I hope this is not true. It will be a backward step. They could make the 13 percent oil derivation more prescriptive by specifying what a majority of the money needs to be used for. They need to ensure that it is getting to the people who are displaced by the drilling.

13% derivation is fraud the way it is been allocated. state with oil, don't get money. state with no oil get. this is what everybody can see.
