I think it should be used to boost other sectors of the economy, gradually diverting from oil as a major source of revenue

On a more serious note though, I think the bulk of the money should be sunk into revitalisation of the country's education sector. The bible says my people perish for lack of knowledge, majority of the problems we face as citizens of this country and our inability to understand and decipher our rights, from privilege are indirect results of the country's non-qualitative educational foundation. Let quality primary and secondary education be given optimal attention and we'll all wonder at the results in 5-10 years after implementation.

Reserve eight million dollars for each of our thirtysix states for two of their ministries:- Works and Agriculture, for Road development and maintenance and for building Ranches. The balance of Twelve million dollars to be left for Federal Works and Agricultural Holdings in the Country.

Larger percentage should go to agriculture and the rest should be channeled into various rural electricity project.

I suggest each 1 million dollar be shared to 20 entreprenuers at N10 million each. It will go round 6,000 entrepreneur.
Whatever it is used for should be something that can easily impact all or used by all and not some scheme that impacts people selectively like cocoa yam free meal.

if so then N2.5m shld be given to 24,000 persons. That's like 50,000 of labour market if they employ 1 person each.
