There were indications on Sunday that the National Assembly’s peace moves with the executive over the 2016 budget crisis had flopped.

The PUNCH learnt that as part of the peace moves, the National Assembly had, on Saturday, reached out to the executive and asked President Muhammadu Buhari to sign the document and then send a supplementary budget to the lawmakers.

It was gathered that the President did not accept the suggestion against the backdrop that the distortions in the budget discovered in the document transmitted by the National Assembly were too many.

A minister, who confided in The PUNCH, said both arms of government had been discussing the issue, but the President had been advised by members of his cabinet not to sign the appropriation bill.

“The National Assembly has initiated some peace moves. The lawmakers have suggested that the budget should be signed by the President before he will send a supplementary budget to cover the omissions, but he had turned down the proposal,” a competent source told one of our correspondents on Sunday.

Also, a competent Presidency source told The PUNCH on condition of anonymity on Sunday that with the level of distortions noticed in the document returned to the President, there was no way he could have been advised to append his signature to the budget.

The source stated, “I can confirm to you that the President has been advised not to sign the budget as it is. The initial plan was for him to sign it before going to China and thereafter present a supplementary budget to the National Assembly.

“But as it is, with the level of distortions noticed, the President has been advised not to sign it at all.”

It was gathered that Buhari on Sunday afternoon met behind closed doors with Vice-President Yemi Osinbajo and the Minister of Budget and National Planning, Senator Udo Udoma, in continuation of his consultation on the budget.

The meeting was held inside the President’s official residence in the Presidential Villa, Abuja.

The meeting was held shortly before Buhari left Abuja for China on a one-week official visit.

It was learnt that the meeting was a follow-up to an earlier one held by the President with the leadership of the National Assembly.

Presidential spokesmen, Mr. Femi Adesina and Garba Shehu, were not available for comments on Sunday as they were on the President’s entourage to China.

Investigations by our correspondents at the National Assembly showed that the majority of the 109 senators and the 360 members of the House of Representatives had no knowledge of the details of the 2016 budget before they passed the document on March 23.

It was learnt on Sunday that the lawmakers placed too much confidence on the judgment of the Joint National Assembly Committee on Appropriation, chaired by Senator Danjuma Goje and Mr. Abdulmumin Jibrin, to work out the details that they reportedly paid less attention to the work of the committee.

One senior legislative official, who followed the budget through, said, “Let the truth be told; the budget was passed without any information on the breakdown.

“We all trusted the committee that due to the pressure to pass the budget, the members should work out the details while we passed the highlights.

“The news of inserting projects or removing some came as a surprise to many us.”

It was learnt that in the case of the House of Representatives in particular, only the Chairman, Jibrin, and a few members of the Committee on Appropriation sat to work on the details of the budget without the knowledge of other members.

“Although members of the committee were asked to stay behind during the Easter break for the purpose of working on the details, they were not called to meetings to work on the details.

“What we heard was that some consultants were hired by the chairman to work on the details, while he pleaded with members for understanding because of the exigencies of time,” another legislative official disclosed to The PUNCH.

As the development unfolded, opposition party lawmakers, in a surprise move, backed Buhari’s objections to the budget, saying the President was right.

Speaking on their behalf, the Minority Leader of the House and member of the main opposition Peoples Democratic Party, Mr. Leo Ogor, told The PUNCH that Buhari was free to reject the budget if it did not fall in line with his economic agenda.

Citing the alleged removal of the Lagos-Calabar rail line project from the budget, Ogor noted that the President must have made provision for it because he believed it would be a major boost to his economic agenda.

Ogor stated that the Committees on Transport and all other committees supervising agencies whose projects were removed would have to explain whether the removal was done with their knowledge.

However, Jibrin took to his Twitter handle to respond to allegations levelled against the National Assembly and specifically the Committee on Appropriation.

In a series of tweets, he addressed some of the issues one after another.

In the tweets, he said, “The Lagos-Calabar rail (line project) was never included. How could NASS have removed what was not there? But the nation is being misled.

“This is unfortunate as it is quite clear to all and sundry that #Budget2016 and all its headaches and controversies didn’t emanate from NASS.

“We will come up with a comprehensive position especially with respect to our observation of the budget and what we did to make it better.”

He added, “What NASS did with the N54bn? We added N39.7bn to the Lagos-Kano Rail project. This will help complete the project once and for all.

“That N50bn be set aside as special bursary for students of tertiary institutions.”

When contacted, the Senate Leader, Ali Ndume, on Sunday, said he was not aware of any meeting between the leadership of the National Assembly and the Presidency over the 2016 budget.

Ndume, who spoke in a telephone interview with one of our correspondents in Abuja, said, “Our concern as Nigerians should be how to collectively move the nation forward instead of writing on speculations that could heat up the polity.”

Attempts to get the Director, Information, Ministry of Budget and Planning, Mr Charles Dafe, to comment on steps being taken to resolve the grey areas in the budget were not successful.

The Senate on Sunday also denied allegations of padding levelled against the appropriation committees of the National Assembly.

Senate spokesman, Senator Abdullahi Sabi, said in Abuja that the Constitution of Nigeria did not make the legislature a rubber stamp.

He said, “I can say authoritatively that we did not pad the budget at all. I reject that in its entirety. We appropriated in line with what we believe the issues are and we did so in consultation with the Ministries, Departments and Agencies.”

He added that the National Assembly, in reality, helped the executive to pass a badly written budget, saying having done its job within the law, the lawmakers expected the executive to follow the constitutional process.

No need to flog a dead horse. The Lagos-Calabar project was never in the budget in the first place. The budget copy is available all over. It was put up for download by the budget office on their site. Buhari is just looking for distractions for the mess he is in.

Publishing a picture online of the president going through a 1800 page document was enough to tell anyone this was all propaganda. The APC are not serious and not ready for governance. This is how 419 scam groups operate. They throw a lot of hot air and puff and huff aimlessly all day with zero substance. It is all so pathetic

Also, remember that the reason the budget was submitted to the NASS in the first place is so they can scrutinise it and remove or add whatever is necessary. You cannot now accuse them of actually doing their job. You cannot berate them for being efficient and competent! I can't believe how kindergarten Buhari and his team are. Such a shame!!!

If Buhari does not want to sign the budget; he should say so. He delayed in appointing his Ministers and many people praised him. I bet people will still praise him for witholding assent to this budget as being 'careful'.

This govt sef...
The executive submitted a 'padded' budget to NASS. NASS raised an alarm and d whole nation was alerted. NASS now felt like heroe& now tot dat what ever they pass as budget d president would be under pressure to sign. and so they removed d paddings by the executive and added their own padding, to their own benefit, and passed on to the president to sign.
And now d executive wants to pay NASS back for d embarrassment of exposing the original padding by exposing their own. And that's why they must 'scrutinize' d budget before assent.

Meanwhile, in all these, governance suffers and Nigeria continues to run whitout a budget.

They seems to be very confused and unfit to rule, just budget they cannot successfully write, defend, appropriate and append on time. This insensitivity and irresponsibility of the govt is way too much. Today the presidency pads, tomorrow the National Assembly pad theirs, this one talks and the other debunks. Mehn we are scammed.

What you have on d website was what was submitted but it was not d final. During Budget defence by various ministries, d budget was amended and Calabar Lagos rail was included and defended b4 appropriation committee.


...........Vanguard learned that although the N60 billion meant for the Calabar-Lagos rail budget was not in the original budget, the Budget and National Planning Minister, Senator Udoma Udo Udoma, successfully defended and got it included in the amended budget.
.......For instance, Senator John Enoh and Chairman House of Representatives Committee on Appropriation, Abdulmunin Jibrin, disagreed over the inclusion of the rail project in the budget.

While Enoh said it was included and wondered who removed it, Jibrin said the Lagos-Calabar rail project was never included.
.......Rep Oghene Egoh, PDP, Lagos, said the removal of the the Lagos-Calabar rail line was wicked and uncharitable if it is true because “we provided for both Kano and Lagos rail lines in the budget but I’m shocked that Lagos that is the business hub in Nigeria was removed. To me, we must probe deep into why it was removed because it connects all the oil producing states in Nigeria”.

I still cannot fathom why the Executive and Legislature cannot work harmoniously and set aside politics on crucial matters like this.

All this bickering and madness only shows the selfish, wicked and small minds on the current crop of leaders we have. It is obvious that they connived and fed Nigerians a pack of well rehearsed and humongous lies n propaganda at the time of campaigns and elections that brought them into power.

They are like students that sort their way through school and already see their grades firmly on the First class graders. Now they are before the panel to defend their projects it has become clear that they are empty cheats n criminals who have nothing with which to defend all their deft moves which produced such project by mere sleight of hand.

The President/Executive along with their party members in the majority in the NASS are complete FAILURES! They are an aberration in leadership and have failed Nigerians. This is the first time one can no longer take any statement of government as true and need to wait days for confirmation or rebuttal. Still, at their convenience, they will lie and unsay what they already said.

APC, you were given power and you have FAILED! You are just a bunch of rabid thieves n nothing more. After this budget drama, it's implementation will totally disgrace you.

Hey! This is beyond party politics and that is where you people remain myopic. Do you think it is all about one upmanship? No! It is about patriotism and commitment to the citizens who put those eejits in power!

A synchronised relationship b/w the Legislature and the Executive does not in any way require some dead party demands or interference with the independence of both bodies. It is about good n mature governance that must translate to improved lives and dividends of democracy for the citizens! The citizens come first! The moment politics holds sway over and above the people then such government is dead on arrival.

Is Saraki not an APC member? So what if he wasn't a party's godfather's choice? Is that why the nation/citizens must be made to endure such hard n biting circumstances while they don't even concede or partake of the sacrifices we are expected to make for a better tomorrow?

snail speed with snail brain on top will lead you nowhere. tell me why the NASS will go and be altering the budget, removing projects and replacing them with what they like. The presidency said okay removing the paddings and I'll sign but they went to be removing projects and reducing figures and you think with your brain that the NASS is right?

When d govt went ahead to submit a padded Budget, it simply gave the National Assembly d perfect Alibi to blackmail and hold dem to ransom considering d executive portrays itself as saints. D presidency is made so many errors with the budget and dey have little or no grounds to query what was included or removed... The APC is supposed to be d majority in the National Assembly so I wonder if dey want to blame now..

How can you defend an item you did not include in a budget in the first instant, you cannot defend what you do not have.
And to think that the clowns want to use transcripts of the exchange between the committee and Amaechi as a basis to defend what they never presented is just absurd.

The moment Nigerians slumber and take for granted the character of Bukola Saraki, the nation may be doomed for it. There is no worst Nigerian elite corrupt criminal than Bukola Saraki. First, he hid the budget to say it was missing, later the lost but found budget was roguely padded to favour their criminal interest having realised President Buhari wasn't going to allow them rip Nigerians off through dubious constituency projects anymore and now, having failed in all those, the one and only criminal Saraki has just invented another criminal tactics, what I can describe as "budget lifting". Just like how shoplifting is a crime, that has been rebranded and introduced to our budget system - removing one project and diverting the proposed expenditure to another uncontemplated and unplanned projects. The intention is to connive with some rogues in the ministries to phantom the projects and siphon the money. However that we have the calibre of Buhari as our president as well as now better informed Nigerians, this is not enough unless we take peculiar step to stem the growth of this cancer.

I want to use this opportunity to call on all Nigerians to rise against Bukola Saraki before the devil completely destroys our system. We have no other country than this, so this devil must be exorcised, decapitated and decimated before he sends the nation into irreparable destruction.

At this point, enough of any political diplomacy; Presidency should fight this alien like an act of war or else, should he have the upper hand, we may all be consumed. All of us will just wake up one morning to hear that Saraki and his co-criminals have impeached the President and the Vice-president. This is the time to act. No more "siddon look".

Anybody that will want to shout one nonsense human right abuse or democracy tenet should continue to shout, when the circumstance is beyond ordinary, extraordinary hands are needed.

For the fact you totally dislike the government doesn't mean you shouldn't find common ground.

Maybe you think the padding is actuality a woman's sanitary pad that was added to the budget. I will pardon your ignorance for now. Just to educate you, the paddings are projects. But they are frivolous and scandalous projects. So removing the paddings also means removing projects. Do you understand now?

Go through the budget and find out for yourself if there is a provision for Lagos - Calabar rail project. It pains me how this government play most Nigerians as fools and they fall for it.

If Buhari does not want to sign the budget; he should say so. He delayed in appointing his Ministers and many people praised him. I bet people will still praise him for witholding assent to this budget as being 'careful'.

What you have on d website was what was submitted but it was not d final. During Budget defence by various ministries, d budget was amended and Calabar Lagos rail was included and defended b4 appropriation committee.

You do not bring extra items to the budget defence. All these kind of claims only indict the executive more. All budgets are submitted to the budget office for collatuion and onward transfer to the NASS. Isn't that why some people in the budget office was accused of not scrutinising properly and redeployed during the budget fraud revelation? Bringing extra budget items to the budget defence is in itself padding because it will not be captured in the budget office
