Militancy is quite different from terrorism.
Terrorism is very dangerous and difficult to tackle.
The Militants would be targeting infrastructures, whilst terrorists targets human lives. Now tell me which is more dangerous and difficult to deal with?

If America, France, Spain, UK, Turkey and other world super powers haven't o ercome terrorism, how much more Nigeria?

Comparing the lazy militants with terrorists that carry more sophisticated weapons is like comparing sleep and death
