The South-East caucus of the All Progressives Congress (APC) in the House of Representatives yesterday frowned at claims that it is not qualified to hold principal officers’ positions.

[b]The caucus in a release titled: “Response by the South-East Caucus of the House of Representatives to a statement by the so-called APC Loyalist Group,” said it is in support of the stand of the Speaker, Hon Yakubu Dogara, that the principal officers positions should be shared among the six geo-political zones.

The response was anchored by Hon Austen Chukwukere (APC,Imo) . According to the lawmakers, “our attention has once again been drawn to a statement issued on
July 20, 2015 by Hon Nasiru Sani Zangon-Daura, on behalf of a non-existing ‘APC Loyalist Group’ in the House of Representatives.

“We are making this response because the statement referred to above has singled out the South-East Zone for special treatment and marginalization. That is why we consider it necessary, once again to restate the relevant facts and correct obvious and intentional distortion of facts and truth.”

The APC South-East caucus maintains “for the avoidance of doubt, we make the following submissions and clarifications.

The APC South-East Zonal Caucus aligns itself completely to the position of the Hon Speaker, House of Representatives, Rt. Hon. Dogara Yakubu’s letter to the National Chairman of the APC on the issue of election of the principal officers of the House.

The July 20 statement by the so-called Loyalist Group is full of distortions, mis-statements, deliberate mischief, exhibition of ignorance of the law, practices and precedents of the House, and in some instances outright falsehood.

“The claim that South-East APC members are not qualified to hold principal officer position in the House on the basis of the provisions of Standing Rules of the House, Order 7 Rule 37 which state that ‘only members with cognate legislative experience as members of the National Assembly shall be eligible for appointment as principal officers.” has been comprehensively debunked elsewhere but bears repeating thus:

“The argument that the South-East zone produced only two “new” members, who do not have cognate legislative experience and therefore not entitled to be represented
in the principal officer’s cadre of the House is most inaccurate and unfortunate.[/b]
