The effectiveness of legislators can be measured mainly by their activities in their constituencies, not necessarily by what they say or do at the floor of the House (or Senate). Some may not be very articulate or eloquent, and be avoiding speaking at the floor of the house, but they are very true representatives of their constituencies.

So I ask you, how many constituencies have you visited, to assess the works or inputs of these legislators?
How come you've concluded that only 6 out of 360 or so, of them (if I can remember) have a business in the House?
