation of more states is a terrible and foolish report.
Besides the ruling party APC was never in support of the conference that comprises mostly Jonah-daft stooges and govt appointees. They made their stance known from day 1. Jonah-daft ignored them thinking they do not matter.
The report shouldn't only be junked but shredded. It's part of the cursed legacy of the world renowned otueke fool. Good riddance to him and his report.

That was another means in which our past dear useless president used to steal money. It was a campaign tool at the expense of billions that will have been used to ensure the betterment of the country. It was an avenue to share our money to people.

I know some people that think like Ekiti illiterates will come now and say a report that had a convict like Alameysia deciding on our future should be implemented, a report that has old cargoes and mentally derailed individuals should be implemented.

But my people my people, hope has come, we the Buhari movement will start by killing at close range - boko haram with our bullets as we can't waste bombs on them, they are senseless.

We agree Niger Delta militant have sense, we will spend money on their death. for this we will honour them and bombs their heads, one bomb per head or person, we tie the bomb to your brain cavity and detonate it, if any pieces of your body is left, we use a grenade - Hitler style. We don't want your left over to corrupt our country.

And for the biafran soldiers, you will be taken as terrorist, by virtue of the fact that money has been used to settle this long time ago, we will not waste resources on you, we will take Russian knives and slit your throats, your blood will be washed into the Aba River to feed Amdioha, your body will be burnt in a refuse dump with kerosene, we can not waste fuel on you.

Yourba people are fearful, thus we do not have plans for them, we know they will run to their caves and villages.

We are not smiling this season, the billions to be budgeted for security will not be embezzled again.You have been warned!!!.

I can't blame the media they have been paid that why I don't buy them..why would I buy paid news..this same punch supported Jonathan..Jonathan did his best and we should respect that and stop demeaning his personality and is integrity..

Even his good friend Tunde Bakare believes in the reports of that conference but because he is putting selfishness before the nation he wont look at it forgetting that elder statesmens from allover Nigeria gave it and not Jonathan

Was expecting this. The North, part of the west that wanted power at all cost, APC and Buhari were never in support of the conference.

Yet another waste of resources.


Like someone stated, I see this as a selfish act. Nigerians hoped for the result of that conference to be implemented. Most Nigeriana sha.

Even Obama has warned the primitive old Buhari that "a divided country dosen't succeed, Nigeria must respect divertsity".

By refusing to respect the decision of the diverse peoples of the contraption called Nigeria, it again fits into the saying that "Those whom the gods wish to destroy they first make them mad"

The LAST document handed to Buhari before leaving the villa. The President is really feeling confident from his trip to the U.S.A. Will the U.S sell weapons to their Glover Hausas? Will the credible boko haram dialouge? I wonder what the weapons will be used for if the credible boko haram accepts amnesty? Probably it would be used in safe gaurding the investments in the Eastern Region of Nigeria. Lets keep our fingers crossed.
