Shortly after President Muhammadu Buhari submitted his first budget in December last year, tagged “Budget of Change”, some Nigerians began pointing out some strange allocations. These include the amount to be spent on software and computers for some ministries and agencies, as well as allocations for the purchase of cars for the presidential villa.
